Name Change in APAAR ID and DigiLocker in Uttarakhand
When a student's APAAR ID will not generate, or carries a wrong name, or DigiLocker shows a name that differs from the certificates: where each takes the name from, and which record to correct.
A name change in APAAR ID records is made at the source, not in APAAR itself. The ID is generated only where the student's name in the school's record matches the name on Aadhaar. So correct whichever of the two is wrong, and the school then generates or refreshes the ID. DigiLocker follows Aadhaar and the issuing office.

A name change in APAAR ID records is a newer question from parents, usually asked because a school has said the child's ID "is not generating". It is almost always a spelling difference between two records. This page explains name change in APAAR ID and DigiLocker records for students in Uttarakhand, and which record to put right.
We do not generate or correct these IDs. The school does. And none of this needs a Gazette, unless the student is taking a wholly new name. For the certificates themselves, read name change in education documents in Uttarakhand.
What Are APAAR, the Credit Account and DigiLocker?
| Thing | What it is | Who makes it |
|---|---|---|
| APAAR ID | A lifelong academic identity number for a student, under which school and college records are linked | The school or institution, through the national school data system |
| Academic Bank of Credits | The account in which a higher education student's credits are stored against that identity | The student, with the institution uploading the credits |
| DigiLocker | A Government digital wallet in which a person holds documents issued by Government bodies, boards and universities | The person, by signing up with Aadhaar |
The three are connected. Once an APAAR ID is generated, the education ministry's portal says it is pushed into the student's DigiLocker account, where it appears among the issued documents. Mark sheets and degrees issued digitally land in the same place.
None of the three is an identity paper in its own right, and none keeps a name of its own choosing. Each copies a name from somewhere else. That is why a wrong name cannot be fixed inside them.
Where Does Each Take the Name From?
| Record | Where its name comes from | Who can correct that source |
|---|---|---|
| APAAR ID of a school student | The school's entry for the student in the national school data system, matched with Aadhaar | The school, for its entry. UIDAI, for Aadhaar |
| APAAR or credit account of a college student | The student's Aadhaar-based sign-in, matched with the institution's record | UIDAI, for Aadhaar. The college or university, for its record |
| The DigiLocker account | Aadhaar, at sign-up | UIDAI |
| A mark sheet or degree in DigiLocker | The board's or university's own record | The board or university |
| A scan you uploaded yourself | The paper you scanned | Whoever issued the paper |
Read the third column. Every correction on this page is made by one of three offices: the school or college, UIDAI, or the board or university. APAAR and DigiLocker only show the result.
What Is the Matching Rule?
The education ministry's APAAR portal sets it out in its answers to common questions.
- The name of the student in the school's record in the national school data system must match the name of the student as per Aadhaar.
- The student's permanent education number from that system is needed to generate the ID.
- The details used include the student's name, date of birth, gender, the mother's name, the father's name, the name as per Aadhaar and the Aadhaar number.
- If generation fails, the system shows an error, such as a mismatch between Aadhaar and the academic record. The data has to be corrected and the request made again.
- Schools are responsible for providing the ID, verifying the student's details and updating the records in the system.
So "the ID is not generating" nearly always means one thing: the school's spelling of the child's name and Aadhaar's spelling are not the same. A missing surname, an extra space, an initial in place of a full word, or a different date of birth is enough.
Which Case Is Yours?
| The situation | Example | Route |
|---|---|---|
| The school says the ID will not generate | School record: Ananya. Aadhaar: Ananya Joshi | Make the two agree, then the school tries again |
| The school's record is the wrong one | The school typed Anaya | The school corrects its entry, on the birth certificate |
| Aadhaar is the wrong one | Aadhaar has a home name | Correct the child's Aadhaar at a centre, then tell the school |
| The ID was generated earlier, and Aadhaar or the school record has since been corrected | The ID card shows the old spelling | Ask the school how the ID is refreshed from the corrected records |
| A parent's name does not match | The mother's name with a surname she does not use | The school corrects its entry, on the parent's identity proof |
| The DigiLocker account shows an old name | Aadhaar was updated after sign-up | See the section on DigiLocker below |
| A mark sheet in DigiLocker has a wrong name | The board's record is wrong | The board corrects the certificate. DigiLocker then shows the corrected one |
No row ends in a Gazette. These are record-matching problems, settled by the school and the Aadhaar centre.
Which Record Should Be Corrected, the School's or Aadhaar?
Do not simply change whichever is quicker. The name fixed now will be copied into the board registration and every certificate after it.
- Start with the birth certificate. For a child, it is the base. See what name it carries.
- If the school's record matches the birth certificate and Aadhaar does not, correct Aadhaar.
- If Aadhaar matches the birth certificate and the school's record does not, ask the school to correct its entry.
- If neither matches, or the birth certificate itself is wrong or blank, put the birth certificate right first, and bring the other two to it.
