Gazette Name Change Rejection Reasons in Uttarakhand
Every common reason a Gazette file is returned, paper by paper, with the fix for each and a check to run before you post.
A gazette name change file is usually returned for a paper problem, not for the name. The common rejection reasons are a spelling difference between the affidavit, newspaper and form, a newspaper cutting sent in place of the full page, papers older than one year, a short or wrong fee, and a missing signature or witness.

A gazette name change rejection almost never means the Government has refused your new name. It means a paper in the file did not meet the guidelines. This page lists every common reason for a gazette name change rejection for files sent from Uttarakhand, how to fix each one and how to check your file before you post it.
For the correct papers, see documents required for gazette name change in Uttarakhand. For the whole Gazette step, read gazette name change in Uttarakhand.
What Does a Gazette Rejection Mean?
People use "rejected" for three different things. Know which one you have.
| What people say | What has happened | What you do |
|---|---|---|
| Returned, or objection raised | The office found a defect in a paper and wants it corrected | Fix that paper and send it as the office directs |
| Not accepted | The file did not meet the basic rules, such as no fee or the wrong form | Prepare the file again, properly |
| Delayed | Nothing is wrong. The notice is not printed yet | Wait and keep checking Part IV each week |
The Gazette office does not judge your reason for changing your name, and it does not approve or disapprove of the new name. It checks that the papers are complete, recent, signed and matching. So nearly every "rejection" can be traced to one page in the file.
Why Does a Spelling Difference Return So Many Gazette Files?
Your name appears in four places in the file: the affidavit, the newspaper notice, the typed form and the soft copy. The office reads them against each other. If one letter, one space or one initial differs, the papers no longer describe the same change.
| In the affidavit | In another paper | The difference |
|---|---|---|
| Aarav | Arav | One letter |
| Bisht | Bist | One letter in the surname |
| S. Rawat | S Rawat | A full stop after the initial |
| Sunita Devi | Sunitadevi | A missing space |
| Mohd. Arif | Mohammad Arif | A short form written in full |
| Negi Pooja | Pooja Negi | The order of the name |
The same care applies to your father's or husband's name and to the address. A village name spelt two ways, or a pin code with one wrong digit, raises the same question.
How to prevent it
- Decide the exact spelling, spacing and initials before anything is typed.
- Type the name once, and copy and paste it into every paper. Do not retype it.
- Send the newspaper typed text, never a voice note or handwriting.
- Read all four papers side by side before the fee is paid.
Which Papers Cause a Gazette File to Be Returned?
| Paper | What goes wrong | The fix |
|---|---|---|
| Affidavit | Not notarised, no date, or made more than a year ago | A fresh affidavit before a notary |
| Affidavit | Father's or husband's name or the address is missing | A fresh affidavit with full details |
| Newspaper notice | A cutting, a photocopy or an e-paper printout is sent | The full original page, with the paper's name and date |
| Newspaper notice | Printed before the affidavit, or in a paper not read locally | A fresh notice in a daily read in your district |
| Form | Handwritten, or only one copy sent | A typed form in two copies |
| Form | Signed in the new name | Sign in the old name |
| Form | A witness signature or address is missing | Two witnesses, each with a full address, on both copies |
| Form | The adult form used for a minor, or the wrong type of notice | The correct specimen for your case |
| Soft copy | Missing, unreadable, or its words differ from the form | A soft copy made from the same typed file |
| Undertaking | Missing or unsigned | A signed undertaking |
| Identity proof | Blurred, cropped, photographed at an angle, or not self-attested | A flat, clear photocopy, signed and dated |
| Photographs | Old, not passport size, or missing | Two recent passport size photographs |
| Request letter | Missing, or without your address and phone number | A short letter listing the papers enclosed |
Which Fee and Payment Mistakes Get a File Returned?
- No receipt in the file. The fee was paid but the BharatKosh receipt was not printed and enclosed.
- A short payment. The adult fee paid for a minor, or last year's fee paid after 1 April.
- The wrong purpose. The money went to a different head on the portal.
- Payment outside BharatKosh. A demand draft, cash or a direct transfer. These are not accepted.
- A receipt in another person's name. The office cannot tell whose fee it is.
- One payment for two people. Each notice needs its own fee and receipt.
The Central Gazette fee is commonly Rs 1,100 for an adult and Rs 1,700 for a minor, and it is revised each financial year. The steps to pay are on our BharatKosh fee payment page.
Which Reasons Are Specific to Minors, Marriage and Other Cases?
