Changing Kumari or Devi to a Husband's Surname in Uttarakhand
When your papers end in Kumari or Devi and you want your husband's surname after marriage: what is possible, which paper is needed and how to keep every record in step.
Kumari and Devi are not family surnames, but many records in Uttarakhand carry them as the last name. After marriage, a woman may replace them with her husband's surname. With a registered marriage certificate, this is often accepted as a surname change. Where an office refuses, a Gazette change of name is needed.

Changing Kumari or Devi after marriage is one of the most common name questions from women in Uttarakhand, because schools wrote "Sunita Kumari" or "Sunita Devi" and left the family surname out. This page explains changing Kumari or Devi after marriage to a husband's surname: your choices, the paper each one needs and the order of updates.
A change is not compulsory. You can keep the name on your certificates for life. For the general position, read name change after marriage in Uttarakhand.
What Are Kumari and Devi in a Name?
Kumari is a word traditionally added to the name of an unmarried girl, and Devi to the name of a married woman. Neither is a family name. A family surname in Uttarakhand is a name such as Rawat, Negi, Bisht, Joshi or Pant.
In practice, though, schools and offices have long written a girl's name as "Sunita Kumari" and stopped there. So on her class 10 certificate, her Aadhaar and her PAN, Kumari sits where a surname would be.
- On paper, "Sunita Kumari" is her full legal name, whatever the word means.
- Her father's surname may be on none of her own papers.
- After marriage, the family may start calling her "Sunita Devi" or "Sunita Negi".
- None of these is used on a record until that record is updated.
That gap between custom and paper is what this page is about. A database does not know that Kumari is a title. It sees two words, and it will match them letter by letter.
What Are Your Choices After Marriage?
| Choice | Example | What it involves |
|---|---|---|
| Keep the name as it is | Sunita Kumari stays Sunita Kumari | Nothing. The marriage certificate proves the marriage |
| Replace Kumari with the husband's surname | Sunita Kumari becomes Sunita Negi | Marriage certificate route first. Gazette if refused |
| Replace Devi with the husband's surname | Sunita Devi becomes Sunita Negi | The same |
| Keep Devi and add the surname | Sunita Devi becomes Sunita Devi Negi | The same. Decide the full form once |
| Change Kumari to Devi only | Sunita Kumari becomes Sunita Devi | Ask the office. No surname is involved, so it may be treated as a change of name |
| Change the first name as well | Sunita Kumari becomes Suman Negi | A change of name. The Gazette route |
Whatever you pick, pick the whole name once: the spelling, the spacing and which words stay. "Sunita Negi", "Sunita Devi Negi" and "Sunita D. Negi" are three different names on a record.
Is It a Surname Change or a Full Change of Name?
This decides the route. A surname change after a registered marriage can usually be made with the marriage certificate. A full change of name needs the Gazette.
When Kumari or Devi is replaced by a husband's surname, the first name stays and the last word changes because of the marriage. That is why it is often handled as a surname change after marriage. But Kumari is not a surname in the strict sense, and an office is free to read it differently.
| The change | Usually treated as | First paper to try |
|---|---|---|
| Kumari or Devi to the husband's surname | A surname change after marriage | Registered marriage certificate |
| Husband's surname added after Devi | A surname change after marriage | Registered marriage certificate |
| Kumari to Devi, with no surname | Uncertain. Ask the office | Marriage certificate, then Gazette if refused |
| Kumari to the father's surname, with no marriage involved | A change of name | Gazette |
| A new first name along with the surname | A change of name | Gazette |
So start with the cheaper paper. Take the marriage certificate to the Aadhaar Seva Kendra and ask for the update. If it is accepted, you have saved the Gazette. If it is refused, ask for the reason, and then the Gazette route is open to you.
How Does the Marriage Certificate Route Work?
There is no affidavit, newspaper notice or Gazette charge on this route.
Step 1: Register the marriage in your recorded name
On the state portal, enter your name exactly as on your identity proof, for example Sunita Kumari. Do not enter the name you plan to take.
Step 2: Check the certificate
Your name on it should match your Aadhaar, and your husband's name should carry his surname as on his papers.
Step 3: Fix the exact new name
Write down the full name you will give every office.
Step 4: Ask Aadhaar for the update
Visit an Aadhaar Seva Kendra with the marriage certificate and your identity proof. UIDAI lists the marriage certificate among the supporting documents for a name change.
Step 5: If accepted, update PAN and the bank
File the PAN correction once Aadhaar shows the new name, then take both to your bank.
Step 6: If refused, note the reason
Ask what the centre wants in its place. If it says a Gazette notification, move to the Gazette route below.
Aadhaar allows a name change only twice in a lifetime. Be sure of step 3 before step 4.
When Is a Gazette Needed?
An office refuses the certificate
It reads the change as more than a surname and asks for a Gazette notification.
The marriage is not registered
There is no certificate to show, and registering now is not practical.
Kumari and Devi are both on your papers
Some records say Sunita Kumari and others Sunita Devi, and one notice has to tie them together.
The first name is changing
A new first name is a change of name, whatever happens to the last word.
