Passport Name Change Rejected or Put on Hold in Uttarakhand
When the passport office objects to a name change or holds the file: the usual reasons, how to find out which one applies, and what to give it so the file moves again.
When a passport name change is rejected or put on hold, the cause is usually a missing paper: proof of the change, or two public documents in the new name. Find out the exact objection in writing, supply that paper, and do not file a second application. A Gazette helps only where proof of the change is what is missing.

A passport name change rejected or held at the counter feels like a dead end, most of all when a visa or a job is waiting. It rarely is one. This page explains what to do after a passport name change rejected or held in Uttarakhand: the usual reasons, how to learn which applies, and how to answer it.
We do not appear before the passport office, and we cannot speed up a file. What we can do is tell you what an objection is asking for. For the rules themselves, read name change in passport in Uttarakhand.
What Is the Difference Between a Hold, an Objection and a Refusal?
People say "rejected" for three different things. They call for different responses.
| What happened | What it means | What to do |
|---|---|---|
| Sent back at the counter | The officer at the Passport Seva Kendra found a paper missing and did not accept the file as complete | Bring the paper. Often a fresh appointment is needed |
| File on hold or under review | The file was accepted and the Regional Passport Office wants something more, or is checking | Find out what is asked, and supply it |
| Adverse police report | The police could not confirm you, or reported a difference | Sort it out with the police station and the passport office |
| Refusal | A written order declining the passport or the change | Read the order. The law gives a right of appeal |
The first three are far more common than the fourth, and they are not a "no". They are a request. Treat them as one.
What Are the Usual Reasons?
These are the common reasons. Yours is likely to be one of them, or a mix of two.
No proof of the change
No Gazette notification and no two newspaper clippings, or only one clipping.
No two documents in the new name
Aadhaar and PAN still carry the old name, so nothing shows the new name in use.
Papers disagree
The spelling, the order of names or the date of birth differs between the documents shown.
A marriage paper is missing
A surname after marriage, with no marriage certificate and no joint declaration.
The form and the papers differ
The given name and surname boxes were filled differently from the proof.
Two more turn up now and then. A change that is really a correction was applied for as a change of name, or the other way round. And a child's application lacked what the list asks of the parents.
How Do You Find Out the Exact Objection?
Do not guess, and do not act on what an agent says the problem "must be". Get it from the passport office itself.
- Track the file. Use the status tracker on the Passport Seva portal with your file number and date of birth. Note the wording of the status.
- Check your messages and post. The office may have sent an SMS, an email or a letter asking for a document.
- Look at what you were told at the counter. If the file was sent back at the Passport Seva Kendra, the officer usually says, or writes, what is missing.
- Ask the Regional Passport Office. For Uttarakhand it is at Dehradun. Use its enquiry channel, as the portal sets out, and ask what is required to clear the hold.
- Ask for it in writing. A written requirement tells you exactly which paper will settle the matter.
Once you have the wording, match it to the sections below. Most holds name one paper.
How Do You Respond to a Hold or an Objection?
Step 1: Get the objection in the office's own words
From the status, a message, a letter or the enquiry counter.
Step 2: Work out which paper it is asking for
Proof of the change, two documents in the new name, a marriage paper, or a paper to explain a difference.
Step 3: Get that paper, and only that
Do not send a bundle of everything you own. Answer what was asked.
Step 4: Make sure it agrees with your application
The same spelling, the same split of given name and surname, the same address.
Step 5: Submit it the way the office directs
At the Regional Passport Office, or as the notice says. Carry the original and a self-attested copy.
Step 6: Take a receiving
Note the date, the counter and the officer's remark on your copy.
Step 7: Track the file, and follow up in writing
If nothing moves, use the grievance channel on the portal, quoting your file number.
Act quickly. A file left unanswered for long may be closed, and you would then have to apply and pay again.
What If Proof of the Change Is Missing?
The passport rules, as published, ask for either clippings from two newspapers announcing the change of name, or a Gazette notification of the Union or a State Government.
- If you gave only one newspaper clipping, publish the second notice and give both in original.
- If you gave photocopies, give the original newspapers.
- If the wording in the newspaper does not match your application, ask if a corrected notice is needed.
- If you gave nothing, or the office says the clippings will not do in your case, a Gazette notification is the stronger paper.
This is the one place where our work fits. A Gazette commonly takes 3 to 7 weeks, so tell the passport office you are obtaining it, and ask how long it will keep the file open.
What If Two Documents in the New Name Are Missing?
The same rules ask for at least two public or school documents issued to you in the changed name. This is the most common gap, because people apply for the passport first.
- Update Aadhaar. In person at a centre. A complete change of name there needs a Gazette notification. A smaller change may not.
- Update PAN. By the request for changes or correction, so it matches Aadhaar.
- Give the passport office both, in original with self-attested copies.
Other public documents in the new name can serve as well, such as a voter card, a driving licence or a bank passbook, as the office accepts. Aadhaar and PAN are the pair it sees most.
This takes time, and your file may not wait. Ask the office if it will keep the file on hold while you update the two, or if it is better to let this application go and apply again when the papers are ready. See name change in Aadhaar card and name change in PAN card.
What If Your Papers Do Not Agree With Each Other?
