Name Change in Caste Certificate in Uttarakhand
When the name on a caste certificate is wrong or no longer matches your other papers: how a certificate in the right name is obtained, what a change of name does and does not alter, and the cases after marriage.
A name change in caste certificate records is made by applying for a fresh certificate in the right name, through the state's citizen services portal or the tehsil. A spelling is settled on identity papers. A new name needs the Gazette notification that records it. A change of name or surname does not change a person's caste.

A name change in caste certificate records matters at the exact moment a reserved seat, a scholarship or a post is being claimed, when the certificate is read beside the mark sheet and Aadhaar. This page explains name change in caste certificate records in Uttarakhand: how a certificate in the right name is obtained, and what a name can and cannot alter.
We do not issue or correct caste certificates. The revenue authorities do. Our work is the Gazette, which has a part only where a name has been changed by choice. For a surname that names a caste, read removing a surname or caste name in Uttarakhand.
What Does a Caste Certificate Record?
A caste certificate states that a named person belongs to a caste or tribe that is on the list of Scheduled Castes, Scheduled Tribes or Other Backward Classes. It is issued by the revenue authorities of the district, on an enquiry through the tehsil.
- It carries the holder's name, the father's name, the village or town, the tehsil and district, and the caste or tribe.
- It is issued on the strength of the family's records, such as an elder's certificate, land records and the report of the local revenue official.
- In Uttarakhand it is applied for through the state's citizen services portal, as guides report, or at the tehsil.
- A certificate for Other Backward Classes used for central purposes also turns on the family's income, and is renewed from time to time.
The certificate proves the community. It is not an identity paper, and it borrows the holder's name from whatever was given in the application. That is where differences begin.
Does a Change of Name Change a Person's Caste?
No. Caste, for the purpose of a certificate, comes by birth. A name is only a label.
A change of name does not
- Take a person out of the community he or she was born into
- Bring a person into a community by adopting its surname
- Cancel a caste certificate already held
- Affect the caste of the person's children
What a change of name does do
- Makes the certificate and the identity papers read differently
- Calls for a paper that links the two names
- Usually calls for a fresh certificate in the present name, sooner or later
So a person who drops a surname that names a caste, or takes a neutral one, keeps the same status in law. And a person who takes a surname used by a listed community gains nothing by it. A false claim to a reserved benefit is an offence, and a certificate obtained on a false claim can be cancelled.
Which Case Is Yours?
| The situation | Example | Route | Gazette? |
|---|---|---|---|
| A wrong letter in the holder's name | Arya written as Araya | A fresh or corrected certificate, on identity papers | No |
| A home name or a short form | Guddu Ram for Rajesh Kumar | A fresh certificate in the name on the school record and Aadhaar | No |
| The father's name is misspelt | Tirlok for Trilok | A fresh certificate, with the father's identity proof | No |
| The certificate has a surname and Aadhaar does not, or the other way round | Rajesh Kumar and Rajesh Kumar Arya | Bring the identity papers to one form, then a fresh certificate | Sometimes |
| A married woman's papers now carry her husband's surname | Certificate in the maiden name | The marriage certificate links them. Her caste stays her own | No |
| A new name taken by choice | Rakesh Kumar to Aarav Negi | A fresh certificate in the new name, with the Gazette | Yes |
In every row the answer is a certificate that carries the right name, issued by the same authority. The caste entry does not move.
How Do You Get a Caste Certificate in the Right Name?
We could not confirm one official procedure for a correction in Uttarakhand, so this is the general method. In practice, a certificate with a wrong name is replaced by applying again with the right details.
Step 1: Settle the name you will use
The name on your class 10 certificate and Aadhaar. If those two differ, settle that first.
Step 2: Look at the old certificate
Note the name, the father's name, the caste as written, the number and the date.
Step 3: Ask the tehsil how it deals with a certificate issued in a wrong name
A correction of the old one, or a fresh application. Ask what it wants done with the old certificate.
