Gazette Name Change in Uttarakhand
The Gazette step, explained on its own: which Gazette to file from Uttarakhand, what goes in the file, the Government fee, the time it takes and how to get the published copy.
A gazette name change in Uttarakhand means your new name is printed in the Gazette of India, Part IV, or in the Uttarakhand Gazette. You need a notarised affidavit and a newspaper notice first. The Central Gazette fee is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, and publication usually takes 30 to 45 days.

A gazette name change in Uttarakhand is the last step of a legal name change, and it is the step where most files get stuck. This page explains how a gazette name change in Uttarakhand works on both routes: which Gazette to pick, the papers that go in the file, the Government fee, the time it takes and the mistakes that send a file back.
This page covers the Gazette step only. If you want the whole picture first, with the affidavit and the newspaper notice explained from the start, read our main guide to name change in Uttarakhand and come back here when you reach the Gazette.
What Is a Gazette Name Change in Uttarakhand?
A Gazette is the official journal of a Government. A gazette name change is a short notice in that journal that says a person who was known by one name will now be known by another. It carries your old name, your new name, your father's or husband's name and your address.
Once the notice is printed with a date and a page number, it becomes a public record. That printed notice is what Aadhaar, PAN, the passport office, banks, schools and employers accept as proof of a real change of name. An affidavit says you want to change your name. The Gazette shows the change has been published.
People in Uttarakhand have two Gazettes to choose from. The Gazette of India is printed by the Department of Publication in Delhi, and personal name change notices go in Part IV. The Uttarakhand Gazette is printed by the Government Press at Roorkee. Both are real. They are not equal in where they are accepted, and that choice is explained below.
When Do You Need a Gazette, and When Do You Not?
The Gazette fee is not refunded, so check this before you spend anything.
You need a Gazette when
- You are replacing a name with a different name, such as Priya to Pari
- You are changing a surname with no marriage, divorce or adoption paper behind it
- You are adding or dropping a full name or surname
- The passport office, a bank or an employer has asked for it in writing
- Your papers show two different names and no single document links them
You usually do not need one when
- One letter was typed wrongly by an operator
- The same name is spelt two ways between Hindi and English, such as Bisht and Bist
- Your surname changed by a registered marriage, a decree of divorce or an adoption deed
- You are adding or editing initials, or changing the order of the same name
- The mistake is in a birth certificate, which the Registrar corrects
The second list comes from the Aadhaar rules, which allow these updates with the right supporting paper and no Gazette. Our Services page lists each of these cases with the paper that is used in its place. If your case is in the second list, you do not need us for a Gazette, and we will tell you so on the phone.
Uttarakhand Gazette or Gazette of India: Which One Should You File?
This is the first real decision. Picking wrong is costly, because neither fee comes back.
| Point | Gazette of India (Central) | Uttarakhand Gazette (State) |
|---|---|---|
| Printed by | Department of Publication, Civil Lines, Delhi 110054 | Government Press, Ramnagar Industrial Estate, Roorkee 247667 |
| Where the notice goes | Part IV of the Gazette of India | One of Bhag 1 to Bhag 8, in the Daily or the Weekly series |
| Accepted | Everywhere in India and by foreign missions | Reliably inside Uttarakhand, sometimes questioned outside it |
| Government fee | Commonly Rs 1,100 adult, Rs 1,700 minor | Set by the Roorkee press. Confirm the current rate first |
| Payment | BharatKosh only | State treasury challan or the state portal, as the press directs |
| Time | Commonly 30 to 45 days | Varies with the press workload that month |
| Free copy | egazette.gov.in | gazettes.uk.gov.in |
| Best for | Passport, visa, central jobs, banks, anything outside the state | State jobs, state board records, local land and revenue records |
A simple test to pick the route
Ask where the new name has to be accepted. If the answer includes a passport, a visa, a central Government job, the armed forces, a bank with branches outside the state, or any plan to leave Uttarakhand later, file the Central Gazette. If every record you own stays inside the state, the Uttarakhand Gazette can be enough.
