Office Not Accepting a Gazette Name Change in Uttarakhand
For people who hold a published Gazette notification and are still told "no" by a bank, a board, a university or another office: why an office refuses, which refusals you can cure yourself, how to ask for the reason, and where to take it next.
Where you find an office not accepting gazette name change papers, ask for the reason and the rule in writing. Read the old name in your notice against that office's record. Carry the full set, with Aadhaar and PAN already updated. Then write to the next level. A rule that itself bars the change is a matter for a lawyer.

A Gazette notification feels like the end of the road. For many people it is the start of a second one. An office not accepting gazette name change papers is seldom being lawless. It usually has a reason that nobody at the counter explains. This page explains what to do about an office not accepting gazette name change papers in Uttarakhand.
We prepare Gazette notifications. We cannot make an office accept one, and nobody can. The Supreme Court's ruling on a board's certificates is from published reports of the judgment. The rest is from our own work and the other pages of this site. For a file returned before publication, read gazette name change rejection reasons.
What Is a Gazette, and What Is It Not?
What it is
- A notice in the Government's official publication that you have changed your name
- Public, permanent and open to anyone on the Government's portal
- The strongest proof of a change of name that a private person can hold
What it is not
- An order to any office to change its record
- A proof of identity. It carries no photograph
- A correction of anything. It records a change, from one name to another
Each office that holds your name changes it under its own rules, on your application. The Gazette is the paper you bring to that application. Most offices take it readily. This page is about the ones that do not.
Why Do Offices Refuse?
| What the office says | The likely reason | What answers it |
|---|---|---|
| "The name does not match our record" | The old name in the notice is not the name the office holds | A paper linking the two forms, or a notice that covers both |
| "This Gazette is not accepted here" | It is a state notice, and the office is central or outside the state | The Gazette of India |
| "Bring your identity papers in the new name" | Aadhaar and PAN are still in the old name | Update them first |
| "We need the original" | The officer doubts a printout | The same issue, opened on the Government's portal |
| "Bring the newspaper and affidavit" | The office wants the full set | Carry all three together |
| "The address is different" | The address in the notice differs from the office's record | Address proof, and the affidavit |
| "Our rules do not allow a change now" | The body's own rule bars or limits the change | Ask for the rule. Then a lawyer |
| "There is a mistake in your Gazette" | A slip in the printed notice | A corrigendum |
Seven of the eight are within your power to answer. Only the seventh is a real wall, and it is met mainly at boards and universities.
What Are the Three Kinds of Refusal?
A gap in your papers
- The names do not line up, or something is missing
- The office would accept a complete, matching set
- You cure it yourself
A counter that does not know
- The clerk has never seen a Gazette, or was told to refuse anything unusual
- The office's own rules allow the change
- Cured one level up, in writing
A rule that says no
- The body's regulations bar the change, or bar it after a date
- The officer is applying the rule correctly
- Cured only by the body changing its mind, or a court
Find out which you face before you argue. People spend months fighting a clerk over what was a gap in their own papers, and others keep adding papers against a rule that no paper will move.
Which Case Is Yours?
| The situation | Route | New Gazette? |
|---|---|---|
| The office's record has a spelling the notice does not show | A linking paper. If refused again, a notice covering both forms | Sometimes |
| A central office refuses a state notice | The Gazette of India | Yes |
| Aadhaar and PAN are still in the old name | Update them, then return | No |
| A printout is doubted | Show the notice on the portal | No |
| The printed notice has a slip | A corrigendum | No |
| A bank will not act | The branch manager, then the bank's grievance officer | No |
| A board or university cites its regulations | The rule in writing, then a lawyer | No |
| The passport office objects | Read name change rejected at the passport office | No |
A fresh Gazette is the answer in one or two rows out of eight. Do not let anyone sell you a second notice before the first refusal has been read.
What Should You Do, Step by Step?
This is the general method. It costs nothing but patience.
Step 1: Ask what exactly is refused
The Gazette itself, or the change you want made on its strength. They are different refusals.
Step 2: Ask for the reason, and the rule behind it
Politely, and in writing if you can. A reason that is written down can be answered.
Step 3: Read your Gazette notice against that office's record
The old name in the notice should be the name the office holds, letter by letter.
Step 4: Carry the full set next time
The Gazette page, the newspaper, the affidavit, and identity papers already in the new name.
Step 5: Show the officer the notice on the Government's own portal
Where the doubt is about a printout. The same issue opens for anyone.
Step 6: Update Aadhaar and PAN first, if you have not
Most offices follow them. A Gazette alone, with identity papers still in the old name, convinces few.
Step 7: Go one level up, in writing
The branch manager, the head of the office or its grievance officer, with copies of everything.
