Aadhaar Name Update Limit Exceeded in Uttarakhand: The Third-Time Exception
For people whose Aadhaar name has already been updated twice and whose third request was rejected, or who fear it will be: what the identity authority says, why a Gazette notification is asked for, the order of steps through the regional office, and how not to waste the attempt.
When an Aadhaar name update limit exceeded message appears, a third update is still possible by exception. The identity authority asks for a Gazette notification of the change of name. Submit the update at a centre with it, let it be rejected for the limit, then call 1947 or write, asking for exception processing through the regional office.

Aadhaar lets a name be updated twice in a lifetime. Many people use both without knowing of a limit, and the name is still not right. The third request comes back rejected. An Aadhaar name update limit exceeded rejection is not the end, but the way past it is narrow. This page explains Aadhaar name update limit exceeded, and the exception route, for people in Uttarakhand.
We do not file requests with the identity authority. The limits, the need for a Gazette notification and the steps are from the authority's own published answers. Its detailed procedure for exceptions we did not read. For an ordinary update, read name change in Aadhaar card.
What Is the Limit, in Brief?
- Name. Twice in a lifetime.
- Gender. Once in a lifetime.
- Date of birth. Once in a lifetime.
- What happens after. A further request is rejected by the system as limit exceeded.
- What remains. An exception, decided at the identity authority's regional office.
The limit counts updates, not kinds of update. A corrected letter and a new surname each use one.
What Does the Authority Say?
From the identity authority's published answers to questions on updates. Its detailed procedure for exceptions is a separate paper, which we did not read.
| Point | What the authority says |
|---|---|
| Within the limit | A name may be updated twice, on any valid document from its list |
| Beyond it | A further update in name requires a Gazette notification for the change of name |
| First | Enrol at the nearest centre with the Gazette notification, along with a supporting identity paper of the old name with photograph, or a divorce decree, adoption certificate or marriage certificate |
| Then | Once the request is rejected for limit exceeded, call 1947 or write to the help address and request exception processing through the regional office, giving the enrolment number |
| Attach | The slip of the latest enrolment, the Gazette notification, and the supporting paper |
| If refused | The matter can be escalated by contacting the regional office or calling 1947 |
The second row is the one that brings people to us. The authority has chosen the Gazette as the paper for the third update. Nothing lesser is named.
Which Papers, and What Does Each Do?
| Paper | What it shows | Where it comes from |
|---|---|---|
| The Gazette notification | That the name has been changed, publicly | The Gazette of India |
| A paper for the old name | That you are the person who held it | An identity paper with photograph, or a marriage, divorce or adoption paper |
| The enrolment slip | That a fresh request was made, and its number | The Aadhaar centre |
| The rejection | That the system refused it for the limit | The identity authority's status page |
| Your request | That you ask for exception processing | Your call or your letter |
The name on the Gazette and the name typed at the centre have to be the same, letter for letter. A request that asks for one spelling on a Gazette that prints another is likely to be refused, and nothing is gained.
How Do People Reach the Limit?
Two small corrections
- A spelling fixed, then an initial expanded
- Each at a centre, each counted
- The name is still not what the other papers say
A correction, then a life event
- A spelling once, a married surname later
- Then a divorce, or a wish to go back
- The third change is the one refused
An operator's error
- The update was typed wrongly at the centre
- Putting it right used the second attempt
- The person never chose to change anything twice
The third is the hardest to accept, and it is common. Read the operator's screen before every confirmation, as if it were the last. It may be.
Which Case Is Yours?
| The situation | What to do | Gazette? |
|---|---|---|
| You have used one update | Settle the spelling before using the second | As the change needs |
| You have used two, and Aadhaar is right | Nothing. Bring the other papers to Aadhaar | No |
| You have used two, and Aadhaar is the odd one out | Consider correcting the other records to Aadhaar instead | No |
| You have used two, and the name has to change | The exception route, with a Gazette | Yes |
| A third request is already rejected | Ask for exception processing, with the enrolment number | Yes |
| The exception request was refused | Ask for the reason, and escalate | You have one |
| You are not sure how many you have used | Check the update history first | Not yet |
| Someone suggests a fresh enrolment | Do not. One person, one Aadhaar | No |
Look hard at the third row before the fourth. Bringing a bank and a PAN to Aadhaar is often easier than moving Aadhaar a third time.
What Is the Exception Route, in Order?
This follows the identity authority's published answer. The order matters, and the fifth step surprises people.
Step 1: Settle the final spelling before anything else
This is the last attempt you can count on. Fix every letter, the spacing and the order of words.
Step 2: Check if a Gazette notification exists for the name you want
The identity authority asks for one for an update beyond the limit. If there is none, that comes first.
Step 3: Gather the supporting paper for the old name
A photo identity paper in the old name for a first or full name change, or the marriage certificate, divorce decree or adoption paper, as the case is.
Step 4: Submit an update at an Aadhaar centre, with the Gazette and that paper
Read the operator's screen before confirming. Take the slip with the enrolment number.
Step 5: Wait for the request to be rejected as limit exceeded
That rejection is expected. It is the step that opens the exception route.
Step 6: Call 1947, or write to the identity authority's help address
Ask for exception processing of the name update through the regional office, and give the enrolment number.
Step 7: Attach the papers the authority lists
The slip of the latest enrolment, the Gazette notification, and the supporting paper for the old name.
