CKYC Name Mismatch in Uttarakhand: The Central KYC Registry
For people whose new bank account, policy or investment is held up because the central KYC record carries an old or misspelt name: what the registry is, who can change a record, how a correction travels from one institution to the rest, and what a married woman's record needs.
A CKYC name mismatch cannot be corrected by the customer in the registry. Correct PAN or Aadhaar first if one of them is wrong. Then give one bank, insurer or fund house a KYC update with your identity papers, and ask it to update the central record as well. A spelling needs no Gazette.

Most people have never heard of the central KYC registry until an app refuses them. A record made by one bank years ago is read today by a fund house, an insurer and a lender, and each takes it as the truth. A CKYC name mismatch is that old record disagreeing with today's PAN or Aadhaar. This page explains CKYC name mismatch for customers in Uttarakhand.
We do not deal with banks or the registry, and this subject seldom needs a Gazette. What the registry is and how a record moves are from a presentation by the body that runs it, a fund house's published answers and guides by banks. How an institution corrects a name is general practice. For the bank account itself, read name change in bank records.
What Is the Registry, and Who Uses It?
- What it is. A central store of customers' KYC records: who a customer is, with the identity and address papers an institution has verified.
- Who runs it. A central registry body under the finance ministry, which also keeps the register of charges on property.
- Who writes to it. Banks, finance companies, insurers, fund houses, pension intermediaries and other regulated institutions.
- Who reads it. The same institutions, when a customer comes to open an account, buy a policy or invest.
- What the customer gets. A 14-digit KYC identifier, told to the customer by the institution that made the record.
The idea is that a person's KYC is done once and reused everywhere. The other side of that is plain: a name written wrongly once is also reused everywhere.
What Do the Published Papers Say?
From a presentation by the body that runs the registry, a fund house's published answers on KYC, and banks' own guides.
| Point | What the papers say |
|---|---|
| Start | The registry was launched in July 2016, and regulated institutions were required to upload KYC records to it |
| First record | An institution searches the registry. Where no record exists, it uploads the customer's KYC after opening the account |
| The identifier | The record is checked for duplicates and a 14-digit identifier is generated. The institution advises it to the customer |
| Reuse | The customer can carry the identifier to any other institution, which downloads the record |
| Updates | The registry provides for search, upload, download and update by institutions, with notification to linked institutions when details are updated |
| The customer | Banks' guides say a customer cannot edit the central record directly. A change is asked for at a bank or other institution, with proof |
The last two rows decide everything on this page. Only an institution can write to the record. So the task is never "correct the registry". It is "ask one institution to correct it, and see that it does".
Which Names Does a KYC Record Hold?
| Entry | Comes from | Read against |
|---|---|---|
| The customer's name | The identity paper given when the record was made | PAN and Aadhaar, by every institution that searches |
| The maiden name | The customer's own entry, where there is one | Earlier papers in the birth surname |
| The father's or spouse's name | The customer's own entry | The same entry on PAN and other papers |
| The mother's name | The customer's own entry | Seldom checked, often asked as a security question |
| The identity paper and its number | PAN, Aadhaar or another accepted paper | The issuing authority's own record |
A fund house's answers note that the central form asks for details the older forms did not, such as the maiden name and the mother's name. People filled these quickly, at a counter, years ago, and have forgotten what they wrote.
What Kinds of Mismatch Are There?
An old or misspelt record
- The first institution typed a spelling, initials or a short form
- Or PAN or Aadhaar has been corrected since
- Cured by a KYC update at one institution, on identity papers
A name that changed
- A woman's record is in her maiden surname
- Or the customer has changed a name by choice
- PAN and Aadhaar first, then the KYC update, on the marriage certificate or a Gazette
More than one record
- Two institutions each made a record, in two forms of the name
- The customer has two identifiers and does not know it
- Not a correction. The records have to be reconciled by an institution
The first kind is a single request at a branch. The third is the slow one, since it needs somebody at an institution to notice that two records are one person.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The record has a spelling slip | A KYC update at one institution, with PAN and Aadhaar | No |
| The record is in initials or a short form | The same | No |
| PAN is the paper that is wrong | Correct PAN, then the KYC update | No |
| Aadhaar is the paper that is wrong | Correct Aadhaar, then the KYC update | No |
| A married surname since the record was made | PAN and Aadhaar, then the KYC update with the marriage certificate | No |
| The bank was corrected and a fund house still shows the old name | Ask the bank to confirm the upload. Ask the fund house to refresh its copy | No |
| Two identifiers exist for one person | Ask the bank to have them reconciled | No |
| The customer has changed a name by choice | Gazette, then PAN and Aadhaar, then the KYC update | Yes |
A Gazette appears once in eight rows, and even there it does its work at PAN and Aadhaar. The KYC record only follows.
How Do You Put It Right?
This is the general method. Each institution has its own KYC update form.
Step 1: Find your KYC identifier
A 14-digit number. Your bank, insurer or fund house can tell it to you, and it is often printed on an account statement or a welcome letter.
Step 2: Ask that institution what name the central record carries
It can search the registry. You cannot log in to it yourself.
Step 3: Put PAN and Aadhaar beside it
The record was made from one of them, as it read on the day the account was opened.
Step 4: Correct PAN or Aadhaar first, if one of them is wrong
At its own office. The registry follows the identity papers. It does not lead them.
Step 5: Give one institution a request to update your KYC
With the corrected identity papers, and the marriage certificate or Gazette where the name has changed.
Step 6: Ask it to update the central registry as well as its own record
Say so in the request. An institution can change its own books and forget the upload.
Step 7: Check with a second institution after a few weeks
Ask what name it now sees against your identifier.
Step 8: Update the others that hold your money
A fund house, an insurer and a pension account each keep a copy of their own.
How Does a Correction Travel?
- The request. The customer gives one institution a KYC update, with proof.
- Its own books. That institution corrects the name in its own customer record.
- The upload. It sends the updated record to the central registry, against the same identifier.
- The notice. The registry's presentation lists notification to linked institutions when details are updated.
- The others. Each of them still has to bring its own copy into line, or ask the customer to confirm.
The chain breaks most often at the third step. A branch changes the name in its own system, hands back a fresh passbook, and the upload is never made. The customer leaves satisfied, and learns otherwise months later at another institution. Read name change request letter to the bank manager for the request itself.
What Does a Married Woman's Record Need?
- A woman who opened her first account before marriage has a record in her birth surname.
- After marriage she may update PAN and Aadhaar, and her main bank account. The central record stays as it was unless that bank uploads the change.
- A new institution then finds a record in one surname and an application in another.
- The cure is one KYC update, with the marriage certificate and identity papers in the present name.
- The form has a place for a maiden name. Fill it. It tells every later reader why earlier papers read differently.
- A woman who has kept her birth name on every paper needs nothing. Nothing compels a change.
Read name change after marriage, name correction in marriage registration certificate and is a name change compulsory after marriage.
What If There Are Two Identifiers for One Person?
- The registry checks each new record for duplicates before it gives an identifier.
- That check works on what is typed. A record as "R. K. Verma" on a voter card and another as "Rajesh Kumar Verma" on PAN may not be seen as one person.
- The customer then has two identifiers, each known to a different institution.
- A third institution that searches may find either, or both, and stop.
- A customer cannot merge them. An institution has to raise it, with the customer's papers showing that both are one person.
- Give the bank both identifiers if you know them, and one set of identity papers in one name.
We could not confirm the registry's own procedure for reconciling two records. Ask your bank's branch to take it up, and ask for the request in writing. Read name mismatch in a CIBIL credit report, where the same split happens to a credit file.
What About the Securities Market's Own KYC?
- Mutual funds, brokers and depositories have their own KYC agencies, which the market regulator registers.
- A fund house's published page treats the two as separate: a KYC status with those agencies, and a central KYC record with its 14-digit number.
- An investor can be in order in one and out of date in the other.
- A change of name for an investor is therefore asked for through the fund house, the broker or the registrar, which updates the market's KYC.
- The same papers serve both: PAN in the present name, Aadhaar, and the marriage certificate or Gazette.

