Name Change in Water Connection in Uttarakhand

When the water bill comes in a misspelt name, a seller's name or a late parent's name: the two requests behind the words "name change", what the water utility calls them, and the property record that has to be right first.

Quick answer

A name change in water connection records is asked for from the water utility, which for most towns is Uttarakhand Jal Sansthan. A new owner or tenant applies for a change of ownership or tenancy, which the utility also calls mutation. A consumer whose own name is misspelt asks for a correction on identity proof. Neither needs a Gazette.

A water bill is moved to a new owner by a change of ownership at the water utility, after the house tax record is mutated and the dues are cleared.

The water bill is a household paper few people read until an office asks for it as proof of address. A name change in water connection records then turns out to mean one of two things, and most often it means the house has changed hands. This page explains name change in water connection records for households in Uttarakhand.

We do not deal with the water utility, and this subject almost never needs a Gazette. We could read the titles of the utility's documents on this service, but not their contents, so the papers and steps here are general guidance. For the electricity connection, read name change in electricity bill in Uttarakhand.

What Is the Connection, and Who Keeps It?

  • The utility. Uttarakhand Jal Sansthan supplies water and runs sewerage in most towns of the state, from its divisions and sub-divisions. Its head office is in Dehradun.
  • The connection. It is given to a premises, in the name of a consumer, under a consumer number. A sewer connection is recorded with it or beside it.
  • The consumer. The owner of the premises, or a tenant with the owner's consent.
  • Online. The utility has a website, a billing portal and a mobile app, for bills, payments and applications.
  • Its own name for this service. The utility's documents page lists an online service titled change of ownership or tenancy, with mutation and name change in brackets, and a separate document on the fee for a water mutation or name change.

So the utility itself treats "name change" chiefly as a change of ownership or tenancy. That tells you what it will ask for: proof that the premises are now yours.

Which of Two Requests Is Yours?

Two requests commonly called a name change on a water connection
RequestWho is the consumer after itExampleWhat it rests on
Correction of the consumer's own nameThe same personBill: Sunita Devi. Aadhaar: Sunita Rawat, after marriageThe consumer's identity papers
Change of ownership or tenancy, also called mutationA different personThe bill is in the seller's name, or a late father'sProof of ownership or succession, or the tenancy

The second is by far the commoner. It is not a change of anybody's name. The seller, or the late parent, keeps the name he had. The connection simply gets a new consumer.

Why Does the Name on a Water Bill Matter?

  1. Proof of address. Several offices list a recent water bill among the papers they accept, in the applicant's own name.
  2. A sale. A buyer's lawyer asks for utility bills in the seller's name, with no dues.
  3. A loan against the house. The lender reads the bills with the title papers.
  4. Dues and disconnection. Notices go to the consumer on record. A new owner may not see them.
  5. A new or bigger connection, or a sewer connection, is asked for by the consumer on record.

Water goes on flowing whoever's name is on the bill, which is why the record is left alone for decades.

A Gazette touches one row, and there it is for Aadhaar. The utility reads identity proof and property papers.

Why Does the Property Record Come First?

  • A water connection follows the premises. The utility's question is who owns or occupies them now.
  • The readiest answer is the local body's house tax record, mutated in the new owner's name, with the deed behind it.
  • So for a house that was bought or inherited, the usual order is the deed or succession paper, then the house tax record, then the electricity and water connections.
  • Where the house tax record still shows the old owner, expect the utility to ask why.
  • Where your own name is in two forms across the deed and your Aadhaar, that is a property question to settle first, and the one place a Gazette may come in.

How Do You Apply?

This is the general method. Use the utility's current form, online or at its sub-division office.

Step 1: Find the consumer number

It is on any bill.

Step 2: Decide which of the two requests it is

A correction of your own name, or a change of ownership or tenancy.

Step 3: Put the property record in order

The deed, and the house tax record in the present owner's name.

Step 4: Clear the dues

Pay the bills to date and keep the last receipt. Arrears generally have to be cleared before a change of ownership.

Step 5: Apply on the utility's online service, or at the sub-division office

For a change of ownership or tenancy, or for a correction.

Step 6: Attach the proof

Identity papers, and the ownership or succession papers the request needs.

Step 7: Pay the fee, and keep the application number

The utility publishes its fee for a mutation or name change. Take a receipt.

Step 8: Check the next bill

The name and the address, and the sewer connection if you have one.

Which Papers Should You Carry?

We could not read the utility's own list. This is what such a request usually rests on.

