Homestay Registration Name Change in Uttarakhand
For families running a homestay whose registration carries a misspelt name, an old name or a late parent's name: what the registration rests on, which of three different requests it is, and why the house's own papers have to be right first.
A homestay registration name change is asked for from the tourism department, through the district tourism office or its online registration. The registration is in the name of the owner who lives in the house, so it follows the owner's Aadhaar and the house papers. A new owner after a death applies in his or her own name.

Many hill families now take guests into their own homes, and the state registers each one. A homestay registration name change comes up at renewal, at a subsidy claim or when a parent dies. This page explains homestay registration name change for families in Uttarakhand, under the tourism rules the state brought in this year.
We do not file tourism applications, and this subject rarely needs a Gazette. The new rules are as a newspaper reports them. We did not read the rules themselves, and could not confirm the department's procedure for changing a name on a registration. For a shop's papers, read name change in trade licence and shop establishment.
What Do the New Rules Say?
As a newspaper reports the tourism board's statement. The tourism department's site lists the rules themselves, which we did not read.
| Point | What is reported |
|---|---|
| The rules | The Uttarakhand Tourism and Travel Business Registration Rules, 2026, replacing the 2014 rules and the separate homestay rules of 2015 |
| Who registers | All tourism units, including homestays and bed and breakfast units, with the state's tourism development board |
| How long it lasts | Five years, after which renewal is mandatory |
| Who can run a homestay | Owners must be permanent residents of Uttarakhand and reside on the premises |
| Grading | Homestays are classed as gold, silver or bronze on their facilities |
| Display | The registration certificate, carrying a QR code, has to be displayed, and visitor records kept |
| Without registration | Penalties, starting from an amount the rules set |
The fourth row matters most for names. A homestay registration is personal to an owner who is a permanent resident and lives in the house. It is not a licence that floats free of a person.
What Does a Registration Rest On?
Three facts about the owner
- Identity. Shown by Aadhaar
- Ownership of the house. Shown by the deed, the land record or the house tax record
- Permanent residence in the state. Shown by the certificate the tehsil issues
What that means for the name
- The same person, in the same name, on all three
- The registration then copies that name
- A difference between any two is read as two people
Guides to registration list the owner's Aadhaar and the ownership documents first, with the consent of every co-owner where the house is jointly held, and an inspection by the district's tourism office. The house's papers are therefore read as closely as the owner's.
Which of Three Requests Is Yours?
| Request | Who is the owner after it | Example |
|---|---|---|
| The owner's own name is corrected or changed | The same person | Certificate: Kamla Devi. Aadhaar: Kamla Bisht |
| The homestay's name is changed | The same person | Himalaya View becomes Bisht Home Stay |
| The owner is changed | A different person | A son continues after his father's death |
Only the first is a change of name in the ordinary sense. The second is a business decision. The third is a new owner, who has to qualify afresh as a resident owner living in the house.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The certificate misspells the owner, and Aadhaar is right | A correction at the tourism office, on Aadhaar | No |
| The owner's Aadhaar differs from the house papers | Bring the two to one name first | Sometimes |
| The house is still in a late father's or grandfather's name | Mutation or succession first, then registration in the present owner's name | No |
| A woman owner has taken a married surname | Aadhaar on the marriage certificate, then the registration | No |
| The homestay is being renamed | A request to the tourism office to change the unit's name | No |
| The registered owner has died | A fresh registration by the heir who owns and lives in the house | No |
| The owner has changed a name by choice | Gazette, then Aadhaar and the house papers, then the registration | Yes, for Aadhaar |
The third row is the commonest in the hills, and it is not about a name. It is about who owns the house on paper.
How Do You Put It Right?
This is the general method. Ask the district tourism office for its current procedure under the new rules.
Step 1: Read the registration certificate
The owner's name, the homestay's name, the address and the date it runs to.
Step 2: Lay Aadhaar, the house papers and the residence certificate beside it
Write the owner's name and father's or husband's name from each.
Step 3: Decide which of the three requests it is
Your own name, the homestay's name, or a new owner.
Step 4: Put the house's own papers in order
By mutation, succession or a correction, so that the present owner is the owner on record.
Step 5: Correct Aadhaar, and take a fresh residence certificate
In the same name as the house papers.
Step 6: Apply to the district tourism office, or on the department's registration site
For the correction, the change of the unit's name, or a fresh registration, with the papers.
Step 7: Be present for any inspection
The owner is expected to live there.
Step 8: Display the new certificate, and update what hangs on it
The bank, the tax and food registrations, and any booking site.
Why Do the House's Own Papers Come First?
- A hill house has often passed down three generations without a single paper being changed. The land record still names a grandfather.
- The family that lives there, and runs the homestay, owns it in every real sense and holds nothing in its own name.
- A registration asks for proof of ownership. A record in a dead man's name is not proof for the living.
- The cure is mutation by succession at the tehsil, which brings the heirs on record. In a town, the house tax record at the local body is mutated as well.
- Where several heirs share the house, the one who runs the homestay needs the others' written consent. Guides to registration say so.
- An heir who lives in Delhi and an heir who lives in the house are both owners. Only the one who resides there can be the homestay's owner under the reported rule.
