Name Correction Application Pending in Uttarakhand: Appeals, CM Helpline and RTI
For people who applied to have a name corrected in a certificate, a land record or a register, and have heard nothing for months: how to find out why, the time limits under the state's service law, what the helpline and an information request can and cannot do, and where central offices and banks differ.
With a name correction application pending, first check for an objection and answer it. Once the time limit has passed, write to the officer named for the service, then appeal or go to the grievance officer, and call the CM Helpline on 1905. An information request tells you why. A Gazette does not hurry a file.

Most name corrections are done in a few weeks. Some are not. A file sits on a desk, the portal says "under process" for half a year, and the counter says to come next week. A name correction application pending for months is not something to wait out. This page explains what to do with a name correction application pending in a state office, a central office or a bank.
We prepare Gazette notifications. People with a stuck file often think a Gazette will free it, and it seldom does. The state's time-limit law is from the published text of the Uttarakhand Right to Service Act, 2011, and the helpline from the state's own description. For an office that has refused outright, read when an office does not accept a Gazette.
What Is the Difference Between Pending, Returned and Refused?
- Pending. The office has neither acted nor said why. Nothing is on record to answer or appeal.
- Returned. The office raised an objection or asked for a paper. The file waits for you, not for the office.
- Refused. The office has said no, with or without a reason. That can be answered, or appealed.
- What people think they have. Usually the first.
- What they in fact have. Very often the second, with an objection nobody told them about.
So the first job is to turn silence into a sentence. Whatever the office then says, a returned file or a refusal is easier to deal with than a file that only waits.
What Does the State Provide?
From the published text of the Uttarakhand Right to Service Act, 2011, and the state's own description of its helpline.
| Point | What is provided |
|---|---|
| The right | A right to obtain a notified service within the given time limit |
| Which services | Those the state Government notifies, each with a designated officer and a time limit |
| The officer's duty | To provide the service or reject the application within the time limit, and to give reasons where it is rejected |
| First appeal | A person whose application is rejected, or who is not given the service in time, may appeal to the first appellate authority |
| Second appeal, and the Commission | A second appeal lies, and the Act sets up the Uttarakhand Right to Service Commission |
| Display | The services and their time limits are to be displayed |
| The helpline | The CM Helpline is the state's grievance system, on the toll-free number 1905, a web portal and a mobile app |
Two things follow for a stuck correction. Where the service is a notified one, delay is itself a ground of appeal. And where it is not, the helpline still puts the complaint before a senior officer.
What Is the Ladder, Office by Office?
| Where the file is | First | Then |
|---|---|---|
| A state office: the tehsil, a municipality, a village office | The officer named for the service, in writing | Appeal under the service law. The CM Helpline |
| A state board or university | The section dealing with corrections | The Registrar or Secretary. The CM Helpline |
| Aadhaar | The status check, and the authority's helpline | Its grievance channel and regional office |
| PAN and the tax portal | The service provider's status check | The department's grievance channel |
| The passport office | The file's status, and the enquiry counter | The Regional Passport Officer. The grievance channel |
| A bank or an insurer | The branch, in writing | The grievance officer, then the regulator's complaint system |
| Any public authority | A request under the information law, for the status and the reason | |
Each rung has to be tried before the next. A complaint to the top that skips the officer at the bottom is usually sent back down to him.
What Are the Three Reasons a File Stops?
