CBSE and ICSE Marksheet Name Correction in Uttarakhand
A wrong name on a central board or council certificate: what each board corrects, what it treats as a change, the papers the school forwards, and where a court order or a Gazette comes in.
A CBSE or ICSE marksheet name correction is applied for through the school, which forwards it to the board with its own records. Both boards correct a spelling or factual error that the school record proves. A change of name is treated differently, and the central board's rules speak of a court's order and a Gazette notification.

Many schools in Dehradun, Mussoorie, Nainital and Haldwani are affiliated to the central board or to the council, and their certificates follow those bodies' rules, not the state board's. This page explains CBSE and ICSE marksheet name correction for students and former students in Uttarakhand. A CBSE and ICSE marksheet name correction always starts at the school.
We do not correct mark sheets. The board does, on the school's forwarding. Our work is the Gazette, which comes in where a board asks for one. For the state board and for universities, read name change in education documents in Uttarakhand.
Which Two Boards Is This Page About?
| Point | Central Board of Secondary Education | Council for the Indian School Certificate Examinations |
|---|---|---|
| Short name | CBSE | CISCE |
| Class 10 examination | Secondary School Examination | ICSE |
| Class 12 examination | Senior School Certificate Examination | ISC |
| Who you deal with | Your school, which writes to the board's regional office | Your school, which writes to the council |
| Rules on names | The board's examination bye-laws | The council's own procedure, published in its answers to common questions |
Where you live now does not matter. A certificate is corrected by the board that issued it, through the school you sat the examination from, even if that school is in another state.
Where Does the Name on the Certificate Come From?
Neither board asks the student for a name at the time of the examination. It prints what the school sent.
- The admission form. A parent fills it when the child joins the school.
- The school's admission register. The entry is copied from the form and the previous school's leaving certificate.
- Registration with the board. In class 9, and again in class 11, the school sends each student's particulars to the board.
- The list of candidates. Before the examination, the school confirms the list.
- The certificate. The board prints the name, the mother's name, the father's name and the date of birth from that list.
So a wrong name on a certificate is almost always a wrong entry made years earlier at the school, or a slip made when the school typed its list. Which of the two it is decides how the board treats your request.
Is Yours a Correction or a Change?
| Point | Correction | Change |
|---|---|---|
| What it is | The certificate differs from the school's own record | The certificate matches the school's record, and you want a different name |
| Example | The register says Bisht, the certificate says Bist | The register and the certificate both say Bist, and you want Bisht |
| Proof | The school's admission form, register and the earlier leaving certificate | A court's order and a Gazette notification, under the central board's rules |
| How the board sees it | Its own record being made right | A new name being recorded, with a note of when and why |
Before anything else, ask the school for a certified copy of your entry in its admission register. If the register shows the name you want, you have a correction. If it shows the name on the certificate, you are asking for a change, however small the difference looks.
What Do the Central Board's Rules Say?
The board's examination bye-laws deal with names in certificates. These points are from the texts it has published.
| Point | What the published rules say |
|---|---|
| What a correction is | Correction of spelling errors and factual or typographical errors in the candidate's name or surname, or the father's, mother's or guardian's name, to make it consistent with the school record or the list of candidates sent by the school |
| Who applies | The candidate, with the application forwarded by the head of the institution |
| Papers named | Attested copies of the admission form filled by the parents, the leaving certificate of the previous school, and the page of the admission and withdrawal register with the candidate's entry |
| A change of name | Considered where the change has been admitted by a court of law and notified in the Government Gazette |
| The mother's name | A candidate may have the mother's name, the father's name or both shown in the board's records |
On the time limit, do not rely on what you read anywhere, this page included. Different published versions of the rule have given one year, two years, five years and ten years from the declaration of the result, and one text on the board's own site says an application for correction may be considered at any time on the listed documents. Read the current bye-law on the board's website, or ask the school to confirm with the regional office.
In 2021 the Supreme Court, in a case about these bye-laws, held that they could not wholly bar a change of name after the result, and directed the board to process applications for correction and change in line with its directions and to amend the bye-laws. Where a change is recorded on a court's order, the board's certificate carries a caption noting the change and its date.
What Does the Council Ask For?
The council's published answers set out a procedure for a correction in the name, a parent's name or the date of birth in ICSE and ISC certificates. The request goes through the school. The items it lists include:
- An original affidavit signed by a First Class Magistrate, in English.
- The original statement of marks and pass certificate.
- Payment of the correction fee online, through the school.
We saw only part of the council's list, so ask your school for the full, current one. In practice the school also sends its own record of your admission, and the council compares the request with what the school registered for you in class 9 and class 11.
For a change of name, as distinct from a correction, ask the school what the council requires. We could not confirm that from the council's own text.
How Do You Apply?
Step 1: Get a certified copy of your entry in the school's admission register
And of the admission form, if the school still has it.
Step 2: Decide if it is a correction or a change
Compare the register with the certificate and with the name you want.
Step 3: Read the board's current rule
On its website, for the papers, the fee and the time limit that apply to your year.
Step 4: Write to the head of the school
Ask for the request to be forwarded to the board, and say exactly what is to be corrected.
Step 5: Give the school the papers the board lists
The originals of the certificate and mark sheet where asked, an affidavit where asked, and the court's order and Gazette for a change.
Step 6: Pay the fee as the board directs
Usually online or through the school. Keep the receipt.
Step 7: Keep a copy of the school's forwarding letter
With its number and date. Follow up with the school, which hears from the board.