What the Uttarakhand Gazette portal shows
The state runs a live portal at gazettes.uk.gov.in. Published gazettes can be searched by department, category, Bhag, GO number and date, and the PDF is free. The portal's own category list includes Name-Change and Public Notice. So if somebody hands you a state gazette copy, you can check it yourself in about two minutes.
Who Can Apply for a Gazette Name Change From Uttarakhand?
You can apply if
- You are an Indian citizen aged 18 or above, applying for yourself
- You are a parent or legal guardian applying for a child under 18
- You are an Indian living abroad, at the higher Central fee of Rs 3,500
- You have a photo identity proof in your old name
- You have changed your name before. There is no legal limit on the number of times
What you do not need
- A court order. This is an office process, not a court case
- A lawyer. You need a notary for the affidavit
- A domicile or residence certificate of Uttarakhand, for the Central route
- A trip to Delhi. The file can go by post or courier
Government employees: Central Government staff follow a separate office procedure under the Ministry of Home Affairs Office Memorandum dated 12 March 1987, which uses a deed witnessed by two gazetted officers. State Government staff should ask their own establishment section which Gazette the service record will accept before paying any fee.
How Do You Apply for the Central Gazette From Uttarakhand?
Seven steps, in this order. The first two are done in your own district. The file then goes to Delhi.
Step 1: Get the affidavit notarised
The affidavit is typed on non-judicial stamp paper. It states your old name, your new name, your father's or husband's name, your address and the reason. You sign it before a notary public. Notaries sit at every district court in Uttarakhand.
Step 2: Publish the newspaper notice
Print the change in a daily newspaper that is read in your district. The Department of Publication guidelines for a simple adult case ask for one daily local leading newspaper. We place the notice in two papers, one Hindi daily and one English daily, to keep the file safe. Keep the full original page with the masthead and date, not a cutting.
Step 3: Type the prescribed form
The Department of Publication gives a set form for the notice. It is typed, not handwritten, and made in two copies. You sign it in your old name, and your witnesses sign with their names and addresses.
Step 4: Prepare the soft copy and the undertaking
The office also asks for the notice text as a soft copy, and a signed undertaking. The words in the soft copy must match the printed form letter for letter.
Step 5: Pay the fee on BharatKosh
Pay the Government fee on BharatKosh, the Non-Tax Receipt Portal, and print the receipt. No other way of paying is accepted.
Step 6: Send the file to Delhi
Put everything in one envelope with a request letter, self-attested identity proof and two passport size photographs. Send it by post or courier, or hand it in yourself, to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
Step 7: Download the published Gazette
Name change notices are printed in Part IV, which comes out weekly. When yours appears, download the PDF free from egazette.gov.in and save it in more than one place.
How Does the Uttarakhand State Gazette Route Work?
The state route is real, but its rules and rates are set by the press and can change. So the first step is a question, not a payment.
Step 1: Ask the Roorkee press what is open this month
Contact the Government Press at Ramnagar Industrial Estate, Roorkee 247667. Ask if a private person's name change notice is being accepted, the current fee and the papers they want. The press works under the Directorate of Printing and Stationery.
Step 2: Prepare the affidavit and the newspaper notice
These are the same two papers as the Central route. Keep the spelling the same in both, and keep the full newspaper page.
Step 3: Pay the state fee the way the press tells you
State payments go through a treasury challan or the state portal, not BharatKosh. Keep the original receipt.
Step 4: Submit the file to the press
Send or hand in the file as the press directs, and keep a photocopy of every page you give.
Step 5: Find the notice on the state portal
Search gazettes.uk.gov.in by date, category or Bhag and download the PDF free. Note the Bhag, the page number and the date.
Which Documents Go in the Gazette File?
This is the Central Gazette file. Tick each line before you seal the envelope.
