Name Correction in Family Register (Parivar Register) in Uttarakhand

The village's family register sits behind many of the certificates a rural family asks for. When it spells a member wrongly, leaves one out or still lists someone long gone: who corrects it, on what proof, and what the state's new family ID changes.

Quick answer

A name correction in family register entries is asked for from the Panchayati Raj side: an application through the gram panchayat to the block's panchayat officer, on the state's service portal or in person, with identity proof. A spelling follows Aadhaar and the birth record. A new member is added on a birth or marriage certificate. No Gazette is involved.

A village family in Uttarakhand at the gram panchayat office checking their parivar register extract against their Aadhaar cards and birth certificates
The family register is kept on the panchayat side and read by every other office, so correct each entry on Aadhaar and the birth or school record through the block.

In a village, the family register is the record every other office quietly leans on. A name correction in family register entries matters because a tehsil, a pension office or a court reads that register to learn who belongs to a family. This page explains name correction in family register entries for rural families in Uttarakhand.

We do not deal with panchayats or block offices, and this subject almost never needs a Gazette. How the register is kept and corrected is as guides to the state's service portal describe it. We did not read the rules themselves. For the certificates that draw on it, read name change in residence certificate.

What Is the Family Register?

  • What it is. A register of the families living in a gram panchayat, kept at the panchayat level under the Panchayati Raj department. In Hindi it is the parivar register, or kutumb register.
  • What it records. As guides list it: the head of the family, the father's or husband's name, every member, date of birth or age, gender, caste and religion, education, occupation, the house number, and a member's present status.
  • The copy. A certified extract, the nakal, is applied for on the state's service portal or at the panchayat. Guides say it is certified by the gram panchayat development officer.
  • What it is not. It is not an identity card and not a birth register. It records who lives in a household, as the panchayat has been told.

Because it is written from what families report, often years late, it is the record most likely to carry a home name, a guessed age or a member who died long ago. The state itself has said so, and is now trying to clean it up.

Where Is the Family Register Read?

  1. At the tehsil, for residence, caste and income certificates, as proof of who the family is and how long it has lived there.
  2. For a legal heir or succession matter, to show who a dead person's family members are.
  3. For mutation of land after a death, with the death certificate.
  4. For a family pension, to show a widow or a dependent child.
  5. For a ration card, a job card and welfare schemes, which are built on the household.
  6. For recruitment to the forces and the police, where a candidate's village and parentage are verified.
  7. As proof of relationship, wherever one family member acts for another.

None of these offices corrects the register. Each simply reads the extract it is handed. So a wrong letter in the panchayat's book is copied into certificate after certificate.

How Do You Apply for a Correction?

As guides to the state's service portal describe it. Ask your gram panchayat for the current form.

Step 1: Take out a fresh extract of your family's entry

From the state's service portal or the panchayat. Read every member's line.

Step 2: Put each member's Aadhaar and birth or school record beside it

Mark every difference in name, father's or husband's name and date of birth.

Step 3: Correct the identity paper first, if that is the odd one

The panchayat will ask for it.

Step 4: Write the application

Guides say it is addressed to the block's assistant development officer for panchayats. State each entry as it stands and as it should read.

Step 5: Attach the proof

Identity proof, and the certificate that supports each change.

Step 6: Submit it on the state's service portal, under the Panchayati Raj department, or through the gram panchayat

Keep the application number or a dated receipt.

Step 7: Answer the enquiry

The panchayat's officer verifies in the village. Be available, or name someone who is.

Step 8: Take a fresh certified extract, and read it

Then use that extract for any certificate you need.

What Proof Supports Each Kind of Entry?

We could not confirm the department's own list. This is what such a correction usually rests on.

Proof usually needed for each kind of family register entry
EntryProof
A member's nameAadhaar, with the birth certificate or a school certificate
A date of birthThe birth certificate, or the class 10 certificate
A father's or husband's nameThat person's own Aadhaar, and the member's birth or marriage certificate
A newbornThe birth certificate
A brideThe marriage certificate, her Aadhaar, and proof that she has been removed from her parents' register
A deathThe death certificate
A family that has moved inProof of residence, and removal from the register of the place it left

An affidavit may be asked for where a certificate does not exist, as for an elderly person with no birth record. A newspaper notice or a Gazette is not part of this list.

How Are Members Added and Removed?

  • A birth. Register the birth first, then have the child entered. Enter the name the child will carry to school, not a pet name.
  • A marriage in. A bride is entered in her husband's family in the name on her Aadhaar. She is one person, so she comes off her parents' register as she goes on his.
  • A marriage out. A daughter who has married is removed here. Her parents' extract should stop showing her as a member of this household.
  • A death. The member is marked as dead, with the date. A dead head of family is replaced by a new one.
  • A separation. Brothers who now keep separate households can ask for separate family entries.
  • An adoption. The child is entered in the adoptive family on the adoption deed or order.

A woman need not change her surname to be entered. If her Aadhaar carries her maiden name, the register shows that. Read name change in ration card, where the same moves are made, and name change after marriage.

What About Families Who Live Away?

A great many hill families keep a house and land in the village and live in Dehradun, Haldwani, Delhi or abroad. Their entry in the register goes years without being touched.

