Gazette Name Correction vs Name Change in Uttarakhand
How to tell if your case is a correction, a change or neither, with worked examples, the right Gazette notice for each and what it costs to pick wrong.
A name correction means your name was always the same and a record wrote it wrongly. A name change means you are taking a name you did not have before. In the Gazette of India, a correction uses the public notice form and a change uses the change of name form. Many corrections need no Gazette at all.

Name correction vs name change is the first thing to settle, because the two use different Gazette notices, different wording and different fees. This page explains name correction vs name change with worked examples from Uttarakhand, a three-question test, and the cases where the right answer is neither.
For the correction notice in full, read public notice for wrongly written name. For the change notice, read gazette name change in Uttarakhand.
What Is the Difference Between a Name Correction and a Name Change?
Name correction
Your true name has not changed. One or more records carry it wrongly. You want the wrong records brought in line with the right one.
Name change
You are replacing your name with a different one, or adding or dropping a part of it. Every record you own will have to follow the new name.
Neither
The office that holds the record can fix it on its own form, with a supporting document. No Gazette is involved.
The third card is on purpose. People are often pushed into a Gazette, of either kind, for a problem that one letter to the issuing office would have solved. So this page compares three outcomes, not two.
The Department of Publication keeps the two Gazette notices apart. Its guideline for a change of name covers a change of name and the addition or deletion of a surname. Its guideline for a public notice covers the correction of a name.
How Do a Gazette Name Correction and a Name Change Compare?
| Point | Name correction | Name change |
|---|---|---|
| What happened | A record wrote the name wrongly | You chose a different name |
| Gazette notice used | Public notice | Change of name notice |
| Where it is printed | Gazette of India, Part IV | Gazette of India, Part IV |
| What the notice says | The name was wrongly written as one thing. The actual name is another | I was known by one name. I shall be known by another |
| Whose name it can cover | Yours, or a parent's, spouse's or minor child's, in your papers | Yours, or your minor child's |
| Undertaking shows | The correct name and the wrong name | The old name and the new name |
| Extra paper | Attested copy of the connected document | None of that kind |
| Signature on the form | In your name | In your old name |
| Government charge | Its own charge. Confirm the current amount | Commonly Rs 1,100 adult, Rs 1,700 minor |
| After it is printed | Apply to the office that holds the wrong record | Update every record, starting with Aadhaar |
| Often avoidable? | Yes. The issuing office can often correct the record itself | No, if the name is truly new |
Both notices need a newspaper notice, the typed form with two witnesses, a soft copy on a CD, photographs with identity proof, a certificate and a request letter with the fee. Both are sent by the applicant, in person or by post.
Which Three Questions Settle Correction or Change?
- What is the name on my oldest, most trusted record? For most people this is the birth certificate or the class 10 certificate. Call it the base name.
- Do I want to keep the base name? If yes, and other records differ from it, you have a correction. If you want something other than the base name, you have a change.
- Will the office that holds the wrong record fix it on its own form? If yes, you need no Gazette. If it asks for Gazette proof, you need the notice that matches your answer to question 2.
| Keep the base name? | Office fixes it itself? | What you need |
|---|---|---|
| Yes | Yes | The office's own correction. No Gazette |
| Yes | No, it wants a Gazette | Public notice for a wrongly written name |
| No | Does not apply | Change of name notice |
Is Your Case a Correction, a Change or Neither?
