Name Change in Birth Certificate in Uttarakhand
Adding a name that was never entered, correcting one that was written wrongly, and what happens to a birth certificate after a name is changed by Gazette, for children and adults.
A name change in birth certificate records is handled by the Registrar who holds the birth record. A missing name can be added and a wrong entry corrected, on proof. A name that was rightly registered and changed later is not an error, so the Registrar may decline. Then the Gazette notification is kept with the certificate.

People ask for a name change in birth certificate records at every age: for a child starting school, a student going abroad, an adult who has taken a new name. The answer depends on which of three things is being asked for. This page explains name change in birth certificate records in Uttarakhand for all ages, and where each request goes.
We do not correct birth records. The Registrar does. Our work is the Gazette, which has a part only where a name has been changed by choice. For a baby in the first year, read name change for a newborn.
What Does a Birth Certificate Record About a Name?
A birth certificate is an extract from the register of births kept by the Registrar for the place where the child was born. The register is made under the Registration of Births and Deaths Act, 1969.
- It records the fact of the birth: the date, the place, the sex of the child and the names of the parents.
- The child's own name may or may not be there. A birth can be registered before the child is named, and the name entered afterwards.
- Where a name is entered, it is the name the parents gave at that time.
- The register is not a running record of what the person is called through life. It records the birth.
That last point decides most questions on this page. A birth certificate can be completed, and it can be corrected. It is not designed to follow a person through later changes of name.
Which of the Three Requests Is Yours?
| Point | Adding a name | Correcting a name | Changing a name |
|---|---|---|---|
| The situation | The name column is blank | A name is there, written wrongly | A name is there, written rightly, and the person now has another |
| Example | Registered as a baby with no name | Ananya written as Anaya | Registered as Gudiya, now Ananya by Gazette |
| The law | The provision on entering a child's name | Section 15, on an erroneous entry | No provision made for it as such |
| Who decides | The Registrar | The Registrar | The Registrar, who may decline |
| Gazette? | No | No | The Gazette records the change, and is kept with the certificate |
Most people who say "name change in birth certificate" mean the first or the second. Both are settled at the Registrar's office, at little cost. Only the third is a change of name in the real sense, and it is the one a Registrar is least able to help with.
Where Do You Stand, by Age?
| Who | Usual request | Position |
|---|---|---|
| A baby in the first year | Entering the name | Simple, and free under the model rules |
| A child up to 15 years after registration | Entering the name, or correcting a spelling | Allowed, with a late fee for entering a name |
| More than 15 years after registration, name still blank | Entering the name | The time in the model rules has run out. Ask the Registrar what applies now |
| An adult with a wrong spelling in the certificate | Correction | Possible on proof, but harder with age |
| An adult who has changed a name by Gazette | Showing the new name | Not an error in the register. The Gazette is kept with the certificate |
| Anyone with no birth certificate | Registration itself | A late registration, with its own procedure |
The lesson for parents is in the first three rows. Enter the child's name early, and check the spelling. Each year that passes makes it harder.
How Is a Name Added When It Was Never Entered?
The Act lets a birth be registered without a name, and lets the parent or guardian give the name to the Registrar afterwards. The model rules made under the Act set the time.
| When the name is given | Position under the model rules |
|---|---|
| Within 12 months of registration | Entered free |
| After 12 months, within 15 years | Entered on payment of a late fee |
| After 15 years | The rule gives no further time |
- A parent or guardian applies to the Registrar who holds the record, with the existing certificate and identity proof.
- The name given should be the one on the child's school record and Aadhaar, so the papers agree from the start.
- States make their own rules on this pattern, and some have at times allowed extra time for old registrations. We could not confirm Uttarakhand's current position, so ask the Registrar.
- Where the time has run out and the Registrar cannot enter the name, the person relies on the class 10 certificate and other papers for the name, with the birth certificate as proof of the date and place of birth.
For a baby, the steps are set out on our page on name change for a newborn.
How Is a Name Corrected When It Was Written Wrongly?
Section 15 of the Act lets the Registrar correct an entry that is erroneous in form or substance. The correction is made by a note in the margin of the register. The original entry is not rubbed out.
A slip in writing
- A wrong letter, a short form, a word left out
- The Registrar enquires and, if satisfied, corrects it
- Proof: papers that show the name as it was given, such as the hospital record or an early school record
A wrong fact
- A wholly different name, or the name of another child
- The rules provide for a declaration by two credible persons who know the facts
- The Registrar may ask for more, and may refuse if not satisfied
The question the Registrar asks is what name was given at the time, not what name the person prefers now. So the best proof is the oldest: the hospital paper, the first school admission record, a vaccination card. A paper made last year carries less weight.