It is waiting for you
- An objection was raised, or a paper asked for
- The message never reached you, or was not understood
- Give what is asked. The clock starts again
It is waiting for someone
- A report from a field official, or a signature
- Nothing is wrong with your application
- A reminder, an appeal, the helpline
The office cannot do what you asked
- The change is beyond its power, or needs a paper you do not have
- Nobody has told you so in writing
- Make it say so. Then the real route becomes clear
The third is the one where complaining harder does not help. An office that cannot change a parent's name, or a date after a time limit, will not find the power because a helpline rang. What it can do is write the reason down.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The portal shows an objection you had not seen | Answer it, with the paper asked for | No |
| A residence or caste certificate correction is past its time | The designated officer, then a first appeal | No |
| A family register correction awaits a field report | A written reminder, then the CM Helpline | No |
| A land record correction has no order after months | The tehsildar in writing, then the next revenue officer | No |
| A board has not issued a corrected certificate | The Secretary's office, then the CM Helpline | No |
| An Aadhaar update was rejected with a code | Read the reason. Apply again with the right paper | Sometimes |
| A bank has not updated a name after a request | The grievance officer, then the regulator | No |
| The office says in writing that it needs a Gazette | A Gazette notification, then back to the same file | Yes |
A Gazette appears plainly once in eight rows, and only where the office itself has asked for it. For the rest, the cure is a paper, a reminder or an appeal.
What Should You Do, Step by Step?
This is the general order. Do each step in writing, and keep a copy.
Step 1: Find your receipt, and the date on it
The application number and the day you applied. Without these nothing can be traced.
Step 2: Check the status where the office shows it
A portal, a counter or a phone line. Read any objection raised against your application.
Step 3: Answer an objection before you complain
A paper asked for and not given is the commonest cause of a pending file.
Step 4: Find out the time the office is allowed
A notified service has a time limit. A central office publishes its own.
Step 5: When the time has passed, write to the officer named for the service
One page, with the application number, the date and what you asked for. Keep a stamped copy.
Step 6: Go one level up, in the order the office lays down
An appeal under the service law, or the office's own grievance officer.
Step 7: Use the helpline or a grievance portal alongside
It puts your complaint in front of a senior officer, with a number to track.
Step 8: Ask for information, where you still do not know why
A request under the information law, for the status of your file and the reason for the delay.
Why Do the Receipt and the Objection Matter?
- Every route on this page begins with an application number and a date. A complaint without them cannot be traced to a file.
- An application made through a service centre has a receipt. Ask the centre for it, and for the login it used.
- Online portals show a status. "Objection", "reverted" or "returned" means the file is waiting for you.
- Read the objection word for word. It usually asks for one paper: a school certificate, an affidavit, a parent's identity paper.
- Give exactly that, through the same channel, and keep proof that you did.
- Many of the stuck files we are shown were returned months earlier, to a mobile number that had changed.
Read name spelling correction, for the papers a correction usually rests on.
How Does the Right to Service Work?
- The Act gives a right to a notified service within a time limit set for that service.
- Each notified service has a designated officer, and a first and second appellate authority.
- The officer has to provide the service in time or reject the application, and to record reasons for a rejection.
- If the time passes with nothing, or the application is rejected, a first appeal lies. A second appeal lies after that, and the Commission stands above both.
- The office is to display its notified services and their time limits. Ask to see the list, and find yours on it.
- We did not confirm which corrections are notified today, or the present time limits. The counter and the state's service portal will say.
An appeal under this law is a short paper: your application number, its date, the time limit, and the fact that it has passed. It needs no lawyer.
What Does the CM Helpline Do?
- The state describes it as its grievance system, reached on the toll-free number 1905, a web portal and a mobile app.
- A complaint is registered with a number and sent to the department it concerns.
- The department's officer has to reply on the system. That reply is the sentence you were waiting for.
- Give the application number, the date, the office and what you asked for. A vague complaint gets a vague reply.
- If the reply is wrong or empty, say so on the system. Reports say a complaint is not treated as closed until the complainant agrees.
- The helpline does not correct a record. It makes someone responsible for telling you where your file is.
Use it alongside the appeal, not in place of it. The appeal is your legal step. The helpline is what makes a senior officer notice.
