Name Change in Post Office Savings, NSC and KVP in Uttarakhand
When the name on a post office passbook or savings certificate does not match your Aadhaar: where to apply, what to carry, why it matters at maturity, and what a family does when the holder has died.
A name change in post office savings records is applied for at the post office that holds the account, on its form for a change in customer details, with identity proof. Correct Aadhaar and PAN first. A married surname rests on the marriage certificate, and a changed name on a Gazette notification. Ask the postmaster for the current list.

In much of the hills, the post office does the work of a bank. A name change in post office savings records matters to many families in Uttarakhand, because the post office holds the savings account, the monthly income deposit, the daughter's account and the certificates bought years ago. This page explains name change in post office savings, with the National Savings Certificate and the Kisan Vikas Patra.
We do not deal with post offices. We prepare the Gazette notification, where a changed name needs one. We could not confirm the Department of Posts' written procedure for a change of name, so much of this page is general guidance. For banks, where the rule is in writing, read name change in bank records in Uttarakhand.
What Does the Post Office Hold in Your Name?
The post office's savings bank runs the Government's small savings schemes. One account opening form covers them all.
| Scheme | What you hold |
|---|---|
| Savings account | A passbook |
| Recurring deposit and time deposit | A passbook for each |
| Monthly income account | A passbook |
| Senior citizens' savings scheme | A passbook |
| Public provident fund | A passbook. This account may also be at a bank |
| The savings account for a girl child | A passbook, in the child's name through a guardian |
| National Savings Certificate and Kisan Vikas Patra | Older ones are printed certificates. Newer ones are entries in a passbook |
All of these now sit on the post office's central computer system under one customer record. A name is changed in that record, and the passbooks are then reprinted or corrected. Printed certificates are a separate matter, dealt with below.
Where Does the Name on a Passbook Come From?
- From the account opening form, written by the depositor or by an agent, sometimes decades ago.
- Old accounts were opened with little proof. A village postmaster wrote the name as he knew the person.
- When records were moved to the central computer system, names were typed in from ledgers, and slips crept in.
- Later, the post office collected identity details from depositors on a customer details form, and many accounts were updated then.
- As notified in 2023, Aadhaar is now required for small savings accounts, and PAN above certain limits. An account that predates this may still carry an older form of the name.
So a post office passbook is more likely than a bank passbook to carry a home name, a missing surname or a father's name in the wrong place. Nobody noticed, because deposits went in without question.
Why Does the Name Matter at Maturity?
Putting money in rarely raises a question. Taking it out does.
- At maturity or closure, the post office checks the depositor's identity proof against its record before paying.
- Larger payments go by cheque or to a bank account, not in cash. The name on the cheque is the name in the post office's record. A bank will not credit it to an account in a different name.
- Interest is reported against PAN. A mismatch between the record and PAN brings tax queries.
- A transfer of an account to another post office, or of a provident fund account to a bank, carries the name as it stands.
- A loan against a certificate, or its pledge to a bank, has the bank reading the name as well.
The worst moment to find a mismatch is the week a deposit matures and the money is needed for a wedding or a fee. Check every passbook now, and correct the name while the account is running.
Which Case Is Yours?
| The situation | Example | Route | Gazette? |
|---|---|---|---|
| A spelling slip in the passbook | Passbook: Rajesh Sing. Aadhaar: Rajesh Singh | The customer details form, with identity proof | No |
| A surname missing or added | Passbook: Kamla. Aadhaar: Kamla Devi Rawat | The same, with identity proof | Usually no |
| A home name on an old account | Passbook: Guddi. Aadhaar: Kamla Devi | Ask the postmaster. Identity proof and a declaration, or more | Sometimes |
| A married surname | Passbook: Sunita Bisht. Aadhaar: Sunita Rawat | The marriage certificate | No |
| A new name by choice | Rakesh Kumar to Aarav Negi | The Gazette notification | Yes |
| A child's account in a pet name | Account: Gudiya. Birth certificate: Ananya | The guardian applies, with the birth certificate | No |
| The holder has died | The passbook and the death certificate differ | A claim by the nominee or heirs | Only for a living claimant's own name |
What a post office accepts in the third row varies from one postmaster to the next. Where the two names share no word, expect to be asked for something more than identity proof.
How Do You Apply at the Post Office?
Step 1: Correct Aadhaar and PAN first, if they are the odd papers
The post office will bring its record to them.
Step 2: Collect every passbook and certificate
In your name at that post office, and at others. Note each account number.
Step 3: Go to the post office that holds the account
A branch post office in a village may send you to its sub post office or head post office. Ask where a change of name is entered.
Step 4: Ask for the form for a change in customer details
The post office has a customer details form, used for new accounts and for changes. Ask if a separate application is also needed.
Step 5: Fill it in the name on your identity papers
In capitals. State the name as it stands in the passbook as well.
Step 6: Attach the proof, self-attested, and show the originals
Identity papers, and the marriage certificate or the Gazette notification where the name has changed.
Step 7: Hand in the passbooks, and take an acknowledgement
With the date and the official's name. The request may be sent to a processing centre.
Step 8: Collect the passbooks and read the name
On every account under your record. Then check the nomination on each.
Which Proof Should You Carry?
The postmaster decides. This is what is commonly carried, and it follows the same lines as a bank.
Every request
- Aadhaar and PAN, in original with copies
- Every passbook and certificate
- Two recent photographs
- The customer details form, filled
- A written application stating both forms of the name
As the case needs
- The marriage certificate, for a married surname
- The Gazette notification, for a changed name
- A sworn declaration that both names are one person, where asked
- An older identity paper carrying the passbook's form of the name
- The birth certificate, for a child's account
An older paper in the passbook's form of the name is worth searching for. A ration card, an old voter card or a pension order that says "Guddi Devi" does more to satisfy a postmaster than any explanation.
