Name Change in Passport in Uttarakhand
How a name is changed or corrected in an Indian passport: the re-issue, the proof the passport rules ask for, the order to follow, and what it means for visas and tickets.
A name change in passport records is made by a re-issue of the passport. The passport rules ask for either clippings from two newspapers announcing the change, or a Gazette notification, along with at least two public documents in the new name. A woman's surname after marriage rests on a marriage certificate or a joint declaration.

A name change in passport records comes last in the chain and matters most, because a visa, a ticket and a job abroad are all issued against the passport. This page explains name change in passport records for people in Uttarakhand: what the passport rules ask for, the order to follow, and what a Gazette does and does not add.
We do not issue passports. You apply on Passport Seva yourself. Our work is the Gazette, which is one of the two kinds of proof the rules accept. For that, read gazette name change in Uttarakhand.
Why Is a Name Change in a Passport a Re-issue?
A passport is not corrected by hand. Where a name is to be changed or corrected, you apply for a re-issue with a change in personal particulars, and a new booklet is printed.
- The new booklet carries the new name and a new passport number.
- The old passport is cancelled and returned to you. Keep it.
- The application is made on the Passport Seva portal, and you attend a Passport Seva Kendra in person.
- The passport office may carry out a fresh police verification.
Because the booklet and its number change, a name change in a passport touches everything issued against the old one: a visa, a residence permit, a ticket and an employer's record abroad. Plan it for a time when you are not travelling.
Which Case Is Yours?
This is the usual position. Passport Seva's own document list for your case is the authority.
| The situation | Example | Usual proof | Gazette? |
|---|---|---|---|
| A woman's surname after marriage | Sunita Bisht to Sunita Rawat | A marriage certificate, or a joint declaration by husband and wife | No |
| A surname after divorce | Back to the maiden surname | The divorce decree | No |
| A printing or spelling mistake | Bist printed for Bisht | Papers showing the right spelling | Usually no |
| Names in the wrong boxes | The surname sits in the given name box | Papers showing the name | Usually no |
| A full change of name | Rakesh Kumar to Aarav Negi | Two newspaper clippings or a Gazette notification, and two public documents in the new name | One of the two options |
| A full change of name at marriage | A new first name as well as the surname | The standard change of name procedure | One of the two options |
Look at the last column. Even for a full change of name, the passport rules do not make a Gazette compulsory. They accept either of two kinds of proof. The next sections explain why most people still end up using the Gazette.
What Do the Passport Rules Ask For?
The Ministry of External Affairs revised the passport rules some years ago and did away with the old affidavit for a changed name. As published by an Indian mission, the position is this.
| What | The rule |
|---|---|
| Proof of the change | Either clippings from two newspapers announcing the change of name, or the Gazette notification of the Union or a State Government |
| Papers in the new name | At least two public or school documents issued to the applicant in the changed name |
| The old affidavit for a changed name | Discontinued. No new declaration was prescribed in its place |
| Proof of marriage or divorce | The general requirement for married, divorced and re-married applicants was discontinued |
Two things follow from the second row. A passport cannot be the first paper in your new name, since two others must already carry it. And those two are usually Aadhaar and PAN, which have rules of their own.
Passport offices apply these rules through their own document list, which can ask for more in a given case. Check the list on Passport Seva for your case before you apply.
Gazette or Two Newspapers: Which Should You Use?
| Point | Two newspaper clippings | Gazette notification |
|---|---|---|
| Accepted for the passport | Yes, under the rules | Yes, under the rules |
| Accepted by Aadhaar for a major change | No. A Gazette is asked for | Yes |
| Named on the PAN list for a change of name | No | Yes |
| A record you can look up later | Only your own clippings | Published online for good |
| Cost | Two advertisements | The Gazette charge, plus one advertisement |
| Time | A few days | Some weeks |
So the honest answer is this. For the passport office alone, two newspaper clippings are enough under the rules. But you also need two public documents in the new name, and for a full change of name Aadhaar asks for a Gazette. Most people who are taking a new name therefore need the Gazette anyway, and then use it for the passport as well.
If your change is one that Aadhaar treats as minor, such as adding a surname or correcting a spelling, you may not need a Gazette for any of the three. See name change in Aadhaar card in Uttarakhand.
In What Order Should You Do It?
- Publish the change. A Gazette notification, or two newspaper notices, as your case needs.
- Update Aadhaar. In person at a centre.
- Update PAN. So that it matches Aadhaar.
- Apply for the passport re-issue, with the proof of the change and those two documents in the new name.
- Deal with visas and foreign records, as each country requires.
People in a hurry try to do the passport first, because a visa date is close. It does not work. The passport office wants to see the new name already in use on two papers.
Allow a few months from start to finish. If a visa interview, a joining date or a flight is nearer than that, think about travelling on the passport you have and changing the name afterwards.
How Is a Surname Changed in a Passport After Marriage or Divorce?
After marriage
- A marriage certificate, or a joint declaration with a photograph signed by husband and wife
- No Gazette and no newspaper notice for the surname alone
- Changing your surname is a choice. You may keep your name and only add your husband's name as spouse
- A new first name as well as a new surname is a full change of name, with the standard proof
After divorce
- The divorce decree is the paper for going back to an earlier surname
- It is also the paper for removing a spouse's name from the passport
- On re-marriage, the earlier decree or death certificate and the new marriage certificate
- Send certified copies. Keep the originals