What Can a Request for Information Do?
| It can ask for | It cannot |
|---|---|
| The present status of your application, by its number | Order the office to make the correction |
| The date it reached each desk, and where it is now | Decide if the office was right to object |
| The name and post of the officer dealing with it | Shorten the office's own time limit |
| A copy of any objection, report or note on the file | Replace an appeal |
| The rule under which a paper is being asked for | Get an answer to "why" as an opinion. Ask for records |
A request is made to the public information officer of the office, with the fee. The law gives the office about a month to reply, and an appeal if it does not. That is slow. Its strength is that the reply is a record. An office asked in writing where a file has been for eight months often finds it within the month. We wrote the time and the fee from memory. Check them on the Government's portal for such requests.
What About Central Offices and Banks?
- Aadhaar, PAN, the passport office, the provident fund and the central boards are not under the state's service law or its helpline.
- Each has a status check, a helpline and a grievance channel of its own. Use them in that order.
- An Aadhaar update that is rejected comes back with a reason. Read it. Most are cured by a different supporting paper.
- The central Government runs a public grievance portal for complaints against its departments.
- A bank or an insurer has a grievance officer, and above it the regulator's complaint system.
- The information law covers central offices and public sector banks as it does the state's.
Read name change in Aadhaar card, name change in PAN card, name change in passport and name change in bank records.
Where Does a Gazette Come In?
Only where the office has told you, in writing, that it will not make the change without a Gazette. Then the file is not stuck. It is waiting for a paper, and this is the paper.
Step 1: Do not buy a Gazette to hurry a pending correction
It is a different process, and takes weeks of its own.
Step 2: Ask what the office is in fact waiting for
If it is waiting for a paper, give that paper.
Step 3: Use this only if the office says, in writing, that it needs a Gazette
Then the delay has a cause, and this is the cure.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then give the notice to the office
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Quote your pending application number when you hand the notice in.

Which Gazette Should You Use?
The one the office that asked will accept. Find that out before you publish anything.
Step 1: See which office asked for the Gazette
A state office may accept a state notice. A central one usually wants the Gazette of India.
Step 2: Ask it which Gazette it will accept
In writing, so that the answer is on your file.
Step 3: Prefer the Gazette of India where there is doubt
It is accepted more widely.
Step 4: Contact the Roorkee press only if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Waiting in silence for a year | Act once the time limit has passed |
| Not reading the objection on the portal | Check the status first |
| Complaining without the application number | Find the receipt |
| Asking again and again at the same counter | One written reminder, then go up |
| Applying afresh while the first is pending | Two files confuse the office. Chase the first |
| Starting with an information request | Try the quicker routes first |
| Buying a Gazette to free a stuck file | Only if the office asked for one in writing |
| Paying someone to move the file | Never. Complain in writing |
| Keeping no copies | A stamped copy of everything you hand in |
A typical case we handle: a man in Tehri had applied eight months earlier to correct the spelling of his name on a residence certificate. He came to us for a Gazette, hoping it would move things. His application had been returned in the second week, asking for his class 10 certificate. The message had gone to the service centre's number, not his. He uploaded the certificate. When a further month passed, he complained on 1905 with the application number, and the corrected certificate was issued. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
A petition to the High Court against an office that will neither act nor refuse, and any appeal that turns on a point of law.
When you do not need us
For any pending correction. Your own follow-up, in writing and in order, is what moves it. We are useful only where the office has asked, in writing, for a Gazette notification.

The right to a notified service within a given time limit, the designated officer, the first and second appeals, the Commission and the display of services are from the published text of the Uttarakhand Right to Service Act, 2011, read on the High Court's site. That the CM Helpline is the state's grievance system on 1905, with a portal and an app, is from the state's information technology department. That a complaint stays open until the complainant agrees is from a news report. The month allowed for a reply to an information request, and its fee, are from memory and were not checked. We did not confirm which corrections are notified services, their time limits, or any central office's present grievance steps. Each office's own notice is the authority.

A Pending Name Correction: The Short Version
Find the receipt and check the status. Answer any objection, since many stuck files are waiting for the applicant. Once the time limit has passed, write once to the officer named for the service, then appeal under the state's service law or go to the grievance officer. Call 1905 alongside. Ask for information if you still do not know why. Central offices and banks have their own channels.