What About Savings Certificates, Old and New?
| Point | Old printed certificate | Newer passbook entry |
|---|---|---|
| What you hold | A printed certificate with a serial number and your name written on it | A passbook showing the certificate as an account |
| Where the name sits | On the paper, and in the issuing post office's record | In the central record |
| A name change | The post office notes it in its record. Ask how it treats the paper | The customer record is changed, as for any account |
| At maturity | The certificate is surrendered at the issuing office, with identity proof | Paid like a deposit |
- Never write on a printed certificate or correct the name by hand. An altered certificate is a damaged certificate.
- A printed certificate that has matured long ago still has to be claimed at the office that issued it, or transferred from it.
- A certificate bought jointly is paid as the joint holding says. A change in one holder's name does not change the other's rights.
- A certificate pledged to a bank is released by the bank first.
If you hold old printed certificates in a form of your name you no longer use, take them to the issuing office now, with your identity papers, and ask what it needs to pay them. Do not wait.
What About Accounts for Children and Daughters?
- The savings account for a girl child is opened in the child's name by a parent or guardian, on her birth certificate. The name should be exactly as on the birth certificate.
- Where the account has a pet name and the birth certificate or school record has another, the guardian applies to correct it, with the birth certificate. Do it while she is small.
- Where the birth certificate itself is wrong, correct that first with the Registrar.
- The guardian's name is on the account too. A mother who has changed her surname should update it, with her marriage certificate.
- When the child comes of age, she takes over the account on her own identity papers. Her name then has to match her Aadhaar.
- A daughter's marriage does not disturb her account. It stays in the name it was opened in, and her marriage certificate links it if she changes her surname.
What If the Holder Has Died?
Then the name is not changed. The nominee or the heirs make a claim, on the post office's claim form.
- Where there is a nominee, the nominee claims with the death certificate and identity proof.
- Where there is none, the small savings rules allow a claim up to a limit without a succession certificate, on the heirs' declarations and an indemnity, after a waiting period. Above the limit, a succession certificate or probate is needed. Ask the postmaster for the current limit.
- Two pairs of names have to match: the passbook with the death certificate, and the nomination with the nominee's identity proof.
- A nominee who has married closes her gap with her marriage certificate.
- A dead holder's home name in the passbook is closed by evidence that both names were his: old papers, a pension order, a sworn declaration by the claimants. A Gazette cannot be taken out for a person who has died.
The same reasoning as for a bank applies. See nominee name mismatch in a bank claim.
What If the Post Office Will Not Act?
- Apply in writing, and keep an acknowledged copy.
- Ask the postmaster what paper is wanted, and under which rule. A clear answer often settles it.
- Go up one level. From a branch office to the sub post office, and from there to the head post office.
- Write to the superintendent of post offices for the division, whose address the head post office will give.
- Use the Department's online grievance system, or the Government's public grievance portal, quoting the account numbers and the dates.
A postmaster is right to be careful. Old accounts with thin records are where false claims are made. Meet the caution with papers, and be patient with a small office that has to send requests upward.
How Does the Central Gazette Route Work?
Use this for a change of name by choice, or where a postmaster asks for a public paper linking a home name to a present name. The post office is a central department, and the Gazette of India is the one to use.
Step 1: Ask the postmaster what will be accepted
Identity proof, a marriage certificate or a declaration may be enough.
Step 2: Fix the name on your identity papers, and list the other form as in the passbook
Letter by letter. Where several passbooks carry different forms, list them all.
Step 3: Make the affidavit
State every form, your father's or husband's name and your address. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult, with Rs 250 more for each alias. It is not refunded.
Step 8: Send the file yourself, then go to the post office
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Take a print of the published notification to the post office with the customer details form.
Would a Post Office Accept the Uttarakhand Gazette?
We could not confirm what the Department accepts. A central department is more at home with the Gazette of India, and so are Aadhaar and PAN.
Step 1: Ask the postmaster which Gazette is accepted
Before you choose.
Step 2: Think about Aadhaar, PAN and the bank
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Depositors Make?
| Mistake | What to do |
|---|---|
| Finding the mismatch in the week of maturity | Read every passbook now |
| Correcting one passbook and forgetting the others | Take them all, to every office |
| Writing on a printed certificate | Never. Take it to the issuing office |
| Letting an agent fill a new form from memory | Give Aadhaar, and read the form |
| Paying for a Gazette before asking the postmaster | Identity proof or a marriage certificate often serves |
| Opening a child's account in a pet name | Use the birth certificate's name |
| Leaving old accounts without a nominee | File a nomination on each |
| Throwing away old identity papers | Keep any paper in the passbook's form of the name |
| Arguing with a village postmaster | Ask what is wanted, and go up one level |
A typical case we handle: a widow in Bageshwar held a monthly income account and two old certificates as "Parvati", while her Aadhaar and bank account said "Parwati Devi Mehta". The sub post office would not pay a matured certificate by cheque in a name her bank would not accept. It asked for something showing both names were hers. She had no old paper in the short form. We prepared a Gazette of India notice stating both, she gave it with the customer details form, and the record was changed and the cheque issued in her Aadhaar name. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a spelling or a surname, your identity proof. For a married name, the marriage certificate. For a child's account, the birth certificate. We are useful where a name has in fact been changed, or the postmaster asks for a public paper linking two forms of it.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The change is made at your own post office. The Gazette file, where one is needed, is prepared on WhatsApp, and a son or daughter in the plains can send the papers for a parent in the hills.

