Name Order and Surname First in Documents in Uttarakhand
When one paper says "Rawat Suresh Singh" and another says "Suresh Singh Rawat": what it means, which office fixes it, and when a Gazette is really needed.
A different name order in documents, such as the surname written first, is usually not a change of name. The words are the same, so the office that holds the record can often correct the order with a supporting paper. A Gazette is needed only where an office refuses, or where the words also differ.

A different name order in documents worries people more than it should. A school register that wrote the surname first, or a passport with the names in the wrong boxes, looks like two different people on paper. This page explains name order in documents for people in Uttarakhand: what it is, which office fixes it, and when a Gazette is needed.
Most readers of this page will not need a Gazette, and so will not need us. If words in your name are missing or added as well as moved, read surname change in Uttarakhand.
What Is a Name Order Problem?
It is when your papers carry the same words in a different sequence. Nothing is misspelt, and no word is missing. Only the order differs.
| On one paper | On another | What happened |
|---|---|---|
| Suresh Singh Rawat | Rawat Suresh Singh | The surname was written first |
| Suresh Singh Rawat | Singh Suresh Rawat | The middle name was moved |
| Given name: Suresh Singh. Surname: Rawat | Given name: Rawat. Surname: Suresh Singh | The names went into the wrong boxes of a form |
| Suresh Singh Rawat | Rawat, Suresh Singh | A surname-first style with a comma, as lists and registers use |
It usually starts with a form. School registers, examination forms and many office lists ask for the surname first. Online forms split the name into two or three boxes, and people fill them differently each time. No one made a mistake about who you are. The parts simply landed in a different order.
Is a Different Name Order a Change of Name?
Usually not. A change of name gives you a name you did not have before. Here you have one name, with every word intact, written two ways. That is a matter of correction or of formatting.
| The difference | What it is | Usual route |
|---|---|---|
| Same words, different order | An order difference | The office that holds the record. No Gazette in most cases |
| Same words, one written as an initial | Short form and full form | The office that holds the record |
| A different order and a different spelling | An order difference and a spelling error | Correction at the issuing office. A public notice if it asks |
| A different order and a word missing or added | More than order. Possibly two forms of the name | Check your papers. A Gazette with an alias may be needed |
| You want a new order from now on, with new words | A change of name | Gazette change of name |
The Aadhaar rules allow certain name updates with a supporting paper and no Gazette, and a change in the order of the same name is among them. So for the record most other offices check against, the order can be put right directly.
Where Does Each Record Put Your Name?
Different records hold a name in different ways. Knowing this explains most order differences.
| Record | How the name is held | Where order goes wrong |
|---|---|---|
| Aadhaar | As one full name | The words typed in a different sequence at enrolment |
| PAN | In separate parts for last name, first name and middle name | Parts entered in the wrong boxes |
| Passport | In two boxes: given name and surname | The surname placed in the given name box, or the other way round |
| School and board certificates | As the school wrote it in its register | A surname-first register copied onto the certificate |
| Bank account | As on the papers you gave at opening | A form filled surname first |
| Voter ID and driving licence | As entered by the office | Typed from a surname-first list |
A record that splits the name into boxes, such as a PAN or a passport, is not wrong because its boxes read differently from a one-line record. It is wrong only if a word sits in the wrong box. Read each record the way that record is built before you decide it has an error.
Which Order Should You Keep?
Pick one order as your base, and bring the others in line with it. Do not change the base to suit whichever office you visited last.
- Start with your class 10 certificate. It is usually the oldest paper that boards, employers and the passport office trust, and it is the hardest to change.
- Check your birth certificate, if it carries your full name.
- Look at your passport, if you hold one, and note which words are the given name and which the surname.
- Choose the order that most of your papers already carry. Fewer records then need attention.
The common order in most Indian records is given name, middle name, surname. If your class 10 certificate has the surname first, think before you treat that as your base. It may be easier to ask the board how it reads a surname-first entry than to turn every other record round.
Write the chosen order on a slip of paper and carry it. Fill every form from that slip for the rest of your life, and the problem does not come back.
How Do You Fix the Name Order Without a Gazette?
Step 1: List your records and the order on each
Write down every paper and exactly how your name appears on it.