Find the line closest to yours. The names are made up.
| The situation | What it is | Where to go |
|---|---|---|
| Aadhaar operator typed Rajseh for Rajesh | Neither | Aadhaar update with a supporting document |
| Bisht in English, and the Hindi spelling reads differently in Aadhaar | Neither | Aadhaar update. A transliteration error |
| Birth certificate has a wrong letter in the child's name | Neither | Registrar correction at the issuing body |
| Marksheet has father's name as Tirlok for Trilok, and the board asks for Gazette proof | Correction | Public notice, then the board's form |
| Service book says Sunil Kumar Bist, and certificates say Sunil Kumar Bisht | Correction | Ask the establishment section. Public notice if it wants one |
| Passport carries the mother's name with a wrong surname | Correction | Check the Passport Seva list. Public notice where asked |
| Priya wants to be known as Pari | Change | Change of name notice |
| Rawat wants to become Rana, with no marriage or adoption behind it | Change | Change of name notice |
| Suresh Singh Rawat wants to drop Singh | Change | Change of name notice. A deletion |
| Anita wants to add her family surname, which is on none of her papers | Change | Change of name notice. An addition |
| A numerology spelling: Sonia to Soniya | Change | Change of name notice |
| Wife taking husband's surname after a registered marriage | Often neither | The marriage certificate usually does the work |
| S. Rawat to be written as Suresh Rawat in Aadhaar | Neither | Aadhaar update. Editing initials |
| Parents chose the child's final name after the birth was registered | Usually a change | Ask the Registrar first. A minor's change of name notice if needed |
The "neither" rows for Aadhaar follow the Aadhaar rules, which allow certain name updates without a Gazette. Each office keeps its own list and can change it, so confirm with that office before you rely on a row here.
What About Cases That Could Be Either?
Some cases sit on the line. How they are treated depends on your papers and on the office you are dealing with.
The oldest record is the wrong one
Your class 10 certificate has a misspelt name, and Aadhaar, PAN and the passport all copied it. On paper, the "wrong" spelling is now your name everywhere. Moving to the spelling your family uses may be treated as a change.
Short forms and full forms
Mohd. and Mohammad, Kr. and Kumar, or an initial and the full word. Some offices treat these as the same name written two ways. Others treat them as two names.
Kumar, Kumari, Devi, Singh
A middle part that appears in some papers and not in others. If you want it removed or added everywhere, the Department's guideline places addition or deletion under change of name.
A surname your family uses but your papers do not
Your father is Negi and your certificates say only Rakesh Kumar. To you it feels like a correction. On paper, it is an addition, which is a change.
How to handle a grey case
- Do not decide by how the case feels. Decide by what the papers show.
- Ask the office that will finally use the Gazette which notice it wants. Get the answer in writing if you can.
- Where a change of name notice fits, the guidelines list small additional charges for wordings such as an alias. Ask the Department which applies.
- Send us the papers before you file. A wrong guess here costs a fee that is not refunded.
How Do Different Offices See Correction and Change?
| Office | For a correction | For a change |
|---|---|---|
| Aadhaar | Certain updates, such as typing and transliteration errors, need no Gazette | Asks for the Gazette. A name can be changed only twice in a lifetime |
| Registrar of births | Corrects the entry under Section 15 of the Registration of Births and Deaths Act, 1969, as a margin entry | Ask the Registrar what is possible. A Gazette does not alter the register |
| School board | Its own correction form and fee, through the school. It may ask for supporting proof | Strict, and often limited after the result is declared. Ask before you assume |
| PAN | Correction application with proof | Correction application with the Gazette |
| Passport | Re-issue with the papers on its list | Re-issue. Use the Central Gazette |
| Employer | Establishment section decides what it will accept | Gazette on file. Central staff follow a separate deed procedure |
The Gazette office does not decide for these offices. It prints the notice you send, if the papers are in order. So the office that will use the Gazette is the one to ask first.
How Do the Two Gazette Notices Read?
The wording is the clearest way to see the difference. Both samples follow the Department's specimens. The names and addresses are made up.
A correction, as a public notice
It is for general information that I, SUNIL KUMAR BISHT, son of Shri DEVENDRA SINGH BISHT, residing at 5, Subhash Nagar, Haldwani, District Nainital, Uttarakhand 263139, declare that the name of mine has been wrongly written as SUNIL KUMAR BIST in my educational documents. The actual name of mine is SUNIL KUMAR BISHT, which may be amended accordingly.