Read name correction in khatauni and land records and name change in property documents.
What About the Permanent Residence Certificate?
- The reported rule keeps homestays for permanent residents of the state. The proof of that is the certificate the tehsil issues.
- The certificate carries the holder's name and father's or husband's name. It should match Aadhaar and the house papers.
- A certificate is not altered. Where the name on it is wrong, a fresh one is issued on the right identity papers.
- A woman who married into the state, or out of it, should ask the tehsil how her residence is certified before she applies as an owner.
- An older certificate in a maiden name remains proof of residence. Her marriage certificate links it to her present name.
What Happens When the Registered Owner Dies?
- The registration was his. It rested on his residence and his ownership. It does not pass to an heir by a correction of name.
- Tell the district tourism office, with the death certificate, and ask what it requires meanwhile.
- Have the house mutated in the heirs' names.
- Settle among the heirs who will run the homestay. That person has to live in the house.
- That heir applies for registration in his or her own name, with the others' consent.
- The bank account, the tax registration and the food registration are taken afresh or transferred, each by its own rule.
A family that goes on taking guests for years on a dead parent's certificate is, on paper, running an unregistered unit. Read name correction in a death certificate and legal heir certificate.
What About a Woman Who Runs the Homestay?
- In many hill homes it is the woman of the house who cooks, cleans and hosts, while the house is in her husband's or father-in-law's name.
- The registration follows ownership, so it is usually in his name. She appears nowhere on paper.
- Where she is to be the registered owner, the house has to be hers, alone or jointly, on the record.
- Schemes that support homestays, and loans for them, look for the registered owner. A woman who wants them in her own name needs her name on the house first.
- Her own name should then be one name across Aadhaar, the residence certificate, the house papers and her bank account.
Which Papers Hang on the Registration?
| Record | Kept by | What it follows |
|---|---|---|
| The bank account for the homestay | The bank | The owner's identity papers and the registration certificate |
| The subsidy or loan under the state's homestay scheme | The tourism department and the bank | The registered owner |
| The food registration, where meals are served | The food safety authority | The operator's name, by a modification |
| The tax registration, where turnover requires one | The tax portal | PAN |
| The electricity and water connections | The utilities | The owner on the property record |
| Listings on booking sites | The platform | The host's identity papers and the registration number |
Do these after the registration itself, with one folder of the corrected papers. Read FSSAI licence name change, electricity bill and bank records.
Where Does a Gazette Come In?
Rarely. It comes in where a living owner has changed a name by choice, or is recorded under two different names across the house papers and Aadhaar with no certificate between them. It does nothing for a house in a dead owner's name.
Step 1: Confirm that it is your own name, and that you are the owner on record
A homestay's name, a mutation or a spelling needs no Gazette.
Step 2: Copy the name exactly as the house papers have it, and as Aadhaar has it
With the father's or husband's name in each.
Step 3: Make the affidavit
State both forms, or the old and the new name, and your address. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult, with Rs 250 more for each alias. It is not refunded.
Step 8: Send the file, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Update Aadhaar, the residence certificate and the house record, then the registration.
Would the Uttarakhand Gazette Do for a Homestay Owner?
The tourism office and the tehsil are state offices and may accept it. Aadhaar, PAN and a bank are the reasons to prefer the Gazette of India.
Step 1: Ask the Aadhaar centre which Gazette it accepts
The other papers follow Aadhaar.
Step 2: Think about the bank, PAN and a later sale of the house
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Homestay Families Make?
| Mistake | What to do |
|---|---|
| Running on a late parent's registration | Register afresh in the heir's name |
| Applying while the house is in a grandfather's name | Mutation first |
| Asking for a "name change" when the owner has changed | That is a new registration |
| Getting a Gazette to rename the homestay | A unit's name is changed at the tourism office |
| Registering in the name of a relative who lives elsewhere | The owner is expected to reside on the premises |
| Leaving co-owners out | Take their written consent |
| A residence certificate in a different spelling | Take a fresh one in the Aadhaar name |
| Letting the five years run out | Note the renewal date, and correct the name then if not before |
| Changing the registration and not the bank or the listing | Update everything that quotes it |
A typical case we handle: a family near Mukteshwar had taken guests for eight years on a registration in the father's name. He died, and at renewal the son was told at a cyber cafe to "change the name by Gazette". That was the wrong advice. Nobody's name had changed. The house was mutated in the heirs' names, his sister in Delhi gave her consent, and he registered afresh as the owner living there. This is an illustrative example of the type of case we handle, not a named client review.

The 2026 rules, the five years, the resident owner and the QR-coded certificate are as a newspaper reports the tourism board's statement. The tourism department's site lists the rules, which we did not read. The documents for registration are as guides list them. We could not confirm the department's procedure for correcting a name, renaming a unit or registering an heir. The three kinds of request and the advice on the house's papers are general guidance. The district tourism office is the authority.

Homestay Registration Name Change: The Short Version
A homestay registration is personal to an owner who is a permanent resident and lives in the house. Decide first what is changing: your own name, the homestay's name, or the owner. Put the house's papers in the present owner's name, and bring Aadhaar and the residence certificate to the same name. Then apply at the district tourism office. After a death, the heir who lives there registers afresh.
