Name Correction in Khatauni and Land Records in Uttarakhand
When the khatauni spells your name wrongly, gives the wrong father's name, or still carries a name you no longer use: what kind of request it is, who decides it, what to attach, and where a Gazette does and does not help.
A name correction in khatauni records is applied for at the tehsil. Under the Land Revenue Act of 1901, as it applies in the state, an application to correct an error or omission in the annual register is made to the Tahsildar. Attach the deed, older records and identity proof. A clerk's slip needs no Gazette.

A name correction in khatauni records is a common request at a tehsil, often for a letter dropped when a record was copied or typed into a computer. This page explains name correction in khatauni and other land records for holders in Uttarakhand: the kinds of request, who decides, and the papers that carry weight.
We do not appear at the tehsil or in revenue courts. We prepare the Gazette notification, where a holder has changed a name or is recorded under two forms of it. This page is general guidance. For the whole of a property's papers, read name change in property documents in Uttarakhand.
What Is the Khatauni?
| Record | What it shows |
|---|---|
| Khatauni | The register of holders: each holder's name, the father's or husband's name, the plots held, and the share in a joint holding. The law calls it the annual register |
| Khasra | The register of plots: each plot's number, area and use |
| The village map | Where each plot lies |
| The mutation register | Each change of holder, with the order that made it |
- The records are kept by the revenue staff of the tehsil and can be viewed on the state's land records portal.
- A copy with the office's seal is what banks and offices ask for.
- The khatauni records who holds land for revenue purposes. It is not a title deed. Title rests on a registered deed or on succession.
- All the same, it is read at every loan, sale, compensation and scheme. A name in it that does not match the holder's identity proof stops each of those.
What Is the Law, and Who Decides?
Land records in the state are kept under the Land Revenue Act of 1901, as adapted for Uttarakhand. These points are from the Act as reproduced, and from reports of a 2022 amendment.
| Point | Position |
|---|---|
| Correction of a mistake | An application for correction of any error or omission in the annual register is made to the Tahsildar |
| Who is competent | Officers of the revenue department decide mutation and land record error matters |
| Urban areas | Reports say the 2022 amendment made revenue officers the competent authority for such matters within municipal bodies as well, after a period of doubt |
| Above the Tahsildar | The sub-divisional officer and the collector, with the revenue courts above them |
We did not read the Act in the state's own current text, so we give no section numbers. Other laws on land in the hills and on tenure also bear on some holdings. The tehsil will tell you which provision your application goes under.
What Are the Three Kinds of Request?
| Kind | What it is | Example | What decides it |
|---|---|---|---|
| Correction of an error | The record was written wrongly. The holder is the same and the name was always as you say | Record: Rajesh Sing. Deed and older records: Rajesh Singh | Older records and the deed |
| Mutation | The holder has changed, by sale, gift, partition or death | A father has died and his sons are to be entered | The deed, or proof of succession |
| The same holder, a changed name | The record was right when made. The holder now uses a different name | Recorded as Sunita Bisht, now Sunita Rawat | The paper recording the change |
The first is the commonest and the simplest. The third is not strictly an error, and a tehsil may ask what it is being asked to do. Say plainly: the holder is the same person, no transfer has taken place, and the record should show the holder's present name, on the marriage certificate or the Gazette notification.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| A letter wrong, and earlier years' records are right | Correction, on the earlier records | No |
| The mistake came in when the record was computerised | Correction, on the manual record | No |
| The father's name is wrong | Correction, on the earlier records and the holder's papers | No |
| The record always carried a home name, and the holder's papers carry another | Ask the tehsil. Evidence that both are one person, or a Gazette notice stating both | Often |
| A woman holder now uses a married surname | The same holder under a changed name, on the marriage certificate | No |
| A holder has changed a name by choice | The same, on the Gazette notification | Yes |
| The recorded holder has died | Mutation by succession in the heirs' names | Only for a living heir's own name |
In the first three rows the best evidence is the land record itself, from a year before the mistake appeared. Start by getting those copies.
How Do You Apply for a Correction?
This is the general method. Take the tehsil's own form and list, which we could not confirm.
Step 1: Take a current copy of the khatauni
From the tehsil or the portal. Note the village, the account number and the plot numbers.
Step 2: Take copies of earlier years' records
Go back until you find the name written as it should be. Ask the record room for certified copies.
Step 3: Find where the mistake came in
At a mutation, a re-writing of the register or the move to the computer. Saying when it happened makes the application easy to check.
Step 4: Collect the title and identity papers
The deed or the mutation order by which the holder came on record, and Aadhaar.
Step 5: Write the application to the Tahsildar
State the entry as it stands, the entry as it should read, when the error arose, and the papers relied on.
