Name Change for a Newborn in Uttarakhand
Adding a name to a birth record, correcting a spelling, or changing a name already registered: what the Registrar does, and when a Gazette comes in.
A name change for a newborn is usually not a Gazette matter. If the birth was registered without a name, the parents give the name to the Registrar of births, free within 12 months under the model rules. A spelling mistake is corrected by the Registrar. A Gazette is needed only to change a name that was rightly registered.

Most parents who ask about a name change for a newborn do not need to change anything. The birth was registered before the name was chosen, or the hospital wrote a home name, or one letter is wrong. This page explains name change for a newborn in Uttarakhand, and sorts the cases the Registrar settles from the few that need a Gazette.
We do not register births or correct birth records. That is done by the Registrar, at no cost or a very small one. For an older child, read minor name change in Uttarakhand.
How Does a Baby's Name Get on Record?
A child's first record is the birth register, kept by the Registrar of births for the area under the Registration of Births and Deaths Act, 1969. The birth certificate is an extract from that register.
- A birth is reported to the Registrar soon after it happens. For a birth in a hospital, the hospital usually sends the report.
- A birth can be registered without a name. Many families name a child weeks later, after a ceremony, and the law allows for this.
- Where the name is blank, the parents give it to the Registrar later, and it is entered in the register.
- Every later paper, the Aadhaar, the school record and the passport, is made from the birth certificate.
So the birth register is the base. A name entered rightly there saves a lifetime of trouble, and a name entered in a hurry is the source of most of the cases on this page.
Which Case Is Yours?
| The situation | What it is | Who settles it | Gazette? |
|---|---|---|---|
| The birth is registered and the name column is blank | Adding a name | The Registrar | No |
| The certificate says "Baby of" the mother's name | Adding a name | The Registrar | No |
| One letter of the name is wrong | A correction | The Registrar | No |
| A parent's name is misspelt on the certificate | A correction | The Registrar | No |
| A home name was registered and the family has chosen the real one | A change of a registered name | Ask the Registrar first | Often yes |
| The parents want a different name from the one registered | A change of name | Ask the Registrar first | Often yes |
| The birth has not been registered at all | Registration | The Registrar | No |
The first four rows cover most parents. For them there is no affidavit, no newspaper notice and no Gazette, and no need for us.
How Do You Add a Name to a Birth Record?
Section 14 of the Act deals with a birth registered without a name. Under the model rules made under the Act, the parent or guardian gives the name within 12 months of registration. After that it can still be given, within 15 years, on payment of a small late fee. Each state has its own rules on this pattern, so ask your Registrar for the fee and the form in Uttarakhand.
Step 1: Decide the full name
The given name and the surname, with the spelling and order the child will carry for life.
Step 2: Find the Registrar who registered the birth
The birth certificate names the registering office. It is the local body for the place where the child was born, not where you live.
Step 3: Apply with the birth certificate
Give the name in writing, with the certificate issued earlier and the parents' identity proof. Use the Registrar's form if it has one.
Step 4: Pay the late fee, if any
None within the first period. A small late fee after it.
Step 5: Collect the certificate with the name
Read it at the counter. Check the child's name, both parents' names and the date of birth.
Step 6: Use that certificate for everything else
The Aadhaar enrolment, the school admission and the passport.
How Is a Mistake in the Birth Certificate Corrected?
Section 15 of the Act lets the Registrar correct an entry in the register that is wrong in form or in substance. The correction is made as a note in the margin, and the original entry is not rubbed out.
What can usually be corrected
- A spelling mistake in the child's name
- A spelling mistake in the father's or the mother's name
- A wrong sex, date or place entered by a clerical slip
- A wrong address
What to carry
- A written application by a parent
- The birth certificate that has the mistake
- Proof of the right entry, such as the hospital's discharge paper or the parents' identity proof
- The Registrar's form, if it has one
A Gazette notification does not correct a birth record, and a Registrar does not need one to correct a clerical mistake. If anyone tells you to get a Gazette for a wrong letter in a baby's birth certificate, go to the Registrar first.
What If You Want to Change a Name That Was Rightly Registered?
This is different. The register holds the name the parents gave. Nothing in it is an error. The parents have changed their minds, or the name given at the hospital was only a home name.
- Section 15 is about correcting an entry that is wrong. A new choice of name is not a mistake in the register, and a Registrar may say the section does not cover it.
- Practice differs between offices, most of all for a very young baby. So ask the Registrar who holds the record, in writing, what is possible and what it needs.
- Where the Registrar will not alter the entry, the name is changed by the Gazette route for a minor, and the birth certificate stays as it is.
- The birth certificate and the Gazette are then kept together. One shows the name at birth, the other the name now.
That pair of papers works. Schools, the Aadhaar centre and the passport office deal with it often. It is not as tidy as a single certificate, which is why the next section matters.
How Do You Get the Name Right the First Time?
| Stage | What to do |
|---|---|
| At the hospital | If the name is not decided, say so and leave it blank. Do not give a home name to fill the form |
| On the birth report | Check the spelling of both parents' names against their identity proof before it is sent |
| When the name is chosen | Write it down in full: given name, any middle name, surname, in order |
| At the Registrar's office | Give the name in writing, and read the certificate before you leave |
| Before the first Aadhaar | Make sure the birth certificate carries the final name |
A blank name column is not a problem. The rules expect it and give you a year to fill it free. A home name typed in to complete a form is a problem, because it is then a registered name.
Think about the surname at this stage too. A child registered by a first name alone grows into an adult with a single name on record, and adding a surname later is a change of name. See adding a surname when records show only a first name.
What About the Baby's Aadhaar and Passport?
Aadhaar
- A child's Aadhaar is made from the birth certificate and a parent's Aadhaar
- Enrol only after the birth certificate carries the final name
- If the Aadhaar has a typing error, it is corrected with the birth certificate
- Aadhaar allows a name change only twice in a lifetime, and that limit is the child's
Passport
- A baby's passport follows the birth certificate
- The given name and the surname go in separate boxes. Decide which word is which
- Passport Seva has its own list of papers and declarations for a minor
- Apply after the certificate and the Aadhaar agree
The order is the birth certificate, then Aadhaar, then anything else. Each record made before the name is final has to be changed later.
When Is a Gazette Needed for a Baby's Name?
A registered name is being changed
The register rightly holds one name, the parents want another, and the Registrar will not alter the entry.
A surname is being added or changed
The registered name has no surname, or a different one, and the Registrar treats it as a change.
An office asks for it
A school, the Aadhaar centre or the passport office says in writing that it wants a Gazette notification.
For a baby, the Gazette is applied for by the parents, at the minor's charge, and both parents sign. It does not alter the birth register. It gives the child a second paper that every office reads along with the birth certificate.
If your case is a blank name or a wrong letter, none of this applies.
How Does the Central Gazette Route Work for a Young Child?
Use this only after the Registrar has said what it can and cannot do. The notice goes in Part IV of the Gazette of India.
Step 1: Ask the Registrar in writing
Keep the reply. It shows why the Gazette route was taken.
Step 2: Fix the child's exact new name
The full name, with spelling, spacing and order.
Step 3: Make the parents' affidavit
Both parents state the child's registered name, new name and date of birth, and sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper, with the parent's name and address. Keep the original newspaper.
Step 5: Type the minor's form
Two typed copies of the specimen for a minor, signed by the parent with two witnesses.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, the photographs, self-attested identity proof, and a certificate that both copies match.
Step 7: Pay the minor's charge on BharatKosh
Commonly Rs 1,700. Confirm it before you pay. It is not refunded.
Step 8: Send the file yourself, then download the Gazette
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then check Part IV on egazette.gov.in each week.
For the parents' affidavit, see name change affidavit for a minor.
Can the Uttarakhand Gazette Be Used?
The Government Press at Roorkee sets its own practice. A baby's papers will be used for a very long time, so the Gazette of India is the safer choice.
Step 1: Think about the child's future
School, college, a passport and work, in or out of the state.
Step 2: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private notice for a minor is being accepted.
Step 3: Ask what it needs
Both parents' signatures, the format, the language and the fee.
Step 4: Publish the notice and submit the file
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

