Minor Name Change in Uttarakhand

Changing the name of a child under 18: who can apply, when a Gazette is needed, the papers, the charge and how to update the child's records in the right order.

Quick answer

A minor name change in Uttarakhand is applied for by the parents or the legal guardian, because a child under 18 cannot apply. Both parents sign the affidavit. The change is published in the Gazette after a newspaper notice, and the Gazette of India charge for a minor is commonly Rs 1,700.

Parents in Uttarakhand with their child reviewing the birth certificate and Gazette papers for a minor name change
A child under 18 cannot apply, so both parents or the legal guardian sign; the change is published in the Gazette after a newspaper notice.

A minor name change in Uttarakhand is easier the earlier it is done, because a young child has few records and an older child has many. This page explains minor name change in Uttarakhand from start to finish: who signs, when a Gazette is needed, the papers, the charge and the order in which the child's records are updated.

For the Gazette steps in general, read gazette name change in Uttarakhand. If the parents are divorced, read child surname change after divorce first.

Who Can Apply for a Minor's Name Change?

A minor is a person under 18. A minor cannot make an affidavit or sign a Gazette form, so an adult applies on the child's behalf.

Who applies for a minor's name change and what is needed
Family situationWho appliesWhat is needed
Both parents togetherThe father or the mother, with the other's consentAn affidavit signed by both parents
One parent has diedThe surviving parentThe death certificate of the other parent
Parents separated or divorcedBoth together, or one with a court orderBoth signatures, or a custody or guardianship order
Child in the care of a guardianThe legal guardianThe guardianship order
Adopted childThe adoptive parentsThe adoption deed or order

The Gazette office does not decide between parents. It takes the papers in front of it. So the papers must show that the person signing has the right to sign for the child.

Both parents means both. Where both parents are alive, one parent signing alone is the most common reason a minor's file is not accepted. If the other parent will not or cannot sign, a court order is needed.

Why Do Parents Change a Child's Name?

👶

A home name was registered

The birth was registered as "Gudiya" or "Chhotu", and the family later chose the real name.

📝

A surname is missing or different

The school wrote only the first name, or a surname the family does not use.

✨

A new spelling or a new name

The parents want a different spelling or a different name, for astrology, numerology or family reasons.

👪

A change in the family

Adoption, the parents' divorce or a parent's re-marriage.

🏫

Records do not match

The birth certificate, Aadhaar and school record each carry a slightly different name.

🛫

A passport is being made

The first passport brings every difference in the child's papers to light.

Not all of these are a change of name. Where a record simply wrote the name wrongly, it is a correction, and the office that made the mistake can often put it right with no Gazette.

Do You Need a Gazette for Your Child's Name?

Work through these steps first. For a young child, the answer is often no.

Step 1: Lay out the child's papers

Birth certificate, Aadhaar, school record and passport, if any. Write down the name on each.

Step 2: See if the name was ever entered in the birth record

If the birth was registered without a name, the name is added at the Registrar's office. Nothing is being changed.

Step 3: Decide if it is a correction or a change

One record misspelt the true name: a correction. A different name is wanted: a change.

Step 4: Ask the office that holds the record

The Registrar for the birth certificate, the school for its register. Ask what it needs.

Step 5: Use the Gazette where a real change is being made

Or where an office says in writing that it wants a Gazette notification.

When Is the Best Time to Change a Child's Name?

As early as you are sure. Every year adds records, and every record has to be updated.

How a child's age affects a name change
StageRecords that existHow hard a change is
Before schoolBirth certificate, perhaps AadhaarEasiest. Often settled at the Registrar's office
Primary schoolBirth certificate, Aadhaar, school registerManageable. The school can update its register
Before board registrationThe same, with more years of school recordsStill workable. Do it before the school sends the name to the board
After board registration or a board certificateBoard records and certificatesHardest. The board's own rules apply
At 16 or 17Most recordsConsider waiting until 18, when the young person decides alone

Boards and schools grow strict about names once a child is registered for board examinations. Ask the school what its board allows, and by when, before you plan.

Ask the child. A school-going child is known by a name to friends and teachers. For an older child, the change should be something the child wants too.

Which Documents Are Required for a Minor's Name Change?