- For an older student, the class 10 certificate is the base. Bring Aadhaar and the institution's record to it.
Remember that Aadhaar allows only a limited number of name updates in a lifetime, and each one counts against the child. See Baal Aadhaar child name correction and name change in birth certificate.
How Do You Get It Put Right for a School Student?
Step 1: Ask the school what the system says
Ask to see the error, and the student's entry as the school has typed it: name, date of birth, gender, both parents' names.
Step 2: Put the entry beside the child's Aadhaar
Compare letter by letter, with spaces, initials and the order of the words.
Step 3: Check both against the birth certificate
That tells you which of the two is wrong.
Step 4: Correct the wrong record at its own office
A written request to the school, with the birth certificate, for its entry. An Aadhaar centre, with the birth certificate, for Aadhaar.
Step 5: Give the school the corrected paper
The updated Aadhaar, or its own corrected register entry, and ask it to update the national system.
Step 6: Ask the school to request the ID again
Generation is started by the school. Ask it to confirm the status in its module.
Step 7: Look in DigiLocker
The ID appears among the issued documents of the student's account once it is generated. Read the name on it.
Step 8: Check the same entry before board registration
The record that now matches Aadhaar is the one the board will be sent.
If the school does not act, write to the head of the school, and then to the district's education office. The ministry's portal places the responsibility on the school.
What About College and University Students?
A student in higher education usually creates the identity and the credit account by signing in through DigiLocker, and then selects the institution. The match is between the Aadhaar-based sign-in and the institution's record of the student.
- The institution's record takes its name from the class 12 certificate you gave at admission.
- Where Aadhaar and the class 12 certificate differ, the account may not link, or credits may not show.
- The usual course is to bring Aadhaar in line with the class 10 and 12 certificates. Aadhaar treats a small spelling correction, expanding initials or adding a surname as a minor change, as reported.
- Where the college typed the name wrongly from a correct certificate, ask its examination section to correct the record with the university.
- Missing credits are for the institution to upload. That is not a name problem.
Sort this out in the first year. A mismatch found in the final year can hold up the degree in digital form. See name change in Aadhaar card in Uttarakhand.
How Do Names Work in DigiLocker?
The account name
It is taken from Aadhaar when you sign up. If Aadhaar is updated later, the account may still show the old name until it is refreshed. Use the option in the app to update from Aadhaar, or ask DigiLocker's support.
Issued documents
These are fetched from the issuing body's own records: a board, a university, the transport department. A wrong name there means the issuer's record is wrong. Correct it at the issuer, then fetch the document again.
Uploaded documents
These are scans you put in yourself. They are only as correct as the paper. Replace the scan after the paper is corrected.
- A document will often not fetch at all if the name you sign in with differs from the name in the issuer's record. That is the same matching problem, seen from the other side.
- Nothing in DigiLocker can be edited to change a name on an issued document. An edit there would not be a correction of the certificate.
- A parent should not keep a child's documents in the parent's own account as if they were the child's. Each person's account stands on that person's Aadhaar.
What Is the Order After a Change of Name?
Where a student has in fact changed a name, and not merely found a spelling slip, the records move in this order.
- The Gazette notification, where the change is one Aadhaar treats as major. For a student under 18, the parents apply.
- Aadhaar.
- The school's or college's record, on the Gazette and the updated Aadhaar. Ask the institution how it records a changed name.
- The APAAR ID, refreshed by the institution from the two matching records.
- DigiLocker, refreshed from Aadhaar.
Certificates already issued stay in the old name, and stay that way in DigiLocker too. The Gazette notification is the paper that links them. See minor name change in Uttarakhand.
Think about timing. A change of name in the middle of a board year can leave the school record, the board registration and Aadhaar out of step for months. If you can, do it well before class 9 registration, or after the result.
What About Consent, and Having Only One ID?
- Consent. For a student under 18, the ID is generated with a parent's consent, on a form the school gives. Read the name on that form before you sign. It is the same check as any other verification slip.
- One ID. A student has one APAAR ID for life. Do not let a second one be made at a new school or college because the first carried a wrong name. Ask for the first to be corrected and carried forward.
- Changing schools. Give the new school the existing ID and the permanent education number, so the record follows the child.
- Your own data. Sign in only on the official portals and apps. Do not give a child's Aadhaar to a shop that offers to "generate" the ID.
If you are told a child cannot be admitted or registered for the board only because an ID has not generated, ask for that in writing and take it to the district's education office.
How Does the Central Gazette Route Come In?
Only where the student is taking a new name. Aadhaar asks for a Gazette for a major change, and the school record and the ID then follow.
Step 1: Confirm that it is a change, and not a mismatch
A spelling difference between the school record and Aadhaar needs no Gazette.
Step 2: Settle who applies
For a student under 18, both parents, or the legal guardian. An adult student applies for himself or herself.
