Municipal House Tax Name Change in Uttarakhand
When the house tax bill of a town house carries a wrong spelling, a seller's name or the name of an owner who has died: what the record is and is not, which of three requests yours is, the papers behind each, and the rare case where a Gazette has a part.
A municipal house tax name change is made at the tax section of your municipal body. A misspelt name is corrected on identity papers and the title deed. A new owner is recorded on the registered deed, and heirs on the death certificate and proof of succession. None of the three needs a Gazette.

Every house in a town is on its municipal body's tax register, against somebody's name. A municipal house tax name change is asked for when that name is wrong, or is no longer the owner's. This page explains municipal house tax name change for house owners in the towns of Uttarakhand.
We do not deal with municipal offices, and this subject seldom needs a Gazette. We could not find the published procedure, form or fee of any municipal body in the state, so what follows is general guidance. Ask your own office. For title deeds, read name change in property documents.
What Is the Record, and Who Keeps It?
- The tax. A yearly tax on buildings and land within a town, called house tax or property tax.
- Who levies it. The town's municipal body: a municipal corporation in the larger cities, a municipal council in the towns, a nagar panchayat in the smaller ones.
- The register. Each property has an entry, with a number, the ward, a description of the building and the name of the person assessed.
- The bill and the receipt. Printed from that entry, year after year.
- Who you deal with. The tax section of the municipal body, often through the ward's own clerk or inspector.
The register is old in most towns, and was copied forward from ledger to ledger and then into a computer. A name can be two owners out of date and nobody notices, so long as someone pays.
What Does the Record Prove, and What Does It Not?
| Question | Answer |
|---|---|
| Does it make me the owner? | No. Courts have said many times that an entry in a tax or revenue record is for collecting tax, and does not by itself decide who owns a property |
| What does ownership rest on? | A registered deed, a will, the law of succession or a court's order |
| Then why does the entry matter? | Because banks, buyers, utilities and other offices read it as a sign of who holds the house |
| Who can ask for it to be changed? | The person who can show a right to the house on one of those papers |
| Can the office decide a family dispute? | No. Where the right is in dispute, it waits for a court |
So the tax record follows the title. It never leads it. A person with no deed and no succession cannot become an owner by getting on the tax bill, and a real owner does not lose the house by being left off it.
Which of Three Requests Is It?
A correction
- The owner is the same person. The name was written wrongly, shortened or misspelt
- Proved by the owner's identity papers and the title deed
- The lightest of the three
A new owner
- The house was sold, gifted or divided
- Proved by the registered deed
- Called mutation. The office usually invites objections first
Heirs
- The recorded owner has died
- Proved by the death certificate and whatever shows who succeeds: a will, a family register extract, an heirs' certificate or a court's order
- The one that takes longest, since every heir has a say
People call all three a "name change". The office treats them very differently. Use the right word at the counter and you will be given the right form.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The bill has a spelling slip in the owner's name | A correction, on identity papers and the deed | No |
| The bill has a short form or a home name | The same | No |
| The house was bought, and the seller's name is still on the bill | Mutation on the registered sale deed | No |
| The house was gifted or divided in the family | Mutation on the registered deed | No |
| The recorded owner has died | Mutation by succession | No |
| A woman owner has taken a married surname | A correction, on her updated identity papers and marriage certificate | No |
| The heirs do not agree | A court. The office waits | No |
| The owner has changed a name by choice | Gazette, then identity papers, then the office | Yes |
A Gazette appears once in eight rows. Where the title deed itself carries a wrong name, that is corrected first, by a deed, and the tax record follows.
How Do You Apply?
This is the general method. Each municipal body has its own form and fee, which we could not confirm.
Step 1: Take the latest house tax bill or receipt
Note the property or assessment number, the ward, and the name exactly as printed.
Step 2: Decide which request yours is
A correction of the same owner's name, a new owner after a sale or gift, or heirs after a death.
Step 3: Collect the paper that proves it
Identity papers for a correction. The registered deed for a transfer. The death certificate and the heirs' papers for a succession.
Step 4: Clear the tax due
Offices commonly ask for the tax to be paid up to date before they act.
Step 5: Apply at the tax section of your municipal body
On its form, or online where the body offers it. Ask what it charges.
Step 6: Answer the notice and the field check
The office may publish or paste a notice inviting objections, and send someone to see the property.
Step 7: Collect the order or the updated record
Ask for a copy of the entry as it now reads.
Step 8: Carry the new name to the other connections
Water, sewer, electricity and anything else billed on the house.
Which Papers Should You Carry?
The office decides what it needs. These are the papers such requests commonly rest on.
| Request | Papers |
|---|---|
| A correction | The latest tax receipt, the title deed, identity papers in the correct name, and an affidavit where asked |
| A new owner | The latest tax receipt, a certified copy of the registered deed, the buyer's identity papers, and the office's form |
| Heirs | The latest tax receipt, the death certificate, the will or the papers showing the heirs, each heir's identity papers, and the other heirs' written consent where one is to be recorded |
| A married surname | The latest tax receipt, the title deed, the marriage certificate and updated identity papers |
Read name spelling correction affidavit and name correction in marriage registration certificate.
What Happens After the Owner's Death?
- In old town houses the bill often still comes in the name of a father or a grandfather. The family pays it and nobody asks for a change.