For a parent's name in the certificate, see mother's name correction in a birth certificate. For the date, see date of birth correction in Uttarakhand.
What Happens to a Birth Certificate After a Change of Name by Gazette?
This is the case people expect to be easy and find is not. A person, or the parents of a child, change a name by Gazette. They then ask the Registrar to issue the birth certificate in the new name.
- The entry in the register was correct when it was made. Section 15 is for entries that are erroneous.
- So a Registrar may say there is nothing to correct. That is a fair reading of the law.
- Practice is not the same everywhere. The question has been before the courts in some states, and some Registrars will make a note of the changed name on proof. Ask yours, in writing, what it can do.
- Where it will not, the Gazette notification does the work. Kept with the birth certificate, it shows that the person born under the first name is the person now known by the second.
For a child, see minor name change in Uttarakhand. For an adult, see gazette name change in Uttarakhand.
How Do You Apply to the Registrar?
Step 1: Find the Registrar who holds the record
The certificate names the office. It is the municipal body or the panchayat for the place of birth, which for a hospital birth is where the hospital stands.
Step 2: Decide which of the three requests you are making
Adding a name, correcting an entry, or asking for a changed name to be shown.
Step 3: Ask the office for its form, its list and its fee
And how it treats your case under the state's rules.
Step 4: Apply in writing
A parent or guardian applies for a child. An adult applies for his or her own record. Give the registration number and date, the entry as it stands and as it should read.
Step 5: Attach the proof
The existing certificate, identity proof, and the papers that support the request.
Step 6: Keep a dated receiving
A stamped copy of your application, or the reference number.
Step 7: Collect the certificate and read it
Check the name, both parents' names, the date and the place, letter by letter, at the counter.
Step 8: Bring the other papers in line
For a child, Aadhaar and the school record follow the birth certificate.
Which Proof Should You Carry?
The Registrar decides what it needs. This is a list to start from.
| Request | Papers commonly asked for |
|---|---|
| Adding a name | The existing certificate, the parents' identity proof, a written request by a parent, and for an older child the school record showing the name |
| Correcting a slip | The existing certificate, the hospital record where kept, an early school record, the parents' identity proof |
| Correcting a wrong fact | The above, and a declaration by two persons who know the facts |
| Showing a changed name | The existing certificate, the Gazette notification, identity proof in the new name |
Where an office asks for a sworn statement, see name spelling correction affidavit.
Is the Birth Certificate or the Class 10 Certificate the Base for Your Name?
- For most adults today, offices take the name from the class 10 certificate and the identity papers. The birth certificate is used for the date and place of birth.
- For children born in recent years, the birth certificate matters far more. The law was amended in 2023 to make it the main document for date and place of birth for many purposes, for those born after the amendment came into force.
- For anyone going abroad, a birth certificate is often asked for, and the name on it is read.
So an adult with a blank or misspelt name in an old birth certificate may never need to touch it, if the class 10 certificate is right. A parent of a young child should treat the birth certificate as the first paper to get right, because everything else will be copied from it.
If your class 10 certificate and your birth certificate show different names, settle which is right before you apply anywhere. See name spelling correction in Uttarakhand.
What If the Birth Certificate Is Needed Abroad?
Foreign universities, embassies and immigration offices ask for a birth certificate more often than offices in India do. They compare it with the passport.
If the name column is blank
- Ask the Registrar if the name can still be entered
- If it cannot, ask the foreign office what it accepts in place: often the school certificate and passport, with a sworn statement
If the name differs from the passport
- A spelling slip: ask the Registrar to correct it
- A changed name: give the birth certificate with the Gazette notification
- A married name: give the marriage certificate with it
- An old certificate in Hindi alone, or handwritten, may need a fresh computer-printed extract from the same Registrar, or a certified translation. Ask the foreign office which.
- Papers for use abroad often have to be attested or apostilled. Ask before you start, since it takes time.
- Start early. A correction at the Registrar's office is not something to begin a month before a visa date.
What About Old Certificates, and No Certificate at All?
- A handwritten certificate. It is valid. Where an office wants a printed one, ask the Registrar who holds the register for a fresh extract of the same entry.
