Documents to Update After Gazette Name Change in Uttarakhand

For people whose change of name has been published in the Gazette and who now have to carry it to every record: which documents to update, in what order and why, what does not change, what to carry in the weeks between, and where each office is.

Quick answer

The documents to update after Gazette name change follow one order: Aadhaar first, then PAN, then bank accounts, insurance and investments, then the passport, the voter card, the driving licence and your employer, and last property, vehicles and household connections. The Gazette changes no record by itself. Each office is applied to in turn.

A person in Uttarakhand with a Gazette name change notice beside Aadhaar, PAN card, bank passbook and passport laid out in order
The Gazette changes no record by itself: update Aadhaar first, then PAN, then the bank, the passport and the rest, in that order.

The day a change of name is published in the Gazette, nothing else has changed. Aadhaar, the bank and the passport still carry the old name. So the documents to update after Gazette name change are many. This page lists the documents to update after Gazette name change, the order that works, and the reason for it.

This page draws together what our pages on each record say. We prepare the Gazette. The updates that follow are made by you, at each office, and we tell you the order free. For the Gazette itself, read gazette name change in Uttarakhand.

What Does the Gazette Do, and Not Do?

What it does

  • Records, in an official publication, that you have changed your name
  • Gives every office a paper it can rely on
  • Links papers in your old name to papers in your new one
  • Lasts for life. You will be asked for it again years later

What it does not do

  • Correct Aadhaar, PAN or any other record
  • Tell any office that you have changed your name
  • Reprint certificates already issued
  • Change your date of birth, your parents or anything but the name

So publication is the middle of the work, not the end. What follows is a round of applications, each to an office that has never heard of your Gazette until you show it.

What Is the Order?

This is the order our pages on each record set out. Keep to it.

Step 1: Download the Gazette notice and make your set

The Gazette PDF, the affidavit and the full newspaper page, in one folder, with several prints.

Step 2: Update Aadhaar first

At an Aadhaar Seva Kendra, with the Gazette and proof of the old name. Most other offices check against it.

Step 3: Then PAN

Through the correction application, once Aadhaar shows the new name. Never apply for a second PAN.

Step 4: Then the bank, insurance and investments

Once Aadhaar and PAN agree with each other. A bank that moves first can fail its own verification.

Step 5: Then the passport

As a re-issue in the new name, once your identity papers agree.

Step 6: Then the voter card, the driving licence and your employer

Each on the Gazette and the updated Aadhaar.

Step 7: Then property, vehicles and household connections

As each office directs. These take longest, and matter most at a sale or a death.

Step 8: Take fresh state certificates, and keep the set for good

Residence, income or caste certificates are applied for again in the new name. Old degrees are not reprinted.

Why Does the Order Matter?

  • Each office checks your name against a paper issued by an office before it.
  • Most of them check against Aadhaar. That is why it comes first.
  • PAN is checked against Aadhaar, and the two are linked. So PAN comes second.
  • A bank checks both. If it updates your name while they still disagree, its own later verification can fail.
  • The passport office wants identity papers that agree with each other and with the Gazette.
  • Property and vehicle offices ask for an identity paper in the new name. They come after the identity papers are done.

Done out of order, one update blocks the next. People who start at the bank, since it is nearest, often come back to the beginning.

Which Identity Papers, and Where?

Identity papers to update after a Gazette name change and where each is updated
PaperWhere it is updated
AadhaarAn Aadhaar Seva Kendra
PANThe correction application
Voter cardThe electoral office
PassportA re-issue, at the passport office
Driving licenceThe transport office

Aadhaar allows a name change only twice in a lifetime. Do not spend one on a spelling you have not settled. The same PAN is corrected, never replaced. A passport is re-issued as a new booklet, so tell your bank and employer its new number afterwards.

Which Money and Insurance Records?

Money and insurance records to update after a Gazette name change
RecordWhere it is updated
Bank accountsThe branch
Central KYC recordThrough the bank or another institution
Demat and mutual fundsThe broker, depository and fund houses
Life insuranceThe insurer
Health insuranceThe insurer
Provident fundThe member portal, or a joint declaration
National Pension SystemThe point of presence or the portal
Post office savingsThe post office
Credit reportIt follows your lenders. Check it

Begin with the bank where your salary or pension comes. Ask it to update the shared KYC record as well, since other institutions draw on that. After the bank, check which account your Aadhaar is seeded with for benefits. Read Aadhaar seeding name mismatch.

What About Work and Study?

  • An employer. Give the Gazette and updated Aadhaar and PAN to your office, so that pay, tax and provident fund records follow.
  • A Government employee. The service record is changed under service rules, on an application to your own department.
  • Degrees and mark sheets. Usually not reprinted for a change made after they were issued. They stay valid, read with the Gazette.
  • A student still enrolled. Ask the school, board or university at once. A record corrected before the final certificate is printed saves a lifetime of explaining.
  • A professional registration. A council or bar updates its register on its own form. Your right to practise is under the name on that register.
  • An application in progress. Tell the recruiting body, and carry the Gazette to verification.