What Does It Cost, and How Long Does It Take?
| What you are doing | Cost | Time |
|---|---|---|
| Adding a name within 12 months of registration | Free under the model rules | As the Registrar takes |
| Adding a name after 12 months, within 15 years | A small late fee, set by the state's rules | As the Registrar takes |
| Correcting a mistake in the birth record | As the Registrar sets | As the Registrar takes |
| Changing a registered name by the Gazette of India | Rs 1,700 Gazette charge, plus an affidavit and a newspaper notice | Commonly 3 to 7 weeks |
The first three rows cost little or nothing and involve no one but the Registrar. Our own charge applies only where we prepare a Gazette file, and it is quoted per case.
Which Mistakes Do New Parents Make?
| Mistake | What to do |
|---|---|
| Giving a home name to complete the hospital form | Leave the name blank until it is decided |
| Not reading the birth certificate when it is issued | Check every name and the date at the counter |
| Leaving the name blank for years | Add it within the first year, when it is free |
| Enrolling for Aadhaar before the name is final | Finish the birth certificate first |
| Paying for a Gazette to fill a blank name or fix a letter | That is the Registrar's work |
| Asking for a second birth registration | A birth is registered once |
| Registering only a first name | Decide the surname at the start |
| Going to the wrong office | Go to the Registrar for the place of birth |
A typical case we handle: a couple in Rishikesh called us to change their two month old son's name. The birth certificate had been issued with the name column blank, and they thought a blank had to be "changed". We sent them to the Registrar. They gave the name in writing, collected a certificate with it, and paid nothing to anyone. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a blank name, a wrong letter or an unregistered birth, you need only the Registrar. We do not register births or correct birth records, and we will say so if you call. We are useful only where a name that was rightly registered is being changed and a Gazette is needed for it.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The birth record itself is always with the Registrar for the place where the child was born.

Who Wrote and Reviewed This Page?
This page is written by the Documentation Desk Team of UttarakhandNameChange.com, the team that prepares Gazette files for people across Uttarakhand.
It is reviewed by Advocate Vipin Chauhan.
The 12 month and 15 year periods are from the model Registration of Births and Deaths Rules, 1999. States make their own rules on that pattern, and we could not confirm the current fee or form in Uttarakhand, so the page tells you to ask your Registrar. How a Registrar treats a request to change a rightly registered name differs between offices.

Name Change for a Newborn: The Short Version
Look at the birth record first. A blank name is filled in by the Registrar, free within the first year under the model rules. A wrong letter is corrected by the Registrar. Neither needs a Gazette. Only a name that was rightly registered and is now being changed may need the Gazette route for a minor, and the birth certificate then stays as it is.
