Name Change in Education Documents in Uttarakhand
Mark sheets, board certificates and degrees: how a mistake in a name is corrected, why a name changed later is seldom reprinted, and what a Gazette does for the certificates you already hold.
A name change in education documents depends on what happened. A mistake in a mark sheet or degree is corrected by the board or university that issued it, usually through the school or college and within a time limit. A name changed later is rarely reprinted. The Gazette notification is then kept with the old certificates.

A name change in education documents is a common request, and one that is often misunderstood. People expect a Gazette to make a board reprint a mark sheet. It usually does not. This page explains name change in education documents in Uttarakhand: what boards and universities correct, what they do not, and how the papers you hold stay usable.
We do not correct mark sheets or degrees. The board or university does. Our work is the Gazette, which either supports a correction a board asks proof for, or stands beside certificates that will not be reprinted. For a child still in school, read child name change in school records.
Why Is the Class 10 Certificate the Anchor?
For most adults in India, the class 10 certificate is the first formal paper that states the name, the father's name, the mother's name and the date of birth together. Almost every later record is checked against it.
- The class 12 certificate, the degree and every entrance form copy the name from it.
- Recruitment boards and employers compare identity papers with it.
- The passport office and many others accept it as proof of date of birth.
- Where a person's papers disagree, offices usually treat the class 10 certificate as the one that is right.
Two things follow. If your other papers differ from your class 10 certificate, it is usually the other papers that are brought in line. And if the class 10 certificate itself is wrong, correcting it early is worth more than any other correction you will make.
Why Are a Correction and a Change Different?
| Point | Correction | Change |
|---|---|---|
| What happened | The certificate printed the name wrongly | The certificate was right, and you have since taken another name |
| Example | Bisht printed as Bist | Rakesh Kumar, now Aarav Negi |
| Measured against | The school's own admission record | Nothing in the school's record supports it |
| What boards usually do | Correct it, within their time limit | Often decline to reprint, or allow it only on strict proof |
| Role of a Gazette | Sometimes asked for as proof | The record of the change, kept with the old certificates |
A certificate records an examination passed by a candidate under a name on a date. Boards treat it as a record of that event. They will put right a slip in recording it. Most are slow to rewrite it for something that happened afterwards.
Who Corrects Which Education Document?
This is the usual position. Each body has its own rules, forms, fees and time limits, and changes them.
| Document | Who corrects it | Route |
|---|---|---|
| School register and transfer certificate | The school | A parent's written request, with the birth certificate |
| State board class 10 and 12 certificates | The Uttarakhand Board of School Education | Its correction form, through the school last attended |
| Central board certificates | The Central Board of Secondary Education | Through the school, under the board's examination rules |
| Other boards and open schooling | That board | Its own procedure |
| Degree and university mark sheets | The university | Through the college, to the examination or registrar's section |
| Diploma and trade certificates | The technical board or council that issued them | Through the institute |
| Entrance exam score card | The body that held the exam | Only in its correction window, before the result |
In nearly every row the request starts at the school or college. Its record is what the board checks, and its head forwards the request. A candidate who writes straight to a board is usually sent back to the school.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| A printing or spelling mistake in a board certificate, and the school record is right | Correction through the school, within the board's time limit | Usually no |
| The school record itself has the mistake, and the certificate copied it | The school corrects its record on the birth certificate, then the board | Ask the board |
| The time limit has passed | Ask the board what it accepts for a late correction | Often asked for |
| A parent's name is wrong in the certificate | Correction through the school, with the parent's identity proof | Ask the board |
| A surname is missing in the certificate and present in identity papers | Usually bring the identity papers to the certificate, not the other way | No |
| A married name on identity papers, a maiden name on the degree | The marriage certificate links them. The degree stays | No |
| A name changed by choice after the certificates were issued | The Gazette is kept with the certificates. A reprint only if the board's rules allow | Yes |
Look at the fifth row before you start anything. Very often the easier and safer course is to make Aadhaar and PAN follow the class 10 certificate, and leave the certificate alone.
How Do You Get an Education Certificate Corrected?
Step 1: Decide if it is a correction or a change
Ask the school for a copy of your entry in its admission register, and see what name it shows.