Step 4: Apply on the state's portal or at the tehsil
Type the name yourself, letter by letter, as on Aadhaar. Give the father's name as on his own papers.
Step 5: Upload the proof
Identity papers, proof of the caste from the family's records, and the paper that explains the difference in the name.
Step 6: Cooperate with the enquiry
The local revenue official reports on the family. Tell the family what name is on the application.
Step 7: Download the certificate and read it
Check the name, the father's name, the caste, the village and the tehsil.
Step 8: Keep the old certificate with the linking paper
Unless the office takes it back. It shows the family's claim was accepted earlier.
Which Proof Should You Carry?
The portal and the tehsil decide what they need. This is a list to start from.
For any application
- Identity proof in the name applied for
- Proof of residence
- Proof of the caste: a parent's or sibling's certificate, or the family's land and revenue records
- The family register extract, where the family is on one
- A self-declaration, as the form requires
For the difference in the name
- The old certificate
- The class 10 certificate, for a spelling
- The marriage certificate, for a married woman
- The Gazette notification, for a new name
- A sworn statement that both names are one person, where the office asks
For the sworn statement, see name spelling correction affidavit.
Why Does the Father's Name on the Certificate Matter So Much?
A caste certificate rests on descent. The holder's claim is traced through the father's name to the family's records. So the father's name on the certificate is read with unusual care.
- It should match the father's own papers, and the father's name on the holder's school certificates.
- Where the father's caste certificate or land record has an older spelling, the office may ask how the two are linked.
- Where the father has changed his own name, his Gazette is the link.
- A mismatch here is the commonest cause of trouble at verification, more than the holder's own name.
What Happens to a Caste Certificate After Marriage?
A woman's caste certificate is issued on her father's side, because that is the family she was born into. Marriage does not change it.
| Question | Position |
|---|---|
| Does she take her husband's caste? | No. For a certificate, her community is the one she was born into |
| Is her certificate still valid? | Yes. It stands on her father's records |
| Her papers now carry her husband's surname | The marriage certificate links the two names |
| Can she get a certificate in her married name? | Ask the tehsil. It is still issued on her father's side |
| She has moved to another state on marriage | See the section on a certificate from another state |
So a married woman should keep three papers together: her caste certificate, her marriage certificate and her present identity proof. An office that sees all three can follow the name. See name change after marriage in Uttarakhand.
What If the Surname on the Certificate Differs From Aadhaar?
Many families use a caste name as a surname on some papers and leave it off others. The certificate says "Rajesh Kumar Arya" and Aadhaar says "Rajesh Kumar", or the other way round.
- Both are the same person. The difference is in the papers, not in the community.
- Decide which form you will carry for life, and bring the identity papers to it. Aadhaar treats adding or removing a last name as a minor change, as reported.
- Then apply for a caste certificate in that form.
- Until then, a sworn statement that both forms are one person may be accepted. Ask the office that is checking.
- Where the two forms have been in use for years on many papers, a Gazette notice stating both, joined by alias, ties them together.
Dropping a caste surname is a personal choice, and it costs no entitlement. See removing a surname or caste name and alias name in a gazette notification.
What Happens at Verification for a Job or a Seat?
A caste certificate is checked when a reserved post or seat is taken. The employer or the institution sends it back to the issuing authority, and may place it before a scrutiny committee.
- The certificate is compared with the application form, the class 10 certificate, Aadhaar and the father's papers.
- A difference in the name does not cancel the claim, but it has to be explained with papers.
- Get a certificate in your present name before you apply, not after you are selected. Offers are made on short timelines.
- Fill the application exactly as your class 10 certificate, and disclose any other name in the space given.
- Where a certificate is questioned, take a lawyer's advice. A candidate's post can depend on it.
For the police side of an appointment, see name mismatch in police verification.
What If the Certificate Is From Another State?
- A caste certificate is issued by the state the family comes from, on that state's lists.
- A correction of the name on it is made by the office that issued it, in that state.
- Lists differ from state to state. A community listed in one state may not be listed in another, and a person who has moved does not carry the state benefit across by moving. For central purposes the position can differ.
