Name Change in Electricity Bill in Uttarakhand
When the electricity bill is in a misspelt name, an old name, or the name of a parent or a previous owner: the two different requests people call a "name change", what each needs, and where to apply.
A name change in electricity bill records is one of two requests. If you are the consumer and your name is misspelt or has changed, it is a correction, on identity proof and the paper recording the change. If the connection is in a parent's or a previous owner's name, it is a transfer, on proof of ownership.

A name change in electricity bill records is a common utility request, because the bill doubles as proof of address at a bank, a passport office and a school. This page explains name change in electricity bill records for consumers in Uttarakhand, and sorts out the two requests that go by that one name.
We do not deal with the power corporation. We prepare the Gazette notification, where a consumer's own name has changed. We could not confirm the corporation's own list of papers, so this page is general guidance. For the property's other records, read name change in property documents in Uttarakhand.
What Are the Connection, the Consumer and the Bill?
- The supplier. Electricity across the state is distributed by the Uttarakhand Power Corporation, through its divisions and sub-divisions.
- The connection. Supply to one premises, through one meter, identified by a consumer or account number printed on the bill.
- The consumer. The person in whose name the connection was sanctioned. That person signed the application, paid the security deposit and is liable for the dues.
- The bill. Issued in the consumer's name, at the supply address.
- The rules. The terms of supply are set by the state's electricity regulatory commission, in its supply regulations. The corporation follows them.
So the name on a bill is not a label that can be retyped. It names the person the corporation has an agreement with. That is why the office asks who you are in relation to that person before it changes anything.
Which of the Two Requests Is Yours?
| Point | Correction or change of the consumer's own name | Transfer of the connection |
|---|---|---|
| Who is the consumer after it | The same person | A different person |
| When it arises | A misspelling, a missing surname, a married name, a name changed by choice | A sale, a gift, a death, a partition |
| Example | Bill: Rajesh Sing. Aadhaar: Rajesh Singh | Bill in a late father's name, the son now owns the house |
| Main proof | The consumer's identity papers, and the marriage certificate or Gazette notification for a changed name | Proof that the applicant now owns or lawfully occupies the premises |
| Other names for it | Name correction | Mutation of name, change of ownership |
Most people who say "name change in the bill" mean the second. The connection is still in the name of a father who died, or of the person the house was bought from. That is a transfer, and a Gazette has nothing to do with it.
Why Does the Name on a Bill Matter?
- Proof of address. Banks, the passport office and many others accept an electricity bill as proof of address only where it is in the applicant's own name.
- Liability. Arrears are recovered from the consumer on record, and can follow the premises. A buyer who never transfers the connection can inherit a stranger's dues, or a dispute about them.
- Any later request. A higher load, a change of category, a new meter or rooftop solar can be asked for only by the consumer on record.
- Subsidies and schemes. A benefit tied to a household's connection is checked against the consumer's identity.
- A sale. A buyer asks for the connection to be clear of dues and transferable.
Supply itself does not stop because the name is old. That is why the matter is left for years, until one of these five arrives.
Which Case Is Yours?
| The situation | Which request | Gazette? |
|---|---|---|
| Your own name is misspelt on the bill | Correction, on identity proof | No |
| You took the connection in your maiden name | Change of your own name, on the marriage certificate | No |
| You changed your name by choice | Change of your own name, on the Gazette notification | Yes |
| The bill is in a previous owner's name | Transfer, on your sale deed | No |
| The bill is in a late parent's name | Transfer to the heir, on proof of succession | No |
| The bill is in a living parent's or spouse's name | Transfer, with that person's consent and your right to the premises | No |
| You are a tenant | Usually no change. The connection stays with the owner | No |
Only one row in seven touches a Gazette. In the rest, the paper that matters is a title deed, a death certificate or an identity card.
How Do You Apply?
This is the general method. Take the corporation's current form and list from its office or website.
Step 1: Take the latest bill, and note the consumer number
And the name and address exactly as printed.
