FSSAI Licence Name Change in Uttarakhand
For a food business whose licence or registration carries a misspelt name, an old name or a late parent's name: when it is a modification, when it is a transfer, when a fresh licence is needed, and what happens to the packets already printed.
An FSSAI licence name change is made by a modification application on the food safety authority's online system. A change that alters the licence certificate carries a fee, which the authority's own guidance puts at Rs 1,000 for a licence and Rs 100 for a registration. A transfer to another person is allowed on the holder's death.

A sweet shop, a dhaba, a home baker and a packaged food unit all work under a food safety licence or registration in somebody's name. An FSSAI licence name change is asked for when that name is wrong, has changed, or belongs to a parent who has died. This page explains FSSAI licence name change for food businesses in Uttarakhand.
We do not file food licence applications. We prepare the Gazette notification, where a proprietor has changed a name by choice and PAN needs it. The fee and the transfer rule are from the authority's own published guidance, which may have been revised. For other business papers, read name change in Udyam and GST registration.
What Is the Licence, and Whose Names Are on It?
- Who needs one. Anyone who makes, stores, transports or sells food. Small operators hold a registration. Larger ones hold a state or a central licence, by the size and kind of business.
- Who grants it. The food safety authority, through the state's food safety officers for a registration or a state licence.
- Where it is kept. On the authority's online system, where it is applied for, modified, renewed and transferred.
- The certificate. It shows the name of the food business operator, the address of the premises, the kind of business and the licence number.
- Behind the certificate. The application carries more: the proprietor, partners or directors, the person in charge, a nominee and the supporting papers.
For a proprietor, the operator named may be the proprietor, the shop's trading name, or both. Read your own certificate to see which. That decides what kind of request a change is.
What Does the Authority's Guidance Say?
These points are from the authority's published questions and answers on licensing and from its online system's user guide. Check the system for the current position.
| Point | Position |
|---|---|
| A change that alters the licence certificate | The operator applies for a modification, with a fee of Rs 1,000, and more where the licence is being upgraded |
| The fee shown on the system | Rs 1,000 for a licence and Rs 100 for a registration |
| A change that does not alter the certificate | No fee. A change of nominee is given as an example |
| The company name | Listed by the user guide among the fields that make it a full modification |
| Transfer on the owner's death | Allowed. The application is made online, with the death certificate and proof of being the legal heir |
| Packaging printed before a change of name | Permission to use it up can be asked for from the authority's headquarters, with a fee |
Guides add that a transfer is allowed only on death, only to a legal representative or a family member, and that the request has to be made within 90 days of the death or the licence lapses. We did not read the regulation itself, so confirm the period with the food safety office.
Which of Three Requests Is Yours?
| Request | Who runs the business after it | What it is called |
|---|---|---|
| The proprietor's own name is corrected or has changed | The same person | A modification |
| The business's trading name is changed | The same person or entity | A modification |
| The holder has died and a family member continues | A different person | A transfer |
There is a fourth situation that is none of these: the business is sold, or changes from a proprietorship to a firm or a company. As guides describe the rules, a licence does not pass on a sale. The new owner applies afresh. Ask the food safety office before assuming a modification will do.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The certificate misspells the proprietor, and PAN is right | A modification, on PAN and Aadhaar | No |
| A woman proprietor has taken a married surname | Aadhaar and PAN on the marriage certificate, then a modification | No |
| The proprietor has changed a name by choice | Gazette, then Aadhaar and PAN, then a modification | Yes, for PAN and Aadhaar |
| The shop's or the brand's name is changing | A modification of the business name | No |
| The nominee or the person in charge has changed | A modification that does not alter the certificate | No |
| The holder has died | A transfer to the legal heir, in time | No |
| The business has been sold or made into a firm | A fresh licence in the new owner's name | No |
A Gazette appears once, and there it is for the proprietor's PAN and Aadhaar. The food safety system reads the identity papers and the business's other registrations.
How Do You Apply for a Modification?
As the authority's user guide describes it. The screens change, so follow the system as it now stands.
Step 1: Update the papers the licence rests on
Aadhaar and PAN for a proprietor. The tax registration and the shop or trade papers for a business name.
Step 2: Sign in to the food safety authority's online system
With the account the licence was applied from.
Step 3: Choose to apply for a modification of the licence or registration
And pick the licence concerned.
Step 4: Select the details you want to change
The system decides from your selection if it is a full modification or one that leaves the certificate alone.
Step 5: Correct the fields, and state the purpose
Enter the name exactly as on the identity papers or the business's registration.
Step 6: Upload the proof
Identity papers in the right name, the amended business registrations, and the marriage certificate or Gazette notification where a name has changed.
Step 7: Pay the fee, where one applies, and submit
Keep the application reference.
Step 8: Answer any query, then download the fresh certificate
The officer may ask for more. Display the new certificate at the premises.
What About the Proprietor's Own Name?
