Name Change in Trade Licence and Shop Establishment Registration in Uttarakhand
For a shopkeeper whose local registrations carry a misspelt name, an old name or a late parent's name: which of three different requests it is, which office keeps each paper, and the order in which to update them.
A name change in trade licence and shop establishment records is an amendment at two offices: the labour department for the shop registration, and the municipal body for the trade licence. Update the owner's Aadhaar and PAN first. A new owner after a sale or a death is a transfer, not a change of name.

A small shop carries its owner's name on papers the owner rarely looks at, until a bank or a tax office asks for them. A name change in trade licence and shop establishment records then turns out to be one of three different things. This page explains name change in trade licence and shop establishment records for shopkeepers in Uttarakhand.
We do not deal with the labour department or municipal bodies. We prepare the Gazette notification, where an owner has changed a name by choice and PAN needs it. We could not confirm either office's current form for an amendment. For tax registrations, read name change in Udyam and GST registration.
What Are the Two Papers, and Who Keeps Each?
| Point | Shop and establishment registration | Trade licence |
|---|---|---|
| Kept by | The state's labour department, on its online system | The municipal corporation, council or other local body |
| What it is about | The establishment as a place of employment: hours, holidays and workers | Permission to carry on a trade at a place in the town |
| Names it carries | The establishment's name, and the employer's name with father's name | The licensee's name, the trade and the premises |
| How it is applied for | Online on the labour department's system | At the local body, or on its portal |
| What it is used for | A current account, other licences, and labour law compliance | Carrying on the trade lawfully, and renewals of other local permissions |
- The labour department's online system has options for registration, tracking, printing a certificate, amendment and an annual return.
- The same system carries a note that a shop with fewer than ten employees does not need to register with the labour department. Read the note on the system itself for its current wording, since the state's law on this has been revised.
- Guides differ on whether the registration now needs renewal. Ask the labour office for your area.
- Not every town or trade has a trade licence requirement in the same form. Ask your local body.
Which of Three Requests Is Yours?
| Request | Who owns the business after it | Example | What it rests on |
|---|---|---|---|
| The owner's own name is corrected or changed | The same person | Certificate: Rajesh Sing. PAN: Rajesh Singh | The owner's identity papers |
| The shop's trading name is changed | The same person | Rawat General Store becomes Rawat Super Mart | The owner's decision |
| The owner is changed | A different person | A son takes over a late father's shop | A sale deed, a partnership deed or proof of succession |
Only the first is a change of name in the ordinary sense, and only there can a Gazette have any part. The second is a business decision. The third is a transfer, and offices treat it very differently from an amendment.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| A certificate misspells the owner, and PAN is right | An amendment at that office, on PAN and Aadhaar | No |
| PAN is the wrong one | Correct PAN first, then amend | No |
| A woman owner has taken a married surname | Aadhaar and PAN on the marriage certificate, then amend | No |
| The owner has changed a name by choice | Gazette, then Aadhaar and PAN, then amend | Yes, for PAN and Aadhaar |
| The shop's trading name is changing | An amendment of the establishment's name at each office | No |
| The shop has been sold, or a partner has joined | A transfer or a fresh registration, on the deed | No |
| The owner has died | A transfer to the heir, or a fresh registration | No |
A Gazette appears once, and there it is for the owner's PAN and Aadhaar. Neither local office asks for one directly, so far as we know.
What Is the Order of Work?
For an owner whose own name is being corrected or has changed.
Step 1: List every local paper the shop holds
The shop registration, the trade licence, and any food, drug, weights or other licence.
Step 2: Write the owner's name from each, and from PAN
Letter by letter, with the father's name.
Step 3: Update Aadhaar, then PAN
Every office below asks for them.
Step 4: Update the tax registrations
The goods and services tax registration and the enterprise registration, through your accountant.
Step 5: Apply for an amendment of the shop registration
On the labour department's system, with the updated identity papers.
Step 6: Apply to the local body for the trade licence
For an amendment, or at the next renewal, with the same papers.
Step 7: Update the licences that hang on these two
Each asks for the amended certificates.
Step 8: Give the bank the amended set
For the current account.
What Happens With the Shop Registration?
- The registration names the establishment and the employer. For a proprietor, the employer is the proprietor.
- A change in the particulars is notified to the department by an amendment. Its online system has an amendment option. Ask the labour office how soon after a change it expects to be told.
- For the employer's own name, attach Aadhaar and PAN in the right name, and the marriage certificate or the Gazette notification where the name has changed.
- For the establishment's name, state the old and the new, and see that it matches the name on the tax registration.
- The registration number normally continues. Print the amended certificate.
- An establishment that is not required to register has no certificate to amend. Its other papers still need attention.
Another state's labour system says, in its own rules, that employer information can be changed on amendment only on the employer's death or a sale of the establishment. That is a different state. But it shows why an office may ask closely what kind of change you are asking for. Say plainly that the employer is the same person.
What Happens With the Trade Licence?
- The licence is issued by the local body for a named person, a named trade and named premises.
