Name Change in Old Age and Widow Pension Records in Uttarakhand
For the state's social welfare pensions: when an elderly person's or a widow's name on the pension record does not match Aadhaar, the bank passbook or the family register and the monthly payment stops or never starts. Which record to correct, and where.
A name change in old age and widow pension records is asked for at the social welfare office, through the block or the district social welfare officer. The pension record has to match Aadhaar, the bank passbook and the family register or ration card. Correct whichever of those is the odd one first. No Gazette is needed for a spelling.

The state pays a small monthly pension to the elderly, to widows and to persons with disabilities, straight into a bank account. A name change in old age and widow pension records is needed when the papers of a person in her seventies, made decades apart, do not agree. This page explains name change in old age and widow pension records for families in Uttarakhand.
We do not deal with the social welfare department, and this subject almost never needs a Gazette. The documents listed are from the department's own page for the old age pension. How a record is corrected afterwards is general guidance, which we could not confirm. For service pensions, read name change in pension and family pension records.
What Are the Pensions, and Who Runs Them?
- What they are. Monthly social security pensions paid by the state's social welfare department: for the elderly, for widows, for persons with disabilities, and some others.
- Who qualifies. For the old age pension, the department's page gives an age of 60 or more and an income limit, or a below poverty line card.
- Where to apply. The department's page lists its pension portal, the Umang app and the state's service portal.
- Who handles it locally. The district social welfare officer, with staff at the block. In villages the proposal passes through the gram panchayat.
- How it is paid. Into the pensioner's own bank account.
These are not service pensions. Nobody earned them through a job, and no pension order is issued by an employer. The record is the department's list of beneficiaries, and the name on it is whatever went in with the application.
Which Papers Lie Behind an Application?
From the social welfare department's page for the old age pension. Other pensions add their own.
| Document listed | Issued by | Whose name |
|---|---|---|
| Family register extract, for a village applicant | The village panchayat development officer | The applicant, as a member of the family, with age |
| Ration card, for a town applicant | The supply office | The applicant, as a member of the household |
| Income certificate, or a below poverty line card | The tehsil | The applicant |
| The proposal selected in the open meeting of the gram panchayat, or by the councillor | The panchayat or the ward | The applicant |
| Certified photograph | The pradhan, the panchayat officer or the councillor | The applicant |
| Bank passbook | The bank | The applicant |
| Aadhaar card | The identity authority | The applicant |
Several papers, from several offices, for one elderly person. A widow's pension adds her husband's death certificate, and a disability pension the disability certificate. The department reads them together, and guides say a block or social welfare official verifies the application.
Where Does a Name Stop the Pension?
- At the application. The name typed has to match Aadhaar. Where the family register or the income certificate says something else, the file is returned.
- At verification. The official compares the applicant in front of him with the papers.
- At payment. Guides give an account not linked with Aadhaar as a common reason a payment bounces or never starts. A name that differs between the bank and Aadhaar has the same effect.
- At periodic checks. Beneficiary lists are verified from time to time. A record that no longer matches Aadhaar can be held.
- When the pensioner moves, to a son's house in another block or district.
An old person rarely learns the reason. The money simply does not come, and a grandchild is sent to find out why.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The pension record misspells the pensioner, and Aadhaar is right | A correction at the social welfare office, on Aadhaar | No |
| Aadhaar is the wrong one | Correct Aadhaar, then the record | No |
| The bank passbook differs from Aadhaar | Correct the bank's record and link the account | No |
| The family register has a home name or a wrong age | A correction on the panchayat side | No |
| A widow's name differs between her husband's death certificate and her Aadhaar | Correct the odd paper, or show the marriage and family papers | No |
| The age on Aadhaar makes the applicant too young | An age question, settled on the oldest proof there is | No |
| The pensioner has changed a name by choice | Gazette, then Aadhaar, then the record | Yes, for Aadhaar |
A Gazette appears once, and that row is rare at seventy. The others are corrections at ordinary offices.
How Do You Put It Right?
This is the general method. Ask the social welfare office for its current form.
Step 1: Find out what the record says, and why payment stopped
From the pension portal with the pensioner's details, or at the block's social welfare desk.
Step 2: Lay Aadhaar, the passbook and the family register or ration card side by side
Write the name and the age from each.
Step 3: Decide which is the odd one
Usually one paper differs from the other two.
Step 4: Correct that paper at its own office
Aadhaar at its centre, the bank at the branch, the family register through the panchayat.
Step 5: Link the bank account with Aadhaar for benefit payments
Ask the branch to confirm it.
Step 6: Apply to the social welfare office to correct its record
In writing, with copies of the corrected papers. Take a dated receipt.
Step 7: Complete any fresh verification asked for
The pensioner may have to be seen, or to give a thumb impression.
Step 8: Ask about the months that were missed
And check the passbook when the next payment is due.
What Is Different About Old People's Papers?
- There is seldom a birth certificate. Age was written from memory, at different times, by different clerks. Three papers can give three ages.
- Names were written from hearing. A woman of that generation may be one name in the family register, another on her voter card and a third on an Aadhaar made at a camp.
- Many women carry "Devi" in place of a surname on one paper and a family surname on another.
- Aadhaar is often the newest paper and the least careful. It is also the one the pension follows.
- Fingerprints fade. An old person whose prints no longer read should ask the Aadhaar centre and the bank about iris or face verification.
Pick the form of the name that most papers already carry, and bring the rest to it. Do not pick a new, tidier name that none of them has. That creates a change where there was only a muddle. Read from Kumari or Devi to a husband's surname and name change in voter ID.