Step 2: Confirm it is only the order
Check that every version has the same words, spelt the same.
Step 3: Choose your base order
Usually the one on your class 10 certificate and on most of your papers.
Step 4: Correct Aadhaar first, if it is the odd one
Visit an Aadhaar Seva Kendra with a supporting document that shows the right order. Aadhaar allows a name update only twice in a lifetime, so do this once and with care.
Step 5: Correct the other odd records, one by one
PAN through its correction application, the bank at the branch, the voter ID through Form 8, and so on, each with your corrected Aadhaar.
Step 6: Where an office will not change its record, ask what it will accept
Some offices note the two forms as the same person on a sworn statement. Others ask for more. Get the answer in writing.
For a board certificate, apply through your school on the board's own form. Boards have their own rules and time limits, so ask early.
What About the Passport, Tickets and Visas?
Travel is where name order causes the most real trouble, because airlines and immigration systems match the given name and the surname as two separate fields.
In the passport
- Check which words are printed against "Given name" and which against "Surname"
- If a word is in the wrong box, the passport needs a re-issue with the right split
- Passport Seva has its own list of papers for this. Check it for your case
- Fix your other identity papers first, so they support the split you ask for
On tickets and visa forms
- Enter the given name and the surname exactly as the passport has them
- Do not swap them to match another paper
- If the passport has a blank surname, follow the airline's or the embassy's own instruction for that case
- Keep the same split on every booking and every application
A passport is the base record for travel. Until it is corrected, every ticket and visa follows the passport as it stands, even where you know it to be wrong. Correct it well before you plan to travel, not in the week before.
When Is a Gazette Needed for a Name Order Problem?
An office refuses in writing
It will not correct its record or accept the two forms as one person without a Gazette notification.
Words differ as well
One form has a word that the other lacks, or a different spelling. That is more than order.
Many records, many forms
Three or four versions are in use, and correcting each office one by one is not working.
The base record cannot be changed
A board will not alter an old certificate, and you need something to link it to your present name.
You want a new name too
You are changing words as well as their order. That is a change of name.
Where a Gazette is used, the notice states the forms in use as your old name, joined by "alias", and the one form you will use from now on. Because the old and the new forms hold the same words here, send your draft to the Department of Publication and ask if it will be printed that way before you pay. See alias name in a gazette notification.
How Does the Central Gazette Route Work?
Use this only where the offices have not been able to settle the matter. The notice goes in Part IV of the Gazette of India.
Step 1: Confirm that a Gazette is needed
Get the refusing office to say so in writing, or check your case against the list above.
Step 2: Draft the notice and ask the Department
Write the forms in use, joined by alias, and the form you will keep. Ask the Department if it will print the notice as drafted, and the charge.
Step 3: Make the affidavit
State every form in use and the one you will use from now on, and sign before a notary.
Step 4: Publish the newspaper notice
Print the same wording in a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult, with Rs 250 more for each alias. It is not refunded.
Step 8: Send the file yourself, then download the Gazette
Send it in person or by post, with a request letter, to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then check Part IV on egazette.gov.in each week.
The full route is on our gazette name change in Uttarakhand page.
Can the Uttarakhand Gazette Be Used?
The Government Press at Roorkee sets its own practice. Name order problems that reach the Gazette stage usually involve a passport or an office outside the state, and for those the Gazette of India is the right one.
Step 1: Ask which office wants the Gazette
If it is the passport office, a central body or an office outside the state, use the Gazette of India.
Step 2: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private notice of this kind is being accepted.
Step 3: Send your draft
Ask if the wording is acceptable, in which language, and the fee.
Step 4: Publish the notice and submit the file
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
How Do You Get a Child's Name Order Right From the Start?
An order problem is far easier to prevent than to fix. A few minutes at three moments in a child's life save years of trouble.
- At birth registration. Decide the full name and its order, and give it that way.
- At school admission. Write the name in the order you chose. If the form has a "surname first" column, check how the school will print the name on its certificates.
- At board registration. Ask to see the name as the school is sending it to the board, and check it against the birth certificate and Aadhaar.
- At the first passport. Put the given name and the surname in the right boxes. Every later passport copies them.