Step 3: Fix the exact new name
The spelling, spacing and order the student will carry on every certificate.
Step 4: Make the affidavit
State the old name, the new name and, for a minor, the date of birth. Sign before a notary.
Step 5: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 6: Type the form and prepare the CD
Two typed copies of the specimen, signed with two witnesses, the same text on a CD in MS Word, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,700 for a minor and Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update Aadhaar and the school
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar, then give both to the school.
Does the Uttarakhand Gazette Matter Here?
Not to APAAR or DigiLocker. The question is only which Gazette Aadhaar, the school and the board accept.
Step 1: Ask the Aadhaar centre which Gazette it accepts
The ID follows Aadhaar and the school record.
Step 2: Think about the board and later use
For a national board, a passport or study outside the state, the Gazette of India is the safer choice.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private notice for a minor is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Parents and Students Make?
| Mistake | What to do |
|---|---|
| Trying to correct the name inside APAAR or DigiLocker | Correct the source: the school record or Aadhaar |
| Changing whichever record is quicker | Check both against the birth certificate first |
| Letting the school alter its record to match a wrong Aadhaar | Correct Aadhaar |
| Spending an Aadhaar name update on a spelling you may change again | Decide the full name once |
| Paying for a Gazette or an affidavit for a mismatch | Neither is needed for a spelling difference |
| Letting a second ID be made at a new school | Carry the first one forward |
| Signing the consent form without reading the name | Read it as you would a verification slip |
| Giving the child's Aadhaar to a shop | Deal with the school and the official portals only |
| Leaving it until board registration | Sort it out as soon as the school raises it |
A typical case we handle: a mother in Haldwani was told her son's ID was "rejected by the system" and that she should get a Gazette. The school's record said "Aryan Singh" and his Aadhaar said "Aryan Singh Rawat", as did his birth certificate. Nothing needed a Gazette. She asked the school in writing to correct its entry on the birth certificate, the school updated the record, and the ID generated on the next attempt. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a mismatch between the school record and Aadhaar, always. The school and the Aadhaar centre settle it, free or at Aadhaar's small fee. We are useful only where the student is taking a new name and Aadhaar needs a Gazette first.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The ID is handled by the student's own school or college. For the papers behind it, send photos on WhatsApp and we will tell you which one to correct.
People Also Ask About APAAR and DigiLocker Names
Why is my child's APAAR ID not generating?
Usually because the name in the school's record does not match the name on Aadhaar.
How do I correct the name in an APAAR ID?
Correct the school record or Aadhaar, whichever is wrong. The school then generates or refreshes the ID.
Should I change Aadhaar or the school record to match?
Check both against the birth certificate, and correct the one that differs from it.
Is a gazette needed for an APAAR name mismatch?
No. It is a matching problem between two records.
How do I change my name in DigiLocker?
The account follows Aadhaar. Update Aadhaar, then refresh the account.
Can I edit the name on a marksheet in DigiLocker?
No. The board corrects its record, and the corrected document is fetched again.
Which details must match Aadhaar for an APAAR ID?
As a school-data guide explains, the student's name, date of birth and gender in the school's record must match Aadhaar exactly. The system then generates the ID automatically and links it to the student's education number.
How many digits is an APAAR ID?
Twelve. It is generated against the student's permanent education number in the school's record.
Do the parents' names have to match Aadhaar too?
Reports from schools say both the father's and mother's names must match the Aadhaar records. Check both names in the school's entry along with the child's.
Why does Aadhaar validation fail for school students?
The education ministry told the Lok Sabha on 28 July 2025, giving one state's figures, that common reasons include a mismatch in name, spelling or date of birth, an Aadhaar not updated, and a missing date of birth on Aadhaar.
Is an APAAR ID compulsory for school admission?
No, as reported. NCERT said in April 2026 that obtaining an APAAR ID is not essential for admission to schools. The ID is created with consent.
Should I tell the school the mismatch is blocking APAAR?
Yes. A school-data guide advises saying so when you submit the correction, since a mismatch that blocks the ID also blocks Aadhaar-based checks and should be treated as a priority.

The matching rule, the details used, what happens when generation fails and the school's responsibility are from the education ministry's APAAR portal. How a generated ID is refreshed, how college students link their accounts and how DigiLocker updates a name are general guidance, since those screens change. The school, UIDAI and the issuing board are the authorities.

Name Change in APAAR ID and DigiLocker: The Short Version
An APAAR ID is generated only where the school's record of the student matches Aadhaar. When it will not generate, compare the two with the birth certificate, correct the one that is wrong at its own office, and ask the school to try again. DigiLocker takes the account name from Aadhaar and each document from the body that issued it.
Nothing is corrected inside APAAR or DigiLocker, and no Gazette is needed for a mismatch. To find out which record to correct, message us on WhatsApp 9540005064, and we will reply in working hours.