Step 2: Decide which request it is
A correction of the consumer's own name, or a transfer to a new consumer.
Step 3: Clear the dues
An office will not act on a connection in arrears. Pay up to date and keep the receipt.
Step 4: Find the office that serves the connection
The sub-division or division named on the bill. Ask if the request can be made online.
Step 5: Take the form for change of name or transfer of connection
With the list of papers and the fee.
Step 6: Fill it in the name on your identity proof
In capitals. State the consumer's name as on the bill.
Step 7: Submit it with the papers, and take a receipt
Self-attested copies, with originals shown. Note the application number.
Step 8: Check the next bill
The name, the address and the consumer number. Keep that bill safely, since it is the first in your name.
Which Papers Should You Carry?
We could not confirm the corporation's own list. Distribution companies across the country ask for papers along these lines.
For your own name
- The latest paid bill
- Aadhaar or another identity proof in the right name
- The marriage certificate, for a married surname
- The Gazette notification, for a name changed by choice
- The application form, and the fee if any
For a transfer
- The latest paid bill
- Proof of ownership or lawful occupation: the sale deed, the mutation order or the tax receipt
- The death certificate and proof of being the heir, where the consumer has died
- A no objection from the previous consumer, or from the other heirs
- The new consumer's identity proof and photograph
- An undertaking to bear any past dues, in the supplier's format
One distribution company's form elsewhere lists "affidavit or Gazette notification" for an applicant who has himself changed his name. That is the place of a Gazette in this subject: the consumer's own changed name, and nothing else.
What Should You Do After Buying a House?
- Before paying, ask the seller for the latest paid bill and check that there are no arrears.
- Have the sale deed mention the connection and its consumer number, and say that the seller consents to its transfer. Your lawyer will word it.
- Take the seller's signed no objection for the transfer of the connection and the security deposit, at the time of the sale. It is hard to get later.
- Apply for the transfer soon after registration, with the deed.
- Where the seller cannot be traced, the office may transfer on the deed and an indemnity, or ask for a fresh deposit. Ask what it needs.
Where the deed itself misspells your name, or you bought in a name you no longer use, settle that first. The corporation will issue the bill in the name on your identity proof, and will want it tied to the deed. See home loan name mismatch in Uttarakhand.
What Should You Do After a Parent's Death?
- Keep paying the bills. Supply continues in the dead consumer's name, and unpaid bills become your problem.
- Get the death certificate, and check that it gives the name as the bill does.
- Settle among the heirs who is to hold the connection. It goes in one name.
- Collect proof of succession: a legal heir certificate or family register extract, a will, or the mutation of the house in the heir's name.
- Take written no objections from the other heirs.
- Apply for the transfer with these and the heir's identity proof.
Where the dead parent's name on the bill differs from the death certificate, the office wants to be satisfied they are one person. Older bills, the house tax record and the land record in the same name do that. A Gazette cannot be taken out for a person who has died.
See name correction in a death certificate and legal heir certificate.
What About Tenants?
- A connection is given to the owner or lawful occupier of premises. A tenant in an ordinary letting does not usually have the owner's connection moved into the tenant's name.
- A separate connection for a tenant needs the owner's written consent and the rent agreement, under the supplier's rules.
- For proof of address, a tenant uses the registered rent agreement, not the owner's bill.
- A tenant who pays the bill should keep the receipts. They show occupation, though not in the tenant's name.
Do not ask a landlord to put a connection in your name to get an address proof. It creates a liability and a claim neither side intends.
What About Dues and the Security Deposit?
- Arrears. The office clears a request only on a connection with no dues. Where a dispute about an old bill is pending, ask how it affects the request.
- The security deposit. Paid by the original consumer. On a transfer it is either moved to the new consumer with the old consumer's consent, or the new consumer pays a fresh one. On a plain correction of the consumer's own name, it stays as it is.
- A fee. Suppliers charge a processing fee for a change of name or transfer. Ask the office for the current amount and take a receipt.