| The mismatch | How it is usually answered |
|---|---|
| A spelling differs between two papers | Correct the odd paper at its own office, and show the corrected one |
| Initials on one paper, the full name on another | Expand the short record. Aadhaar treats this as a minor change |
| The same words in a different order | Correct the odd record, and fill the passport boxes to match your base record |
| The class 10 certificate has the old name | That is expected after a change of name. The Gazette or the clippings link the two |
| The Gazette gives an address that differs from your application | Explain with proof of both addresses, or ask what the office will accept |
| The date of birth differs | A separate matter, settled against the birth certificate. Not a name question |
Where two forms of your name have both been in real use and no single paper settles it, a Gazette notice that states both, joined by "alias", can tie them together. See alias name in a gazette notification and name spelling correction in Uttarakhand.
What If Police Verification Is the Problem?
After a change of name, the police may visit and find that neighbours, the ward member or the village pradhan know you by the old name. Or they come when you are away.
- Be at the address you gave, and tell your family what name is on the application.
- Keep a set ready for the visit: the Gazette or the clippings, your Aadhaar in the new name, and your old passport.
- If the report has already gone against you, ask the passport office what it needs. Often it orders the verification again.
- Visit the police station with your papers and explain the change. Take a note of whom you met.
- If you have moved, give the present address correctly. A wrong address causes more adverse reports than a changed name does.
A report that says you are not known by the new name is answered by showing that the change was published and that your records now carry it.
What Should You Not Do?
Do not
- File a second application while the first is open
- Leave out the earlier application or passport in a new form
- Alter a date, a name or a paper to make things match
- Pay anyone who offers to "clear" the file from inside
- Stop answering and let the file lapse
Do
- Answer the exact objection, in writing
- Give originals where originals are asked for
- Keep a receiving for every paper you hand over
- Tell the office if you need time to get a Gazette
- Travel on your existing passport if a date is close
What If the Office Finally Refuses?
- Ask for the refusal as a written order, with its reasons.
- The Passports Act provides for an appeal against such an order, within a time limit. Read the order for where and by when.
- This is a lawyer's work. Take advice as soon as you have the order.
- Where the reason is simply that your papers were not in order, it is often quicker to put them in order and apply afresh, declaring the earlier application.
We do not take up appeals. We can tell you if a Gazette notification would answer the reason given in the order.
How Do You Get a Gazette Notification to Answer the Objection?
Use this where proof of the change is what the office wants, or where Aadhaar needs it before you can show two documents. The notice goes in Part IV of the Gazette of India.
Step 1: Confirm in writing that a Gazette will clear the hold
And ask how long the file will be kept open.
Step 2: Fix the name exactly as in your passport application
The same spelling and the same split of given name and surname.
Step 3: Make the affidavit
State the old name, the new name, your father's or husband's name and your address. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and an undertaking showing the old and the new name.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then give the Gazette to the passport office
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Download the published Gazette from egazette.gov.in and submit a printed copy as the office directs.
Give the same address in the Gazette as in your passport application and your Aadhaar. A second mismatch is the last thing a held file needs.
Would the Uttarakhand Gazette Answer the Objection?
The rule, as published, covers the Gazette of the Union or a State Government. With a file already on hold, do not take a chance. Ask the office.
Step 1: Ask the passport office which Gazette it will accept for your file
In writing, quoting your file number.
Step 2: Remember Aadhaar and PAN
If you still need two documents in the new name, ask those offices too. The Gazette of India is accepted across the country.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted, and how long it takes.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice and give it to the passport office
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Make a Hold Worse?
| Mistake | What to do |
|---|---|
| Guessing the reason | Get the objection in the office's own words |
| Filing a new application on top of the old one | Answer the open file first |
| Paying for a Gazette when two documents were what was missing | Match the paper to the objection |
| Giving a Gazette with a different spelling or address | Keep it identical to the application |
| Sending photocopies of newspaper notices | Give the original newspapers |
| Missing the police visit | Be at the address, with your papers ready |
| Letting weeks pass with no reply | Answer, or ask for time, in writing |
| Paying a tout to move the file | Use the enquiry and grievance channels on the portal |
| Booking travel in the new name | Travel on the passport you hold until the new one arrives |
A typical case we handle: a woman in Haridwar applied to change her first name on her passport and gave one newspaper clipping and an Aadhaar in her old name. Her file went on hold. She came to us for "whatever fixes it". The objection asked for proof of the change and two documents in the new name. She filed a Gazette notice, updated Aadhaar and PAN with it, and gave all three to the passport office, which then cleared the file. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
An appeal against a refusal, a show cause notice, a penalty, and any case where information was left out of an earlier application.
When you do not need us
If the objection asks for a marriage certificate, a second newspaper clipping, a corrected Aadhaar or a fresh police verification, you need that paper and not a Gazette. Send us the wording of the objection and we will tell you, free, if a Gazette would answer it.

