Name Change in Voter ID in Uttarakhand

How a name is corrected or changed in the electoral roll and on the voter card: Form 8, the proof to attach, the relation's name, and what to do if the request is turned down.

Quick answer

A name change in voter ID records is made by Form 8, the Election Commission's form for correction of entries in the electoral roll. You file it online or with the booth level officer, with a document in support. The Electoral Registration Officer decides, and a fresh voter card follows. No Gazette is needed for a spelling correction.

A name change in voter ID records is among the easier ones, and it costs nothing to apply. The voter card is only a copy of your entry in the electoral roll, so it is the roll that is corrected. This page explains name change in voter ID records for people in Uttarakhand: the form, the proof, and the common snags.

We do not file voter forms. You do that yourself, free. Our work is the Gazette, which matters here only where you have taken a new name. For that, read gazette name change in Uttarakhand.

What Is the Difference Between the Roll and the Card?

The electoral roll is the list of voters for a constituency, kept by the Electoral Registration Officer. The voter card, which the Election Commission calls the Elector's Photo Identity Card, is issued from your entry in that roll.

  • Your name, your relation's name, your age and your address sit in the roll.
  • The card prints what the roll holds.
  • To change the card, you ask for the entry in the roll to be corrected.
  • Once the entry is corrected, a fresh card is issued, and you can download the electronic version.

That is why there is no separate "voter card correction". There is one form, addressed to the Electoral Registration Officer of the constituency where you are enrolled.

Which Case Is Yours?

The first four rows are plain corrections. Only the last rests on a Gazette. The "usual proof" column is general guidance. The form asks you to name the document you attach, and the Electoral Registration Officer decides if it is enough.

What Is Form 8?

Form 8 is the Election Commission's application for four things: shifting of residence, correction of entries in the existing electoral roll, replacement of the voter card, and marking a person with disability.

  • For a name, you use the part for correction of entries.
  • The form lets a maximum of four entries be corrected in one application. Your name and your relation's name are separate entries.
  • It can be filed only by the person whose entry it is.
  • You write the name as it should appear in the roll, and name the document you attach in support.
  • The guidance to the form says that initials printed in the roll can be given in expanded form.

There is no fee for the application. If someone charges you for "voter ID name correction", you are paying for form filling that you can do yourself on the Voters' Service Portal or through the booth level officer.

How Do You Apply?

Step 1: Find your entry in the roll

Search by your voter card number on the Voters' Service Portal. Note how your name and your relation's name are printed, in both scripts.

Step 2: Fix the name as it should appear

Copy it from the identity paper you will attach, letter by letter.

Step 3: Open Form 8

Online on the Voters' Service Portal or the Commission's mobile app, or on paper from your booth level officer or the Electoral Registration Officer's office.

Step 4: Choose correction of entries, and tick the name

Tick the relation's name too if that is wrong. Up to four entries can go in one form.

Step 5: Attach the document in support

A clear scan or copy, self-attested where the form asks.

Step 6: Submit, and keep the reference number

It lets you track the application.

Step 7: Be available for verification

The booth level officer may visit, or the office may call you to show the original.

Step 8: Check the roll and download the card

Once the correction is made, look at your entry again and download the electronic voter card.

Which Proof Should You Attach?

Form 8 asks for the name of the document in support of your claim. It does not give one fixed list for every case, so choose the paper that best shows the name you are asking for.

For a correction

For a change

  • A marriage certificate, for a surname after marriage
  • A Gazette notification, for a new name
  • An identity paper already in the new name, such as an updated Aadhaar

The surest way is to update Aadhaar first, and then attach the updated Aadhaar to Form 8. The officer sees a current identity paper in the name you want, and rarely needs more. See name change in Aadhaar card in Uttarakhand.

What About the Relation's Name?

Every entry in the roll carries the name of a relation, with the kind of relation: father, mother, husband or another. This line goes wrong as often as the voter's own name.

  • A misspelt father's or husband's name. Correct it by ticking the relation's name in Form 8, with a paper that shows the right spelling.
  • The wrong kind of relation. A married woman shown with her father, who wants her husband shown, or the other way round. Both the relation type and the relation's name are entries on the form.
  • A relation who has changed his or her own name. Attach that person's Gazette or updated identity proof.