- The load. If the load in use is more than the sanctioned load, the office may ask for that to be regularised at the same time.
Pay only at the corporation's counter or its own online system. Nobody at the gate can "get the name changed" for a private payment.
What If the Office Will Not Act?
- Apply in writing, with a receipt and an application number.
- Ask what paper is missing, in writing.
- Go to the next officer, the divisional or executive engineer for the area.
- Use the corporation's complaint system, by its helpline or website.
- Approach the consumer grievance redressal forum. The electricity law requires every distribution company to have one.
- Then the electricity ombudsman, appointed by the state's regulatory commission, if the forum does not resolve it.
The regulatory commission's standards set times for such services. Ask the office what the time for a change of name is, and count from the date of a complete application.
How Does the Central Gazette Route Work?
Use this only where you are the consumer and have changed your own name by choice. It has no part in a transfer from a seller or a parent.
Step 1: Confirm that you are the consumer on record
If the bill is in someone else's name, you need a transfer, not a Gazette.
Step 2: Ask the office what it accepts for a changed name
A marriage certificate serves for a married surname.
Step 3: Fix the exact new name
As on Aadhaar, and list the name as on the bill.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then apply to the corporation
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Update Aadhaar, then give the published notification with the corporation's form.
Nobody takes out a Gazette for an electricity bill alone. It is done for Aadhaar, PAN and the bank, and the bill follows. See gazette name change in Uttarakhand.
Would the Corporation Accept the Uttarakhand Gazette?
It is a state undertaking and may well accept a state notice. Aadhaar, PAN and the bank are the reasons most people choose the Gazette of India.
Step 1: Ask the sub-division office which Gazette it accepts
Before you choose.
Step 2: Think about Aadhaar, PAN and the bank
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Consumers Make?
| Mistake | What to do |
|---|---|
| Asking for a Gazette to move a late father's connection | That is a transfer, on proof of succession |
| Buying a house and never transferring the connection | Apply soon after the deed is registered |
| Not taking the seller's no objection at the sale | Take it with the deed |
| Applying with arrears outstanding | Clear the dues first |
| Heirs each assuming another will do it | Agree on one name, with written no objections |
| A tenant asking for the owner's connection | Use the registered rent agreement for address proof |
| Paying someone at the office gate | Pay only at the counter or online |
| Throwing away old bills | They prove the connection's history |
| Not reading the next bill | Check the name, address and number |
A typical case we handle: a man in Rishikesh wanted his electricity bill as proof of address for a passport. The connection was in his late father's name, and a cafe told him to "change the name by Gazette". That would have done nothing. His own name had never changed. He took the death certificate, the house's mutation in his name and his brothers' no objections to the sub-division office, and the connection was transferred. This is an illustrative example of the type of case we handle, not a named client review.

Ask the office. On a plain correction it normally stays.
Is there a time limit for changing the name on an electricity connection?
The central Electricity (Rights of Consumers) Rules, 2020 treat a change in name and a transfer of ownership as a change to an existing connection. The 2020 rules set up to 7 days in metro cities, 15 days in other municipal areas and 30 days in rural areas, counted from a complete application.
Did the 2024 amendment shorten these times?
An amendment notified on 22 February 2024 shortened the times for new connections, keeping up to 30 days for rural areas in hilly states. Ask the office which period it applies to a change of name.
Who can ask for an electricity connection?
Under the rules, a distribution company has to supply electricity on request by the owner or occupier of premises, on proof of ownership or occupancy.
How long can a complaint to the power corporation take?
The consumer rules set a maximum of 45 days for grievance redressal, after which you can go to the forum and the ombudsman.
Can I get compensation if the office misses the time limit?
The rules provide for compensation to consumers when a distribution company breaks its standards of performance. Ask the corporation or the regulatory commission how it is claimed in Uttarakhand.
Is an electricity bill accepted as address proof for a passport?
A recent bill in your own name usually is. A bill in a parent's or landlord's name usually is not, so transfer the connection or use another proof such as a registered rent agreement.
