Affidavit vs Newspaper vs Gazette for Name Change in Uttarakhand
What each of the three papers is, what it proves, which office accepts which, and why stopping at the first one causes most wasted trips.
The affidavit is your sworn statement, the newspaper notice tells the public, and the Gazette is the Government's printed record. They are three steps of one process, done in that order. For a real change of name, the Gazette is the proof that Aadhaar, PAN and the passport office ask for. The other two support it.

Affidavit vs newspaper vs gazette is the question behind most failed name changes in Uttarakhand, because people are sold one paper and told it is all three. This page settles affidavit vs newspaper vs gazette plainly: what each one is, what it proves, what it costs and which office will accept it.
These are not three choices. They are three steps. For the steps in order, read our main guide to name change in Uttarakhand.
What Are the Affidavit, the Newspaper Notice and the Gazette?
The affidavit
A sworn statement on stamp paper. You say that you were known by one name and will now be known by another. You sign it before a notary. It is a private paper that you make.
The newspaper notice
A short classified notice in a daily newspaper read in your district. It tells the public about the change. It is printed by a private newspaper, and you pay for it.
The Gazette notification
A notice in the official journal of the Government: the Gazette of India, Part IV, or the Uttarakhand Gazette. It is printed by a Government press and stays on public record for good.
Think of it this way. In the affidavit, you tell a notary. In the newspaper, you tell your town. In the Gazette, the Government records it. Each step is wider and more official than the one before.
How Do the Affidavit, Newspaper Notice and Gazette Compare?
| Point | Affidavit | Newspaper notice | Gazette |
|---|---|---|---|
| What it is | Your sworn statement | Your public notice | The Government's printed record |
| Made by | You, attested by a notary | A private newspaper | A Government press |
| Made on | Non-judicial stamp paper | A page of a daily newspaper | An issue of the official Gazette |
| Where it is done | Your district court or tehsil | A paper read in your district | Delhi for the Central Gazette, Roorkee for the state Gazette |
| Order | First | Second | Third |
| Typical cost | Rs 100 to Rs 500 | Rs 800 to Rs 4,000 for each paper | Central fee commonly Rs 1,100 adult, Rs 1,700 minor |
| Typical time | A day or two | A few days | Commonly 30 to 45 days after filing |
| Gives the reason | Yes | Sometimes | No |
| Who can check it | Only someone who sees the paper | Anyone with that day's paper | Anyone, on the Government portal, at any time |
| Needed for the next step | Yes, for the notice and the Gazette | Yes, for the Gazette | It is the last step |
| Enough by itself for a real name change | No | No | Yes, as the proof, with the other two kept as support |
What Does Each Paper Actually Prove?
| Paper | It proves | It does not prove |
|---|---|---|
| Affidavit | That you declared the change on oath, on a certain date | That anyone else was told, or that any record has changed |
| Newspaper notice | That you made the change public where you live, on a certain date | That the Government has recorded it |
| Gazette | That the change is published in the Government's official journal, with a date and a page number | That Aadhaar, the bank or any other record has been updated |
The last cell matters as much as the rest. Even the Gazette is supporting proof. It does not correct any record by itself. After it is published, you still apply to each office, one by one.
Why Does the Order of the Three Matter?
Each paper is built on the one before it.
- The affidavit comes first, because it fixes the exact spelling of your new name and your details.
- The newspaper notice comes second, because it repeats the affidavit and mentions its date.
- The Gazette comes third, because the Gazette office asks for the original affidavit and the full newspaper page inside the file.
If the order is broken, the dates give it away. A newspaper notice dated before the affidavit, or a Gazette file with no newspaper page, is sent back.
There is also a time link. Supporting documents for the Gazette must not be older than one year. So the three should be done as one job over a few weeks, not spread across years.
Which Office Accepts Which Paper?
This table is for a real change of name, where one name is replaced by a different one. Small corrections are covered in the next section.
| Office | Affidavit alone | Affidavit and newspaper | With the Gazette |
|---|---|---|---|
| Aadhaar | Not enough | Not enough | Accepted as proof of the change |
| PAN | Not enough | Not enough | Accepted |
| Passport | Not enough | Check the Passport Seva list for your case | The safe choice. Use the Central Gazette |
| Banks | Usually refused | Often refused | Accepted, with updated Aadhaar and PAN |
| Central Government employer or exam body | Not enough | Not enough | Accepted. Use the Central Gazette |
| Schools, boards and universities | Not enough | Not enough | Asked for, along with the board's own correction form |
| Property and revenue records | Not enough | Ask the office | Accepted as supporting proof |
Each office sets its own list, and lists change. Before you apply anywhere, check that office's current list. What does not change is the pattern: the affidavit alone opens almost no door for a real change of name.