Step 8: Check the corrected certificate
Read the name, both parents' names and the date of birth, and see what note the board has put on it.
Why Is It Easiest Before the Board Exam?
Until the school has registered the student with the board, a name is only an entry in the school's own register, and the school can correct it on a parent's request with the birth certificate.
- Schools ask parents to verify particulars before class 9 registration, and again before class 11. Read that slip letter by letter, in the child's name, both parents' names and the date of birth.
- Make the school record follow the birth certificate and Aadhaar before registration closes.
- After registration, a correction has to go to the board, with fees and proof.
- After the result, it becomes a correction of a certificate, under the stricter rules above.
What About a Parent's Name on the Certificate?
- The same rule applies. A spelling or factual error in the father's, mother's or guardian's name is a correction, where the school record shows it rightly.
- Where the parent's name on the certificate matches the school record and differs from the parent's own identity papers, the board treats it as a change. That was the situation in the case that went to the Supreme Court.
- A parent who has changed his or her own name by Gazette gives that notification as the proof.
- A mother's name written with a surname she never used is a common case. Her identity papers and the school's admission form decide it.
See father's name change and correction and mother's name change and correction.
Why Correct Class 10 and Class 12 Together?
The class 12 registration is made from the class 10 certificate. A mistake in one is usually in the other.
- Ask for both to be corrected in one request where both carry the error, and where both were taken from the same board.
- Where class 10 was from one board and class 12 from another, each board corrects its own, and the class 10 board goes first.
- A university will correct a degree only after the school certificates are right.
- Keep copies of the old certificates. A board usually takes back the originals when it issues corrected ones.
What If the School Has Closed, or Will Not Forward the Request?
The school will not forward
- Give your request in writing, and keep a dated receiving
- Ask for the reason in writing. Often the school's own record does not support the request
- Write to the board's regional office, or to the council, with a copy of what you gave the school
- Take a lawyer's advice if a clear mistake is being left uncorrected
The school has closed, or you were a private candidate
- Write to the board's regional office that covered the school, and ask how to apply
- Ask where the closed school's records are now kept
- Carry every paper you hold from the school: the admission slip, fee receipts, the leaving certificate
A school cannot be made to certify something its register does not show. If the register carries the mistake, the route is a change, with the proof that calls for.
When Is a Gazette Asked For?
A change of name
The central board's rules speak of a change admitted by a court of law and notified in the Government Gazette.
The school record has the same mistake
Nothing in the school's papers proves the right name, so the board wants a public record of it.
The certificate will stay as it is
Where the board declines, a Gazette notice stating both forms links the certificate to your identity papers.
Note the first card with care. On the published text, a Gazette alone may not be enough for a change. The rule joins it to a court's order. Ask the school to confirm with the board what it wants in your case, and take a lawyer's advice on the court's order before you spend on anything.
How Does the Central Gazette Route Work?
Both boards are national bodies, so the Gazette of India is the one to use. The notice goes in Part IV.
Step 1: Get the board's requirement in writing, through the school
Ask if it wants a change of name notice or a public notice, and if a court's order is needed as well.
Step 2: Fix the exact name
As it should appear on the certificate, and on every other paper.
Step 3: Make the affidavit or the undertaking
An affidavit before a notary for a change of name. An undertaking for a public notice about a name wrongly written in your educational documents.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign it with two witnesses
Two typed copies of the specimen. For a student under 18, the parents sign.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult's change of name, Rs 1,700 for a minor's and Rs 1,400 for a public notice. It is not refunded.
Step 8: Send the file yourself, then give the Gazette to the school
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Give the published Gazette to the school with the board's application.
Would a Board Accept the Uttarakhand Gazette?
The central board's rule speaks of the Government Gazette, without saying which. Both boards are national, and their certificates are used across the country and abroad. The Gazette of India is the safer choice.
Step 1: Ask the school to confirm with the board which Gazette it accepts
In writing.
Step 2: Think about where the certificate will be used
For a central university, a passport or study abroad, choose the Gazette of India.
Step 3: If a state notice is accepted, contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private notice of the kind you need is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Writing straight to the board | Apply through the head of the school |
| Not looking at the school's register first | It decides if yours is a correction or a change |
| Trusting a time limit read online | Read the current bye-law on the board's site |
| Paying for a Gazette before asking what the board wants | The rule on a change also speaks of a court's order |
| Signing the verification slip in class 9 without reading | Read every name and the date of birth |
| Correcting class 12 and leaving class 10 | Correct both, the older one first |
| Changing the certificate to match Aadhaar | Usually bring Aadhaar to the certificate |
| Handing over originals without copies | Keep clear copies and the school's forwarding letter |
| Waiting until a visa or a job needs the certificate | Apply as soon as you see the mistake |
A typical case we handle: a student from a Dehradun school had "Rawat" on her class 10 certificate printed as "Rwat". She came to us for a Gazette before her college admission. We asked her to get her entry from the school's register first, and it said "Rawat". That made it a correction. The school forwarded her request with its admission form and register page, the board issued a corrected certificate, and no Gazette was involved. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
A court's order for a change of name, a board's refusal to correct a clear mistake, and a school that will not forward a request its own record supports.
When you do not need us
For a correction that the school's record proves, you need the school and the board's application. We are useful where the board asks for a Gazette notification, or where the certificate will stay as it is and a Gazette is to stand beside it.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The correction starts at the school you sat the examination from. The Gazette file, where one is needed, is prepared on WhatsApp.