Child under 18
- Only one parent has signed the affidavit, with no custody or guardianship order
- The birth certificate is missing
- The adult fee was paid
- The child, not the parent, has signed the form
After marriage or divorce
- The marriage certificate or the decree is not attached
- The form is signed in the married name before it is published
- "Daughter of" and "wife of" are mixed between papers
- The old name in the form is not the name on the identity proof
Indian living abroad
- The India fee was paid, not the fee for applicants abroad
- Papers were not attested the way the guidelines ask
Government employees
- The private person's form was used where the office procedure applies
- The department's own papers are missing
Central staff follow a separate procedure. Ask your administration section before you prepare anything.
If the parents disagree about a child's name, or custody is in dispute, the Gazette office is not where that is settled. It is a matter for a lawyer and the court first.
Which Process Mistakes Stop a Gazette Name Change?
- Stopping at the affidavit. The person believes the name is changed and never files. Nothing was rejected. Nothing was sent.
- Posting to a wrong address. An address copied from an unofficial website, such as a "Dehradun" address with the Delhi pin code 110054.
- Sending by ordinary post. There is no proof that the file arrived.
- An agent handing in the file. The Department takes the application from the applicant, in person or by post or courier.
- No sender address or phone number. The office cannot reach you about a defect.
- Sending the Central form to the Roorkee press, or a state notice to Delhi.
- Paying for a "Gazette" and getting only an affidavit. There is no file at the office at all.
A typical case we handle: a young man in Kotdwar was told by a local agent that his Gazette had been "rejected twice" and asked to pay again each time. When he sent us the papers, there was no BharatKosh receipt and no postal receipt. Nothing had been filed. We prepared the file, he paid the fee and posted it himself, and the notice was published in the usual time. This is an illustrative example of the type of case we handle, not a named client review.
How Do You Check Your File Against Every Rejection Reason Before Posting?
Lay the papers on a table and go through them in this order. It takes about fifteen minutes.
Step 1: Read the four names side by side
Compare the new name in the affidavit, the newspaper, the form and the soft copy, one letter at a time. Then do the same for the father's or husband's name and the address.
Step 2: Check the dates
The affidavit date should be before the newspaper date, and neither should be older than one year.
Step 3: Check the newspaper page
It should be the full original page, with the paper's name and date at the top.
Step 4: Check the form
Typed, two copies, signed by you in the old name, signed by two witnesses with full addresses.
Step 5: Check the fee receipt
Right amount for your case, right purpose, your name, and a status that shows the payment went through.
Step 6: Check the small papers
Undertaking signed, identity copy clear and self-attested, two recent photographs, soft copy readable, request letter with your address and phone.
Step 7: Check the envelope
The Delhi address with pin code 110054 on the front, your address on the back, and a scan of every page saved before you seal it.
What Should You Do When a Gazette File Comes Back?
- Read the objection word by word. It names the paper and the defect. Do not guess beyond it.
- Do not change your affidavit to match a mistake. The affidavit is the base. Correct the other paper to match it, unless the affidavit itself is the defective one.
- Remake only what is asked for. A fresh newspaper notice, a retyped form or a clearer identity copy.
- Check the dates again. If the fix takes long, an older paper may cross the one-year line.
- Write a short covering letter. Give your old name, new name, the date your file first reached the office and your fee reference number.
- Send it by Speed Post and keep the proof, as you did the first time.
- Start the weekly Part IV check again from the new delivery date.
If you are not sure what the objection means, ask before you act. A wrong correction is a second defect, and it costs you more weeks.
Do You Have to Pay the Fee Again After a Rejection?
The fee is never refunded. Whether a fresh fee is needed depends on what went wrong and what the office directs. Plan for the worse case, so you are not surprised.
| What went wrong | What you pay again |
|---|---|
| A paper was missing or unclear | The cost of that paper and the postage. Follow the office's direction on the fee |
| The newspaper notice had a wrong spelling | A second newspaper notice |
| The fee was short | The shortfall, as the office directs |
| The whole file has to be made again | Be ready for the affidavit, the notice and the Government fee again |
| A wrong name was printed from your own form | The Government fee again, for a corrigendum |
This is why the checks come before the payment. Paying the fee is the one step in the process that cannot be undone.
What If the Roorkee Press Returns Your Notice?
The Government Press at Roorkee follows its own practice for the Uttarakhand Gazette. If it does not accept your notice, work through these steps.
Step 1: Ask for the reason
Ask the press what is missing or wrong, and note the name of the person who tells you.
Step 2: Ask if private notices are open
Sometimes the reason is not your papers. Ask if a private person's name change notice is being taken at present.