Step 6: File it at the tehsil, and take a receipt
With copies of everything. Ask for the case number.
Step 7: Meet the revenue official when he reports
He verifies the entry and the papers and sends his report. Show him the originals.
Step 8: Obtain the order, then check the record
Take a copy of the order. Look at the portal some days later, and take a fresh certified copy of the khatauni.
Which Proof Carries Weight at the Tehsil?
Strong
- The land record of earlier years, in certified copy
- The mutation order or the registered deed by which the holder was entered
- The manual record, where the slip came in on the computer
- An older revenue receipt or a pass book for the holding
- A court's or a revenue officer's earlier order naming the holder
Supporting
- Aadhaar and other identity papers
- The family register extract
- A school certificate or a service record of the holder
- A sworn declaration by the holder
- The marriage certificate or a Gazette notification, where the name has changed
Revenue officers trust their own records first. An application that rests only on Aadhaar, with nothing from the land record's own history, is weaker than one that shows the register of an earlier year. Aadhaar proves who you are. The older register proves what the entry was meant to say.
What About the Father's or Husband's Name?
- The khatauni identifies a holder by the father's name, or for a married woman often the husband's. In a village with several men of one name, it is the father's name that tells them apart.
- A wrong father's name is therefore taken more seriously than a wrong spelling. It can suggest a different person.
- The proof is the same: the earlier register, the mutation by which the holder succeeded, and the family register.
- Where the father himself was recorded under a home name and his papers carry another, that is his name to prove, by the evidence of his own records.
- A woman entered as "wife of" who has been widowed or divorced keeps her holding. The description can be updated on application.
What About Joint Holdings and Co-Sharers?
Much land in the hills is held jointly by brothers and cousins, with shares and not separate plots.
- A correction of one co-sharer's name is noticed to the others where the officer thinks it may affect them.
- A plain spelling correction seldom draws an objection. A change that makes one holder look like a different person may.
- Where two co-sharers have the same or similar names, be exact about the father's name and the share.
- A correction of a name does not alter anyone's share. If the shares themselves are wrong, that is a different and heavier application.
- Tell your co-sharers before you file. An objection made out of surprise can delay a simple matter by months.
What About Succession, and the Names of the Dead?
- Report the death and apply for mutation, with the death certificate and the particulars of the heirs.
- The dead holder's name in the record is compared with the death certificate. Where they differ, the heirs show by the land record's own history, the family register and local evidence that both are one person.
- Each heir is entered in the name on that heir's identity papers.
- A married daughter is entered in her present name. Her marriage certificate, or the family register, ties her to her father.
- An heir recorded elsewhere under another name, or who has changed a name, closes that gap with a marriage certificate or a Gazette notification for the heir's own name.
A Gazette cannot be taken out for a holder who has died. It can only record the name of the living person who applies for it. So the dead holder's name is a matter of evidence, and the living heirs' names are a matter of documents.
See name correction in a death certificate and legal heir certificate.
What About Land Inside Municipal Limits?
For a time there was doubt about who dealt with mutation and record errors for land that had come inside a municipal corporation, council or panchayat. Reports say the state amended the Land Revenue Act in 2022 so that revenue officers are again the competent authority for these matters in such areas.
- So for land with a revenue record, the tehsil remains the place, in town as in the village.
- The municipal body keeps a separate record, for house tax. That is corrected at the municipal office.
- A plot in a development authority's scheme has the authority's record as well.
- A holder in a town may therefore have two or three records to bring into line, each at its own office.
Ask the tehsil first if your land still has a khatauni entry. Where it does, start there.
When Does It Become a Contest?
Usually a plain correction
- A spelling, with earlier records in support
- A slip made at computerisation
- A father's name misspelt
- Nobody objects
Likely to be contested
- Someone else claims to be the person recorded
- The correction would change a share or bring in a new holder
- The earlier records do not support the name asked for
- A co-sharer or a neighbour objects
A correction proceeding puts a mistake right. It does not decide who owns land. Where the real question is title, the revenue officer will say so, and the matter goes before a revenue court or a civil court. That is a lawyer's work from the first day.
An order of the Tahsildar can be taken to the officer above, within a time limit. Ask a lawyer about the period and the forum as soon as an adverse order is made.
How Does the Central Gazette Route Work?
Use this where a living holder has changed a name by choice, or has always been recorded under one form and carries papers in another, and the tehsil wants a public paper linking them. It does nothing for a clerk's slip, which the older register proves.
Step 1: Ask the tehsil what kind of request yours is
A correction on earlier records needs no Gazette.
Step 2: Copy the name exactly as the khatauni has it
In Hindi and in English, with the father's name.