A change, as a change of name notice
I hitherto known as PRIYA RAWAT, daughter of Shri MAHESH RAWAT, residing at 9, Ballupur Road, Dehradun, Uttarakhand 248001, have changed my name and shall hereafter be known as PARI RAWAT.
Both end with the line that the applicant has complied with other legal requirements, and both carry two witnesses on the form.
Read the two again. The first says a record is wrong. The second says the person has changed. An office that reads your notice years later will take it at its word, so the notice must say what really happened.
How Do the Two Gazette Files Differ?
| Paper | Correction, public notice | Change of name |
|---|---|---|
| Undertaking, signed | Correct and wrong name | Old and new name |
| Original newspaper | Notice showing the details of the case | Notice of the change, with father's or husband's name and address |
| Typed form, two copies, two witnesses | Public notice specimen | Change of name specimen |
| CD in MS Word | Yes | Yes |
| Two photographs and identity proof, self-attested | Yes | Yes |
| Certificate that hard and soft copy match | Yes | Yes |
| Request letter with the fee | Yes | Yes |
| Attested copy of the connected document | Yes | Not listed |
For both, the documents must not be older than one year, and nothing submitted is returned. For the change file in detail, see documents required for gazette name change.
How Do the Cost and Time Compare?
| Item | Correction at the issuing office | Correction by public notice | Change of name |
|---|---|---|---|
| Gazette charge | None | Its own charge. Confirm the current amount | Commonly Rs 1,100 adult, Rs 1,700 minor |
| Newspaper notice | None | Rs 800 to Rs 4,000 | Rs 800 to Rs 4,000 for each paper |
| Office's own fee | As that office sets | As that office sets, afterwards | Each record update has its own fee |
| Time | As that office takes | Several weeks for the Gazette, then the office's time | Commonly 3 to 7 weeks for the Gazette, then the updates |
| Records to update afterwards | One | The wrong ones only | All of them |
The first column is the cheapest and the shortest. That is why the first step is always to ask the issuing office. The Gazette charges are paid on BharatKosh and are not refunded. Our own charge is separate and quoted per case.
What Happens If You File the Wrong Notice?
A change notice for what was a correction
- Your Gazette now says you changed your name, which you did not
- Every record may be expected to follow the "new" name
- Old certificates in the true name start to look like someone else's
- The board or employer may still refuse, because nothing says its record was wrong
A correction notice for what was a change
- Your notice claims a record was wrong, and no proof shows that
- The file may be returned for want of the connected document
- An office may later treat the statement as untrue
- You still need the change of name notice, with a second fee
A published Gazette cannot be withdrawn. A corrigendum only repairs a printing error. It does not turn one kind of notice into the other. So the choice has to be right before the fee is paid.
A typical case we handle: a man in Roorkee had Bist on his class 10 certificate and Bisht everywhere else. An agent filed a change of name notice "from Bist to Bisht". His employer then asked why his name had changed, and wanted his older papers explained. A public notice for a wrongly written name, with the board's own correction, was what the case had called for. This is an illustrative example of the type of case we handle, not a named client review.
Can One Case Need Both a Correction and a Change?
Yes. They are separate jobs and are done one after the other, each with its own papers and its own cost.
- A wrong record, and a wish for a new name. Your certificate misspells your surname, and you also want to change your first name. The record is corrected through its issuing office. The first name is changed by a change of name notice.
- A parent's name wrong in your papers, and your own name changing. The father's name in your marksheet is a correction. Your own new name is a change.
- A birth certificate error, and a name change later in life. The Registrar corrects the entry. The Gazette records the later change.
Do the correction first where you can. It gives you a clean base record, and the change of name notice then starts from a name that all your papers agree on.
How Do You Decide and File the Right Notice in the Gazette of India?
Step 1: Lay out all your records
Put every paper that carries your name on a table, oldest first, and write down the spelling on each.
Step 2: Pick the base name
Mark the name on your oldest, most trusted record, and decide if you want to keep it.
Step 3: Ask the office that holds the odd record
Write to it and ask what it needs to bring its record in line, and if it wants a Gazette.
