BharatKosh fee payment for gazette name change takes only a few minutes, but a wrong amount or a lost receipt can send the whole file back. This page walks through BharatKosh fee payment for gazette name change for people in Uttarakhand: the amount, the steps, the receipt and what to do when a payment fails.

The receipt is one of nine papers in the file. For the rest, see documents required for gazette name change in Uttarakhand. For the whole Gazette step, read gazette name change in Uttarakhand.

What Is BharatKosh, and Why Is the Gazette Fee Paid There?

BharatKosh is the Non-Tax Receipt Portal of the Government of India. It is run by the Controller General of Accounts under the Ministry of Finance. People use it to pay fees, fines and charges to Central Government departments.

The Department of Publication, which prints the Gazette of India, takes its name change fee through this portal. Direct bank transfers to the Department were discontinued. So for the Central Gazette, there is one way to pay, and it is online.

  • The only address is bharatkosh.gov.in.
  • The money goes straight to the Government account.
  • You get a receipt with a reference number as soon as the payment is done.
  • Using the portal is free. You pay the fee, plus any charge your bank adds for the payment method.
BharatKosh is for the Central Gazette only. The Uttarakhand Gazette fee is not paid here. See the state section further down this page.

Which Amount Do You Pay for a Gazette Name Change?

Central Gazette name change fees paid on BharatKosh
Your caseGovernment feeNote
Adult, living in IndiaRs 1,100The common case
Minor, under 18Rs 1,700Paid by the parent or guardian
Indian living abroadRs 3,500Read the guidelines for applicants abroad first
Each extra alias nameRs 250Added where more than one name is being notified

These are the amounts commonly in force. The Department of Publication revises its fee each financial year, which starts on 1 April. Check the current amount on deptpub.gov.in on the day you pay, most of all if you are paying in April or May.

This is the Government fee only. The affidavit, the newspaper notice and the courier are separate costs. Our own charge is a separate line again, and is quoted per case.

If two members of a family are changing names, each one is a separate notice with a separate fee and a separate receipt. Do not add the two amounts into one payment.

When Should You Pay the Fee?

Pay late in the process, not at the start. The fee is not refunded, so pay only when nothing else can stop the file.

  1. The affidavit is notarised.
  2. The newspaper notice is printed, and the full page is in your hand.
  3. The form is typed and the spelling matches in all the papers.
  4. Now pay on BharatKosh and print the receipt.
  5. Post the file within a few days of paying.

Do not pay months ahead and keep the receipt. Supporting papers should be recent, and a fee paid in one financial year may fall short of a revised fee in the next.

What Should You Keep Ready Before You Open the Portal?

Details

  • Your name in the old form, as on your identity proof
  • Your full address with pin code
  • A mobile number that is with you, for messages from the portal and your bank
  • An email address you can open, for the receipt
  • The exact fee for your case

For the payment

  • Net banking, a debit card, a credit card or UPI
  • Enough balance or limit for the fee
  • A steady internet connection
  • A printer, or a way to save the receipt as a PDF

In the hill districts, where the network drops, pay from a place with a steady connection. A payment that breaks halfway is the most common trouble with this step.

How Do You Pay the Gazette Fee on BharatKosh, Step by Step?

The portal changes its screens from time to time, so the labels may differ a little. The order stays the same.

Step 1: Open bharatkosh.gov.in

Type the address yourself. Do not click a link from an advertisement or a message.

Step 2: Choose the quick payment option

You can pay without registering. Registration is only useful if you pay Government fees often.

Step 3: Select the Ministry and the purpose

Choose the Ministry of Housing and Urban Affairs, and then the purpose that belongs to the Department of Publication for a Gazette notification or change of name. Match the purpose with the Department's guidelines.

Step 4: Enter the amount and your details

Type the fee for your case, your name in the old form, your address, mobile number and email.

Step 5: Check the summary

Read the name, the purpose and the amount once more before you go on.

Step 6: Pay

Pay by net banking, card or UPI. Stay on the page until the portal shows that the payment is complete.

Step 7: Save and print the receipt

Download the receipt, save the PDF and print two copies. Note the transaction reference number.

Do not press back or refresh while the bank page is open. Wait for the portal to show the result. This one habit prevents most failed payments.