Step 3: Fix the present name, as on Aadhaar
The recorded form is stated as the former name or as an alias.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult, with Rs 250 more for each alias. It is not refunded.
Step 8: Send the file yourself, then apply at the tehsil
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. File a print of the published notification with your application to the Tahsildar.
Would the Tehsil Accept the Uttarakhand Gazette?
A tehsil is a state office and may well accept a state notice. Banks, PAN and Aadhaar are the reasons many holders choose the Gazette of India.
Step 1: Ask the tehsil which Gazette it accepts
Before you choose.
Step 2: Think about the bank and a later sale
The Gazette of India is known to lenders everywhere.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Holders Make?
| Mistake | What to do |
|---|---|
| Applying on Aadhaar alone | Attach the earlier years' land records |
| Getting a Gazette for a clerk's slip | The older register proves it |
| Calling a mutation a correction | A new holder comes in by mutation |
| Ignoring a wrong father's name | Correct it with the same care |
| Not telling co-sharers | Tell them before you file |
| Paying a tout at the tehsil gate | File the application yourself, and take a receipt |
| Stopping at the order | Check the portal and take a fresh certified copy |
| Leaving land in a dead holder's name | Apply for mutation by succession |
| Treating a dispute over title as a correction | Take a lawyer's advice |
A typical case we handle: a retired soldier in Almora found his khatauni gave his name as "Kishan Sing" after the records were computerised, and a bank refused a loan against the land. A cafe told him to get a Gazette. He did not need one. The manual register and his mutation order both said "Kishan Singh". He applied to the Tahsildar with certified copies of those, the revenue official reported, and the entry was corrected. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
A contested correction, a disputed succession, a question of shares or title, and any appeal or revision in a revenue court.
When you do not need us
For a clerk's slip, always. The tehsil corrects its own record on its own earlier record. For a married surname, the marriage certificate. We are useful only where a living holder has changed a name, or carries two forms of it, and a public paper is needed to link them.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The application is made at the tehsil where the land lies. The Gazette file, where one is needed, is prepared on WhatsApp, so a holder working outside the state need not come home for it.
People Also Ask About a Khatauni Name Correction
How do I correct my name in the khatauni?
Apply to the Tahsildar, with earlier years' records, the deed and identity proof.
Who corrects a mistake in the khatauni?
The Tahsildar, under the Land Revenue Act as it applies in the state.
Is a gazette notification needed for a khatauni name correction?
Not for a clerk's slip. Only where a holder's name has changed or has two forms.
Which documents are needed to correct a name in land records?
The current and earlier khatauni, the deed or mutation order, and Aadhaar.
Can a wrong father's name in the khatauni be corrected?
Yes, on the earlier records and the holder's papers.
Is the khatauni proof of ownership?
No. It is a revenue record.
What is Bhu-Aadhaar or ULPIN?
A 14-digit alpha-numeric number given to each land parcel from its latitude and longitude, under the Digital India Land Records Modernisation Programme. It identifies the plot, not the holder.
Does the ULPIN change when a name is corrected or the land is sold?
No. The same number stays with that boundary even if the land is transferred or sub-divided. A name correction changes the khatauni entry, not the plot's number.
Is the ULPIN printed on my land record?
Once generated, it is stamped on the land record document held by the owner. Check that the holder's name on that same document is right.
What did Uttarakhand's 2025 land law change?
An amendment to the Zamindari Abolition and Land Reforms Act, 1950, as it applies in the state, bars people from outside the state from buying agricultural and horticultural land in 11 of the 13 districts. Haridwar and Udham Singh Nagar are outside the ban.
Can someone from outside Uttarakhand still buy a house plot?
Reports say a non-resident may still buy less than 250 square metres for residential use. The buyer's name on the deed, the affidavit and the khatauni should then match the buyer's identity papers.
Do outside buyers have to give an affidavit?
Reports say non-residents must file an affidavit before buying land, with final approval from the state administration. A name that differs between the affidavit and the identity papers can hold up the approval or the later mutation.

That an application to correct an error in the annual register is made to the Tahsildar is from the Land Revenue Act of 1901 as reproduced online. The 2022 amendment for municipal areas is as reported. We did not read the Act in the state's current text and give no section numbers. The steps, the proof that carries weight and the notes on co-sharers and succession are general guidance. A lawyer should advise on any contested matter.

Khatauni Name Correction: The Short Version
A mistake in the khatauni is corrected on an application to the Tahsildar. The strongest proof is the land record of an earlier year, with the deed or mutation order. Aadhaar supports it. A clerk's slip needs no Gazette. A holder who has changed a name, or is recorded under one form and known by another, links the two with a marriage certificate or a Gazette notification.