What About Property, Vehicles and the Household?

Property, vehicle and household records to update after a Gazette name change
RecordWhere it is updated
Land recordsThe tehsil
Property documentsThe sub-registrar, as advised
Vehicle registrationThe transport office
Electricity connectionThe power utility
Water connectionThe water utility
Gas connectionThe distributor
Mobile numberThe telecom company
Ration cardThe supply office
Family registerThe village or municipal office

These are the slowest, and the easiest to put off. They are also the ones read most closely at a sale, a loan or a death. A sale deed already registered is not rewritten. Ask the sub-registrar or a lawyer what is done to record your new name against it.

What About Your Family's Papers?

  • Your name appears on other people's papers: as a spouse on a passport, as a parent on a child's birth certificate and school record.
  • Those papers were true when made, and stay valid.
  • Later papers should carry your new name. Tell the school before the next examination form.
  • A spouse's passport shows your name on its last page. It is updated at that passport's next re-issue.
  • Nominations in your favour, on a relative's policy or account, name you as you were. Ask them to update the nomination.
  • Where a child's paper is to be corrected to show your new name, that office decides on its own rules, with your Gazette.

Read father’s name change and correction, mother’s name change and correction and nominee name mismatch.

What About State Certificates?

  • A residence, income or caste certificate is issued to a named person on a date.
  • An old one in your old name is not altered.
  • When you next need one, apply afresh in the new name, on the state's service portal, with the Gazette and updated Aadhaar.
  • A change of name does not change what the certificate certifies: where you live, what you earn, or your community as recorded.
  • Income certificates are short-lived in any case. Residence and caste certificates are worth taking afresh soon.
  • Give the tehsil the same spelling you gave Aadhaar, letter for letter.

Read name change in residence certificate, income certificate and caste certificate.

What Do You Do in the Weeks in Between?

  • For some weeks your Aadhaar may show the new name while your bank, licence and passport show the old.
  • That is expected. It is not a mismatch to be alarmed by, so long as you can explain it.
  • Carry a print of the Gazette notice with whichever identity paper you show.
  • Do not open a new account, sign a property paper or book travel abroad in the new name until the paper you will show for it carries that name.
  • Book tickets in the name on the identity paper you will carry that day.
  • Keep a simple list of offices, with the date you applied to each and the date it was done.

Read how to download a Gazette copy and flight ticket name mismatch.

What Does Not Change?

  • Papers already issued in your old name stay valid. They are read with the Gazette.
  • Your date of birth does not change. A Gazette for a change of name is not a route to a new date.
  • Your parents, your marriage and your place in your family are as they were.
  • Your caste or community as recorded by the authorities is not altered by a change of surname.
  • Your debts, your contracts and your property remain yours, under either name.
  • Your PAN, your Aadhaar number and your provident fund number stay the same. Only the name against them changes.

What If You Have Not Yet Published?

Then two choices made now decide how smoothly the updates go: the exact spelling, and the address in the notice. These are the steps of the Gazette of India route.

Step 1: Fix the exact new name before anything else

The spelling, the spacing and the order of words. Every later office will copy it.

Step 2: Give the address that is on your Aadhaar

So that the notice and Aadhaar agree when you go to update it.

Step 3: Make the affidavit and publish the newspaper notice

Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.

Step 4: Type the form and sign the undertaking

Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.

Step 5: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 6: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 7: Send the file yourself

To the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054.

Step 8: Watch for the notice, then begin the updates

A Gazette commonly takes 3 to 7 weeks. Nothing on this page starts until it is published.

Which Gazette, for Which Offices?

Most of the offices on this page are central, or follow central papers. That is the reason the Gazette of India is the one usually chosen.

Step 1: Count the offices on your list

Aadhaar, PAN, the passport office and banks are central or follow central papers.

Step 2: Prefer the Gazette of India for a list like that

It is the one those offices recognise.

Step 3: A state notice serves state offices

The tehsil, the transport office or a state board may accept it. Ask each.

Step 4: Contact the Roorkee press only if a state notice suits you

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 5: Download the notice

Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do People Make?

Common mistakes when updating documents after a Gazette name change
MistakeWhat to do
Thinking the Gazette updates everythingApply to each office
Starting at the bankAadhaar, then PAN, then the bank
Applying for a new PANCorrect the one you have
A slightly different spelling at each officeOne spelling, letter for letter
Stopping after Aadhaar and the bankGo on to property and vehicles
Using the new name before the paper carries itWait for the paper
Keeping one copy of the GazetteKeep the set, with several prints
Asking a board to reprint an old degreeKeep the Gazette with it
Forgetting nominations made in your favourAsk relatives to update them

A typical case we handle: a woman in Dehradun had her change of name published in the Gazette. She went first to her bank, which updated her account. Her Aadhaar and PAN still carried the old name, and within weeks the account failed a routine verification. She came back to us puzzled. Nothing was wrong with the Gazette. She had begun in the middle. She updated Aadhaar, then PAN, and asked the bank to verify again, and the rest followed in order. This is an illustrative example of the type of case we handle, not a named client review.