Step 3: Correct the paper named
Fix the affidavit, the newspaper notice, the format or the fee receipt, as told.
Step 4: Submit again with a copy of your first receipt
Attach your earlier fee receipt and submission proof, and keep photocopies.
Step 5: Consider the Central route
If the state route is closed or slow, the Gazette of India is open to every Indian citizen.
A fresh Central file needs its own fee, and papers that are less than one year old. To weigh the two routes, read Uttarakhand Gazette vs Gazette of India.
Why Would an Office Refuse a Published Gazette?
This is a different kind of rejection. The Gazette is printed, and an office still says no. The usual reasons:
| What the office says | The likely reason | What to do |
|---|---|---|
| "This Gazette is not accepted here" | It is a state gazette and the office is outside Uttarakhand or a Central office | Ask which Gazette it accepts. You may need the Gazette of India |
| "The address does not match" | The address in the Gazette differs from your Aadhaar | Show the affidavit and address proof. Ask what else is needed |
| "The name does not match our record" | The old name in the Gazette is not the name on that office's record | Show the paper that links the two names |
| "We need the original" | The officer doubts a printout | Ask them to look up the same issue on the Government portal |
| "Bring the newspaper and affidavit" | The office wants the full set | Carry the affidavit, the full newspaper page and the Gazette together |
A Gazette is supporting proof. It does not correct any record by itself, and each office decides what it needs. Ask for a refusal and its reason in writing. A written reason can be answered. A spoken "no" cannot.
What If the Problem Was Never a Gazette Job?
Some people face "rejection" because they were sent down the wrong road. No Gazette would have solved their problem.
- A mistake in a birth certificate. This is a Registrar correction under Section 15 of the Registration of Births and Deaths Act, 1969. It is done by the municipal body or panchayat office that issued the certificate.
- A wrong name on a class 10 or class 12 certificate. The board runs its own correction process, through your school. A Gazette supports that application. It does not replace it.
- A typing mistake or a Hindi and English spelling difference in Aadhaar. The Aadhaar rules allow these updates with the right supporting paper and no Gazette.
- A surname change after a registered marriage. The marriage certificate is usually enough.
- A change of gender. The paper for that is the certificate of identity under the Transgender Persons (Protection of Rights) Act, 2019.

People Also Ask About Gazette Rejection
Why was my gazette name change rejected?
Most often because of a spelling difference between papers, a newspaper cutting in place of the full page, old papers, a fee problem or a missing signature.
Can a gazette application be rejected?
Yes. A file that does not meet the guidelines is returned or not accepted. The name itself is not judged.
Can I apply again after a gazette rejection?
Yes. Correct the defect and send the paper or the file again. There is no bar on applying again.
Is the gazette fee refunded if the application is rejected?
No. The fee is not refunded.
Can the Government refuse my new name?
The Gazette office checks papers, not your choice of name. A file with correct papers is printed.
How do I avoid a gazette rejection?
Fix one spelling for every paper, send the full newspaper page, keep papers under one year old, pay the right fee and sign in your old name.
Will the gazette office tell me about a defect?
It can only reach you through the address and phone number in your request letter, so always include both.
Can I send only the corrected paper?
Often yes, as the office directs. Send it with a short covering letter that names your first file and fee reference.
Is an e-paper printout accepted for the gazette?
No. The office asks for the full original printed page, with the paper's name and date at the top.
Can a blurred identity copy get a file returned?
Yes. Send a flat, clear photocopy, signed and dated, not a photo taken at an angle.
What if my newspaper notice is dated before the affidavit?
The order is broken, so publish a fresh notice after the affidavit, in a daily read in your district.
Can I switch to the state gazette after a Central rejection?
You can, but it needs its own fee and papers. Most people simply correct the Central file and send it again.

The reasons listed follow the change of name guidelines of the Department of Publication and the defects we see in files. The page gives no rejection rate or count, because we do not have a verified figure to give. On the question of a second fee, it tells you to follow the office's direction and does not guess.

Gazette Name Change Rejection Reasons: The Short Version
A Gazette file is returned for its papers, not for the name. The reasons are few and repeat: a spelling that differs between papers, a newspaper cutting, papers over one year old, a fee problem, a handwritten or wrongly signed form, a missing witness, and for a child, one parent signing alone.
Fix one spelling for every paper, check the file against the seven steps on this page before you pay the fee, and post it yourself with tracking. If a file comes back, read the objection and correct only that. If you want it checked first, send scans on WhatsApp 9540005064, and we will reply in working hours.