- The proprietor is identified by Aadhaar and PAN in the application. Those are updated first.
- A spelling, or a married surname, needs only the corrected identity papers, with the marriage certificate where relevant.
- A name changed by choice needs the Gazette for PAN and Aadhaar. The modification is then made on the updated papers, with the notification uploaded as the link.
- The licence number stays. The business does not stop while the modification is pending.
- The tax registration and the shop or trade papers should be amended to the same name, so that an officer comparing them finds one spelling.
Read name change in PAN card and name change in trade licence and shop establishment.
What About the Business Name, and the Brand?
- A change of the trading name on the certificate is a full modification, with the fee.
- The proof is whatever records the new name: the amended tax registration, the shop registration, or for a company the certificate of its change of name.
- A brand name on a packet is not always the name on the licence. A new brand under the same operator may need only the product details updated. Ask the food safety office.
- A trading name is never changed by Gazette. That is for a person's name.
- Change the signboard, the bills and the packets only after the modified certificate is issued.
A caterer or a home kitchen that trades under the owner's own name has no separate business name. For them the owner's name is the business name, and one modification covers both.
How Is a Licence Transferred on the Holder's Death?
- Do not let the time run. Guides give 90 days from the death for the request. Confirm it with the food safety office in the first week.
- Get the death certificate, and check that it names the holder as the licence does.
- Settle who will hold the licence. One person, who is a legal heir or a family member.
- Collect proof of being the legal heir, and the other heirs' consent where asked.
- Apply for the transfer online, from the option for surrender or transfer, with the new holder's identity papers.
- Bring the other registrations into the new holder's name alongside, since the tax registration cannot stay with a person who has died.
Where the dead holder's name on the licence differs from the death certificate, show his PAN and Aadhaar to tie the two. A Gazette cannot be taken out for a person who has died. Read name correction in a death certificate and legal heir certificate.
What About a Sale, or a New Partner?
- As guides describe the rules, a transfer is for a death only. A buyer of a food business does not take over the seller's licence.
- The buyer applies for a fresh licence or registration, and the seller surrenders the old one.
- A proprietorship that becomes a partnership or a company is a different operator, with a different PAN. Ask the food safety office if it treats that as a modification or as a fresh application.
- A partner or a director joining or leaving an existing firm or company is a modification of the details behind the certificate.
- Do not trade on the old owner's licence number in the meantime. The number on a packet has to belong to the person who made it.
What Happens to Packets and Labels Already Printed?
- A packaged food label carries the maker's name and address and the licence number.
- When the name on the licence changes, labels printed in the old name no longer match it.
- The authority's guidance says that on a change of name, address or licence number, an operator can apply for permission to use pre-printed packaging material. The request goes to the authority's headquarters with the prescribed fee.
- Ask for that permission before the modification is approved, and print new stock in small runs until it is.
- A shop that sells loose food has no label to worry about. It displays the fresh certificate.
This is the cost people forget. Plan the change for a time when label stock is low.
How Does the Central Gazette Route Come In?
Only for the proprietor as a person. Where a proprietor has changed a name by choice, PAN and Aadhaar ask for a Gazette, and the licence follows them.
Step 1: Confirm that it is your own name that is changing
A business name, a transfer or a sale needs no Gazette.
Step 2: Fix the exact new name
The spelling that will go on PAN, the licence and every label.
Step 3: Make the affidavit
State the old name, the new name, your father's or husband's name and your address. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar and PAN, then the tax registration, then apply for the modification.
Would the Uttarakhand Gazette Do for a Food Business?
The licence follows PAN and Aadhaar, and the authority's system is national. That points to the Gazette of India.
Step 1: Read what the PAN correction form lists as proof
PAN comes first.
Step 2: Think about the tax registration and the bank
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Food Businesses Make?
| Mistake | What to do |
|---|---|
| Running on a late father's licence for years | Apply for the transfer in time |
| Buying a business and using the seller's licence | Apply for your own |
| Applying for a modification before PAN is updated | PAN first |
| Getting a Gazette to change the shop's or the brand's name | A business name is changed by modification |
| Printing new labels before the certificate is modified | Certificate first |
| Throwing away old label stock | Ask for permission to use it up |
| Applying for a fresh licence for a spelling | A modification keeps the number |
| Letting the tax registration and the licence carry different names | Amend both to one spelling |
| Paying an agent's "name change fee" far above the authority's | Check the fee on the authority's own system |
A typical case we handle: a woman in Haridwar ran a small pickle unit under a registration in her maiden name. After marriage she updated her Aadhaar and her bank account, and a buyer refused her invoice because the registration, the label and her bank account no longer agreed. She thought she needed a Gazette. She did not. She updated PAN on her marriage certificate, had the tax registration amended, applied for a modification of the registration and asked for permission to use up her printed labels. This is an illustrative example of the type of case we handle, not a named client review.