What we do, and what you do

We prepare the Gazette file. The updates afterwards are made by you, in person or online, at each office. We tell you the order, and which paper each office asks for, as part of the same work.

Which Areas of Uttarakhand Do We Cover?

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The order on this page is the same in each. Message us on WhatsApp with the list of records you hold, and we will set it in order for you.

No. Since the Ministry of External Affairs' changes of December 2016, passport annexures are self-declarations on plain paper, with no attestation before a notary or magistrate.

Does hiding my old name on a passport form matter?

Yes. Section 12 of the Passports Act, 1967 makes it an offence to knowingly furnish false information or suppress material information to obtain a passport, punishable with up to two years' imprisonment, a fine up to Rs 5,000, or both. Declare the earlier name.

Can I move my Aadhaar address to my spouse's home without documents in my own name?

UIDAI's 2021 procedure says requests beyond the allowed chances are considered only through its exception handling process, decided by the regional office. For Uttarakhand, UIDAI lists its Delhi regional office.

Does my child need a birth certificate for a passport in my new name?

For a child born on or after 1 October 2023, the birth certificate is the only proof of date of birth the passport office accepts, under the Passports (Amendment) Rules, 2025. Read child passport name mismatch.

Is a marriage certificate needed with my passport after marriage?

No. The 2016 passport rules say married applicants need not provide Annexure K or any marriage certificate. A woman who changes her surname on marriage still shows the proof the re-issue list asks for.

Documents to Update After Gazette Name Change: Frequently Asked Questions

Which documents do I update after a Gazette name change?+
Aadhaar first, then PAN, then bank accounts, insurance and investments, then the passport, the voter card, the driving licence and your employer, and then property, vehicle and household records.
Does the Gazette change my records by itself?+
No. The Gazette is supporting proof. Each office has to be applied to, one by one.
Why Aadhaar first?+
Most other offices check a name against Aadhaar. Until it shows the new name, they have nothing to match you to.
Why not the bank first?+
A bank that updates your name before Aadhaar and PAN agree can leave your account failing its own verification.
How many times can a name be changed on Aadhaar?+
Aadhaar allows a name change only twice in a lifetime. Settle the spelling before you use one.
Are my degrees and mark sheets reissued in the new name?+
Usually not, for a change made after they were issued. They stay valid. Keep the Gazette with them.
Do I need a new PAN?+
No. The same PAN is corrected. Never apply for a second one.
Does my passport number change?+
A re-issued passport is a new booklet. Tell your bank, your employer and any visa authority once you have it.
What do I carry in the weeks when some papers are old and some new?+
The Gazette notice, with your identity paper. It explains why two of your papers show two names.
What about state certificates such as residence, income or caste?+
They are applied for afresh in the new name, on the state's service portal. A change of name does not by itself change what they certify.
Do my children's papers change too?+
Only where you appear on them as a parent, and only on later papers unless you ask for a correction. Earlier papers stay valid, read with your Gazette.
An office says it does not accept the Gazette. What do I do?+
Ask for the reason in writing, and for its own list of papers for a change of name. We have a page on this.
How long does all of this take?+
We give no figure. Each office has its own pace. The identity papers come first and are the quickest. Property and vehicles are the slowest.
Is there anything a Gazette does not change?+
Your date of birth, your parents, your caste as recorded, and papers already issued in your old name. It changes the name you are known by, on each record you update.
I only corrected a spelling without a Gazette. Is the order the same?+
Yes. The same order holds, with whatever paper supports your correction in place of the Gazette.
Do you update these records for me?+
No. Each office deals with you. We prepare the Gazette, and tell you the order.

It is reviewed by Advocate Vipin Chauhan.

This page draws together what our pages on each record set out: that the Gazette is supporting proof and changes no record by itself, the order of Aadhaar, PAN, bank, passport and the rest, that Aadhaar allows a name change twice in a lifetime, that the same PAN is corrected, and that certificates issued earlier are usually not reprinted. Each of those pages names its own sources. Nothing new was looked up for this page. Each office's present form and requirement is on its own site, and may have changed. The offices named are the authority for their own records.

After the Gazette: The Short Version

The Gazette changes no record by itself. Take it first to Aadhaar, then PAN, then the bank, insurance and investments, then the passport, the voter card, the driving licence and your employer, and last to property, vehicles and household connections. Use one spelling everywhere. Apply afresh for state certificates. Old degrees are not reprinted, so keep the Gazette with them. Carry a print of the notice until every paper agrees, and keep the set for life.