- The trouble comes later: at a sale, a loan, a rebuilding plan or a new connection, when an office asks whose house it is.
- The heirs apply together, or one applies with the others' consent. The office wants to know that nobody is being left out.
- A will, where there is one, names who takes the house. An office may ask for more than a bare will where the heirs do not all agree.
- Where there is no will, the family register, an heirs' certificate or a court's order shows who succeeds.
- The dead owner's name on the death certificate should read as it does on the tax record. Where it does not, that has to be explained or corrected first.
- A daughter who has married out is an heir. Her married surname is linked by her marriage certificate.
Read name correction in a death certificate and legal heir certificate, will and probate name mismatch and name correction in the family register.
What About Wives, Joint Owners and Shares?
- A house bought in two names should stand in two names on the tax record. Offices sometimes enter only the first.
- Ask for both, with the deed. A missing second name is a correction, not a new mutation.
- A husband who wants his wife's name added to a house that is his alone is asking to give her a share. That is done by a registered deed, and the tax record then follows it.
- Brothers who have divided a house between them need the partition on paper before the office will split the entry.
- A share that passed to a widow and children on a death is recorded in all their names, unless the others give theirs up in the way the law allows.
None of this is a matter of names alone. A lawyer drafts the deed. The municipal office only records what the deed says.
Which Connections and Papers Follow the House Tax Record?
- Water and sewer. The connection is usually in the name on the house tax record, and the office asks for the tax receipt to change it.
- Electricity. A change of the consumer's name commonly rests on proof of ownership or occupation, of which the tax receipt is one.
- Building plans. A plan to rebuild or add a floor is passed in the owner's name.
- Loans. A bank lending against the house reads the deed, and the tax record beside it.
- Trade and guest licences. A shop or a homestay in the house is licensed on the owner's papers or the owner's consent.
- A sale. A careful buyer asks for a tax receipt in the seller's own name.
Read name change in water connection, name change in electricity bill, home loan name mismatch and homestay registration name change.
What About Cantonments and Villages?
- Cantonments. Several hill and plains towns of the state have a cantonment beside the civil town. A house there is on the cantonment board's record, under its own rules, and the board is where you apply.
- Leased land. Some town and cantonment houses stand on leased land. The lease, and the lessor's permission, can matter more than the tax entry.
- Villages. A house in a village is not on a municipal register. The land is on the revenue record, and the family is on the panchayat's family register.
- A village newly taken into a town. As towns grow, villages are brought within municipal limits. A house there may be on both an old revenue record and a new tax register, in two forms of the name.
- Development authority flats and plots. The allotment and the deed come from the authority. The house tax entry is made later, and copies them.
Where Does a Gazette Come In?
Only where the owner is alive, is the same person, and has changed a name by choice, so that the deed and the tax record carry the old name and every identity paper the new one. It has no part in a sale or a succession.
Step 1: Confirm that it is a change of name, and not a spelling, a sale or a succession
Those are settled at the municipal office on other papers.
Step 2: Fix the exact new name
The spelling that will go on Aadhaar, PAN and the house tax record.
Step 3: Make the affidavit
State the old name, the new name, your father's or husband's name and your address. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar and PAN, and then the municipal office with the Gazette and the title deed.
A title deed is not rewritten for a change of name. The Gazette is kept with it. See gazette name change in Uttarakhand.
Would the Uttarakhand Gazette Do?
A municipal body may accept it. Aadhaar, PAN and a bank are the reasons to prefer the Gazette of India.
Step 1: Ask the municipal office which Gazette it accepts
It is a body under the state.
Step 2: Think about Aadhaar, PAN and the bank
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do House Owners Make?
| Mistake | What to do |
|---|---|
| Thinking the tax bill proves ownership | The deed does. The bill follows it |
| Never applying for mutation after buying | Apply soon after the deed is registered |
| Paying a dead parent's bill for decades | Apply for mutation by succession |
| One heir applying alone, quietly | The others' consent, or the others' names |
| Asking for a "correction" when the owner has changed | Ask for mutation, on the deed |
| Paying for a Gazette to fix a spelling | Identity papers and the deed are the proof |
| Expecting a Gazette to put a late father's house in your name | Only succession does that |
| Changing the tax record and forgetting the water and electricity | Carry the new entry to each office |
| Paying a tout for a quick mutation | Apply yourself and keep the receipt |
A typical case we handle: a retired clerk in Haldwani applied for a loan against his house, and the bank pointed out that his house tax receipts read "Prem Ballabh" while his deed and Aadhaar read "Prem Ballabh Pandey". He asked us for a Gazette. He did not need one, since his name had never changed. The surname had been dropped when the old ledger was copied. He applied to the tax section with his deed and Aadhaar, the entry was corrected, and he took the next receipt to the bank. This is an illustrative example of the type of case we handle, not a named client review.
What is a lawyer's job, not ours
Drafting a deed, a dispute among heirs, a refusal by the municipal body, and any question of who owns the house.
When you do not need us
For a spelling, a sale, a gift or a succession. The municipal office settles those on the deed and identity papers. We are useful only where a living owner has changed a name by choice, and a Gazette notification is needed to link the deed to the present name.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The record is changed at your own town's municipal office. The Gazette file, where one is needed, is prepared on WhatsApp.
People Also Ask About the Name on a House Tax Bill