Step 8: Use the grievance channel that office answers to
Named on its own site. Keep a lawyer for the last step, where a rule itself blocks the change.
How Do You Ask for the Reason in Writing?
- Give your request in writing in the first place, with copies of the Gazette and your papers, and take a stamped receipt.
- A request across a counter leaves no trace. A letter with a receipt has a date, and somebody has to answer it.
- Ask two plain questions: is the request refused, and under which rule or instruction.
- Keep the tone even. The person at the counter did not write the rule, and may be your best help in finding who can decide.
- A public office can also be asked, under the right to information law, for the rule it applies to a change of name. That asks for a document, not for a favour.
- Keep every reply. Each level you go up will ask what the level below said.
A written refusal is not a defeat. It is the first paper in your file that states the other side's case, and the only thing a senior officer, an ombudsman or a court can act on.
What Happens, Office by Office?
| Office | What commonly happens | Read |
|---|---|---|
| Aadhaar and PAN | A Gazette is among the papers taken for a change of name. Update these first | Aadhaar, PAN |
| Banks | Follow identity papers. A refusal is usually a counter that wants Aadhaar and PAN in the new name | Bank records |
| The passport office | Has its own list for a change of name, and reads every paper against it | Passport office |
| School boards | Have their own regulations on changing a certificate, often with time limits | CBSE and ICSE, state board |
| Universities | Each has its own ordinance. Many change a degree only on a Gazette and a fee, some not at all after a time | HNB Garhwal, Kumaun |
| Employers | Government offices follow their own instructions on a change of name in service records | Government employees |
| Companies and registrars | Ask for a Gazette for a change by choice, with their own forms | Share certificates |
The marked rows are where a rule, and not a clerk, most often stands in the way. A certificate records what was true on the day of the examination, and bodies that issue them are slow to alter them.
What Has the Supreme Court Said?
From published reports of the Supreme Court's judgment of 3 June 2021 in a group of cases about a national school board's certificates. We did not read the full judgment for this page.
- The Court called a name an intrinsic element of identity.
- It held that the right to control one's identity must remain with the individual, subject to reasonable restrictions.
- The board's bye-laws allowed a change of name only on a court order obtained before the results were published.
- The Court held that bar on changes after results to be excessively restrictive, and an unreasonable restriction on rights under Article 19.
- It said candidates may seek a change on court orders and Gazette publications obtained after the result, within a reasonable time limit set by the board.
- It kept a distinction between correcting a record to match what was always true, and changing it to a name taken later.
High Courts have since applied this reasoning to other boards, as reports show. It does not mean every body must change every certificate on demand. It means a flat "our rules do not allow it" can be tested. That test is made by a lawyer, in a court.
How Do You Go One Level Up?
- The head of that office. The branch manager, the principal, the registrar, the section officer. In writing, with the first request and its receipt.
- The body's own grievance officer. Banks, boards and departments name one on their sites.
- The regulator or the ombudsman. For a bank, the banking regulator's complaint system, once the bank's own channel has been tried.
- The Government's grievance portals. For a central or a state office, through the public grievance system each runs.
- A lawyer. Where a rule bars the change, or an office will neither act nor refuse.
Climb one rung at a time, and give each a fair wait. A complaint that skips the office's own channel is usually sent back to it. We did not confirm the present steps or time limits of any of these channels. Each sets them out on its own site.
What If the Notice Itself Is at Fault?
- Read the notice as a stranger would. The old name, the new name, the father's or husband's name and the address.
- A slip in print, where the notice differs from what you submitted, is put right by a corrigendum.
- A slip you made yourself, in the form, is harder. The department decides what it will correct.
- A notice that is accurate and still does not serve is a different thing. It gives one old name, and the office holds another.
- That is common where a school certificate reads "Pushpa" and Aadhaar read "Pushpa Kumari", and the notice named only one.
- A linking paper may bridge it. Where it does not, a fresh notice naming both earlier forms is the clean answer.
Read gazette corrigendum for a name change and alias name in a Gazette notification, which is how two earlier forms are covered in one notice.
What If No Gazette Would Have Worked?
- Some refusals are right. The problem was never a change of name, and a Gazette was the wrong paper for it.
- A mistake in a birth certificate is corrected by the Registrar who issued it.
- A wrong spelling on a board certificate is corrected by the board, through the school, on its own form.
- A date of birth is not changed by a Gazette at all.
- A dead person's name cannot be gazetted. Heirs link the names with other papers.
- If this is your case, the Gazette is not wasted. It is simply not the paper this office needs.
Read name correction vs name change, affidavit vs newspaper vs Gazette and date of birth correction.
How Do You Get the Notice Right the First Time?
Most refusals trace back to the day the form was filled. These are the steps of the Gazette of India route, with the two that decide whether offices will accept the result.