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The Regional Passport Office for the state is at Dehradun. The Gazette file, where one is needed, is prepared on WhatsApp.
People Also Ask About a Held Passport File

How do I know what document the passport office wants?
Track the file on Passport Seva, check your messages, and ask the Regional Passport Office in writing.
Will a gazette notification clear a hold on my passport file?
Only where proof of the change is what is missing. Ask the office first.
Can I apply again if my passport application is on hold?
Not while the first is open. Answer the open file.
What if the police report is adverse after a name change?
Ask the passport office what it needs, and explain the change to the police with your papers.

The Passports Act provides for an appeal. Take a lawyer's advice on the order.
What proof of date of birth is needed for a child's passport now?
For a child born on or after 1 October 2023, a birth certificate issued under the Registration of Births and Deaths Act, 1969 is the only acceptable proof of date of birth. So the child's name and date of birth on that certificate must be right before you apply.

No. For those born before 1 October 2023, other documents remain valid, such as a school leaving certificate, PAN card, driving licence, voter card or a life insurance policy bond.
When was the passport birth certificate rule notified?
Under the Passports (Amendment) Rules, 2025, notified as G.S.R. 156(E) on 24 February 2025.
What is Passport Seva Programme 2.0?
The Ministry's upgraded system for passport delivery, extended across passport offices, Passport Seva Kendras and Post Office Passport Seva Kendras. The External Affairs Minister announced it, with the nationwide rollout of e-passports, on 24 June 2025.
Are e-passports being issued in India?
Yes. A total of 1,73,16,144 e-passports had been issued in India and abroad up to 30 July 2026, as reported. Ask the office whether your re-issue will be an e-passport.
Can I apply at a Post Office Passport Seva Kendra?
Yes. Post Office Passport Seva Kendras are part of the passport network, and the Ministry has been expanding them. A file on hold is still answered as the office that holds it directs.

Passport Name Change on Hold: The Short Version
A hold is a request for a paper. Get the objection in the passport office's own words, by tracking the file and asking the Regional Passport Office at Dehradun. Most holds ask for proof of the change, which is two newspaper clippings or a Gazette notification, or for two public documents already in the new name.
Supply that paper, keep a receiving, and do not apply a second time. To find out what your objection is asking for, send its wording on WhatsApp 9540005064, and we will reply in working hours.
