Name Change in Residence Certificate in Uttarakhand
When the name on a permanent residence certificate is wrong or no longer matches your other papers: how a certificate in the right name is obtained, what to carry, and the cases after marriage.
A name change in residence certificate records is made by applying for a fresh certificate in the right name, through the state's citizen services portal or the tehsil. A spelling is settled on identity papers and the class 10 certificate. A married name rests on the marriage certificate, and a new name on the Gazette notification.

A name change in residence certificate records comes up most at recruitment and admission time, when a state post or a state quota seat asks for proof that the candidate belongs to Uttarakhand. The certificate is then read beside the mark sheet. This page explains name change in residence certificate records in Uttarakhand, and how a certificate in the right name is obtained.
We do not issue residence certificates. The revenue authorities do. Our work is the Gazette, which has a part only where a name has been changed by choice. For the caste certificate, which works the same way, read name change in caste certificate in Uttarakhand.
What Is a Residence Certificate?
A residence certificate states that a named person is a permanent resident of the state. In Uttarakhand it is commonly called the permanent residence certificate, and in Hindi the Sthai Niwas Praman Patra. People also call it a domicile certificate.
- It is issued by the revenue authorities of the district, on an enquiry through the tehsil.
- As guides report, the usual ground is permanent residence in the state for at least 15 years, or a permanent home here, and a woman married to a permanent resident is also eligible.
- It is applied for through the state's citizen services portal, or at the tehsil.
- It carries the holder's name, the father's or husband's name, the village or ward, the tehsil and the district.
The certificate proves where a person belongs. It is not an identity paper. Like a caste certificate, it takes the holder's name from the application, and that is where differences come from.
We could not confirm the state's current rules on who is eligible, so treat the points above as the general position. Eligibility is for the tehsil to decide, and this page is about the name alone.
Where Is a Residence Certificate Asked For?
| Where | What the name is compared with |
|---|---|
| State Government posts | The application form and the class 10 certificate |
| State quota seats in colleges | The entrance form, the class 10 and 12 certificates |
| Scholarships and fee concessions | The school record, Aadhaar and the bank account |
| A caste certificate | The residence certificate is often one of the papers behind it |
| The forces and the police, for state-wise recruitment | The form and the school certificates |
| Some state schemes and concessions | Aadhaar |
In almost every row, the paper it is read beside is the class 10 certificate. So the name on a residence certificate should follow the class 10 certificate, letter for letter, unless your name has been formally changed since.
Which Case Is Yours?
| The situation | Example | Route | Gazette? |
|---|---|---|---|
| A wrong letter in the holder's name | Bist for Bisht | A fresh certificate, on the class 10 certificate and Aadhaar | No |
| A home name or a short form | Guddu for Rajesh Singh | A fresh certificate in the name on the school record | No |
| A surname present on one paper and absent on the other | Rajesh Singh and Rajesh Singh Rawat | Bring the identity papers to one form, then a fresh certificate | Sometimes |
| The father's or husband's name is wrong | Tirlok for Trilok | A fresh certificate, with that person's identity proof | No |
| A married woman's papers now carry her husband's surname | Certificate in the maiden name | The marriage certificate links them, or a fresh certificate in the married name | No |
| A new name taken by choice | Rakesh Kumar to Aarav Negi | A fresh certificate in the new name, with the Gazette | Yes |
The remedy is the same in every row: a certificate that carries the right name, from the same authority. Only the supporting paper changes.
How Do You Get a Residence Certificate in the Right Name?
We could not confirm one official procedure for correcting a certificate already issued, so this is the general method. In practice, a certificate with a wrong name is replaced by applying again with the right details.
Step 1: Settle the name you will use
The name on your class 10 certificate. Make sure Aadhaar agrees with it.
Step 2: Look at the old certificate
Note the name, the relation's name, the address, the number and the date.
Step 3: Ask the tehsil how it deals with a certificate issued in a wrong name
A correction of the old one, or a fresh application.
Step 4: Apply on the state's portal or at the tehsil
Type the name yourself, as on the class 10 certificate. Give the father's or husband's name as on that person's own papers.
