Name Change in Income Certificate in Uttarakhand
When an income certificate spells the applicant or the parent differently from their other papers and a scholarship, a fee concession or a loan subsidy is refused: why a fresh certificate is the answer, whose names it carries, and what to check before you apply.
A name change in income certificate records is not a correction at all. An income certificate is short-lived and is issued fresh each time, so a wrong name is cured by applying again at the tehsil with the right identity papers. Correct Aadhaar first if that is the wrong paper. No Gazette is needed for a spelling.

An income certificate is one of the most often renewed papers a family holds, and it is seldom read closely. A name change in income certificate records comes up when a scholarship or a subsidy is refused because the certificate and the applicant's other papers disagree. This page explains name change in income certificate records for families in Uttarakhand.
We do not deal with tehsils, and this subject almost never needs a Gazette. We could not confirm the state's current form, validity period or portal steps, so this page is general guidance. For the tehsil's other certificates, read name change in residence certificate and name change in caste certificate.
What Is an Income Certificate?
- What it states. The yearly income of a person or a family from all sources, as the revenue authority has verified it.
- Who issues it. The tehsil, on the report of the revenue official for the area.
- How it is applied for. On the state's service portal, at a common service centre or at the tehsil.
- How long it lasts. A limited period, printed on it. Offices ask for a current one each time.
- What it is not. It is not an identity paper, and it does not prove a name. It borrows the name from the papers given with the application.
Two things follow from its short life. A mistake on one certificate does not have to be lived with, since the next will replace it. And nobody should spend much money or time "correcting" a paper that expires in months.
Whose Names Does It Carry?
| Name on the certificate | Who that is | Checked against |
|---|---|---|
| The applicant | The person the certificate is issued to | That person's Aadhaar, and for a student the class 10 certificate |
| The father or husband | The person through whom the applicant is described, and usually the earner | That person's own identity proof and income papers |
| The address | The village or ward and the tehsil | The residence proof given |
- An office that receives the certificate reads all of these, not the income figure alone.
- The applicant's name has to match the applicant's other papers in that file.
- The parent's name has to match the same parent's name on the applicant's marksheets and on the parent's own papers.
- Where two of a family's certificates, say income and caste, spell the father differently, an office may ask which is right.
Where Is an Income Certificate Read?
- Scholarships, on the scholarship portal and at the institution.
- Fee concessions and free seats, at schools and colleges.
- The interest subsidy on an education loan, at the bank.
- The reservation for economically weaker sections, where a fuller income and asset certificate is used.
- The creamy layer test for other backward classes, with the caste certificate.
- Pensions and welfare schemes with an income limit.
- Free legal aid, and some court fee concessions.
At each, the certificate sits in a file beside Aadhaar, a marksheet and a bank passbook. It is the newest paper in the file, and so the one most easily brought into line with the rest.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The certificate misspells the applicant, and Aadhaar is right | Apply for a fresh certificate | No |
| It follows a wrong Aadhaar | Correct Aadhaar, then apply afresh | No |
| The father's name differs from his own papers | Apply afresh with his identity proof attached | No |
| A student's certificate does not match the class 10 name | Bring Aadhaar to class 10, then apply afresh | No |
| A woman's certificate is in her maiden name | Apply afresh in her present name, with the marriage certificate | No |
| The applicant has changed a name by choice | Gazette, then Aadhaar, then a fresh certificate | Yes, for Aadhaar |
| A wrong certificate was already submitted somewhere | Submit the fresh one, with a covering note | No |
Every row ends in the same place: a fresh certificate. The only question is what has to be put right before applying for it.
How Do You Get One in the Right Names?
This is the general method. Use the current form on the state's portal or at the tehsil.
Step 1: Find out which name the office objected to
The applicant's, the parent's, or the address.
Step 2: Decide what each name should be
The applicant's as on Aadhaar and, for a student, class 10. The parent's as on the parent's own Aadhaar.
Step 3: Correct Aadhaar first, if it is the wrong paper
The tehsil will copy whatever Aadhaar says.
Step 4: Apply for a fresh certificate
On the state's service portal, at a common service centre, or at the tehsil.
Step 5: Type the names yourself, or watch them being typed
Most wrong certificates begin with an operator typing from hearing.
Step 6: Attach the identity papers of both people named
The applicant's and the parent's or husband's.
Step 7: Read the draft or the acknowledgement before submitting
Letter by letter. It is far easier to fix now than after issue.
Step 8: Read the issued certificate the day it comes
If a name is still wrong, go back at once with the application number.
What Should You Carry?
We could not confirm the state's current list. This is what such an application usually rests on.
For the names
- The applicant's Aadhaar
- The father's or husband's Aadhaar
- For a student, the class 10 certificate
- The family register extract or the ration card, to show the family
- The marriage certificate, where a woman's surname has changed
For the income
- A salary certificate or pension paper, where there is one
- The land record, for a farming family
- A self-declaration of income from all sources
- Proof of residence in the tehsil
- A photograph, and the fee where one is charged
An affidavit about a name, a newspaper notice or a Gazette is not part of this list. If someone at a counter or a shop says an income certificate needs one, ask the tehsil directly.