Papers usually needed for each kind of request on a water connection
RequestPapers
Correction of your own nameThe application, the last paid bill, identity proof in the right name, and the marriage certificate where the surname changed on marriage
Change of ownership after a purchaseThe application, the last paid bill, the registered sale deed, the house tax record in your name, and identity proof
Change of ownership after a deathThe application, the last paid bill, the death certificate, proof of succession, the other heirs' consent where asked, and identity proof
Change of tenancyThe application, the last paid bill, the rent agreement, the owner's consent, and identity proof

An affidavit about the facts may be asked for. A newspaper notice or a Gazette is not part of any of these. Read rent agreement name mismatch.

What Happens After the Owner's Death?

  1. Go on paying the bills. Arrears build up against the house, whoever's name is on them.
  2. Get the death certificate, and check that it names the owner as the bill does.
  3. Settle among the heirs whose name the house and its connections will go in.
  4. Have the house tax record mutated at the local body.
  5. Apply to the utility for a change of ownership, with the death certificate and proof of succession.
  6. Do the electricity connection in the same week, on the same set of papers.

Where the late owner's name on the bill differs from the death certificate, show his Aadhaar and older papers to tie the two. A Gazette cannot be taken out for a person who has died. Read name correction in a death certificate and legal heir certificate.

What About Tenants, Flats and Shared Connections?

  • A tenant usually pays the owner's bill and leaves the name alone. A change of tenancy puts the bill in the tenant's name, with the owner's consent. It ends when the tenancy does.
  • A tenant who needs proof of address is better served by a registered rent agreement than by moving the water connection.
  • A flat in a building with one bulk connection has no bill of its own. The society or the builder is the consumer.
  • Brothers sharing one connection after a partition should ask the utility if a second connection is needed for the divided portion.
  • A shop may be on a commercial connection, in the name of the owner or the business. A change there follows the trade papers as well.

Read name change in trade licence and shop establishment.

What About Village Connections?

  • Village water schemes are run in different ways: by the water utility, by another state water body, or by the gram panchayat and its water committee.
  • Household tap connections given under the rural water mission are recorded against the household, usually in the name of its head.
  • Where a panchayat keeps the record, a change is asked for at the panchayat, on the family register and identity proof.
  • Where there is no separate bill, there is no name to change. Ask the panchayat secretary who keeps the list.

We could not confirm how each village scheme records its consumers. Ask locally.

How Does the Central Gazette Route Come In?

Almost never for a water connection alone. It comes in where the consumer has changed a name by choice, and Aadhaar needs a Gazette for that. The utility then follows Aadhaar.

Step 1: Confirm that you are the consumer, and that it is a change of name

A spelling or a change of ownership needs no Gazette.

Step 2: Fix the exact new name

The spelling that will go on Aadhaar, the property record and the bills.

Step 3: Make the affidavit

State the old name, the new name, your father's or husband's name and your address. Sign before a notary.

Step 4: Publish the newspaper notice

In a daily local leading newspaper. Keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 8: Send the file yourself, then update in order

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar, then the house tax record, then the utility bills.

Does the Uttarakhand Gazette Matter Here?

Not to the water utility, which follows identity proof and property papers. The question is only which Gazette Aadhaar accepts.

Step 1: Ask the Aadhaar centre which Gazette it accepts

The bills follow Aadhaar.

Step 2: Think about PAN, the bank and a later sale

The Gazette of India serves them all.

Step 3: Contact the Roorkee press

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 4: Ask for the papers, the format and the fee, and submit

Keep photocopies of everything.

Step 5: Download the notice

Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Households Make?

Common mistakes with a name on a water connection
MistakeWhat to do
Asking for a Gazette to move a seller's or a late father's connectionThat is a change of ownership, at the utility
Applying to the utility before the house tax record is mutatedProperty record first
Buying a house without checking the water duesAsk for the last paid bill before the sale
Leaving the bill in a dead owner's name for yearsChange it with the electricity connection
Forgetting the sewer connectionCheck that it moved too
A tenant moving the connection for address proofA registered rent agreement serves better
Paying an agent's fee without seeing the utility'sThe utility publishes its own fee
Applying by word of mouthApply online or in writing, and keep the number
Not reading the next billCheck the name and the address on it

A typical case we handle: a couple who bought a house in Dehradun were told at a bank that their water bill, still in the seller's name, would not do as proof of address. A shop offered to "change the name by affidavit and Gazette". They asked us, and we told them it was a change of ownership and needed neither. They had the house tax record mutated on their sale deed, cleared one pending bill and applied to the utility for a change of ownership. This is an illustrative example of the type of case we handle, not a named client review.

When you do not need us

For a water connection, almost always. A correction and a change of ownership or tenancy are both done at the utility on ordinary papers. We are useful only where you are the consumer and have changed your own name by choice, and Aadhaar needs a Gazette first.