Step 1: Decide the exact new name, once
The spelling every paper will carry. A second Gazette to mend the first is the costliest mistake.
Step 2: Copy the old name from the record you most need changed
If the board certificate reads one way and Aadhaar another, the notice has to cover both forms.
Step 3: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 4: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 5: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 6: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 7: Send the file yourself
To the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.
Step 8: Read the published notice before you use it
A slip in print is put right by a corrigendum. Do not carry a notice with an error to any office.
What About a State Notice and a Central Office?
A notice in the Uttarakhand Gazette is a real Gazette notice. Offices outside the state, and central ones, often ask for the Gazette of India all the same.
Step 1: Ask the office that refused which Gazette it accepts
A central office, or one outside the state, usually wants the Gazette of India.
Step 2: If you hold only a state notice, ask if a central one is needed
It is a fresh application, not a conversion.
Step 3: If you hold a central notice, a state office should take it
Ask for the rule if it does not.
Step 4: Contact the Roorkee press only if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download whichever notice you hold from its portal
egazette.gov.in for the Gazette of India, gazettes.uk.gov.in for the state.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Arguing at the counter | Write, and take a receipt |
| Accepting a spoken "no" | Ask for the reason and the rule |
| Carrying only the Gazette page | Carry the newspaper and affidavit too |
| Going to the hardest office first | Aadhaar and PAN first, then the rest |
| Buying a second Gazette at once | Read the refusal first |
| Using a notice with a slip in it | Get a corrigendum |
| Complaining to the top before the office's own channel | Climb one rung at a time |
| Treating a regulation as a clerk's whim | Ask for the rule, and see a lawyer |
| Paying someone who promises to "get it accepted" | Nobody can promise that |
A typical case we handle: a young man in Haldwani held a Gazette changing his name from "Deepak Kumar" to "Deepak Bisht". His bank updated the account. His university refused, and he came to us for a second Gazette. We read the refusal first. The university's record, from his class 12 certificate, read "Deepak Kumar Arya". The notice gave his old name without "Arya", as his Aadhaar then did. His school certificate and Aadhaar history linked the two forms, and the university's letter cited no bar on the change itself. He applied again, in writing, with those papers. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
A rule that bars the change, an office that will neither act nor refuse, and any appeal or petition.
When you do not need us
For most refusals. Reading the notice against the record, carrying the full set and writing to the next level cost nothing. We are useful where a fresh notice, a notice naming two earlier forms or a Gazette of India notice is in fact needed.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. Send the notice and the refusal on WhatsApp, and we will read one against the other.
People Also Ask About a Refused Gazette
Can a bank refuse a Gazette name change?
It can ask for more. It should give a reason.
Is a Gazette notification valid everywhere in India?
The Gazette of India is recognised across the country.
Why is my Gazette not being accepted?
Usually the old name does not match the office's record.
Can a board change my certificate after the result on a Gazette?
The Supreme Court allowed it in 2021, within a time limit.
What do I do if a university refuses my Gazette?
Ask for the rule in writing, then consult a lawyer.
Do I need a new Gazette if one is refused?
Only sometimes. Read the refusal first.
What is the name of the Supreme Court case on changing a name in board certificates?
Jigya Yadav (Minor) v CBSE, Civil Appeal No. 3905 of 2011, decided on 3 June 2021. High Courts cite it when a board refuses a change of name.
What is the difference between a correction and a change in a board certificate?
Reports of the judgment say a request backed by school records or public documents such as Aadhaar is treated one way. A newly acquired name with no supporting record needs prior permission or a declaration by a court, publication in the Official Gazette, return of the original certificate and the prescribed fee.
Do I have to return my old certificate to get a new name on it?
For a change to a newly acquired name, the Court's guidelines, as reported, include surrender or return of the original certificate issued by the board.
Which version of a board's bye-laws applies to my request?
The bye-laws in force on the date the result was declared. The Supreme Court settled this because High Courts had differed on it.
Can a state board insist on a civil court decree as well as a Gazette?
Some can. The Allahabad High Court has held that a name in that state board's certificates can be changed only after a decree from a civil court. Read the court order against your other papers before you file.
Can a board ban all name changes in its certificates?
A 2025 High Court ruling, as reported, held that reasonable limits on frequent changes are allowed but a blanket ban is not sustainable. It separated a correction of a typing slip, with a three-year limit, from a change of name.

A Refused Gazette: The Short Version
A Gazette is proof of a change of name. It is not an order to any office. When one is refused, find out which kind of refusal it is. A gap in your papers you cure yourself: match the old name to the office's record, carry the full set, update Aadhaar and PAN first. A counter that does not know is cured one level up, in writing. A rule that says no is for a lawyer, and the Supreme Court has shown such rules can be tested.