For an adult
- The notarised affidavit
- The complete original newspaper page with your notice
- The prescribed form, typed, in two copies, signed by you and your witnesses
- The soft copy of the notice text
- The signed undertaking
- Self-attested photo identity proof, yours and your witness's
- Two recent passport size photographs
- The BharatKosh fee receipt
- A request letter to the Controller of Publications
Extra papers for a child under 18
- The child's birth certificate
- A school record or bonafide certificate, if the child is in school
- The child's Aadhaar, if issued
- Identity and address proof of both parents or the legal guardian
- An affidavit signed by both parents or the guardian
- A custody or guardianship order, where only one parent applies
If the change follows a marriage or a divorce, add the marriage certificate or the certified decree as supporting proof.
What Does the Gazette Form Ask For?
The form is short. It is the exact text that will be printed, so every word matters.
- Your old name, written the way it appears on your identity proof.
- Your new name, with the exact spelling, spacing and initials you want for life.
- Your father's or husband's name and your full address with pin code.
- Your signature in the old name, because the new name is not yet published.
- Witness details, with names, addresses and signatures.
"S Rawat", "S. Rawat" and "SRawat" are three different names to a Government database. Decide one form before anything is typed, and use it in the affidavit, the newspaper, the form and the soft copy.
The address on the form should match your Aadhaar address. After publication, Aadhaar is the first record you will update, and a different address there causes questions.
How Much Does a Gazette Name Change Cost in Uttarakhand?
The Government fee and the other costs are different things. Here they are, kept apart.
| Item | Typical cost | Notes |
|---|---|---|
| Central Gazette fee, adult | Rs 1,100 | Paid on BharatKosh. Revised each financial year, so confirm it on the day you pay. |
| Central Gazette fee, minor | Rs 1,700 | For anyone under 18. |
| Central Gazette fee, from abroad | Rs 3,500 | For Indians living outside India. |
| Each extra alias name | Rs 250 | Added where more than one name is being notified. |
| Uttarakhand Gazette fee | Set by the Roorkee press | Ask the press for the current rate before you apply. |
| Stamp paper and notary | Rs 100 to Rs 500 | Depends on the notary you use. |
| Newspaper notice | Rs 800 to Rs 4,000 | The widest gap. A Hindi daily in Almora costs far less than a national English daily in Dehradun. |
| Our assistance | Quoted per case | Charged apart from the Government fee. Call 9540005026 for a quote before you commit. |
If you do everything yourself, the total is usually Rs 2,500 to Rs 6,000, not counting travel or a repeat.
How Do You Pay the Gazette Fee on BharatKosh?
BharatKosh is the Government's Non-Tax Receipt Portal at bharatkosh.gov.in. It is the only way the Department of Publication takes the Central Gazette fee. Direct bank transfers were discontinued.
- Open the portal and choose the option to pay without logging in, or register if you prefer.
- Select the Department of Publication as the office you are paying, and the Gazette notification purpose.
- Enter the amount for your case, and your name exactly as it is on your identity proof.
- Pay by net banking, card or UPI.
- Download and print the receipt. It goes inside the file.
Check the amount on the day you pay. The Department of Publication revises the fee each financial year, and a short payment sends the file back.
How Long Does a Gazette Name Change Take From Uttarakhand?
Realistic timings for the Central route, not the best case.
Day 1 to 2
Affidavit typed, spelling confirmed in writing, notarised at your district court.
Day 3 to 7
Newspaper notice printed. Full original page collected and checked.
Day 7 to 10
Form typed, fee paid on BharatKosh, file sent to Delhi.
Day 30 to 45
Notice printed in Part IV. PDF downloaded from egazette.gov.in.
End to end, the Central route commonly takes 3 to 7 weeks. Add a few days from the hill districts, where a courier from Uttarkashi, Pithoragarh or Chamoli takes longer than one from Haridwar. Anyone who promises a Central Gazette in 3 days is describing an affidavit, not a Gazette.
