Name Change in Pithoragarh

The local side of a name change for people of Pithoragarh district: how we serve a district far from every big office, where each record is corrected, and the points that come up for families with ties across the border, for the high valley communities, and for soldiers.

Quick answer

A name change in Pithoragarh follows the same three steps as anywhere in the state: an affidavit, a newspaper notice and the Gazette. The Gazette of India file goes to Delhi. Nobody has to leave the district for it. We serve Pithoragarh, Dharchula, Munsiyari and Didihat on WhatsApp and by courier.

Nobody has to leave Pithoragarh district for a Gazette name change: sign everything in one outing to a notary here, courier the papers once, and keep the long trip for a passport appointment.

This page is about name change in Pithoragarh district: the town, Dharchula, Munsiyari, Didihat, Berinag and Gangolihat. It does not repeat the process. It tells a resident where things are here, and covers the points that come up often with a name change in Pithoragarh.

How Do We Serve Pithoragarh?

We have no office in Pithoragarh district. Our associate office is in Dehradun, and our gazette desk is in Delhi. Both are a long way off, and a name change needs no visit to either.

What Are the Three Steps, for a Pithoragarh Resident?

The process is the same across the state and is set out in full elsewhere. This is the outline, with the local point at each step.

Step 1: Decide if you need a Gazette at all

A spelling slip on one paper is corrected at the office that issued it. Send us the papers and we will tell you, free.

Step 2: Sign the affidavit before a notary

Notaries sit at the court complex at Pithoragarh and near the tehsil offices. Read our draft first. See name change affidavit in Uttarakhand.

Step 3: Publish the newspaper notice

In a daily local leading newspaper, in the edition that reaches this district. Keep the full original page.

Step 4: Sign the Gazette form, the undertaking and the certificate

With two witnesses, on the same day as the affidavit if you can. We prepare the typed copies and the CD.

Step 5: Pay the Government charge on BharatKosh

Online, from anywhere. Print the receipt.

Step 6: Send the file to the Department of Publication in Delhi, and wait for the Gazette

The Gazette of India is published online. Download the notification and print clear copies.

For the detail, read newspaper notice for a gazette name change and how to send the gazette file from Uttarakhand to Delhi.

Where Is Each Record Corrected?

Each record is updated at its own office. These are the kinds of office a resident of the district deals with. Check the address and timings of each before you go.

How Do You Manage in a District Far From Every Big Office?

The passport office, the regional offices of most central bodies and the state's own headquarters are all a day or more away by road. That shapes how a name change is best done from here.

  • Do the paperwork in one outing. The affidavit, the Gazette form and the undertaking can all be signed before a notary on the same day, if the drafts are approved beforehand.
  • Do online what can be done online. PAN, the provident fund, the voter card and much of the passport form are filled from a phone or a common service centre.
  • Save the long trip for what needs you in person, such as a passport appointment, and take the published Gazette with you so that it is one trip and not two.
  • Send papers once, by a tracked service. Photograph everything before it leaves. Roads close in the monsoon and in snow.
  • Families from the high valleys who move between a summer and a winter village should use the address on their Aadhaar, and tell us where the post reaches them in that season.
  • A relative in Haldwani, Delhi or the forces can handle the messages. The person whose name it is still signs.

What Comes Up for Families With Ties Across the Border?

The district lies along the border with Nepal, and families on the two banks of the river have married into each other for generations. A bride's papers from her parents' side and her papers here are made by two countries' offices.

  • Her name on her own country's papers is in that country's spelling and form. Her name on papers made here after marriage may differ.
  • The marriage certificate is the paper that ties the two together. Register the marriage, and see that it carries her name as on the paper she brought and as she uses it now.
  • A difference of spelling between the two is explained by the marriage certificate and her own declaration. It is not, by itself, a change of name.
  • Her citizenship, and what papers she can hold here, are questions of nationality law. They are not questions about a name, and they are outside our work. Take a lawyer's advice.
  • Children's birth certificates should carry the mother's name exactly as on the marriage certificate.

We prepare a Gazette notification for a person's change of name. Ask us before assuming it applies to your case, and we will tell you plainly if it does not. Read name correction in a marriage registration certificate and name change after marriage in Uttarakhand.

What Comes Up for the High Valley Communities?

The communities of the district's high valleys hold tribe certificates, and many of their family names are taken from the name of the ancestral village. Those names are long, little known outside the district, and spelt in English in more than one way.

  • An ending written two ways, or a vowel doubled on one paper and not on another, is a difference of spelling. It is corrected at each office.
  • A clerk outside the district who has never seen the name may shorten or mangle it. Check every new paper on the day it is issued.
  • The tribe certificate, the class 10 certificate and Aadhaar should carry one spelling before any application for a reserved seat or post. A panel reads the three together.
  • An older paper with only a first and second name, and a newer one with the family name added, are the same person written to two customs.
  • A tribe certificate is not altered. A fresh one is issued by the tehsil in the present spelling.

Where both spellings have been used for years on papers that cannot all be changed, a Gazette notice stating both ties them together. Read name change in caste certificate and name mismatch at document verification.

What Comes Up for Soldiers and the Border Forces?

The district has an army station and posts of the forces that guard the two borders, and its villages send many men into uniform.

  • A local recruit should have one name on his class 10 certificate, Aadhaar, and his residence and tribe or caste certificates before the rally.
  • A serving soldier corrects a wife's or child's name through his unit.
  • A pensioner or a widow applies to the record office named on the pension order, usually through the district's soldier welfare office.
  • A man of a border guarding force is a central employee. His own change of name follows the Government's deed procedure, and his family's particulars go through his battalion.
  • A man posted here from another state can have a Gazette file prepared from here. His home records are corrected in his home state.

Read name change in pension and family pension records, name change for government employees and name change for railway and army candidates.

Which Newspapers Serve for the Notice?

The Department of Publication asks for the change of name to be advertised in a daily local leading newspaper. It does not name newspapers.

  • The Hindi dailies that reach the district carry Pithoragarh pages in their Kumaon editions.
  • The paper reaches the town late in the day, and the far tehsils later still. Ask the agent in advance to keep several copies of the issue your notice is in.
  • Choose a daily, not a weekly.
  • Read the proof before it prints, letter by letter, where the family name is an unusual one.
  • Keep the full original page, and photograph it the day you get it.

We do not sell newspaper space. We give you the wording. See newspaper notice for a gazette name change.