- Families whose home is in what is now Uttarakhand, with older certificates issued before the state was formed on 9 November 2000, should ask the tehsil how those are treated.
This is a question of entitlement, not of a name. Take it to the tehsil, and to a lawyer where a post or a seat turns on it.
When Is a Gazette Needed?
A new name by choice
The Gazette notification is the record of the change. The tehsil issues a certificate in the new name on it.
Two forms in long use
A notice stating both forms, joined by alias, where no single paper settles which is right.
An office asks for it
An employer, a university or a scrutiny committee wants a Gazette notification for the difference.
A Gazette is not needed for a spelling slip or a married name, and it never changes the caste entry. A change of name notice is about the name alone. It does not alter a person's caste.
Where a person has changed religion, the effect on a Scheduled Caste certificate is a legal question with serious consequences. Take a lawyer's advice before applying anywhere. See name change after religion conversion.
How Does the Central Gazette Route Work?
Use this where you have taken a new name, or two forms have to be linked. The notice goes in Part IV of the Gazette of India, which central employers and universities accept.
Step 1: Ask the office concerned what it will accept
A marriage certificate or a sworn statement may be enough.
Step 2: Fix the name you will use, and list the other form
The form on your class 10 certificate is usually the one to keep.
Step 3: Make the affidavit
State the old name, the new name, your father's or husband's name and your address. Do not make claims about caste in it. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult, with Rs 250 more for each alias. It is not refunded.
Step 8: Send the file yourself, then apply for the certificate
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar, and then apply for a caste certificate in the new name.
Will the Tehsil Accept the Uttarakhand Gazette?
The tehsil is a state office, so a state notice may serve there. An employer or a university outside the state is the reason to think twice.
Step 1: Ask the tehsil which Gazette it accepts
Before you choose.
Step 2: Think about where the certificate will be used
For a central post or a seat outside the state, the Gazette of India is the safer choice.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice and apply for the certificate
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Letting a centre type the name from hearing | Type it yourself from Aadhaar, and read it back |
| Thinking a new surname changes the caste | It does not, either way |
| A married woman applying on her husband's caste | Her certificate is on her father's side |
| Waiting until selection to sort out the name | Get a certificate in your present name before you apply |
| Paying for a Gazette to fix a spelling | A fresh certificate on identity papers settles it |
| Altering a certificate by hand | Never. It is checked against the issuing office's record |
| Ignoring the father's name on the certificate | Check it against his own papers |
| Throwing away the old certificate | Keep it with the linking paper |
| Putting caste in a change of name affidavit | The notice is about the name alone |
A typical case we handle: a candidate from Udham Singh Nagar was selected for a reserved post. His caste certificate, made when he was in school, gave his name with a caste surname, and his class 10 certificate and Aadhaar did not have it. He was asked to explain within a fortnight and came to us for a Gazette. There was no time for one, and it was not needed. He applied for a fresh certificate in the name on his class 10 certificate, gave a sworn statement meanwhile, and the appointing office accepted the two. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
A certificate questioned or cancelled, a scrutiny committee notice, a claim across state lines, and any question of caste after a change of religion or an inter-caste marriage.
When you do not need us
For a spelling, a home name, the father's name or a married name, you need the tehsil and your own papers. We are useful only where you have taken a new name, or two forms have to be linked by a Gazette. We do not advise on entitlement to a caste certificate.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The certificate is issued through the tehsil for your home address. The Gazette file, where one is needed, is prepared on WhatsApp.

Name Change in Caste Certificate: The Short Version
A caste certificate proves a community, and takes its name from the application. Where the name is wrong or out of date, apply for a fresh certificate in the right name through the portal or the tehsil. A spelling rests on identity papers, a married name on the marriage certificate, and a new name on the Gazette notification.
A change of name never changes a caste, and a woman's certificate stays on her father's side. Get a certificate in your present name before you apply for a post. To check if a Gazette is needed, message us on WhatsApp 9540005064, and we will reply in working hours.