What Is Different for the Widow's Pension?
- A widow's pension rests on one more paper: her husband's death certificate. It names him, and it usually names her as the informant or as his wife.
- Her name there has to be the name on her Aadhaar. His name there has to be the name by which the family register and her other papers call her husband.
- Where the death certificate is the odd paper, the Registrar corrects it on application.
- Where her own papers are the odd ones, she corrects those. A marriage certificate is rare for her generation, so the family register and the ration card do the work of showing she was his wife.
- She should also be shown as a widow, and as head of the household where she is, in the family register.
- Ask the office what remarriage does to this pension. It is paid to her as a widow.
Read name correction in a death certificate and legal heir certificate and name correction in the family register.
What About the Bank Account?
- The account has to be the pensioner's own. A son's or a daughter-in-law's account will not do.
- A joint account is sometimes allowed. Ask the social welfare office and the bank before relying on one.
- Its name should match Aadhaar, and it has to be linked with Aadhaar for benefit payments.
- An account opened long ago at a village branch or a post office may carry an old spelling. The bank corrects it on Aadhaar.
- An account left untouched goes dormant and returns the pension. Withdraw or deposit something every few months.
- Where the pensioner cannot go to the branch, ask the bank what it offers for the old and the bedridden.
Read name change in bank records and name change in post office savings.
Can a Helper Act for an Old Person?
- A son, a daughter or a grandchild can carry papers, fill forms and follow up. The applications are still the pensioner's, signed or thumb-marked by her.
- Aadhaar updates need the person present at a centre. Ask about home service for the very old or the bedridden.
- Families who live away should do every correction in one visit, with a list.
- Keep one folder for the parent: Aadhaar, passbook, family register extract, pension sanction, and the death certificate where there is one.
- Do not let an agent in the bazaar hold the passbook or the Aadhaar card. A passbook in someone else's hands is a risk.
Read name change in Bageshwar, on managing a parent's papers from away.
What Happens When the Pensioner Dies?
- The pension stops with the pensioner. It is not inherited.
- Tell the social welfare office and the bank, with the death certificate. Money credited after the death may be recovered.
- A surviving wife does not take over her husband's old age pension. She applies in her own right, for an old age or a widow's pension, on her own papers.
- That is the day her name is read closely for the first time. If her papers were put in order while he lived, her application is simple.
- Any pension due up to the date of death is claimed by the heirs, as the office directs.
Where Does a Gazette Come In?
Almost never for these pensions. It comes in where a pensioner has in fact changed a name by choice, and Aadhaar needs a Gazette for that. Mixed-up old papers are not a change of name.
Step 1: Confirm that it is a change of name, and not old papers that disagree
Those are corrected at their own offices.
Step 2: Fix the exact new name
The spelling that will go on Aadhaar, the bank and the pension record.
Step 3: Make the affidavit
State the old name, the new name, the father's or husband's name and the address. The pensioner signs before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file, then update Aadhaar, the bank and the record
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
That charge is a real sum against a small pension. Be very sure a Gazette is what the case needs. See gazette name change in Uttarakhand.
Does the Uttarakhand Gazette Matter Here?
Not to the social welfare office, which follows Aadhaar. The question is only which Gazette Aadhaar accepts.
Step 1: Ask the Aadhaar centre which Gazette it accepts
The record follows Aadhaar.
Step 2: Think about the bank
The Gazette of India serves it too.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Families Make?
| Mistake | What to do |
|---|---|
| Paying for an affidavit or a Gazette to fix old papers that disagree | Correct each paper at its own office |
| Giving a son's bank account | It has to be the pensioner's own |
| Not linking the account with Aadhaar | Ask the branch to link it for benefit payments |
| Choosing a new, neater name for the parent | Use the form most papers already carry |
| Correcting the pension record while Aadhaar is wrong | Aadhaar first |
| Leaving the mother's papers until the father has died | Put them in order now |
| Letting an agent keep the passbook | Keep it in the family |
| Drawing the pension after the pensioner's death | Report the death |
| Applying by word of mouth | Apply in writing and take a receipt |
A typical case we handle: a widow of seventy-two in a village of Almora had her pension application returned twice. Her Aadhaar read "Parvati Devi", the family register "Paru", and her husband's death certificate gave his wife as "Parwati Bisht". A relative was told she needed a Gazette. She did not. Nobody had changed her name. The family had the register corrected on her Aadhaar, asked the Registrar to correct the death certificate, and applied again. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For these pensions, almost always. The papers are corrected at the Aadhaar centre, the bank, the panchayat and the Registrar, and the social welfare office follows. We are useful only where a pensioner has in fact changed a name by choice, which is rare.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The pension record is corrected at your own block or district social welfare office. For the papers behind it, send photos on WhatsApp and we will tell you which one to correct.

The eligibility, the documents and the places to apply for the old age pension are from the social welfare department's own page. That an official verifies the application, and that an unlinked account stops payment, are as guides say. We could not confirm the department's procedure for correcting a record once a pension is running, its rule on joint accounts, or what remarriage does to a widow's pension. Those parts are general guidance. The social welfare office is the authority.

Welfare Pension Records: The Short Version
A social welfare pension is paid on the pensioner's Aadhaar, into the pensioner's own bank account, on papers that include the family register or ration card. Where they disagree, find the odd one and correct it at its own office, link the account with Aadhaar, then ask the social welfare office to correct its record. A widow's pension also rests on her husband's death certificate.
Old papers that disagree are not a change of name. To find out which record to correct, send photos on WhatsApp 9540005064, and we will reply in working hours.