A woman is not required to show her husband as the relation. Showing her father or her mother is equally valid. Choose the one that matches your other papers, so the voter card supports them.

For a father's or a mother's name in other records, see father's name change and correction and mother's name change and correction.

What Changes in the Voter ID After Marriage?

Marriage often means two changes at once: a new address in a new constituency, and perhaps a new surname. Form 8 covers both, but they are different parts of it.

What is changingPart of Form 8Note

Ask the booth level officer how to file a shift of residence and a correction together, so that one does not hold up the other. Changing your surname is a choice. If you keep your name, only the address needs to move.

See name change after marriage in Uttarakhand.

What About Hindi and English on the Card?

In Uttarakhand the roll carries names in Hindi, and the card shows the name in English as well. One is often produced from the other, and they can drift apart.

  • Read both lines of your name and of your relation's name before you apply.
  • If one script is right and the other wrong, say so in the form, and write the name as it should appear in each.
  • Give the English spelling exactly as on your Aadhaar or passport, so the voter card does not add a third spelling.
  • After the correction, check both lines again.

See Hindi to English name spelling difference.

What Happens After the Correction?

  • The entry in the roll is corrected, and your voter card number usually stays the same.
  • A fresh card is issued. The electronic card can be downloaded from the Voters' Service Portal.
  • Keep the old card with your papers. It shows the earlier form of your name.
  • Check your entry again before an election, so there is no surprise at the booth.

The voter card is useful as an identity proof, but few offices treat it as the base for a name. Where your records are being brought in line, the usual order is Aadhaar, PAN, the bank and the passport, with the voter card and the driving licence after them.

Linking the voter card with Aadhaar is done on a separate form and is voluntary. If you do it, a difference in the two names may be pointed out, which is one more reason to make them agree.

What If the Request Is Turned Down?

  1. Read the reason. The status on the portal, or the order, usually says why. The commonest reasons are an unclear document, a document in a different name, and not being found at the address.
  2. Apply again with a better document, if the reason was the proof.
  3. Meet the booth level officer or the Electoral Registration Officer's office with the original paper.
  4. Appeal, if you believe the decision is wrong. The election law provides for an appeal against an order of the Electoral Registration Officer to an appellate officer, and a further appeal to the Chief Electoral Officer of the state, within time limits.

Where the officer says a new name needs stronger proof, a Gazette notification is the paper that answers it. Ask in writing if that is what is wanted before you prepare one.

How Do You Get a Gazette for a New Name?

Use this only where you are taking a new name. The same Gazette then serves Aadhaar, PAN, the passport and the voter card. The notice goes in Part IV of the Gazette of India.

Step 1: Confirm that your case is a change of name

A spelling, initials or a surname after marriage does not need a Gazette for the voter roll.

Step 2: Fix the exact new name

In English and in Hindi, since the roll carries both.

Step 3: Make the affidavit

State the old name, the new name, your father's or husband's name and your address. Sign before a notary.

Step 4: Publish the newspaper notice

In a daily local leading newspaper. Keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed in your old name with two witnesses, and an undertaking showing the old and the new name.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 8: Send the file yourself, then update your records

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar first, then file Form 8 with the Gazette and the updated Aadhaar.

Will the Uttarakhand Gazette Do for the Voter Roll?

The electoral roll is kept by officers in the state, so a state notice may well serve for it. Your other records are the reason to think twice.

Step 1: Ask the Electoral Registration Officer's office what it accepts

Through the booth level officer, or at the office.

Step 2: Think about Aadhaar, PAN and the passport

If the same Gazette has to serve them, the Gazette of India is the safer choice.

Step 3: Contact the Roorkee press

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 4: Ask for the papers, the format and the fee, and submit

Keep photocopies of everything.

Step 5: Download the notice and attach it to Form 8

Search gazettes.uk.gov.in and save the PDF.

A typical case we handle: a woman in Almora asked us for a Gazette because her voter card had her surname with one letter wrong and showed her father as the relation, while she wanted her husband shown. Neither needed a Gazette. She filed Form 8 with her Aadhaar and her marriage certificate, ticking the name, the relation type and the relation's name, and downloaded a fresh card when it was done. This is an illustrative example of the type of case we handle, not a named client review.