What About a Student's Certificate?
- A scholarship or a fee concession usually wants a certificate of the family's income, issued in the student's name with the parent named, or in the parent's name. Read the scheme's own wording before applying, since the two are not always interchangeable.
- The student's name should be the class 10 name. The scholarship portal compares it with the marksheet.
- The parent's name should be the same as on the student's marksheets. A father who is "Ram Singh" on the marksheet and "Ram Singh Rawat" on the certificate will be asked about.
- Apply well before the scholarship window opens. A certificate applied for in the last week leaves no time to fix a slip.
- A fresh certificate is needed each year. Use the same spelling every year, so that renewals are not questioned.
Read name change in scholarship records and education loan name mismatch.
What About Married Women?
- A married woman's certificate is usually issued through her husband's household, at the tehsil where she now lives, and describes her as his wife.
- Her name on it should be the name on her Aadhaar. If she has kept her maiden name on Aadhaar, the certificate shows that, and that is in order.
- Where her degree and marksheets are in her maiden name and her certificate in a married one, her marriage certificate links the two in any file.
- A woman applying in her parents' tehsil after marriage will usually be sent to her husband's. Ask before applying.
- A widow or a separated woman applies in her own right. Ask the tehsil what it needs.
What About the Income and Asset Certificate?
The reservation for economically weaker sections uses a fuller certificate, which states the family's income and its land and house as well.
- It is issued by the tehsil, in a prescribed format, and is valid for a set period. Recruiting bodies say which year's certificate they want.
- The candidate's name on it is read against the class 10 certificate at document verification. A difference there can cost the reserved seat.
- It names the candidate's family. Each name should match that person's own papers.
- A wrong one is not corrected. A fresh one is applied for, and it has to be issued within the dates the recruitment allows.
- Apply for it in the class 10 name the first time, and check it the day it is issued.
What If a Wrong Certificate Was Already Used?
- Where the application is still open, upload or hand in the fresh certificate and say in a line that it replaces the earlier one.
- Where the window has closed, write to the office with both certificates and your identity papers. Many will accept a fresh one for a plain spelling.
- Where a benefit was refused on it, ask for the refusal in writing, then apply again with the fresh certificate when the next window opens.
- Keep the old certificate. It shows that the income was certified at the time, and only the spelling was wrong.
Do not alter a printed certificate, and do not use a certificate you know to be in a wrong name in the hope it passes. Certificates are checked online against the issuing record.
How Does the Central Gazette Route Come In?
Almost never for an income certificate. It comes in where the applicant has changed a name by choice, and Aadhaar needs a Gazette for that. The next certificate is then simply issued in the new name.
Step 1: Confirm that it is a change of name, and not a spelling
A spelling is cured by a fresh certificate.
Step 2: Fix the exact new name
The spelling that will go on Aadhaar and then on every certificate.
Step 3: Make the affidavit
State the old name, the new name, your father's or husband's name and your address. Sign before a notary. For a minor, the parents apply.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult and Rs 1,700 for a minor. It is not refunded.
Step 8: Send the file yourself, then update Aadhaar and apply afresh
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar, then apply for the tehsil's certificates in the new name.
Does the Uttarakhand Gazette Matter Here?
Not to the tehsil, which follows Aadhaar. The question is only which Gazette Aadhaar accepts.
Step 1: Ask the Aadhaar centre which Gazette it accepts
The certificate follows Aadhaar.
Step 2: Think about the board, PAN and recruitment
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Families Make?
| Mistake | What to do |
|---|---|
| Paying for an affidavit or a Gazette to "correct" an income certificate | Apply for a fresh certificate |
| Letting an operator type the names from hearing | Type them yourself, or watch |
| Applying while Aadhaar is wrong | Correct Aadhaar first |
| Reading only the income figure | Read every name and the address |
| A different spelling of the father on each certificate | Use one spelling on income, caste and residence |
| Applying in the last week of a scholarship window | Apply a month ahead |
| Altering a printed certificate | Never. It is checked online |
| Using last year's certificate | Apply for a current one |
| Not checking it the day it is issued | Check at once, and go back with the number |
A typical case we handle: a student in Almora had her scholarship held because her income certificate gave her father as "Kishan Chand" and her marksheets as "Kishan Chandra Joshi". A shop near the college told her family a Gazette was needed for the father. It was not. His Aadhaar already carried the full name. They applied for a fresh certificate on the state's portal, typed the names themselves from the Aadhaar cards, and uploaded it within the window. This is an illustrative example of the type of case we handle, not a named client review.

Name Change in Income Certificate: The Short Version
An income certificate is short-lived and is issued fresh each time. A wrong name on one is cured by applying again, with the applicant's and the parent's identity papers, and typing the names with care. Correct Aadhaar first if it is the wrong paper. A student's name should be the class 10 name, and the father's the same on every certificate. No affidavit or Gazette corrects an income certificate.
