Uttarakhand Gazette vs Gazette of India for Name Change
Two Gazettes, two offices, two fees. This page shows where each one is accepted, so you pay for the right one the first time.
The Gazette of India is printed in Delhi and accepted everywhere in India and abroad. The Uttarakhand Gazette is printed at Roorkee and accepted mainly inside the state. For a passport, a visa, a central job or a move out of Uttarakhand, file the Gazette of India. For records that stay in the state, the state gazette can be enough.

Uttarakhand Gazette vs Gazette of India is the first choice in any name change from this state, and the wrong pick costs a fee that never comes back. This page compares Uttarakhand Gazette vs Gazette of India point by point: who prints each, where each is accepted, the fee, the time and how to check a copy.
This page is only about choosing between the two. For the filing steps, the documents and the form, read our guide to gazette name change in Uttarakhand.
What Is the Difference Between the Uttarakhand Gazette and the Gazette of India?
A Gazette is the official journal of a Government. India has one for the Central Government and one for each state. A name change notice can be printed in either. The words in the notice are almost the same. What changes is who prints it and who trusts it.
Gazette of India
The journal of the Central Government. It is printed by the Department of Publication at Civil Lines, Delhi 110054. A person's name change notice goes in Part IV, which comes out every week. People call it the Central Gazette.
Uttarakhand Gazette
The journal of the State Government. It is printed by the Government Press at Ramnagar Industrial Estate, Roorkee 247667, which works under the Directorate of Printing and Stationery. It is divided into Bhag 1 to Bhag 8. People call it the state gazette.
A Central office, such as the passport office, knows the Gazette of India and checks it every day. An office outside Uttarakhand may never have seen an Uttarakhand Gazette. That is the whole difference, and the rest of this page follows from it.
How Do the Two Gazettes Compare, Point by Point?
| Point | Gazette of India | Uttarakhand Gazette |
|---|---|---|
| Government | Central Government | Government of Uttarakhand |
| Printed by | Department of Publication, Delhi | Government Press, Roorkee |
| Where a name change goes | Part IV | One of Bhag 1 to Bhag 8 |
| How often | Part IV is weekly | A Daily series and a Weekly series |
| Who can apply | Any Indian citizen, from any state or from abroad | Ask the press what is open to a private applicant |
| Domicile proof | Not asked for | Ask the press |
| Government fee | Commonly Rs 1,100 adult, Rs 1,700 minor, Rs 3,500 from abroad | Set by the press. Confirm the current rate |
| Payment | BharatKosh only | Treasury challan or state portal |
| Time | Commonly 30 to 45 days | Varies with the press workload |
| Accepted | All of India and foreign missions | Reliably inside Uttarakhand |
| Free copy | egazette.gov.in | gazettes.uk.gov.in |
| Refund of fee | No | Do not expect one |
Several cells on the state side say "ask the press". That is on purpose. The Central rules are published as guidelines and stay the same for everyone. The state press sets its own practice and rate, and these can change. We would sooner tell you to ask than give you a figure that may be out of date.
Where Is Each Gazette Accepted?
This is the table that decides most cases. Find the offices you will deal with in the next few years.
| Where you will show it | Gazette of India | Uttarakhand Gazette |
|---|---|---|
| Passport and visa | Safe choice | May be questioned. Do not rely on it |
| Foreign embassy or university abroad | Safe choice | May be questioned |
| Central Government job or exam | Safe choice | Ask the recruiting body first |
| Armed forces and paramilitary records | Safe choice | Ask the record office first |
| Aadhaar and PAN | Accepted | Usually accepted. The Central one avoids doubt |
| Bank with branches across India | Accepted | Usually accepted in Uttarakhand branches |
| Job or study in another state | Safe choice | May be questioned |
| State Government job in Uttarakhand | Accepted | Often enough. Ask your establishment section |
| Uttarakhand Board school records | Accepted | Often enough. Ask the board through your school |
| Land and revenue records in the state | Accepted | Often enough. Ask the tehsil |
Read the table this way. The Central column never says "ask first". The state column says it often. A Gazette of India works in every row, so it is the choice that cannot go wrong. The Uttarakhand Gazette can work in the last three rows, and the office itself is the one that decides.
Which Gazette Fits Your Case?