  • Children born in the city are not on it. Parents and grandparents who have died still are.
  • A member entered decades ago under a home name now holds every other paper in a formal one.
  • The family meets the register again only when it needs a residence certificate, a mutation or a succession paper, and then needs it at once.
  • A correction can be applied for on the state's portal from anywhere. The village enquiry still happens, so tell a relative or a neighbour there to expect it.
  • Do it once, for the whole family, when someone is visiting the village with everyone's papers.

Read name change in Pauri Garhwal and name change in Bageshwar, on managing village papers from away.

What About Towns, Where There Is No Such Register?

  • The family register is a panchayat record. A municipal town does not keep one in the same form.
  • A family in a town shows who its members are by other papers: the ration card, birth and marriage certificates, and the house tax record.
  • A family that moved from a village to a town may still be on the village register. That entry stays until someone asks for it to be closed or updated.
  • Where an office in a town asks for a family register extract, ask it what it accepts from a town resident.

What Does the State's New Family ID Change?

These points are as newspapers and guides report them. The detailed procedure had not been confirmed when we looked.

  • The state has launched a scheme, the Devbhoomi Parivar Yojana, to give each family a family identification number, for both villages and towns.
  • A news report says it was brought in to remove discrepancies and anomalies in the family registers, by matching the data held by different departments on one platform.
  • The same report says a family is to get a code and a password to update its own information, and that new additions entered online will be verified by the department concerned.
  • A guide says an Act for the scheme was enacted in 2026, and that the registration process and the list of documents had not yet been notified.

For names, the lesson is plain. When records from several departments are matched by machine, a family whose register, Aadhaar and ration card disagree will be flagged. Put the register right now, on your own papers, and you will not be explaining it later.

What If the Panchayat Will Not Act?

  1. Apply in writing or on the portal, and keep the number.
  2. Go to the block office, to the officer for panchayats.
  3. Write to the district panchayat raj officer.
  4. Use the state's Chief Minister's helpline, or the district's public hearing day.
  5. Ask under the right to information law what has been done on your application.

Where the refusal is because another member of the family objects, as in a quarrel over who belongs to a household, it is no longer a correction. It is a dispute, and a lawyer's matter.

Where Does a Gazette Come In?

Almost never for the family register alone. It comes in where a member has changed a name by choice, and Aadhaar needs a Gazette for that. The register is then corrected on the updated Aadhaar.

Step 1: Confirm that it is a change of name, and not a spelling or a home name

Those are corrected on Aadhaar and the birth or school record.

Step 2: Fix the exact new name

The spelling that will go on Aadhaar and then on the register.

Step 3: Make the affidavit

State the old name, the new name, your father's or husband's name and your address. Sign before a notary. For a minor, the parents apply.

Step 4: Publish the newspaper notice

In a daily local leading newspaper. Keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed with two witnesses, and the undertaking.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult and Rs 1,700 for a minor. It is not refunded.

Step 8: Send the file yourself, then update Aadhaar and apply to the panchayat

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.

See gazette name change in Uttarakhand.

Does the Uttarakhand Gazette Matter Here?

Not to the panchayat, which follows Aadhaar. The question is only which Gazette Aadhaar accepts.

Step 1: Ask the Aadhaar centre which Gazette it accepts

The register follows Aadhaar.

Step 2: Think about the bank, the board and recruitment

The Gazette of India serves them all.

Step 3: Contact the Roorkee press

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 4: Ask for the papers, the format and the fee, and submit

Keep photocopies of everything.

Step 5: Download the notice

Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Families Make?

Common mistakes with a family register entry
MistakeWhat to do
Never taking out an extract until a certificate is neededTake one out now and read it
Entering a child under a pet nameUse the name the child will carry to school
Leaving dead members on the registerUpdate it on the death certificate
Leaving a married daughter on her parents' registerRemove her there, add her in her new family
Asking the tehsil to correct the registerIt only reads it. The panchayat side corrects it
Paying for an affidavit or a Gazette to fix a spellingA correction follows Aadhaar
Correcting the register while Aadhaar is wrongAadhaar first
Applying from the city with nobody in the village to answer the enquiryTell a relative or a neighbour
Using an old extract after a correctionTake a fresh certified one

A typical case we handle: a family from a village in Tehri, living in Dehradun for twenty years, applied for a residence certificate for a son joining the army. The tehsil found the family register listed him as "Sonu", with an age four years out, and still showed his grandfather, who had died in 2009, as head. A typist near the tehsil suggested a Gazette for the boy. He did not need one. His birth certificate and Aadhaar carried his real name, the family applied for corrections on the state's portal, an uncle in the village met the panchayat's officer, and a fresh extract followed. This is an illustrative example of the type of case we handle, not a named client review.

When you do not need us

For the family register, almost always. A spelling, an age, an addition and a removal are all done on the panchayat side, on ordinary certificates. We are useful only where a member has changed a name by choice and Aadhaar needs a Gazette first.

Which Areas of Uttarakhand Do We Cover?

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The register is corrected through your own gram panchayat and block. For the identity papers behind it, send photos on WhatsApp and we will tell you which one to correct.