Step 2: Read the board's or university's own rule
Its correction form, its list of papers, its fee and its time limit.
Step 3: Go to the school or college last attended
Ask the head to verify the entry from the record and forward your request.
Step 4: Have the school's own record corrected first, if it is wrong
On the birth certificate, with a parent's written request.
Step 5: Fill the correction form
Give the entry as printed and as it should read, the roll number, the year and the school.
Step 6: Attach the proof and the original certificate
As the form asks. Keep a clear copy of every original before you hand it over.
Step 7: Pay the fee and keep the receipt
And a dated receiving of the application.
Step 8: Check the corrected certificate, then the later ones
A corrected class 10 certificate is the ground for correcting the class 12 certificate and the degree in turn.
Start with the oldest certificate that carries the mistake. A university will not correct a degree to a name that the class 10 certificate does not show.
What Do School Boards Allow?
The state board
- The Uttarakhand Board of School Education has its own correction form, routed through the school
- We could not confirm its time limit or fee. Ask the school, or the board's office
- The school's register and the registration data it sent to the board are what the request is checked against
- For a parent's name, the steps are on our page on a father's name in a board mark sheet
The central board
- The Central Board of Secondary Education has detailed rules on corrections and on changes of name, with time limits
- In 2021 the Supreme Court dealt with those rules in a case about names in certificates, and directed the board to allow corrections and changes in defined situations, on proper proof
- The board's present rules, and what it asks for in each situation, are on its website. Read them before applying
- The request still goes through the school
Whatever the board, three things are common. There is a form. There is a time limit after the result, after which more proof is asked for. And the school's record decides whether your request is a correction or a change.
See father's name correction in an Uttarakhand Board mark sheet.
What About Degrees and University Mark Sheets?
A university prints a degree in the name on its enrolment record, which it took from your class 12 certificate at admission. So a degree is usually right if the school certificates are right.
- A printing mistake in the degree or a mark sheet. Apply through the college to the university's examination section, with your school certificates. This is a correction, and universities make it.
- The school certificates were corrected after you enrolled. Give the university the corrected certificates and ask for its record and the degree to follow.
- A name changed by choice during the course. Tell the university before the final examination. Some will record a changed name for a current student on a Gazette notification, so that the degree is printed in it.
- A name changed after the degree was awarded. Most universities do not reprint. Some will issue a note or an endorsement. Ask the registrar's office in writing.
Each university in the state, and each one outside it, has its own ordinance on this. The rule of the university that awarded the degree applies, wherever you live now.
What Happens to Your Certificates After a Change of Name by Gazette?
They stay as they are, in most cases. That is not a failure of the Gazette. It is what the Gazette is for.
- A Gazette notification is the public record that the person formerly called one name is now called another.
- Read with it, a mark sheet or a degree in the old name is accepted by most offices. An employer, a university or an embassy that sees both can follow the link.
- Your identity papers, Aadhaar, PAN and the passport, are updated to the new name. Your certificates are explained by the Gazette.
- Where a board's rules do allow a certificate to be issued in a changed name, the Gazette is the proof it asks for. Ask the board first.
What About Certificates After Marriage?
- Degrees and mark sheets earned before marriage stay in the maiden name. No board or university reprints them for a marriage.
- The marriage certificate is the link between the maiden name on the certificates and the married name on identity papers.
- For a course joined after marriage, give the name you want the degree to carry at admission, and support it with papers in that name.
- Changing your surname is a choice. Many women keep the name on their degrees for their working life.
An employer that asks why the degree and the identity proof differ is answered with the marriage certificate. See name change after marriage in Uttarakhand.
What About Exam and Admission Forms?
Most trouble with education records begins at a form, where a candidate types a name from memory or from Aadhaar and it does not match the class 10 certificate.
- Fill every entrance, admission and recruitment form in the name on your class 10 certificate, letter for letter, unless the form says otherwise.
- Where a form checks your name against Aadhaar and the two differ, bring Aadhaar in line first. Aadhaar treats a small spelling correction as a minor change.
- Exam bodies open a correction window before the exam. After the result, a score card is seldom changed.
- Student identity numbers now made for school and college records are created by matching the institution's record with Aadhaar. A difference between the two can stop the number being made, so ask the school to correct whichever is wrong.