What Must the BharatKosh Receipt Show?

The receipt is your proof of payment. It goes inside the Gazette file. Check these on it before you close the browser.

  • Your name, spelt as on your identity proof
  • The right Ministry and purpose
  • The right amount
  • The transaction reference number
  • The date of payment
  • A status that shows the payment was successful

What to do with it

  • Put one printed copy in the Gazette file, behind the request letter.
  • Keep one printed copy in your own folder.
  • Save the PDF in your email.
  • Write the reference number in your request letter.

If you close the page before saving, the portal has a way to find a past payment with your reference number or your details. Look for the option to track a payment or print a receipt.

In Whose Name Is the Fee Paid?

Whose name to enter on the BharatKosh payment
CaseName to enter as the payer
AdultYour own name, in the old form. The new name is not yet published
Married womanThe name on your present identity proof, which is the old name
MinorThe parent or guardian who signs the form
Applicant abroadThe applicant, as on the passport

The name on the receipt should be a name that appears in the file. A receipt in the name of a cousin, a shopkeeper or an agent makes the office ask whose fee it is.

Can someone else's bank account be used?

The portal records the payer details that you type. The safest course is to pay from your own account or card. If a family member pays for you, type the applicant's name as the payer, and say in the request letter who made the payment.

What If the Money Is Debited but No Receipt Comes?

This happens when the connection drops between the bank and the portal. Do not pay again at once.

  1. Note what you have. The time, the amount, the bank message and any reference number.
  2. Check the status on the portal. Use the option to track a payment. The receipt may be there.
  3. Wait a short while. Some payments update after a delay.
  4. Check your bank statement. A failed payment is usually returned by the bank on its own within a few working days.
  5. Pay again only when the first one shows as failed or the money has come back.
  6. If money is stuck, write to your bank with the reference number, and use the help contact given on the BharatKosh portal.
Two successful payments for one notice do not help you. The second one does not speed anything up, and getting it back is slow and not assured.

Is the Gazette Fee Refunded, and What If You Paid the Wrong Amount?

No refund when

  • Your file is returned for a missing paper
  • Your name was spelt wrongly in your own form
  • You change your mind after paying
  • You later find you did not need a Gazette

Wrong amount

  • Paid less: the file is not complete. Ask the Department how to make up the shortfall before you post
  • Paid more: do not count on getting the extra back
  • Paid under the wrong purpose: ask the Department before you post the file

This is why we ask clients to check first if they need a Gazette at all. A surname change after a registered marriage, a typing mistake in one record and a birth certificate correction usually need no Gazette, and so no fee.

How Do You Pay Safely?

  • Check the address bar. It should read bharatkosh.gov.in. A site ending in .com or .in that looks like it is not the portal.
  • Do not pay the Government fee to a person. The fee is never paid to a UPI ID, a phone number or a private bank account.
  • Do not share an OTP. Nobody from the Government or from us will ask for it.
  • Ask for the receipt. If a service pays for you, ask for the BharatKosh receipt with the reference number, in your name.
  • Compare the amount. The receipt shows what reached the Government. Anything above it is the service's charge, and you should be told so.

A typical case we handle: a man in Kashipur paid Rs 2,500 to a local shop for "the Gazette fee". The shop gave him no receipt. When he sent us his papers, there was no BharatKosh payment in his name at all. He paid the fee himself on the portal in a few minutes and got the receipt at once. This is an illustrative example of the type of case we handle, not a named client review.

How Is the Fee for the Uttarakhand Gazette Paid?

Not on BharatKosh. The state Gazette is printed by the Government Press at Roorkee, and its fee goes to the State Government.

Step 1: Ask the press for the current fee

Take the contact from govtpress.uk.gov.in and ask the fee for a private name change notice.

Step 2: Ask how the fee is paid

State payments go through a treasury challan or the state's own payment portal. Ask which one, and the head of account to use.

Step 3: Pay in the applicant's name

Fill the challan or the online form with the applicant's name and address.

Step 4: Keep the original receipt

Keep the stamped challan or the online receipt, and a photocopy.

Step 5: Put the receipt in the file

Submit it with your papers the way the press directs.

If you have not chosen a route yet, read Uttarakhand Gazette vs Gazette of India before you pay either fee.