Which of the Three Does Your Case Need?
| Your case | What you need |
|---|---|
| Replacing your name with a different name | All three: affidavit, newspaper notice and Gazette |
| Adding or dropping a surname | All three |
| Changing a child's name | All three, made by the parents or guardian |
| Surname after a registered marriage | Often none of the three. The marriage certificate usually does the work for Aadhaar, PAN and the bank |
| Back to a maiden name after divorce | The certified decree first. The three, where an office refuses the decree |
| A typing mistake by an operator in Aadhaar | None of the three. A supporting document under the Aadhaar rules |
| The same name spelt two ways in Hindi and English | Usually none of the three for Aadhaar |
| A mistake in a birth certificate | None of the three as a name change. A Registrar correction, with the papers the Registrar asks for |
| A wrong name on a board certificate | The board's own correction process. A Gazette supports it where the name itself has changed |
The rule of thumb: if the name is truly different, you need all three. If a correct name was written wrongly somewhere, you usually need the office that wrote it, not a name change. Send us your papers and we will tell you which side your case is on, before you pay anything.
Can You Skip the Affidavit, the Newspaper or the Gazette?
Skip the affidavit?
No. The Gazette office asks for it, and the newspaper notice is drafted from it. It is also the only one of the three that states your reason.
Skip the newspaper?
No. The original newspaper page is one of the papers in a change of name Gazette file. A file without it is returned.
Skip the Gazette?
Only if your case never needed one. For a real change of name, stopping before the Gazette leaves you with two papers that most offices will not act on.
People skip the Gazette most often, for two reasons. It takes the longest, and somebody told them the affidavit was enough. Months later the bank, the Aadhaar centre or the passport office says otherwise, and by then the affidavit and the notice may be too old to use.
Which Beliefs About the Three Papers Are Wrong?
| What people believe | What is true |
|---|---|
| "The notary has changed my name." | A notary attests your statement. No record changes. |
| "The newspaper notice is the Gazette." | A newspaper is a private publication. The Gazette is the Government's journal. |
| "A court affidavit is stronger than a Gazette." | An affidavit made at a court complex is still an affidavit. No court has ordered anything. |
| "I need a court order for the Gazette." | No. A plain name change is an office process. |
| "The Gazette office will update my Aadhaar." | No. You apply to each office yourself, with the Gazette as proof. |
| "A Gazette for a few hundred rupees is a good deal." | The Central Government fee alone is commonly Rs 1,100. A lower price is an affidavit or a state gazette. |
| "After the Gazette I can throw away the affidavit and the newspaper." | Keep all three. Offices ask for them as a set. |
| "Every name problem needs all three." | Many do not. Corrections go to the office that made the mistake. |
A typical case we handle: a shop owner in Haridwar was given an affidavit and a newspaper cutting by a local agent and told his Gazette was "done". His bank refused both. No Gazette file had ever been sent. The affidavit was four months old, so we used it, published the notice again to get a full page and prepared the Gazette file for him to post. This is an illustrative example of the type of case we handle, not a named client review.
What Do the Three Cost, and How Long Does Each Take?
| Step | Typical cost | Paid to | Typical time |
|---|---|---|---|
| Affidavit | Rs 100 to Rs 500 | Stamp vendor and notary | Day 1 to 2 |
| Newspaper notice | Rs 800 to Rs 4,000 for each paper | The newspaper | Day 3 to 7 |
| Central Gazette | Rs 1,100 adult, Rs 1,700 minor | The Government, on BharatKosh | Day 30 to 45 |
| All three, self-done | Usually Rs 2,500 to Rs 6,000 | All of the above | 3 to 7 weeks |
The Gazette costs less than many people fear and takes longer than they hope. The newspaper is the widest swing in cost. The Government fee is revised each financial year and is never refunded.
Our charge is separate from all of these and is quoted per case. The full bill is on our gazette name change time and fees page.
How Do the Three Papers Fit Together on the Central Gazette Route?
Step 1: Make the affidavit
Type it on non-judicial stamp paper and sign it in your old name before a notary. See name change affidavit in Uttarakhand.
Step 2: Publish the newspaper notice
Copy the wording from the affidavit. Keep the full original page. See newspaper notice for gazette name change.