The certificate shows a different form
The marriage was registered in a name that does not match your identity proof.
If none of these fits and the certificate is accepted, you do not need a Gazette and you do not need us.
How Does the Gazette Notice Read?
The notice follows the Department of Publication's change of name specimen. These are illustrations, with made-up names.
Kumari to the husband's surname
I hitherto known as SUNITA KUMARI, wife of Shri ANKIT NEGI, residing at 22, Kusumkhera, Haldwani, District Nainital, Uttarakhand 263139, have changed my name and shall hereafter be known as SUNITA NEGI.
Kumari and Devi both in use
I hitherto known as SUNITA KUMARI alias SUNITA DEVI, wife of Shri ANKIT NEGI, residing at 22, Kusumkhera, Haldwani, District Nainital, Uttarakhand 263139, have changed my name and shall hereafter be known as SUNITA NEGI.
- The form is signed in the old name, as on your identity proof.
- Each alias adds Rs 250 on the Department's list of additional charges.
- Giving both "daughter of" and "wife of" also adds Rs 250, so use one.
- The notice gives no reason and does not mention the marriage beyond "wife of".
Where two old forms are on your papers, see alias name in a gazette notification.
How Does the Central Gazette Route Work?
The notice goes in Part IV of the Gazette of India, which is accepted across the country.
Step 1: Confirm that you need it
Try the marriage certificate first, or check your case against the list above.
Step 2: Make the affidavit
State your recorded name, your new name, your husband's name and the date of marriage, and sign before a notary.
Step 3: Publish the newspaper notice
Print the change in a daily local leading newspaper, with your husband's name and your address. Keep the original newspaper.
Step 4: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and an undertaking showing the old and the new name.
Step 5: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 6: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult, with Rs 250 more for each alias. It is not refunded.
Step 7: Send the file yourself
In person or by post, with a request letter, to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
Step 8: Download the Gazette
Check Part IV on egazette.gov.in each week and download the PDF.
The full route is on our gazette name change in Uttarakhand page.
Can You Use the Uttarakhand Gazette?
The state Gazette is printed by the Government Press at Roorkee, which sets its own practice. It can serve where every record you own stays inside the state.
Step 1: Ask where the new name will be used
For a passport, a central job or a move with your husband's work, choose the Gazette of India.
Step 2: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 3: Ask for the papers, the format and the fee
Note what the press wants and how the fee is paid.
Step 4: Publish the notice and submit the file
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
What Happens to Papers That Say Kumari or Devi?
| Record | What happens |
|---|---|
| Class 10, class 12 and degree certificates | They stay as "Sunita Kumari" and remain valid. They are not reissued for marriage |
| Aadhaar | Updated first, with the marriage certificate or the Gazette |
| PAN | Corrected next. The PAN number stays the same |
| Bank accounts | Updated once Aadhaar and PAN agree |
| Passport | Reissued in the new name, with the papers on the Passport Seva list |
| Voter ID and ration card | Updated at their own offices, usually along with the new address |
| Children's papers | Give your name the same way on every paper of the child from now on |
Keep the marriage certificate, or the Gazette, with your certificates for life. It is the paper that shows "Sunita Kumari" on the degree and "Sunita Negi" on the Aadhaar are one woman.
What Does It Cost, and How Long Does It Take?
| Item | Marriage certificate route | Central Gazette route |
|---|---|---|
| Affidavit | Not needed for Aadhaar | Rs 100 to Rs 500 |
| Newspaper notice | None | Rs 800 to Rs 4,000 for each paper |
| Gazette charge | None | Commonly Rs 1,100, with Rs 250 for each alias |
| Each record update | That office's own fee | That office's own fee |
| Time before updates can start | As soon as you hold the certificate | Commonly 3 to 7 weeks |
The Gazette charge is paid on BharatKosh, is revised from time to time and is not refunded. Our own charge, where we prepare a Gazette file, is quoted per case and shown as a separate line. On the marriage certificate route there is usually nothing for us to do.
Which Mistakes Should You Avoid?
| Mistake | What to do |
|---|---|
| Paying for a Gazette before trying the marriage certificate | Try the certificate first |
| Registering the marriage in the planned married name | Register in the name on your identity proof |
| Using "Devi" on new forms because the family now says it | Use your recorded name until it is updated |
| Leaving one of the old forms out of a Gazette notice | State Kumari and Devi with an alias if both are on papers |
| Deciding the new form at the counter | Write the full name down first |
| Trying to have degrees reissued | They stay as they are |
| Updating the bank before Aadhaar and PAN | Keep the order |
| Changing Kumari to Devi, then Devi to a surname | That uses both Aadhaar name changes. Go to the final name in one step |
A typical case we handle: a woman in Pauri had "Sunita Kumari" on her certificates and Aadhaar. After marriage her bank passbook was opened as "Sunita Devi" and her child's school form said "Sunita Negi". Three names were now on record. One Gazette notice with an alias tied the first two to the third, and she then updated Aadhaar, PAN and the bank in that order. This is an illustrative example of the type of case we handle, not a named client review.