Is a gazette needed to change a name in a post office account?
Not for a spelling or a married name. For a changed name, it is the usual proof.

The post office will want the difference explained before it pays.

The guardian applies, with the birth certificate.
The account holder has died. Can the name be corrected?
No. The nominee or heirs make a claim.
What is the claim limit without a succession certificate in a post office account?
Rs 5 lakh. Where there is no nominee and no legal evidence, heirs can claim up to Rs 5 lakh for each account on the claim form, the death certificate and the papers the rules list. Above that, a succession certificate from the court is needed.
Does a nominee need a succession certificate?
No. Where a nomination is registered and in force at the depositor's death, the post office pays the nominee whatever the amount, without legal evidence. The nominee's name must still match the nominee's identity proof.
How soon after a death can heirs claim without a nominee?
Under the claim rules, legal heirs without a nomination or legal evidence can claim up to Rs 5 lakh after six months from the depositor's death.
Which form is used for a death claim in a post office scheme?
Form-11 under the Government Savings Promotion Rules, 2018, for a claim by a nominee or legal heirs. It also asks for an account opening form where the account or certificate is to be transferred into the claimant's name.
What if the heirs disagree about a claim?
Under a 2023 amendment, where a dispute is raised before payment, the accounts office pays only on a succession certificate granted by the court. Settle the heirs' names and shares first.
Does the post office acknowledge a death claim?
Yes. The guidelines say the post office where the account stands acknowledges a claim on the day it is received, whether handed in or sent by insured post. Keep that acknowledgement.

We could not find the Department of Posts' written procedure for a change of name in a savings account or certificate. That the post office has a customer details form for changes, and one account opening form for all schemes, is from the forms themselves. Everything else on this page, including the proof a postmaster asks for, the treatment of old certificates and the claim limit, is general guidance. The postmaster is the authority.

Post Office Savings, NSC and KVP: The Short Version
A name in a post office savings record is changed at the post office that holds the account, on its customer details form, with identity proof and the passbooks. A spelling rests on Aadhaar and PAN, a married surname on the marriage certificate, and a changed name on a Gazette notification. An old printed certificate goes to the office that issued it, unaltered.
Check every passbook and its nomination now, well before maturity. To find out which paper the post office will want, send photos on WhatsApp 9540005064, and we will reply in working hours.