If you find an order difference in a child's school record, ask the school to correct its register now, with the birth certificate as proof. A school can usually correct its own register on a parent's written request. Once the board certificate is printed, the board's stricter process applies.
What Does It Cost, and How Long Does It Take?
| Item | Correcting records directly | Central Gazette route |
|---|---|---|
| Each record | That office's own fee | That office's own fee, afterwards |
| Affidavit | Rs 100 to Rs 500, only if an office asks for a sworn statement | Rs 100 to Rs 500 |
| Newspaper notice | None | Rs 800 to Rs 4,000 for each paper |
| Gazette charge | None | Commonly Rs 1,100, with Rs 250 for each alias |
| Time | As long as each office takes | Commonly 3 to 7 weeks, then the offices |
The first column is cheaper and usually enough. The Gazette charge is paid on BharatKosh and is not refunded. Our own charge, where we prepare a Gazette file, is quoted per case and shown as a separate line.
Which Mistakes Do People Make With Name Order?
| Mistake | What to do |
|---|---|
| Paying for a Gazette for a plain order difference | Ask the offices first. Most can settle it |
| Changing the order on a different record each time an office complains | Choose one base order and stay with it |
| Filling each new form in a new order | Carry your chosen order on a slip and copy it |
| Treating a PAN or passport as wrong because its boxes read differently | Read the record the way it is built |
| Booking a ticket in the "right" order when the passport has another | Follow the passport until it is corrected |
| Using an Aadhaar name update on an order you have not settled | Decide first. Only two updates are allowed |
| Missing that a word also differs | Count the words in each version |
| Leaving a child's school register uncorrected until the board exam | Ask the school now |
A typical case we handle: a nurse from Haldwani had "Bisht Pooja" on her class 10 certificate and "Pooja Bisht" on everything else. She had been quoted for a Gazette. Every word matched and only the order differed. Her school gave a letter saying that its register lists the surname first, her employer abroad accepted the certificate with that letter, and she filed nothing at all. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a plain order difference, you most likely need no Gazette and no service. Correct Aadhaar if it is the odd record, then the others, each at its own office. Call us only where an office has refused in writing, where words also differ, or where several forms are in use and one notice has to tie them together.

People Also Ask About Name Order
Is surname first or last in Indian documents?
Most records print the given name first and the surname last. Some registers and forms ask for the surname first.
Does a different name order need a gazette?
Usually not. Where the words are the same, the office that holds the record can often correct the order.
Can I change the order of my name in Aadhaar?
Yes, with a supporting document. A change in the order of the same name is among the updates that need no Gazette.
My passport has my surname in the given name box. What do I do?
Apply for a re-issue with the right split, using the papers on the Passport Seva list.
Is "Rawat Suresh" the same as "Suresh Rawat"?
They are the same words in a different order. An office may still ask you to show they are one person.
Which name order should I use on forms?
The one on your class 10 certificate and most of your papers. Use it every time.
Can I split my name into given name and surname in my passport?
Yes, by applying for a re-issue. The Embassy of India in Kuwait says no word or spelling may be added or dropped while splitting; if it is, the change of name procedure applies.
Is adding a surname while splitting my passport name allowed?
Not as a split. An Indian mission's guidance says adding a surname to the given name is treated as a change of name.
Do I have to split my name if I do not want to?
No. The Embassy of India in Berne says its instructions on splitting are advisory, and applicants are not compelled to alter their name or adopt a surname.
Are initials allowed in the passport given name?
No. The passport form says the given name is the first name followed by the middle name, if any, and initials are not allowed.
Why do foreign countries want a separate surname?
Many countries insist on a surname for a visa, and local authorities abroad need a clear given name and surname for residence permits and other identity papers.
Will my old name order be printed on the passport as well?
No. Only the real or official name of the applicant is printed on the passport.

Name Order in Documents: The Short Version
If two papers carry the same words in a different order, you have an order difference and not a change of name. Choose one base order, usually the one on your class 10 certificate and most of your papers. Correct Aadhaar if it is the odd one, then the other records at their own offices. For travel, follow the passport until it is corrected.
A Gazette is needed only where an office refuses in writing, or where a word or a spelling also differs. To find out which case is yours, send photos of the papers on WhatsApp 9540005064, and we will reply in working hours.
