Wallet KYC Name Mismatch in Uttarakhand: Mobile Wallets and Prepaid Cards
For people whose mobile wallet or prepaid card holds a name that differs from Aadhaar or PAN, and who find KYC failing or a balance stuck: why a wallet has the name it has, what full KYC checks, how the name is corrected, and what the rules say about getting the money back.
A wallet KYC name mismatch is corrected through the app: see that Aadhaar and PAN agree with each other, then complete or redo KYC with them. Where the app will not correct the name, the wallet can be closed and the balance returned to where it was loaded from. No Gazette is needed for a name typed at sign-up.

Many people with a phone have opened a wallet at some point, to pay a bill or catch a cashback, and typed a name in ten seconds. Years later the app asks for full KYC and compares that name with a PAN or an Aadhaar. A wallet KYC name mismatch is the result, sometimes with money sitting inside. This page explains wallet KYC name mismatch for users in Uttarakhand.
We do not correct wallet records, and this subject needs no Gazette in the ordinary case. What a wallet is in the rules, and what a holder can do, are from the central bank's own answers on prepaid payment instruments. We name no app. For payments between bank accounts, read UPI name mismatch.
What Are the Two Kinds of Wallet?
A small wallet
- Opened on a mobile number and a typed name
- The holder declares an identity number, and nobody checks the spelling
- For buying goods and services, within a low limit
- No sending of money to others, and no cash out
A full-KYC wallet
- Opened or upgraded after a proper identity check
- The name is the one the identity papers give
- A higher limit
- Money can be sent, within limits
Most trouble arises on the road from the first to the second. The typed name of years ago is put beside a PAN or an Aadhaar for the first time, and the two are not the same.
What Does the Central Bank Say?
From the central bank's published answers on its master directions on prepaid payment instruments of August 2021, and analyses of those directions for the limits.
| Point | What is laid down |
|---|---|
| A small instrument | Issued after obtaining minimum details: a mobile number verified by a one-time code, and a self-declaration of name and the number of an officially valid document |
| What it cannot do | Cash withdrawal or funds transfer is not permitted from a small instrument |
| Not twice | A small instrument is not reissued using the same mobile number and the same minimum details |
| A full-KYC instrument | Issued after completing KYC of the holder. Funds transfer is allowed from it, within limits |
| Closing | The holder has the option to close the instrument at any time and transfer the funds back to the source it was loaded from |
| Limits | Analyses give Rs 10,000 as the most a small instrument may hold, and Rs 2,00,000 for a full-KYC one |
The first row explains the whole problem. The name in a small wallet is the holder's own word, typed once. The fifth row is the way out when nothing else works.
Where Does the Name Come From?
| Name | Comes from | How it is corrected |
|---|---|---|
| The name in a small wallet | What the holder typed at sign-up | Through the app, or by closing the wallet |
| The name after full KYC | The identity papers checked | By correcting those papers and redoing KYC |
| The name on PAN | The tax department | A PAN correction request |
| The name on Aadhaar | The identity authority | An Aadhaar centre |
| The bank account linked for loading | The bank | At the branch |
| The name on the phone's SIM | The telecom company | At its store. It is a separate record |
An app does not read your papers as a clerk would. It sends a name to a database and gets back a match or no match. A nickname typed in 2017 gets no match.
What Kinds of Mismatch Are There?
The typed name is loose
- A nickname, a short form, a child's or a shop's name
- Aadhaar and PAN are in order
- Corrected in the app, or the wallet is closed
Aadhaar and PAN disagree
- The app checks both, and they give two names
- No wallet can be matched to both
- The odd paper is corrected first
The wallet is someone else's
- Opened on one person's phone with another's identity number
- A husband's papers on a wife's number, a parent's on a child's
- Closed, and a fresh one opened by the right person
The second is the one people do not expect. They blame the app, when the app is only the first thing to have compared two papers they have carried for years.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| A nickname was typed at sign-up | Edit it in the app, or complete KYC, which overwrites it | No |
| The app says the name does not match PAN | Check PAN against Aadhaar. Correct PAN if it is the odd one | No |
| Aadhaar is the paper that is wrong | Correct Aadhaar, then redo KYC | No |
| The app will not let the name be edited | A written request in the app. Failing that, close the wallet | No |
| A balance is stuck in a wallet that failed KYC | Close it. The funds go back to the source | No |
| The wallet was made with another person's identity number | Close it, and open one in your own name | No |
| A married surname is now on Aadhaar and PAN | Redo KYC in the app | No |
| The holder changed a name by choice | Gazette, then Aadhaar and PAN, then the app | Yes |
A Gazette appears once in eight rows, and never for a wallet's own sake. The app, or its closing, settles the rest.
How Do You Put It Right?
This is the general method. Each app has its own screens.
Step 1: Open the wallet's profile and read the name it holds
And the kind of wallet it is: a small one made on a typed name, or one with full KYC.
Step 2: Put Aadhaar and PAN beside it
The app will check one or both for full KYC.
Step 3: See that Aadhaar and PAN agree with each other first
If they do not, no app can match you. Correct the odd one.
Step 4: Move any balance you can before changing anything
A wallet stuck in the middle of KYC may not let money out.
Step 5: Complete or redo KYC through the app
With the corrected identity papers. Follow the app's own steps.
Step 6: Use the app's help section for a name it will not let you edit
In writing, inside the app. Keep the ticket number.
Step 7: If it cannot be corrected, close the wallet
The rules let a holder close it and have the balance returned to where it was loaded from.
Step 8: Open a fresh one, if you still want one, in the Aadhaar name
From the first screen.
Why Do Aadhaar and PAN Come First?
- Full KYC rests on identity papers, and for most people that means Aadhaar, PAN or both.
- Where they agree, an app matches the holder without trouble, whatever was typed before.
- Where they disagree, the app has two answers to one question, and stops.
- Trying again in the app changes nothing. The papers have to be brought to one name.
- Decide which of the two is right, usually by your class 10 certificate, and correct the other.
- Once they agree, every wallet, bank and broker that checks them will pass you.
Read name change in PAN card, name change in Aadhaar card and CKYC name mismatch, on the shared record many apps draw on.
What About a Balance That Is Stuck?
- A small wallet cannot send money to a bank account or another person. It can only be spent.
- So a balance in a wallet that fails full KYC seems trapped.
- The central bank's answers say the holder can close the instrument at any time, with the funds transferred back to the source they were loaded from.
- That source is the bank account or card the money came from, which is in your own name at your own bank.
- Ask for closure through the app's help section, in writing, and keep the reference.
- If the app does not act, complain to its grievance officer, and then to the central bank's complaint system.
Spending the balance down before closing is the simplest course, where the sum is small. We did not confirm any app's closing steps or how long a refund takes.
Whose Wallet Is It?
- In many homes one member sets up the phones, and uses his own papers for everyone's apps.
- A wife's number then carries a wallet in her husband's identity. A student's carries a parent's.
- On record the wallet belongs to the person whose identity number it holds.
- Full KYC will ask for that person, not the phone's user.
- Money in it is, on paper, that person's money.
- Close such a wallet, and let each adult open one on her own papers and her own number.
The number's own registration is a separate record again. Read mobile SIM ownership name change.
What About Prepaid Cards and Other Instruments?
- A reloadable card that can be used at many shops is the same kind of instrument as a wallet, under the same directions.
- It may be issued by a bank or a company, with a small or a full KYC.
- A gift card, or a card that works only at its issuer's own outlets, is treated differently, and usually carries no name that matters.
- A card for tolls on a vehicle is a prepaid instrument tied to the vehicle and its owner. It has its own page here.
- A salary or benefit paid onto a prepaid card is in the name the payer gave. A difference is raised with the payer first.
- A card's printed name may be short. The record behind it is what counts.