Step 5: Upload the proof
Identity papers, proof of residence over the years, and the paper that explains the difference in the name.
Step 6: Cooperate with the enquiry
The local revenue official reports on the family and its residence. Tell the family what name is on the application.
Step 7: Download the certificate and read it
Check the name, the relation's name, the village or ward, the tehsil and the district.
Step 8: Use the new certificate from now on
Keep the old one with the paper that links the names, in case an earlier application refers to it.
Which Proof Should You Carry?
The portal and the tehsil decide what they need. Guides commonly list these.
For any application
- Identity proof in the name applied for
- School certificates
- Proof of residence over the years, such as land records or other old papers of the family
- An extract of the family register, or a certificate from the village head or ward member
- A self-declaration, as the form requires
For the difference in the name
- The old certificate
- The class 10 certificate, for a spelling
- The marriage certificate, for a married woman
- The Gazette notification, for a new name
- A sworn statement that both names are one person, where the office asks
If the family register itself carries the wrong name, the same mistake will come back in every certificate drawn from it. Ask the panchayat or the municipal office how its entry is corrected. For the sworn statement, see name spelling correction affidavit.
What About the Father's or Husband's Name?
A residence certificate describes the holder as the son, daughter or wife of someone. That line is checked as well.
- For a candidate, the father's name on the certificate should match the father's name on the class 10 certificate.
- Where the family's residence is being shown through the father's land or records, his name should match those records too.
- Where the father has changed his own name, his Gazette is the link.
- A married woman's certificate may name her husband. His name should match his own papers.
What Happens to a Residence Certificate After Marriage?
| Her situation | Position |
|---|---|
| From Uttarakhand, married within the state | Her own certificate stays good. If her papers now carry a married surname, the marriage certificate links the two names |
| She wants a certificate in her married name | Apply afresh, with the marriage certificate and identity proof in that name |
| From another state, married to a permanent resident of Uttarakhand | Guides report she is eligible through her husband. The tehsil decides, on his certificate and the marriage certificate |
| From Uttarakhand, married outside the state | What she can claim here afterwards is a question of entitlement. Ask the tehsil |
A residence certificate is not like a caste certificate in this respect. Caste stays with the family a woman was born into. Residence can follow where she lives. So the two certificates of one woman may rest on two different families, and that is in order.
Whichever applies, the name on her certificate should match her present identity proof, or be linked to it by the marriage certificate. See name change after marriage in Uttarakhand.
What About Income, Hill Area and Other Tehsil Certificates?
The tehsil issues several certificates in the same way, through the same portal. A name is put right on each by the same method: apply again, with the right name and the paper behind it.
| Certificate | A point about the name |
|---|---|
| Income certificate | Valid for a short period and made afresh each time. Give the right name at the next application |
| Certificate for economically weaker sections | Also issued for a period. The name should follow the class 10 certificate |
| Hill area certificate | Rests on the family's place. Check the father's name as well as your own |
| Certificate for other backward classes | Rests on birth, like a caste certificate, and for central use is renewed with income |
| Character certificate | Wanted recent. Apply in the name on your present identity proof |
Because several of these are renewed often, a wrong name on one of them usually cures itself at the next application, if you type the name with care. The permanent residence certificate and the caste certificate are the two that are kept for years, and so the two worth correcting at once.
What Happens at Recruitment and Admission?
- The certificate is checked against the application form and the school certificates at document verification, and may be sent back to the tehsil to confirm.
- A difference in the name does not by itself defeat the claim, but it has to be explained on the spot, with papers.
- Verification dates are fixed and short. A fresh certificate commonly takes some weeks. Apply well before the form opens, not after the result.
- Fill every form in the name on your class 10 certificate, and disclose any other name where the form asks.
- Where there is no time for a fresh certificate, carry the old one with a sworn statement and the linking paper, and ask the board if it will accept them for now.
For the police check that follows selection, see name mismatch in police verification.
What About Old Certificates?
