How to Send the Gazette File From Uttarakhand to Delhi
How to pack, address, post and track your name change file, from the plains or the hills, without a trip to Delhi.
To send a gazette file from Uttarakhand to Delhi, put the complete signed file in a strong envelope and post it by Speed Post or a tracked courier to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Keep the receipt and the delivery proof. You do not need to travel.

Most people never visit the Gazette office. They send the gazette file from Uttarakhand to Delhi by post, and it works well when the envelope is packed and addressed with care. This page shows how to send a gazette file from Uttarakhand to Delhi: the packing, the address, Speed Post or courier, tracking and what happens after delivery.
This page starts where the paperwork ends. For the papers that go inside, see documents required for gazette name change in Uttarakhand. For the office itself, see the gazette office in Uttarakhand page.
What Should You Check Before You Seal the Envelope?
Once the envelope is posted, nothing in it comes back. Spend ten minutes here.
- All nine papers are inside, in order, with the request letter on top.
- Both copies of the form are signed by you and by the two witnesses.
- The newspaper page is the full page, with the paper's name and date.
- The BharatKosh receipt is printed, and its reference number is in your letter.
- The new name reads the same in the affidavit, the newspaper, the form and the soft copy.
- No original identity document is inside. Only self-attested copies.
- Every page has been scanned or photographed for your own record.
Should You Use Speed Post, a Courier or Go in Person?
| Point | Speed Post | Private courier | In person |
|---|---|---|---|
| Run by | India Post | A private company | You |
| Booked at | Post offices across the state, including small towns | Courier offices, mostly in larger towns | The office in Civil Lines, Delhi |
| Tracking | Yes, on the India Post website | Yes, on the company's website | Not needed |
| Reach in hill districts | Wide | Limited in some areas | A long trip |
| Cost | Usually the lowest | Usually higher | Travel and a day or two of your time |
| Good for | Almost everyone | People in Dehradun, Haridwar, Haldwani and other large towns | People who are in Delhi anyway |
All three are allowed. The Department of Publication takes the file from the applicant in person or by post or courier. What it does not allow is an agent handing in the file for you.
Our usual advice is Speed Post. A Government office is used to receiving it, post offices are in every district, and the tracking record is easy to show later. Use ordinary post for nothing in this file.
How Do You Pack and Post the Gazette File to Delhi?
Step 1: Put the papers in order
Request letter on top, then the fee receipt, the two copies of the form, the affidavit, the newspaper page, the undertaking, the identity copies, the photographs and the soft copy.
Step 2: Protect the loose items
Put the photographs in a small paper cover with your name on it. Put the soft copy in its own sleeve. Do not staple through photographs.
Step 3: Use a strong envelope of the right size
Use a large cloth-lined or thick paper envelope, so the papers lie flat and the newspaper page is folded only once or twice. In the monsoon, slip the papers into a plastic cover first.
Step 4: Write both addresses clearly
Write the Delhi address on the front in block letters. Write your own name, address and phone number on the back.
Step 5: Seal it well
Close the flap with gum and tape over it. Do not leave it open for the counter to seal.
Step 6: Book it by Speed Post or a tracked courier
Hand it in at the counter and take the printed receipt. Check that the pin code on the receipt reads 110054.
Step 7: Keep the receipt and track the delivery
Photograph the receipt the same day. Track the number until it shows delivered, and save a screenshot of that page.
How Do You Write the Address on the Envelope?
On the front
To,
The Controller of Publications,
Department of Publication,
Ministry of Housing and Urban Affairs,
Civil Lines, Delhi 110054
On the back
From:
[Your name, as on your identity proof]
[House, street or village, post office]
[District], Uttarakhand [pin code]
Mobile: [your number]
We also write "Application for change of name" at the top left of the front. It is not a rule. It helps the envelope reach the right desk faster.
From Where in Uttarakhand Can You Post the File?
From any post office that books Speed Post. You do not have to go to Dehradun. The head post office at your district headquarters is the safe choice, and many sub post offices book Speed Post too.
Plains and large towns
Dehradun, Haridwar, Roorkee, Rishikesh, Haldwani, Rudrapur and Kashipur have both post offices and courier offices. Either works. Book early in the day so the envelope leaves the same evening.
Hill districts
In Uttarkashi, Chamoli, Rudraprayag, Tehri, Pauri, Almora, Bageshwar, Champawat and Pithoragarh, Speed Post from the district or tehsil post office is the dependable way. Ask at the counter on which days the mail goes down.
Tips for the hills
- In the monsoon, roads close without warning. Post the file with a few extra days in hand.
- Wrap the papers in plastic inside the envelope. Mail bags get wet.
- If your village has only a branch post office, carry the envelope to the nearest sub post office or head post office that prints a Speed Post receipt.
- Keep the receipt dry and photograph it at the counter.
How Do You Track the File and Prove It Was Delivered?
The Speed Post receipt carries a consignment number. Enter it on the India Post website, indiapost.gov.in, to see where the envelope is. A courier company gives a similar number for its own website.
Save these three things
- The booking receipt, as a photo and on paper
- A screenshot of the tracking page when it shows "delivered", with the date
- Your scan of the whole file
The date of delivery matters. The usual 30 to 45 days are counted from the day a complete file reaches the office, not from the day you posted it.