Find the line closest to you.
Passport or visa ahead
Gazette of India. Passport Seva asks for a Gazette when a name changes, and the Central one is not questioned.
Student
Gazette of India. Admissions, entrance exams and jobs after study are often outside the state.
Central job, bank or defence
Gazette of India. Verification is done by offices that know the Central Gazette.
State Government employee
Ask your establishment section which Gazette the service record takes, in writing if you can, and file that one.
All records inside Uttarakhand
The Uttarakhand Gazette can be enough. Ask the Roorkee press what is open and the rate before you pay.
Living abroad
Gazette of India, at the fee of Rs 3,500 for Indians outside India. The Central rules cover applicants abroad in plain words.
Child under 18
Gazette of India in most cases. A child's papers will be used for decades and in places you cannot guess today.
Surname after marriage
Often neither. A registered marriage certificate that shows both names is usually enough. Ask before you pay.
Spelling mistake in one record
Often neither. The office that issued the record corrects it. A birth certificate goes to the Registrar.
One question that settles it
Ask yourself: will this name ever be shown to an office outside Uttarakhand? If the answer is yes, or even maybe, file the Gazette of India. If the answer is a clear no, the state route is worth a call to the press.
A typical case we handle: a young man in Rudrapur had a state gazette for his new name, and it worked for his local records. Two years later he applied for a passport and was asked for more proof. He filed the Gazette of India then, with a fresh affidavit and notice, and paid a second fee. This is an illustrative example of the type of case we handle, not a named client review.
How Is the Uttarakhand Gazette Organised?
Most pages about name change in this state never open the state portal. Here is what is on it.
- Press: the Government Press, Ramnagar Industrial Estate, Roorkee 247667, in Haridwar district.
- Department: the Directorate of Printing and Stationery.
- Series: a Daily gazette and a Weekly gazette.
- Parts: Bhag 1 to Bhag 8, which do the job that Part numbers do in the Gazette of India.
- Categories: the portal's own list includes Name-Change and Public Notice, next to Government categories such as Notification, Transfer and Promotion.
- Portal: gazettes.uk.gov.in, where published gazettes can be searched by department, section, category, Bhag, GO number and date.
So the state route exists and has a place for name change notices. What the portal does not tell you is the current fee, the papers the press wants this month, or how long the queue is. Those answers come from the press.
How Is the Gazette of India Organised for Name Changes?
- Office: the Department of Publication, Civil Lines, Delhi 110054, behind the Delhi Vidhan Sabha Metro Station.
- Part: name change notices of private persons go in Part IV.
- Frequency: Part IV is published weekly, on a Saturday.
- Fee: paid only on BharatKosh, the Non-Tax Receipt Portal, and revised each financial year.
- Who sends the file: the applicant, in person or by post or courier. An agent cannot hand it in.
- Portal: egazette.gov.in, where the published PDF is free.
The Central rules are the same for a person in Dehradun, in Pithoragarh or in Dubai. That is why the outcome is easy to predict, and why we file this route for most clients.
How Do the Fees and Payment Compare?
| Item | Gazette of India | Uttarakhand Gazette |
|---|---|---|
| Government fee, adult | Commonly Rs 1,100 | Set by the Roorkee press |
| Government fee, minor | Commonly Rs 1,700 | Set by the Roorkee press |
| How you pay | BharatKosh only | Treasury challan or state portal |
| Affidavit and notary | Rs 100 to Rs 500 | Same |
| Newspaper notice | Rs 800 to Rs 4,000 | Same |
| Courier | To Delhi | To Roorkee |
| Our assistance | Quoted per case | Quoted per case |
The affidavit and the newspaper notice cost the same on both routes, and they are usually the larger part of the bill. So the saving from the state route, where there is one, is small. The cost of picking wrong is a full second fee and a second round of papers.
Our charge is separate from the Government fee and is quoted per case. Call 9540005026 and we will give you both lines before you decide.
Which Gazette Is Faster From Uttarakhand?
The Gazette of India commonly takes 30 to 45 days from the day a complete file reaches Delhi. With the affidavit and the newspaper notice, plan for 3 to 7 weeks in all. Add a few days for a courier from a hill district.
