The office prints what you send. It does not decide your new name and it does not carry the change to any other record. After the Gazette is printed, you apply to each office yourself, starting with Aadhaar.
Do You Need to Visit the Gazette Office?
For the Central Gazette, no. The Department of Publication takes files by post and courier. Thousands of people who never see Delhi get their names published this way. What you need is a complete file and the delivery receipt.
For the state Gazette, ask the press. If it wants papers handed in, Roorkee is an easy trip from Haridwar and Dehradun, and a long one from Pithoragarh or Uttarkashi. From the hill districts, that travel alone can cost more than the gap between the two fees.