Apply at the tax section of your municipal body, with the deed.

No. It records who is assessed to tax.
How is house tax transferred after the owner's death?
By mutation, on the death certificate and proof of the heirs.
What documents are needed for house tax mutation?
The tax receipt, the deed or death certificate, and identity papers.
Is a gazette needed to change the name in house tax?
No. Only where the owner has changed a name by choice.
Can a spelling mistake in the house tax record be corrected?
Yes, on identity papers and the title deed.
Does mutation in the house tax record make me the owner?
No. In Jitendra Singh v. State of Madhya Pradesh (2021) the Supreme Court restated that a mutation entry confers no right, title or interest, and is made only for fiscal purposes.
Can mutation take away an owner's title?
No. The Supreme Court has held, following Balwant Singh v. Daulat Singh (1997), that mutation neither creates nor extinguishes title, nor has any presumptive value on title.
Who decides ownership if there is a dispute?
A competent civil court. The Supreme Court has said that entries in revenue records have only a fiscal purpose, and title can be decided only by a civil court.
Can mutation be made on a will that the family disputes?
The Supreme Court has said that where title is disputed, a person claiming under a will must first get the right settled by a civil court, and the mutation follows that decision.
What does dakhil kharij mean?
It is the common name for mutation in several states. Dakhil means entry and kharij means removal: the new owner's name is entered and the old one removed.
Can house tax mutation be applied for online in Dehradun?
Guides say online mutation has started in Dehradun, while other districts take a mutation form at the office. Check the municipal portal or ask the tax section.

We could not find the published procedure, form, fee or time limit of any municipal body in the state for a correction or a mutation in the house tax record. The three kinds of request, the papers behind each and the order of work are general guidance, drawn from how such records are kept. That a tax entry does not by itself decide ownership is a position courts have stated many times. Your municipal body's tax section is the authority, and a lawyer should advise on any deed or dispute.

Decide which request yours is: a correction of the same owner's name, a new owner after a deed, or heirs after a death. Carry the latest receipt and the paper that proves the request to the tax section of your municipal body. Then take the new entry to the water and electricity offices.
None of the three needs a Gazette. To find out which request yours is, send photos on WhatsApp 9540005064, and we will reply in working hours.