- Disclose a changed name where a form asks for any other name, and attach the Gazette.
What If Your Certificates Are Needed Abroad?
Foreign universities, licensing bodies and credential evaluators compare your certificates with your passport, and they are strict about it.
- Where the passport and the certificates differ by a spelling, correct whichever is wrong before you apply. A correction takes months, so start early.
- Where you have changed your name, send the certificates with the Gazette notification, and ask the body what form it wants the link in.
- Where the difference is a married name, send the marriage certificate.
- Transcripts sent by the university carry the name on its record. Ask the university if it can note your present name on the covering letter.
- Papers for use abroad often have to be attested or apostilled, and sometimes translated. Ask before you start.
How Does the Central Gazette Route Work?
Use this where a board has asked for a Gazette notification, or where you are taking a new name. Boards outside the state, central universities and bodies abroad look for the Gazette of India.
Step 1: Get the board's or university's requirement in writing
Ask what it will do on a Gazette notification: reprint, endorse, or only note it.
Step 2: Choose the right kind of notice
A change of name notice for a name you have taken. A public notice where your name was wrongly written in your certificates and the board wants Gazette proof.
Step 3: Fix the exact name
The spelling, spacing and order to be used on every paper from now on.
Step 4: Make the affidavit or the undertaking
An affidavit before a notary for a change of name. An undertaking for a public notice.
Step 5: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 6: Type the form and prepare the CD
Two typed copies of the specimen, signed with two witnesses, the same text on a CD in MS Word, photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult's change of name and Rs 1,400 for a public notice. It is not refunded.
Step 8: Send the file yourself, then apply to the board
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Give the published Gazette to the school or college with the board's form, or keep it with your certificates.
For the two kinds of notice, see name correction vs name change in the Gazette.
Will a Board Accept the Uttarakhand Gazette?
The state board and state universities may accept a state notice. A board or university outside the state may not. Ask the body that will read it.
Step 1: Ask the board or university which Gazette it accepts
In writing, through the school or college.
Step 2: Think about every body that will see your certificates
For a central board, a central university, a passport or use abroad, choose the Gazette of India.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private notice of the kind you need is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Expecting a Gazette to make a board reprint a mark sheet | Ask the board in writing what it does on a Gazette |
| Changing the class 10 certificate to match Aadhaar | Usually bring Aadhaar to the certificate |
| Writing straight to the board | Start at the school or college |
| Missing the board's time limit after the result | Check the certificate the day it arrives |
| Correcting the degree before the class 10 certificate | Start with the oldest certificate |
| Altering a certificate by hand | Never. An altered certificate is refused |
| Handing over originals without copies | Keep a clear copy, and a receiving |
| Filling an exam form in a name the class 10 certificate does not have | Copy the name from the certificate |
| Changing a name in the middle of a course without telling the university | Tell it before the final examination |
A typical case we handle: a graduate from Srinagar in Garhwal had "Bist" on her class 10 certificate and "Bisht" on her Aadhaar, PAN and passport, and wanted the certificate changed by Gazette. Her school's register said "Bist", so the board would have treated it as a change, long after its time limit. We told her what that would involve. She chose to leave the certificate, and a short Gazette notice stating both spellings joined by alias now goes with it. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
A refusal by a board or a university to correct a clear mistake, and any case where a selection or an admission is lost over a certificate.
When you do not need us
For a printing mistake that your school's record can prove, you need the school and the board's form. For a married name, the marriage certificate. We are useful where a board asks for a Gazette, or where you have taken a new name and the Gazette will stand beside your certificates.

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The correction starts at the school or college you attended. The Gazette file, where one is needed, is prepared on WhatsApp.

Name Change in Education Documents: The Short Version
The class 10 certificate is the anchor. A mistake in a mark sheet or degree is corrected by the board or university, through the school or college, within a time limit, and measured against the school's own record. A name changed afterwards is seldom reprinted. The Gazette notification stands beside the old certificates and makes them usable.
Where your identity papers differ from your class 10 certificate, it is usually the identity papers that move. To find out what your board will need, send photos on WhatsApp 9540005064, and we will reply in working hours.