Step 3: Type the Gazette form
Type the form in two copies from the same wording. Sign in your old name, with two witnesses.
Step 4: Pay the Gazette fee
Pay on BharatKosh and print the receipt.
Step 5: Put the first two papers inside the third
The original affidavit and the full newspaper page go into the Gazette file, with the form, the soft copy, the undertaking, identity proof, photographs, the receipt and a request letter.
Step 6: Post the file to Delhi
Send it by Speed Post to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
Step 7: Download the Gazette
Check Part IV on egazette.gov.in each week and download the PDF when your notice appears.
Because the originals go into the file and are not returned, make a second notarised affidavit and buy extra copies of the newspaper for your own folder. The whole route is on our gazette name change in Uttarakhand page.
How Do the Three Fit on the Uttarakhand Gazette Route?
The first two papers are the same. The third goes to the Government Press at Roorkee, which sets its own practice.
Step 1: Ask the press what it needs
Take the contact from govtpress.uk.gov.in. Ask if a private name change notice is open, the fee and the papers.
Step 2: Make the affidavit
The same affidavit, before a notary.
Step 3: Publish the newspaper notice
In the paper and language the press asks for, with the same wording.
Step 4: Pay the state fee and submit the file
Pay as the press directs and keep photocopies of everything.
Step 5: Download the state Gazette
Search gazettes.uk.gov.in and save the PDF.
If a passport, a central job or a move out of the state is likely, choose the Central Gazette for step three.
How Do You Keep the Three Papers in Step With Each Other?
The three are read against each other, by the Gazette office first and by every office after it. These must be the same in all of them:
- Your old name, as on your identity proof
- Your new name, with the same spelling, spacing and initials
- Your father's or husband's name
- Your address, with the same pin code
How to do it
- Decide the spelling before the affidavit is typed, and write it down.
- Type the name once. Copy and paste it into the notice and the form.
- Give the newspaper typed text, never a voice note.
- Lay the three side by side and read them one letter at a time before the fee is paid.
One letter that differs between the affidavit and the newspaper sends the Gazette file back. One letter that slips into the Gazette needs a corrigendum, within six months.
Why Should You Keep All Three Papers Together?
After the Gazette is published, the three papers work as a set. Aadhaar centres, banks, passport offices and employers often ask to see the affidavit and the newspaper page along with the Gazette, sometimes many years later.
- Keep a notarised original of the affidavit.
- Keep one full newspaper page, flat, not a cutting.
- Keep the Gazette PDF, and printouts of the first page of the issue and your page.
- Keep scans of all three in your email.
- Write the Gazette date and page number on the folder.
When you do not need us
If you are an adult with a plain case, you can do all three yourself. None of them needs a lawyer or an agent. This site has a page for each step. We are useful when you want one desk to keep the three in step, or when the case involves a child, a marriage, a divorce or a service record. Our charge is quoted per case and shown apart from the Government fee.

People Also Ask About Affidavit, Newspaper and Gazette
Is an affidavit or a gazette better for a name change?
They are not alternatives. The affidavit is the first step and the Gazette is the last. For a real change of name you need both, with the newspaper notice between them.
Is a newspaper advertisement enough for a name change?
No. It is the second step. Aadhaar, PAN and the passport office ask for the Gazette for a real change of name.
What is the difference between a gazette and an affidavit?
An affidavit is your own sworn statement. A Gazette is the Government's printed record that anyone can check.
Can I get a gazette without a newspaper advertisement?
No. The original newspaper page is one of the papers in a change of name Gazette file.
Which is the final proof of a name change?
The Gazette notification. Keep the affidavit and the newspaper page with it as support.
Do I need all three for a spelling correction?
Usually not. A correction goes to the office that wrote the name wrongly, with the supporting document it asks for.
Is a notarised affidavit valid for a name change?
It is a valid sworn statement, but it is only the first step. For a real change of name, offices ask for the Gazette.
Which newspaper is used for a name change notice?
A daily newspaper read in your district. Keep the full original page, because it goes into the Gazette file.
How do I check if my gazette is published?
Search Part IV on egazette.gov.in. If your notice is not there, no Gazette has been published.
Can I use the same affidavit for several offices?
Keep a notarised original for your own folder, because the one sent with the Gazette file is not returned.
Is a court order needed for a name change?
No. A plain change of name is an office process of affidavit, newspaper notice and Gazette.
How old can the affidavit be for the gazette?
Supporting documents must not be older than one year when the Gazette file is sent.