Step 4: Choose the notice
No Gazette if the office corrects it itself. A public notice if you keep the base name and the office wants a Gazette. A change of name notice if the name is new.
Step 5: Download the matching guideline and specimen
Take the public notice guideline or the change of name guideline from the Department of Publication's website.
Step 6: Prepare the file on that specimen
Publish the newspaper notice in the matching wording, type the form in two copies with two witnesses, and prepare the undertaking, the CD, the certificate and the request letter.
Step 7: Pay the right charge and send the file yourself
Confirm the charge for your kind of notice, pay on BharatKosh, and send the file by post to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
How Does This Work in the Uttarakhand Gazette?
The Uttarakhand Gazette portal lists both a Name-Change category and a Public Notice category. What the Government Press at Roorkee takes from a private person is for the press to say.
Step 1: Decide correction or change first
Use the three questions above. The route does not change the answer.
Step 2: Ask the office which Gazette it accepts
A Central office, or one outside the state, may want the Gazette of India.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and say plainly which kind of notice you need.
Step 4: Ask for the format, papers and fee for that kind
Do not assume the two kinds share one format or one fee.
Step 5: Submit as directed and download the notice
Keep copies, and save the PDF from gazettes.uk.gov.in when it is printed.
For where a state Gazette is accepted, see Uttarakhand Gazette vs Gazette of India.
When you do not need us
If the issuing office corrects your record itself, you need neither notice and no service. If your case is clearly one or the other, the Department's guideline and the pages on this site are enough to file it yourself. We are most useful in the grey cases, where reading the papers before the fee is paid saves a second fee. Our charge is quoted per case.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. Send your papers on WhatsApp from any of them and we will tell you which side of the line your case is on.
People Also Ask About Name Correction and Name Change
Is a spelling correction a name change?
Usually not. If your true name has not changed and a record misspelt it, that is a correction.
Do I need a gazette for a name correction?
Often not. The office that issued the record can usually correct it. A Gazette public notice is for when that office asks for it.
Which gazette form is used for name correction?
The public notice specimen, which states the wrongly written name and the actual name.
Is adding a surname a correction or a change?
A change. The Department's change of name guideline covers the addition or deletion of a surname.
Can I correct my name in Aadhaar without a gazette?
For certain updates, such as typing and transliteration errors, yes. A real change of name needs the Gazette.
What if my class 10 certificate has the wrong spelling?
Apply to the board through your school. If every later record copied that spelling, read the grey zone section before you choose a notice.
Is a numerology spelling a correction?
No. Choosing a new spelling for numerology is a change of name, filed on the change of name notice.
Can my school certificate be corrected without a gazette?
Often yes. The board corrects its own record on its form, through the school, with supporting proof.
Is removing Kumar or Singh a correction?
No. Dropping a part of a name is a deletion, which the change of name guideline covers.
Can a change of name notice fix a misspelling?
It should not be used for that. It would say you changed your name when a record simply wrote it wrongly.
How long does a correction take?
At the issuing office, as long as that office takes. With a public notice, add several weeks for the Gazette first.
Can a minor child's record be corrected?
Yes. The parent applies, either to the issuing office or, where it asks for one, through a public notice naming the child.

The two notices are described from the Department of Publication's guidelines for a public notice and for a change of name, checked in October 2026. The worked examples and the grey zone are our reading of how cases usually fall, not an official ruling. Each office decides what it accepts, so the page tells you to ask that office first.

Name Correction vs Name Change: The Short Version
If your true name has stayed the same and a record wrote it wrongly, you have a correction. If you want a name you did not have before, or want to add or drop a part, you have a change. A correction goes first to the office that issued the record, and to a Gazette public notice only where that office asks. A change goes to the change of name notice.
The two notices read differently and cost differently, and one cannot be turned into the other afterwards. Decide from your papers before you pay. If your case sits on the line, send the papers on WhatsApp 9540005064, and we will reply in working hours.