How Do You Check the Status and Download the Gazette Copy?
Central Gazette
Keep the courier or speed post receipt, because it shows the day your file reached Delhi. After that, watch Part IV of the weekly Gazette on egazette.gov.in. Open each weekly issue published after your file was received and search the PDF for your name. When you find it, download the PDF. It is free.
Uttarakhand Gazette
Search gazettes.uk.gov.in by date, category or Bhag, and download the PDF from there.
What to save
- The PDF itself, in your email and on your phone
- The date of the issue and the page number where your name appears
- Two or three colour printouts of your page, for offices that ask for paper
A published Gazette does not expire. The same PDF can be downloaded again years later, which is why the date and page number are worth writing down.
Why Do Gazette Files From Uttarakhand Get Returned?
Every one of these is avoidable, and most of them cost the fee again.
Problems in the papers
- The spelling differs between the affidavit, the newspaper and the form
- A newspaper cutting is sent, not the complete original page
- Supporting documents are older than one year
- Identity proof is blurred, cropped or not self-attested
- The witness's identity proof is missing
- The form is handwritten, or the soft copy does not match it
Problems in the process
- The fee is paid outside BharatKosh, or the amount is short
- The file is posted to an address copied from an unofficial website
- The form is signed in the new name, not the old one
- Only one parent signs for a minor, with no custody order
- A state gazette is chosen when a passport is the next step
- An agent tries to hand in the file for the applicant
A typical case we handle: a man in Haldwani typed his new name one way in the affidavit and another way in the newspaper notice, with one letter different. His file came back after five weeks. We redid the notice to match the affidavit, checked the form against both, and he sent the file again. This is an illustrative example of the type of case we handle, not a named client review.
What If the Gazette Prints Your Name Wrongly?
A Gazette cannot be unpublished. If a mistake is printed, the fix is a corrigendum, which is a short correction notice in a later issue.
- Apply within six months of the publication date.
- Attach the published copy and a photocopy of what you first sent.
- If the press made the mistake, the correction is free.
- If the mistake came from your own file, you pay the fee again.
This is why we send you the exact wording, letter by letter, and wait for your written yes before anything is typed or printed.
What Do You Update After the Gazette Is Published?
The Gazette is supporting proof. It does not correct any record on its own. Each office has to be applied to, one by one, and the order matters.
- Aadhaar, at an Aadhaar Seva Kendra, with the Gazette, the affidavit and the newspaper page.
- PAN, through the correction form. Never apply for a second PAN.
- Bank accounts, once Aadhaar and PAN agree with each other.
- Passport, as a re-issue in the new name.
- Voter ID, driving licence, EPFO, school and board records, and then property papers.
Aadhaar allows a name change only twice in a lifetime, so do not use an attempt on a spelling you have not settled. For fresh state certificates in the new name, such as residence, income or caste, apply again on the e-District portal at edistrict.uk.gov.in.
Keep the affidavit, the full newspaper page and a print of the Gazette PDF together in one folder. You will be asked for the set again, often years later.
Should You File the Gazette Yourself or Use a Service?
Some people should do this themselves, and we say so.
| Point | Doing it yourself | Using us |
|---|---|---|
| Money out | Rs 2,500 to Rs 6,000 if nothing goes wrong | Government fee plus a service charge quoted per case |
| Your time | Several days across the notary, the newspaper office and the courier | About 30 minutes of sending scans and confirming spelling |
| What is free | The form, the guidelines and the Gazette PDF | The same. We do not charge for anything the Government gives free |
| Risk of paying twice | Real, because small errors are common | Lower. We check spelling with you in writing before anything prints |
| Best if | Your case is a plain adult name change and you are at ease with Government forms | You are in a hill district, working, or the case involves a minor, a marriage or a service record |
What is a lawyer's job, not ours
We are a documentation desk, not a law firm. If your case needs a court, such as a custody dispute over a child's name, an adoption order or a declaration suit, that is a lawyer's work. We prepare the Gazette papers after the court part is done.
