Name Change in Haridwar

The local side of a name change for people in Haridwar district: how we serve the district, where each record is corrected, what the Government press at Roorkee does and does not do, and the points that come up for factory workers and for those who take a religious name.

Quick answer

A name change in Haridwar follows the same three steps as anywhere in the state: an affidavit, a newspaper notice and the Gazette. The Gazette of India file goes to Delhi. The state's own Gazette is printed at Roorkee, in this district. We serve Haridwar on WhatsApp and by courier, from our Dehradun office.

This page is about name change in Haridwar district: the city, Roorkee, Laksar and Bhagwanpur. It does not repeat the process. It tells a resident where things are here, and covers the points that come up often with a name change in Haridwar.

What Are the Three Steps, for a Haridwar Resident?

The process is the same across the state and is set out in full elsewhere. This is the outline, with the local point at each step.

Step 1: Decide if you need a Gazette at all

A spelling slip on one paper is corrected at the office that issued it. Send us the papers and we will tell you, free.

Step 2: Sign the affidavit before a notary

Notaries sit at the court complexes and near the tehsil offices at Haridwar, Roorkee, Laksar and Bhagwanpur. Read our draft first. See name change affidavit in Uttarakhand.

Step 3: Publish the newspaper notice

In a daily local leading newspaper, in the edition for this district. Keep the full original page.

Step 4: Sign the Gazette form, the undertaking and the certificate

With two witnesses. We prepare the typed copies and the CD.

Step 5: Pay the Government charge on BharatKosh

Online, from anywhere. Print the receipt.

Step 6: Send the file to the Department of Publication in Delhi, and wait for the Gazette

The Gazette of India is published online. Download the notification and print clear copies.

For the detail, read newspaper notice for a gazette name change and how to send the gazette file from Uttarakhand to Delhi.

Where Is Each Record Corrected in the District?

Each record is updated at its own office. These are the kinds of office a resident of the district deals with. Check the address and timings of each before you go.

The district has four tehsils and two large towns. A resident of Roorkee, Manglaur or Bhagwanpur does not go to Haridwar city for a certificate or a land record. Find the tehsil and the local body for your own address first.

What Does the Government Press at Roorkee Do?

The state's own Gazette is printed at the Government press at Roorkee, which is in this district. People here often assume that a name change can therefore be done by walking in. It is not that simple.

What is at Roorkee

  • The press that prints the Uttarakhand Gazette
  • The state Gazette is a state document, with its own requirements and fee
  • Ask the press directly if a private change of name notice is being accepted, and how long it takes
  • Its contact is on the press's own website

What is not at Roorkee

  • The Gazette of India. That is published by the Department of Publication in Delhi
  • Passport, PAN, central employers and most banks look for the Gazette of India
  • Living near the press gives no advantage for a central notice
  • Nobody at the press gate can speed up or guarantee a notice

Decide which Gazette your purpose needs before you visit anyone. Read Uttarakhand Gazette vs Gazette of India.

Which Newspapers Serve for the Notice?

The Department of Publication asks for the change of name to be advertised in a daily local leading newspaper. It does not name newspapers.

  • Several Hindi dailies print an edition for Haridwar and Roorkee, and some English dailies circulate here from their Dehradun editions.
  • Book the notice in the edition that reaches your own town. Haridwar and Roorkee are sometimes served by different pages or pull-outs.
  • Choose a daily, not a weekly.
  • Buy several copies on the day, and keep the full original page.
  • Read the proof before it prints.

We do not sell newspaper space. We give you the wording. See newspaper notice for a gazette name change.

What Comes Up for Factory Workers and Central Employees?

The district has large industrial estates, a major central public sector plant, a cantonment and central institutions at Roorkee. Two kinds of question follow.

Workers in private factories

  • The commonest trouble is a provident fund record that does not match Aadhaar, found when a claim is returned
  • That needs no Gazette. It is corrected on the member portal, with the employer where the account is older
  • Workers from other states should bring Aadhaar, the bank account and the fund record to one name before changing jobs
  • A contractor's attendance record in a different spelling is the contractor's to correct

Employees of central bodies and the forces

  • A serving central employee changes a name by a deed in the prescribed form, a newspaper notice and the Gazette of India
  • A public sector employer has its own staff rules, which usually ask for the same papers
  • A soldier's family particulars are corrected through the unit, or the record office after retirement
  • A woman employee's surname on marriage needs an intimation and a request

What About a Name Taken on Initiation?

Haridwar is a place where people take a new name: on entering a religious order, on initiation by a teacher, or on a change of faith. A name used in the ashram is one thing. A name on a passport is another.

  • A name given at initiation does not change any record by itself. Aadhaar, PAN, the bank and the passport still carry the earlier name.
  • A person who wants the new name on those records makes an ordinary change of name: an affidavit, a newspaper notice and the Gazette.
  • The affidavit is the person's own. A certificate from the order or the teacher supports it, but does not replace it.
  • Where the father's name is also to be shown differently, as some orders do, that is a separate and harder question. Each office has its own rule, and the passport office is strict. Ask before you assume.
  • Property held, a pension drawn or a bank account kept in the earlier name stays valid. The Gazette links the two names.
  • A foreign national living here follows the rules of his or her own country and embassy for a passport name.

Think about which records you in fact use before changing any. Many people keep their civil name on paper for life, and that is in order. Read name change after religious conversion in Uttarakhand.

What About Older Records, and the Parent District?

Two dates matter for an old paper from this area.

Dates that matter for older records from Haridwar district
WhenWhat changedWhat it means for a paper
1988Haridwar district was formed, out of Saharanpur districtOlder district-level papers name Saharanpur
9 November 2000Uttarakhand was formed, and the district came into the new statePapers before this were issued under Uttar Pradesh
  • A birth registered locally is in the local registrar's own register, whatever the district was called then. The registrar here corrects it.
  • Land records stayed with the tehsil and were carried forward.
  • A school certificate from before 2000 was issued by the Uttar Pradesh board, and a correction goes to that board.
  • A paper naming Saharanpur or Uttar Pradesh is not a mismatch in your name. Say so plainly if an office asks.
  • An old caste or residence certificate is best replaced by a fresh one from the tehsil.

The family registers kept by Haridwar's pilgrimage priests record names across generations. They are private records, not Government ones. They can help a family trace how a name was written, but an office will not treat one as proof.