Step 8: Answer any query from the regional office, and track the request
Then download the updated Aadhaar, and carry on to PAN and the bank.
Why Is a Gazette Asked For?
- Within the limit, a name is updated on ordinary identity papers from the authority's list.
- Beyond it, the authority's answer says a Gazette notification for the change of name is required.
- A Gazette is a public record that a person has declared a change of name, after an affidavit and a newspaper notice.
- It is harder to obtain than a photocopy of a card, and that is the point. A third change is meant to be deliberate.
- The same answer asks for a paper tying you to the old name, so that the two ends are joined.
- Where no Gazette yet exists for the name you want, that is the first task, and it takes weeks.
The answer does not set a small spelling apart from a full change. If yours is a single letter, ask the helpline before paying for a Gazette. Read gazette name change in Uttarakhand.
Why Does the Rejection Come First?
- The authority's steps begin with an ordinary request at a centre, which the system will refuse.
- The refusal creates a record: an enrolment number, a date, and the reason "limit exceeded".
- The exception is then asked for against that number.
- So there is nothing wrong when the request is rejected. It was expected.
- Do not submit again and again in the hope of a different result. One request and one rejection are what is needed.
- Keep the slip. Without the enrolment number there is nothing for the regional office to look up.
A fee is paid for the update at the centre. We could not confirm if it is returned when a request is rejected for the limit. Read what to do when an application is pending.
What Does the Regional Office Do?
- The identity authority has regional offices, each covering several states.
- An exception is examined there by a person, not passed by a system.
- The office reads the Gazette, the paper for the old name and the history of earlier updates.
- It may ask a question, or for a clearer copy. Answer promptly, by the same channel.
- It may refuse. The authority says a refusal can be taken up again with the regional office or the helpline.
- Its site lists which office covers Uttarakhand. You need not travel unless asked. The helpline routes the request.
We give no figure for how long this takes. Plan other updates, such as a passport, with that uncertainty in mind. Read documents to update after a Gazette name change.
How Do You Make the Attempt Count?
- Decide the name as it should stand for the rest of your life, not as one office wants it this month.
- Write it out, and compare it with the class 10 certificate, PAN and passport. Choose the spelling the weightiest of them carries.
- Have the Gazette printed in exactly that spelling.
- At the centre, read the screen in both scripts before confirming. The Hindi line is a separate entry and is often the one that goes wrong.
- Do not use the exception for a preference. Use it for a need.
- Afterwards, bring every other record to Aadhaar, and leave Aadhaar alone.
Read changing a name a second time or reverting to an old name and Hindi to English name spelling difference.
What About Gender and Date of Birth?
- Gender can be updated once in a lifetime, and date of birth once.
- For gender, the authority's answer gives the same route: after a rejection for the limit, a call or a letter asking for exception processing through the regional office.
- For date of birth, the authority's site speaks of visiting the regional office with a valid reason and supporting papers.
- A Gazette notice for a change of name does not change a date of birth. That is corrected on a birth or school certificate.
- Each field has its own count. Using the name limit does not use the others.
- The same care applies: one true value, checked before the operator confirms.
Read date of birth correction and gender change in documents.
How Do You Get the Gazette?
If no Gazette notification exists for the name you want, this comes before any visit to an Aadhaar centre.
Step 1: Fix the exact name, once and for all
The one you will keep on Aadhaar for life.
Step 2: Give the address that is on your Aadhaar
So that the notice and Aadhaar agree.
Step 3: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 4: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 5: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 6: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 7: Send the file yourself
To the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
Step 8: Download the notice, then begin the exception route
A Gazette commonly takes 3 to 7 weeks. The Aadhaar steps on this page start after it.
Which Gazette Should You Use?
The decision is made by a central body, on what may be your last attempt. Use the Gazette of India.
Step 1: Remember who decides
The identity authority's regional office, a central body.
Step 2: Use the Gazette of India
Do not risk the one attempt on a paper that may be questioned.
Step 3: Ask before relying on a state notice
Our Aadhaar page explains what is known about a state Gazette at Aadhaar.
Step 4: Contact the Roorkee press only if a state notice suits another purpose
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.

Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Using an update without knowing there is a limit | Treat each as scarce |
| Not reading the operator's screen | Read both scripts before confirming |
| Submitting a third request again and again | One request, one rejection, then the exception |
| Asking for the exception without a Gazette | The Gazette first |
| A Gazette in a slightly different spelling | Letter for letter, as you will ask at the centre |
| Losing the enrolment slip | Keep it. The request is made against that number |
| Enrolling afresh for a new Aadhaar | Never. One person, one number |
| Paying someone who promises to "reset the limit" | Nobody can. Only the regional office decides |
| Changing Aadhaar when the other papers could change | Ask which is easier first |
A typical case we handle: a woman in Haridwar had corrected a spelling on her Aadhaar years ago, and added her husband's surname after marriage. After a divorce she wished to go back to her maiden name, and the centre's request came back "limit exceeded". A cyber cafe offered to "reset" it for a fee. She asked us instead. Her maiden name was published in the Gazette of India. She made one request at an Aadhaar centre with it and her divorce decree, and when it was rejected she wrote to the identity authority asking for exception processing, with the enrolment number. This is an illustrative example of the type of case we handle, not a named client review.