The Department of Publication publishes a separate guideline for a minor. Read the current one on its website before you file. This is the usual list.

About the child

  • The child's birth certificate
  • A school record or bonafide certificate, if the child is in school
  • The child's Aadhaar, if issued
  • Passport size photographs of the child

From the parents or guardian

  • An affidavit signed by both parents, or by the legal guardian
  • Identity and address proof of both parents or the guardian
  • A custody or guardianship order, where only one parent applies
  • The adoption deed or the death certificate, where it applies

To these are added the papers every Gazette file carries: the original newspaper, the typed form in two copies with two witnesses, the same text on a CD in MS Word, a certificate that the two match, the fee receipt and a request letter.

Documents must not be older than one year, and nothing submitted is returned. Send certified copies of court orders, never the originals.

How Does a Minor's Gazette Notice Read?

In a minor's notice the parent speaks, not the child. Published notices in Part IV of the Gazette of India follow this pattern. The sample uses made-up names.

I, DEEPAK JOSHI, son of Shri HARISH CHANDRA JOSHI, residing at Village Kasardevi, District Almora, Uttarakhand 263601, have changed the name of my minor daughter GUDIYA JOSHI, aged 9 years, and she shall hereafter be known as ANANYA JOSHI.

It is certified that I have complied with other legal requirements in this connection.

DEEPAK JOSHI
[Signature of the parent]

  • The parent or guardian makes the statement and signs. The child does not sign.
  • The child's age is given in years.
  • The child's old name is typed exactly as on the birth certificate or school record.
  • The new name is typed with the spelling, spacing and order the child will carry for life.
  • Two witnesses sign the form, with their names and addresses.

Use the Department's current specimen for a minor. The same wording goes in the newspaper notice and on the CD.

How Does the Central Gazette Route Work for a Minor?

The notice goes in Part IV of the Gazette of India. For a child, whose papers will be used for decades and in places nobody can guess today, this is the safer Gazette.

Step 1: Settle who signs

Both parents, or one parent with a court order, or the legal guardian.

Step 2: Fix the exact new name

Write the full name down, and do not change it afterwards.

Step 3: Make the affidavit

State the child's old name, new name and date of birth, and the parents' details. Sign before a notary.

Step 4: Publish the newspaper notice

Print the child's change of name in a daily local leading newspaper, with the parent's name and address. Keep the original newspaper.

Step 5: Type the minor's form

Two typed copies of the specimen for a minor. The parent or guardian signs, with two witnesses.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, the photographs, self-attested identity proof, and a certificate that both copies match.

Step 7: Pay the minor's charge on BharatKosh

Commonly Rs 1,700. Confirm it before you pay. It is not refunded.

Step 8: Send the file yourself, then download the Gazette

Send it in person or by post, with a request letter, to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then check Part IV on egazette.gov.in each week.

Can the Uttarakhand Gazette Be Used for a Minor?

The Government Press at Roorkee sets its own practice. Think harder than usual about where the child's name will be used in years to come.

Step 1: Think about the child's future

College, a passport, a job outside the state. For any of these, choose the Gazette of India.

Step 2: Contact the Roorkee press

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice for a minor is being accepted.

Step 3: Ask what it needs for a minor

Both parents' signatures, the format, the language and the fee.

Step 4: Publish the notice and submit the file

Keep photocopies of everything.

Step 5: Download the notice

Search gazettes.uk.gov.in and save the PDF.

To weigh the two, read Uttarakhand Gazette vs Gazette of India.

How Do You Update the Child's Records?

The Gazette is supporting proof. It does not correct any record by itself. Each office is applied to, one by one. This is the usual position, and each office keeps its own rules.

A child's records and what each usually needs after a name change
OrderRecordUsually asked for
1AadhaarThe Gazette, the child's Aadhaar and the parent's identity proof, at an Aadhaar Seva Kendra
2School recordThe Gazette, a written request by the parent and the school's own form
3Board recordThe board's own process, through the school
4PassportA re-issue, with the papers on the Passport Seva list for a minor
5Bank account of the minorThe child's updated Aadhaar and the guardian's papers
6Birth certificateAsk the Registrar what is possible. A Gazette does not alter the birth register

Many families keep the birth certificate as it is and keep the Gazette with it. Read together, the two show the name at birth and the name now.