What About When the Bank Asks for Re-KYC?
- Banks ask customers to renew their KYC from time to time. Most people treat it as a nuisance.
- It is the easiest moment to correct a name. The bank is asking for your papers anyway.
- Read the name the bank's form prints before you sign it. Do not confirm "no change" over an old spelling.
- Give PAN and Aadhaar as they read today, and ask for the central record to be updated with the bank's own.
- Keep the bank's acknowledgement. It is your proof of the date, if another institution asks.
- A message or a call asking for KYC details is often a fraud. Go to the branch, or use the bank's own app.

Where Does a Gazette Come In?
Only where the customer has changed a name by choice, and PAN, Aadhaar and the institution ask for a Gazette before they change their records. It has no part in a spelling, a married surname or two identifiers.
Step 1: Confirm that it is a change of name, and not a spelling or a married surname
Institutions correct those on identity papers and a marriage certificate.
Step 2: Ask the institution what it needs to change the name in your KYC
Many ask for a Gazette for a change of name by choice.
Step 3: Fix the exact new name
The spelling that will go on PAN, Aadhaar, the bank account and the KYC record.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then PAN and Aadhaar, and then the KYC update at one institution.
Would the Uttarakhand Gazette Do?
The record is central, and is read by institutions everywhere. The Gazette of India is the one to prefer.
Step 1: Ask the institution which Gazette it accepts
It follows PAN and Aadhaar.
Step 2: Think about every institution that reads the record
Banks, insurers and fund houses across the country.
Step 3: Contact the Roorkee press only if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Customers Make?
| Mistake | What to do |
|---|---|
| Looking for a website to edit the record yourself | There is none. Go through an institution |
| Asking for the KYC update before PAN or Aadhaar is right | Identity papers first |
| Assuming the bank uploaded the change | Ask it to confirm |
| Correcting one institution and forgetting the rest | Tell each one that holds your money |
| Leaving the maiden name blank | Fill it. It explains earlier papers |
| Giving a different identity paper at each institution | Use the same one, in one name |
| Confirming "no change" at re-KYC without reading | Read the name first |
| Paying for a Gazette to fix a spelling | The institution corrects it on identity papers |
| Giving KYC details to a caller | Never. Use the branch or the bank's own app |
A typical case we handle: a teacher in Dehradun tried to start an investment through an app, and it stopped at KYC. Her PAN and Aadhaar read "Kavita Joshi Pant". The central record, made by a bank in 2017, read "Kavita Joshi". She asked us for a Gazette. She did not need one. She had added her husband's surname on marriage, and her PAN was already updated. Her bank had changed its own record and never uploaded it. She gave the branch a KYC update with her marriage certificate, asked in writing for the central record to be updated, and the app accepted her three weeks later. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us

One KYC record, made by the first institution you dealt with, is read by all the others. You cannot edit it yourself. Bring PAN and Aadhaar to the right name first. Check at a second institution after a few weeks, and tell the rest.