- It is renewed periodically. A renewal is the easiest moment to have a name corrected, since a fresh licence is printed anyway.
- The local body reads the licensee's name against identity proof, and often against the house tax record or the rent agreement for the premises.
- Where the premises are owned, the house tax record should be in the owner's present name. Where they are rented, the rent agreement should name the licensee as tenant.
- A licence is personal. A new licensee after a sale or a death is a transfer under the local body's own rules, or a fresh licence.
We could not confirm any local body's form or fee. Read rent agreement name mismatch and name change in property documents.
Which Licences Hang on These Two?
| Licence | Kept by |
|---|---|
| Food business licence or registration | The food safety authority |
| Drug licence | The state's drug control office |
| Weights and measures registration | The legal metrology office |
| Fire safety clearance | The fire service |
| Signboard or advertisement permission | The local body |
| Excise, tourism and transport licences | The department concerned |
Each has its own form for a change in the licensee's particulars, and each asks for the amended basic papers. So do them after the shop registration and the trade licence, and keep a single folder of the updated set to hand to each office.
What About a Sale, a Partner, or a Death?
A sale, or a partner joining
- The business now belongs to a different person or to a firm
- It needs its own PAN-based tax registration
- The local registrations are transferred or taken afresh, on the sale deed or the partnership deed
- The old owner's registrations are closed
The owner's death
- A proprietorship is its proprietor. It does not pass by a correction of name
- The heir who continues the shop registers in the heir's own name and PAN
- The local offices ask for the death certificate and proof of succession
- The other heirs' consent is usually asked for
A son who goes on trading for years on a late father's certificates has a shop with no valid papers in his own name. Put it right before a bank or an inspector asks. Read name correction in a death certificate and legal heir certificate.
What About the Bank and the Signboard?
- The current account. A bank opens a proprietor's account on the proprietor's identity and on proof of the business, which is usually these very certificates. When they are amended, give the bank the new set.
- Payment machines and online gateways match the trading name and the owner's name with the bank account and the tax registration.
- The signboard and bills should carry the trading name as registered. Change them when the amended certificates are in hand, not before.
- Suppliers and credit accounts should be told in writing, with a copy of the amended certificate.
- The rent agreement for a rented shop should be renewed in the owner's present name.
How Does the Central Gazette Route Come In?
Only for the owner as a person. Where the owner has changed a name by choice, PAN and Aadhaar ask for a Gazette, and every registration follows PAN.
Step 1: Confirm that it is your own name that is changing
A trading name needs no Gazette, and neither does a transfer.
Step 2: Fix the exact new name
The spelling that will go on PAN and so on every certificate.
Step 3: Make the affidavit
State the old name, the new name, your father's or husband's name and your address. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar and PAN, then the tax registrations, then the local ones.
Would the Uttarakhand Gazette Do for a Shopkeeper?
The labour department and a municipal body are state offices and may accept it. PAN, the tax registration and the bank are the reasons to prefer the Gazette of India.
Step 1: Read what the PAN correction form lists as proof
PAN comes first, and everything follows it.
Step 2: Think about the tax registration and the bank
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Shopkeepers Make?
| Mistake | What to do |
|---|---|
| Confusing the owner's name with the shop's name | Decide which is changing |
| Trading on a late father's certificates | Register in your own name |
| Amending the local papers before PAN | PAN first |
| Asking for a "name change" when the shop has been sold | That is a transfer or a fresh registration |
| Getting a Gazette to change the shop's trading name | A trading name is changed by amendment |
| Updating one office and not the other | The labour department and the local body are separate |
| Forgetting the food, drug or other licence | List every licence and work down it |
| Changing the signboard before the certificates | Certificates first |
| Paying an agent at the office gate | Apply on the system or at the counter, and take a receipt |
A typical case we handle: a man in Kashipur had run his late father's hardware shop for six years on his father's registration and trade licence. A bank refused him a business loan, and a broker told him to "change the name by Gazette". That would have done nothing, since his own name had never changed. He registered the shop in his own name and PAN, took a trade licence as his father's heir with his brothers' consent, and opened a current account on the new papers. This is an illustrative example of the type of case we handle, not a named client review.
What is an accountant's job, not ours
The tax registrations, the books, and the paperwork of a sale or a partnership.
When you do not need us
For a trading name, a transfer, a spelling against PAN, or a married surname. Those rest on the offices' own forms and on ordinary papers. We are useful only where an owner has changed a name by choice and PAN needs a Gazette first.

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The shop registration is amended online. The trade licence is dealt with at your own local body. The Gazette file, where one is needed, is prepared on WhatsApp.

Trade Licence and Shop Registration: The Short Version
Decide first which of three things is changing: your own name, the shop's trading name, or the owner. For your own name, update Aadhaar and PAN, then the tax registrations, then amend the shop registration with the labour department and the trade licence with the local body. A trading name is changed by amendment. A sale or a death is a transfer or a fresh registration.
No local office asks for a Gazette, so far as we know. PAN does, for a change by choice. To find out which request yours is, message us on WhatsApp 9540005064, and we will reply in working hours.