The Uttarakhand Gazette has no fixed time that we can state honestly. It depends on the press workload that month. Some websites promise a state gazette in 10 to 15 days. Do not plan a passport appointment or a joining date around such a promise. Ask the press, and get the answer in writing if you can.
Roorkee is closer than Delhi, but distance is not what takes the time. The queue at the press is. If you have a deadline, tell us the date first and we will say which route can meet it.
Do You Need Both Gazettes, and Can You Switch Later?
You do not need both
One Gazette is enough for a name change. Nobody asks for two. If you file the Gazette of India, you do not also need the Uttarakhand Gazette for any office in the state.
You can file the Central one later
A state gazette does not block a Central one. If your state gazette is questioned later, you can file the Gazette of India for the same change of name. It is a fresh file with its own fee, and the supporting papers must not be older than one year, so you may need a new affidavit and a new newspaper notice.
What does not transfer
- The fee paid to one Gazette is not adjusted against the other.
- One office does not forward your file to the other.
- A state gazette page is not converted into a Central one. They stay two separate notices.
Keep every Gazette you have ever been issued. If you hold two for the same change, show the one the office asks for, and keep the spelling the same in both.
How Do You Check a Gazette of India Copy?
Use this when someone hands you a Central Gazette page and you want to be sure it is real.
Step 1: Read the top of the page
A real page says Gazette of India, Part IV, and carries a date and a page number.
Step 2: Open egazette.gov.in
Go to the weekly Gazette and choose Part IV.
Step 3: Find the issue for that date
Open the issue with the same date as the page in your hand.
Step 4: Search for the name
Search the PDF for the old or the new name. The notice should be on the same page number, with the same words.
If the notice is there, the copy is real. If it is not, do not accept the page as proof, and do not pay the balance to whoever gave it to you.
How Do You Check an Uttarakhand Gazette Copy?
Step 1: Ask for three details
Ask for the Bhag number, the date of the issue and the page number. A real copy has all three.
Step 2: Open gazettes.uk.gov.in
This is the state's own portal for published gazettes.
Step 3: Search by date and category
Choose the date and the Name-Change category, or search by Bhag.
Step 4: Match the notice
Open the PDF and match the name, the page number and the words with the copy you were given.
This takes about two minutes, and it is free. Nobody can argue with the state's own portal.
Which Claims About the Uttarakhand Gazette Are Wrong?
We read these on other name change websites every week. Each one can cost you money.
| What you may read | What is true |
|---|---|
| "The Uttarakhand Gazette is run by the Department of Publication." | No. The Department of Publication prints the Gazette of India in Delhi. The Uttarakhand Gazette is printed by the Government Press at Roorkee. |
| "Download your Uttarakhand Gazette from the e-Gazette portal." | The e-Gazette portal, egazette.gov.in, carries the Gazette of India. The state gazette is on gazettes.uk.gov.in. |
| "The Uttarakhand Gazette is valid across India." | It is reliable inside the state. Outside it, offices may ask for the Gazette of India. |
| "The Gazette office is in Dehradun." | The state press is at Roorkee. The only Central office is in Delhi 110054. |
| "The Gazette copy will be posted to your home." | You download the published PDF yourself, free, from the portal. |
| "You need a court order for a Gazette." | No. A plain name change is an office process with an affidavit and a newspaper notice. |
| "The state gazette is ready in 10 to 15 days." | No fixed time is published. It depends on the press workload. |
Which Gazette Should Government Employees Use?
Central Government staff
Central staff follow their own office procedure, set out in the Ministry of Home Affairs Office Memorandum dated 12 March 1987. It uses a deed witnessed by two gazetted officers, and the change is then published. Speak to your administration section before you start, because the papers differ from a private person's file.
State Government staff in Uttarakhand
Departments differ. Some take the state gazette for the service book, and some ask for the Gazette of India. Ask your establishment section which one it will enter on the service record, and file that one. If you may go on deputation outside the state, the Central Gazette is the safer pick.
Teachers, police and PSU staff
The same rule applies. The office that keeps your service record decides. A two line written reply from that office is worth more than any website, including this one.
Which Areas of Uttarakhand Do We Help With This Choice?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh.
Your district does not change the answer. A person in Roorkee lives next to the state press and may still need the Gazette of India for a passport. A person in Munsiyari can file the Central Gazette by courier without leaving the district.