- A handwritten certificate. Many offices now want one issued through the portal, which can be checked online. Apply afresh, and give the right name while you are about it.
- A certificate from before the state was formed. Uttarakhand was formed on 9 November 2000. Ask the tehsil how an older certificate from what is now the state is treated.
- A certificate in a parent's name used for a child. A candidate needs one in his or her own name.
- A certificate from another state. It proves residence there, not here, and is corrected there.
Do not alter an old certificate. A portal certificate carries a number that is checked against the record, and a paper one is checked against the tehsil's register.
When Is a Gazette Needed?
A new name by choice
The Gazette notification is the record of the change. The tehsil issues a certificate in the new name on it.
Two forms in long use
A notice stating both forms, joined by alias, where no single paper settles which is right.
A board or an employer asks for it
Some recruitment boards want a Gazette notification where the certificate and the mark sheet differ in more than a letter.
A Gazette is not needed for a spelling slip, a home name or a married name. And it says nothing about residence. The notice is about the name alone.
How Does the Central Gazette Route Work?
Use this where you have taken a new name, or two forms have to be linked. The notice goes in Part IV of the Gazette of India.
Step 1: Ask the office concerned what it will accept
A marriage certificate or a sworn statement may be enough.
Step 2: Fix the name you will use, and list the other form
The form on your class 10 certificate is usually the one to keep.
Step 3: Make the affidavit
State the old name, the new name, your father's or husband's name and your address. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult, with Rs 250 more for each alias. It is not refunded.
Step 8: Send the file yourself, then apply for the certificate
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar, and then apply for a residence certificate in the new name.
A Gazette commonly takes 3 to 7 weeks. Count that before a form closes.
Will the Tehsil Accept the Uttarakhand Gazette?
The tehsil is a state office, and the certificate is mostly used within the state, so a state notice may serve. Your other records are the reason to think twice.
Step 1: Ask the tehsil which Gazette it accepts
Before you choose.
Step 2: Think about Aadhaar, PAN and the passport
If one Gazette has to serve them all, the Gazette of India is the safer choice.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice and apply for the certificate
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Letting a centre type the name from hearing | Type it yourself from the class 10 certificate |
| Finding the mismatch on the day of verification | Check the certificate before the form opens |
| Paying for a Gazette to fix a spelling | A fresh certificate on your own papers settles it |
| Altering the certificate by hand | Never. It is checked against the record |
| Ignoring the father's name on the certificate | Match it to the class 10 certificate |
| Using a parent's certificate for a candidate | Get one in the candidate's own name |
| Leaving a wrong entry in the family register | Have it corrected at the panchayat or municipal office |
| Starting a Gazette a week before a form closes | Count the weeks it takes |
| Mixing up residence and caste after marriage | Caste stays on the father's side. Residence can follow where she lives |
A typical case we handle: a candidate from Pauri reached document verification for a state post with a residence certificate that gave his name without his surname, as his father had filled it years before. His class 10 certificate had the surname. He was given a few days to sort it out, and came to us for a Gazette. There was no time, and it was not needed. He applied for a fresh certificate in the name on his class 10 certificate, gave a sworn statement with the old one meanwhile, and the board accepted the fresh certificate when it came. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
A certificate refused or cancelled, a dispute about who counts as a permanent resident, and a selection lost over a certificate.
When you do not need us
For a spelling, a home name, the father's name or a married name, you need the tehsil and your own papers. We are useful only where you have taken a new name, or two forms have to be linked by a Gazette. We do not advise on who is entitled to a residence certificate.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The certificate is issued through the tehsil for your home address. The Gazette file, where one is needed, is prepared on WhatsApp.

Name Change in Residence Certificate: The Short Version
A residence certificate proves that a person belongs to the state, and takes its name from the application. Where the name is wrong, apply for a fresh certificate in the name on your class 10 certificate, through the portal or the tehsil. A married name rests on the marriage certificate, and a new name on the Gazette notification.
Check the certificate before a form opens, not on the day of verification. To find out if a Gazette is needed, message us on WhatsApp 9540005064, and we will reply in working hours.