In Uttarakhand, a marriage is registered on the state's portal, and that certificate is the simplest proof. See name change after marriage in Uttarakhand and name change after divorce in Uttarakhand.
How Do You Apply for the Re-issue?
Step 1: Check Passport Seva's document list for your case
Use the document advisor on the portal for a re-issue with a change of name.
Step 2: Get the proof of the change
The Gazette notification or the two newspaper clippings, or the marriage certificate or decree.
Step 3: Get two public documents in the new name
Usually Aadhaar and PAN, updated first.
Step 4: Fill the re-issue application online
Choose re-issue with a change in existing personal particulars. Enter the given name and the surname with care.
Step 5: Pay the fee and book an appointment
At a Passport Seva Kendra or a Post Office Passport Seva Kendra that serves you.
Step 6: Attend with the originals
The old passport, the proof of the change, the two documents and self-attested copies.
Step 7: Complete police verification, if it is ordered
Be available at the address you gave.
Step 8: Check the new passport when it arrives
Read the given name, the surname, the parents' names and the date of birth, letter by letter.
Why Do the Given Name and Surname Boxes Matter?
A passport holds a name in two parts, the given name and the surname. Airlines, embassies and immigration systems read them separately. A re-issue for a name change is the moment to get the split right.
- Decide which words are your given name and which one is your surname before you fill the form.
- Write names in full. Avoid initials and short forms such as Md. or Kr.
- If you have a single name with no surname, think about what the country you are going to requires. Some systems do not accept a blank surname.
- Leave out titles such as Shri, Smt. and Dr.
Where the only problem is that the words sit in the wrong boxes, that is a correction, and it needs no Gazette. See name order and surname first in documents and adding a surname to a single name.
What Happens to Visas, Tickets and the Old Passport?
| Item | What to do |
|---|---|
| The old passport | It is cancelled and returned. Keep it for life. It shows your travel history and links the two names |
| A valid visa in the old passport | Ask the embassy concerned. Some accept the old passport carried with the new one. Others want the visa moved or issued afresh |
| A residence or work permit abroad | Tell the immigration authority of that country, as its rules require |
| A booked ticket | The name on a ticket must match the passport you travel on. Ask the airline before the booklet changes |
| Frequent flyer, bank and employer records abroad | Update each with the new passport |
If you live abroad, the re-issue is made through the Indian mission there. See name change for NRI from Uttarakhand.
What Is the Fee, How Long Does It Take, and Where Do You Go?
- Fee. A re-issue is charged at the passport fee for your age and the booklet you choose. Use the fee calculator on Passport Seva. A faster service costs more.
- Time. It depends on the appointment and on police verification. We do not give a figure, because it varies by office and by case.
- Where. The Regional Passport Office for Uttarakhand is at Dehradun. Appointments are at a Passport Seva Kendra or a Post Office Passport Seva Kendra in the state. The portal shows the ones that serve your address.
- The Gazette, where you use one. Commonly Rs 1,100 for an adult in the Gazette of India, plus an affidavit and a newspaper notice, and commonly 3 to 7 weeks.
Our own charge applies only where we prepare a Gazette file. It is quoted per case and shown as a separate line. We do not fill passport applications or book appointments.
How Do You Get a Gazette Notification for the Passport?
The notice goes in Part IV of the Gazette of India. It serves Aadhaar, PAN and the passport alike.
Step 1: Confirm that your case is a change of name
A surname after marriage, a printing mistake or a word in the wrong box usually needs no Gazette.
Step 2: Fix the exact new name
As it will be printed in the passport: given name and surname.
Step 3: Make the affidavit
State the old name, the new name, your father's or husband's name and your address. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and an undertaking showing the old and the new name.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update Aadhaar and PAN
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar and PAN, and then apply for the passport.
Does the Passport Office Accept the Uttarakhand Gazette?
The rule, as published, speaks of the Gazette notification of the Union or a State Government. So a state Gazette is within its words. Think about your other records before you choose.
Step 1: Check Passport Seva's list for your case
See how it describes the Gazette notification it accepts.
Step 2: Think about Aadhaar, PAN and use abroad
You need two documents in the new name first. Ask those offices which Gazette they accept. The Gazette of India is accepted across the country.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Applying for the passport before Aadhaar and PAN carry the new name | Two public documents in the new name come first |
| Paying for a Gazette for a surname after marriage | A marriage certificate or a joint declaration is the proof |
| Thinking the Gazette is the only proof the passport office takes | Two newspaper clippings are the other option |
| Relying on newspaper clippings for a full change of name | Aadhaar asks for a Gazette for a major change |
| Starting a month before a visa date | Allow a few months, or travel first |
| Booking a ticket in the new name before the passport arrives | The ticket follows the passport you hold |
| Throwing away the old passport | Keep it for life |
| Filling the surname in the given name box | Decide the split before you start |
| Using an agent's site that looks official | Apply on the Passport Seva portal |
A typical case we handle: a hotel worker from Mussoorie had a job offer abroad in six weeks and wanted to change his first name before leaving. We told him it could not be done in that time: the Gazette, then Aadhaar and PAN, then the passport, then the visa. He travelled on his existing passport, and filed the Gazette papers on his first visit home. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us

For the passport alone, two newspaper clippings are an option the rules allow. We are useful where you are taking a new name and need the Gazette for Aadhaar, PAN and the passport together.

The fee, the time and the papers for a correction are not stated as figures, because Passport Seva's own list and fee calculator are the authority.