Do not expect a letter from the office saying that the file has arrived. Your delivery record is your proof. Keep it until your notice is published and downloaded.
How Long Does the File Take to Reach Delhi?
Plains
From Dehradun, Haridwar, Roorkee or Haldwani, a tracked envelope commonly reaches Delhi in a few days.
Hills
From the hill districts, allow a few days more, and longer in the monsoon or after snowfall.
At the office
After delivery, publication commonly takes 30 to 45 days for a complete file.
If you have a deadline, such as a passport appointment or a joining date, count back from it and post the file with spare days. Paying more for a faster courier saves a day or two on the road. It does not change the time at the office.
Can You Hand in the File Yourself in Delhi?
Yes. The applicant may submit the file in person at the Department of Publication, Civil Lines, Delhi 110054. The office is behind the Delhi Vidhan Sabha Metro Station on the Yellow Line.
Getting there from Uttarakhand
- Buses from Garhwal usually arrive at Kashmere Gate ISBT. Vidhan Sabha is two Metro stations from there on the Yellow Line.
- Many buses from Kumaon arrive at Anand Vihar ISBT, which is also on the Metro.
- From the railway stations, take the Metro to Vidhan Sabha.
Before you travel
- Check the days and hours for receiving papers on deptpub.gov.in. They can differ from office hours.
- Carry your original identity proof to show, and the complete file.
- Go yourself. A relative, a friend or an agent cannot submit in your place.
A visit does not move your file ahead of others. For most people in Uttarakhand, Speed Post gives the same result for far less money and time.
What Happens After the File Is Delivered?
- The office checks the file against its guidelines: the papers, the fee and the spelling.
- If the file is complete, the notice is sent for printing in Part IV of the Gazette of India, which comes out weekly.
- If something is wrong, the office tells you what to fix. Reply quickly, with the corrected paper and a copy of your delivery proof.
- When the notice is printed, you download the PDF free from egazette.gov.in.
While you wait, do nothing with the new name. Do not update Aadhaar, the bank or any other record until the Gazette is in your hand. Updating early, on the strength of an affidavit alone, is how records fall out of step.
What If the Envelope Is Delayed, Lost or Comes Back?
| What you see | What to do |
|---|---|
| Tracking has not moved for several days | Take the receipt to the post office or courier office where you booked it and ask them to trace it |
| Tracking shows a wrong city | Check the pin code on your receipt. If it was typed wrongly at the counter, raise it there the same day |
| The envelope comes back to you | Read the remark on it. It is usually an address or pin code problem. Fix it and post again |
| The envelope is declared lost | File a complaint with India Post or the courier. Then rebuild the file from your scans |
| Delivered, but no notice after two months | Write to the Department with your delivery proof and fee reference number |
If a file is lost in the post, the affidavit and the newspaper page have to be made again, because the office wants originals. This is the reason to buy extra copies of the newspaper on the day your notice prints, and to keep your scans.
A typical case we handle: a shopkeeper in Gopeshwar posted his file in July, and the road was closed for days after a landslide. The tracking page stood still for a week. The envelope was not lost. It reached Delhi the week after, and his notice was published the following month. This is an illustrative example of the type of case we handle, not a named client review.
How Do You Send a File to the Roorkee Press for the State Gazette?
If you have chosen the Uttarakhand Gazette, the file goes to Roorkee, not Delhi. The press sets how it wants to receive papers, so ask first.
Step 1: Ask the press how it receives files
Take the contact from govtpress.uk.gov.in and ask if the file may be posted or must be handed in.
Step 2: Confirm the papers and the fee receipt
Put the papers the press has asked for in order, with the state fee receipt.
Step 3: Address the envelope to the press
Write: Government Press, Ramnagar Industrial Estate, Roorkee 247667, District Haridwar, Uttarakhand, with the officer's designation the press gives you.
Step 4: Send it by Speed Post, or hand it in
Use a tracked service, or take a dated receiving on your photocopy if you hand it in.
Step 5: Keep the proof and watch the state portal
Keep the receipt and look for your notice on gazettes.uk.gov.in.

Which Posting Mistakes Cost People Their File?
| Mistake | How to avoid it |
|---|---|
| Posting to an address found on an unofficial website | Use the address on deptpub.gov.in, with pin code 110054 |
| Sending by ordinary post | Use Speed Post or a tracked courier |
| No scan kept | Scan every page before sealing |
| Original Aadhaar or passport put inside | Send self-attested copies only |
| No sender address on the envelope | Write your name, address and phone on the back |
| Receipt lost | Photograph it at the counter |
| A thin envelope that tears | Use a cloth-lined or thick envelope and tape the flap |
| Giving the file to someone who will "submit it in Delhi" | Post it yourself. An agent cannot submit for you |
| Posting before the fee is paid | Pay on BharatKosh first and put the receipt inside |
When you do not need us
Posting an envelope is not a service anyone should charge you much for. If your file is complete, you can pack and post it yourself with this page. What we do before that stage is prepare the papers and check them page by page. Our charge is quoted per case and shown apart from the Government fee.