- A birth in a place now in another district or state. The record stays with the Registrar for the place of birth. Uttarakhand was formed on 9 November 2000, and a birth registered before that in what is now the state is still with the local office for that place.
- A birth outside Uttarakhand. Apply to the Registrar there. An office here cannot correct it.
- No registration at all. That is a late registration, which after one year needs an order of the authority named in the Act. The Registrar for the place of birth will explain it.
A birth is registered once. Do not ask for a second registration to get the name right. If a second entry is found later, both are thrown into doubt.
What If the Registrar Refuses?
- Ask for the refusal in writing, with the reason.
- Read the reason against the three requests. If it says the entry is not an error, and yours is a later change of name, the Registrar may be right.
- If more proof is asked for, collect it. A declaration by two persons is what the rules provide for a wrong fact.
- If the time for entering a name has run out, ask if any order or amendment in the state allows more time.
- If you believe the refusal is wrong, take it to the authority above the Registrar, or to a lawyer.
A Gazette notification is not a way round a refusal to correct a mistake. It records a change of name. It does not alter the birth register, and a Registrar is not bound to act on one.
How Does the Central Gazette Route Work?
Use this only for the third request, a real change of name. The notice goes in Part IV of the Gazette of India, and the published Gazette is then kept with the birth certificate.
Step 1: Make sure it is a change, and not a correction
If the Registrar can add or correct the name, you do not need this.
Step 2: Settle who applies
An adult applies for himself or herself. For a child under 18, the parents or the legal guardian apply.
Step 3: Fix the exact new name
The spelling, spacing and order to be used on every paper.
Step 4: Make the affidavit
State the old name as in the birth certificate, the new name, and for a child the date of birth. Sign before a notary.
Step 5: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 6: Type the form and prepare the CD
Two typed copies of the specimen, signed with two witnesses, an undertaking, the same text on a CD in MS Word, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult and Rs 1,700 for a minor. It is not refunded.
Step 8: Send the file yourself, then keep the Gazette with the certificate
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Download the published Gazette, and use it with the birth certificate to update Aadhaar and the other records.
Can the Uttarakhand Gazette Be Used?
A Registrar of births is a state authority, so a state notice may serve where it is the Registrar who is to note the change. Your other records, and use abroad, are the reason to think twice.
Step 1: Ask the Registrar if it will note a changed name at all
And which Gazette it would accept.
Step 2: Think about Aadhaar, the passport and use abroad
For those, the Gazette of India is the safer choice.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
For a child, ask about both parents' signatures. Keep photocopies.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Leaving the name column blank for years | Enter the name early. The time runs out |
| Paying for a Gazette to add or correct a name | The Registrar does both, without one |
| Calling a later change of name a clerical mistake | Say what happened. Keep the Gazette with the certificate |
| Asking for a second registration | A birth is registered once |
| Going to the office where you live now | Go to the Registrar for the place of birth |
| Offering recent papers as proof of an old entry | Bring the oldest papers you have |
| Expecting the birth certificate to follow a change of name | It records the birth. The Gazette records the change |
| Starting a month before a visa date | Begin as soon as you know it will be needed |
| Not reading the certificate at the counter | Check every name and the date before you leave |
A typical case we handle: a young man from Dehradun, admitted to a university abroad, had changed his first name by Gazette two years earlier. The university asked for his birth certificate, which carried the old name, and he came to us to "change the birth certificate". The Registrar told him the entry was not an error. He sent the university the birth certificate with the Gazette notification, and it accepted the two together. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
A refusal by the Registrar, a late registration that needs an order, and any dispute about parentage or about which child an entry relates to.
When you do not need us
To add a name or correct an entry, you need only the Registrar. We are useful only where a name has been changed by choice and the Gazette is the paper that will stand beside the birth certificate.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The birth record is always with the Registrar for the place of birth. The Gazette file, where one is needed, is prepared on WhatsApp.

The points on entering a name, on Section 15 and on the two kinds of error follow the Registration of Births and Deaths Act, 1969 and the pattern of the model rules under it. We could not confirm the current text, fee or time limits of Uttarakhand's own rules, so the page tells you to ask the Registrar. How a Registrar treats a name changed after registration differs between offices.

Name Change in Birth Certificate: The Short Version
There are three requests, and they are not the same. A blank name can be added by the Registrar, within the time the rules allow. A name written wrongly can be corrected under Section 15, on proof. A name written rightly and changed later is not an error, so the birth certificate usually stays as it is, with the Gazette notification kept beside it.