What we do in a Gazette case
You send scans on WhatsApp from anywhere in Uttarakhand. We draft the affidavit, confirm the spelling with you in writing, arrange the notary, book the newspapers, type the form and the soft copy, guide the BharatKosh payment, and check the file page by page. You sign and send it. We then watch Part IV and send you the PDF.
Which Areas of Uttarakhand Do We Cover for Gazette Name Change?
All 13 districts, in Garhwal and Kumaon both: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh.
Your district does not change the Central route. The file goes to Delhi from Dehradun or from Munsiyari the same way. Your district only decides where the affidavit is notarised and which daily newspaper makes sense for the notice. We pick both for you.
Our associate office is at the Dehradun District Court on Haridwar Road, near Prince Chowk. Central Gazette files are put together and checked at our desk in Burari, Delhi. You do not have to visit either office.
People Also Ask About Gazette Name Change in Uttarakhand
Where is the gazette office in Uttarakhand?
The Uttarakhand Gazette is printed by the Government Press at Ramnagar Industrial Estate, Roorkee 247667, in Haridwar district. There is no Central Gazette office anywhere in Uttarakhand. The only one is the Department of Publication at Civil Lines, Delhi 110054.
Can I apply for a gazette name change online in Uttarakhand?
Partly. For the Central Gazette, the fee is paid online on BharatKosh and the published copy is downloaded online. The signed file itself still goes on paper, in person or by post. For the state route, ask the Roorkee press before you assume an online option exists.
Is a gazette notification compulsory for a name change?
It is needed for a real change of name on Aadhaar, PAN and a passport. It is usually not needed for a typing mistake, a marriage surname backed by a registered certificate, or a birth certificate correction.
Is the Uttarakhand Gazette valid for a passport?
The safe choice for a passport is the Central Gazette, because it is accepted everywhere in India and by foreign missions. A state gazette is sometimes questioned outside the state.
How do I get a gazette certificate for a name change?
There is no separate certificate. The published Gazette page with your name on it is the proof. You download it free from egazette.gov.in for the Central route or gazettes.uk.gov.in for the state route.
Can someone else file my Gazette application?
No. The Department of Publication takes the application from the applicant, in person or by post or courier. A service can prepare and check the file, but you sign and send it.
In which part of the Gazette of India is a name change printed?
In Part IV, which is published weekly. The Uttarakhand Gazette uses Bhag 1 to Bhag 8 instead.
Is a gazette name change valid for life?
Yes. A published Gazette does not expire and needs no renewal. The same PDF can be downloaded again years later.
How many times can I change my name through the Gazette?
There is no legal limit on the number of times. Aadhaar, though, allows a name change only twice in a lifetime.
Do I need a lawyer for a gazette name change?
No. A notary attests the affidavit. A lawyer is needed only when a court matter, such as a custody dispute, is involved.
Can I file the Gazette while living outside Uttarakhand?
Yes. Any Indian citizen can file the Central Gazette from any state or from abroad. No domicile certificate is asked for.
What should I update first after the Gazette is published?
Aadhaar first, then PAN, then the bank, then the passport. The Gazette does not change any record on its own.

Gazette Name Change in Uttarakhand: The Short Version
Check first if you need a Gazette at all, because small corrections and marriage surname changes often do not. The Gazette comes after the notarised affidavit and the newspaper notice. The Gazette of India works everywhere, and the Uttarakhand Gazette works mainly inside the state. The Central fee is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, paid only on BharatKosh, and the file goes to Civil Lines, Delhi 110054, from the applicant, in person or by post.
Publication commonly takes 30 to 45 days, and the PDF is free from egazette.gov.in. A printed mistake needs a corrigendum within six months, and you pay again if the error was yours. After publication, update Aadhaar first, then PAN, then the bank, then the passport.