Aadhaar allows a name change only twice in a lifetime, and the limit is the child's. A change made at 8 uses one of the two the child will ever have. Get the name right the first time.

What Does a Minor's Name Change Cost, and How Long Does It Take?

Cost of a minor's name change through the Gazette of India
ItemTypical costNote
Gazette charge, minorRs 1,700Paid on BharatKosh. Revised from time to time
AffidavitRs 100 to Rs 500Stamp paper and notary
Newspaper noticeRs 800 to Rs 4,000 for each paperDepends on the paper and the edition
Each record updateThat office's own feeAadhaar, school, passport
Our assistanceQuoted per caseShown as a separate line

The Gazette commonly takes 3 to 7 weeks from the affidavit to the published notice. The minor's charge is higher than the adult charge of Rs 1,100. Where a court order is needed first, the court's time and cost come before all of this.

What Changes When the Child Turns 18?

  • At 18 the young person is an adult and decides his or her own name. No parent's consent is needed.
  • The adult form and the adult charge apply, commonly Rs 1,100.
  • A name changed in childhood can be changed again, but Aadhaar allows only two name changes in a lifetime.
  • The Gazette from childhood stays valid for life. Keep it with the birth certificate and the school papers.

So for a 16 or 17 year old, waiting is a real choice, most of all where the parents do not agree. It avoids a dispute, and the decision is made by the person who will carry the name.

Which Mistakes Do Parents Make?

Common mistakes in a minor's name change
MistakeWhat to do
Paying for a Gazette when the Registrar or the school could have corrected the recordAsk that office first
One parent signing aloneBoth parents sign, or add a court order
Paying the adult charge for a childThe minor's charge is commonly Rs 1,700
Using the adult formUse the specimen for a minor
Writing the new name on a school form before the GazetteKeep the recorded name until the change is published
Leaving it until the board certificate is printedDo it before board registration
Changing the name twice in childhoodAadhaar allows two changes in a lifetime
Choosing a state Gazette for a child headed for college elsewhereUse the Gazette of India

A typical case we handle: a couple in Rudraprayag had registered their daughter's birth by her home name. When she was six, the school asked for her "real" name. Both parents signed the affidavit, the notice was published in the Gazette of India, and the school and the Aadhaar centre updated their records from it. The birth certificate was kept as it was, with the Gazette. This is an illustrative example of the type of case we handle, not a named client review.

What is a lawyer's job, not ours

Custody, guardianship, a parent who objects or cannot be traced, and adoption are a lawyer's work and a court's decision. We prepare the Gazette papers once the right to sign is settled.

When you do not need us

If the Registrar or the school will correct its own record, you need no Gazette. If both parents agree and are at ease with forms, the Department's guideline and this site are enough to file a minor's case yourselves. Our charge, where we prepare the file, is quoted per case.

Which Areas of Uttarakhand Do We Cover?

Is a gazette required for a child's name change?

For a real change of name, yes. Not for adding a name to a birth record, or for a correction the Registrar or the school can make.

What is the gazette fee for a minor?

Can a newborn baby get Aadhaar?

Yes. A Nagaland Government notice citing UIDAI says a parent's Aadhaar number with the child's birth certificate is enough to enrol a child aged 0 to 5.

What is Baal Aadhaar?

The Aadhaar issued to a child under 5. It is blue, is valid till the child turns 5, and is made from the child's facial image with the biometric authentication of a parent or guardian.

The two mandatory updates are free if done between 5 and 7 and between 15 and 17, and a fee of Rs 125 applies after that. UIDAI also waived the charge for ages 7 to 15 for one year, until 30 September 2026, so check the current fee.

Which documents are needed for a child's biometric update?

None. A Nagaland Government notice citing UIDAI says no document is required for the mandatory biometric update, and it is done only at an Aadhaar enrolment centre.

Should a school child's mobile number be linked to Aadhaar?

School children are advised to link a mobile number, because examination applications such as NEET and CUET can use Aadhaar OTP. No document is needed for this update.

The wording of a minor's notice follows published notices in Part IV of the Gazette of India. The document list is the usual one, and the Department of Publication's current guideline for a minor is the authority. What schools, boards and Registrars accept is decided by them, so the page tells you to ask each.