What About KYC Calls and Frauds?
- "Your wallet will be blocked, complete KYC now" is the commonest opening line of a fraud.
- The caller asks for a one-time code, or for an app that shows him your screen.
- No issuer completes KYC that way. It is done inside the app, or at an authorised point, by you.
- A message with a link to "update your name" is the same fraud in writing.
- A real name mismatch costs you a little time. It does not empty a wallet overnight, whatever the caller says.
- If money has gone, report it at once on the national cyber crime helpline and to the app.
We do not make such calls either. Read name change online in Uttarakhand, on spotting a fake service.
Where Does a Gazette Come In?
Only where the holder has changed a name by choice, and Aadhaar and PAN are to carry the new one. A wallet then follows them. It has no part in a name typed loosely at sign-up.
Step 1: Confirm that it is a change of name, and not a name typed loosely at sign-up
A typed name is corrected through the app, or the wallet is closed.
Step 2: Do not start a Gazette for a wallet alone
A wallet holds little. It follows Aadhaar and PAN, which a Gazette serves.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar, PAN and the bank account.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update Aadhaar, PAN and the apps
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Redo KYC in each app after Aadhaar and PAN show the new name.
Which Gazette Should You Use?
A wallet checks Aadhaar and PAN, which are central. The Gazette of India is the one to use.
Step 1: Remember who issues a wallet
A company or a bank regulated by the central bank.
Step 2: Remember what it checks
Aadhaar and PAN, both central.
Step 3: Prefer the Gazette of India
A state notice does nothing for an app.
Step 4: Contact the Roorkee press only if a state notice suits another purpose
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.

Which Mistakes Do Users Make?
| Mistake | What to do |
|---|---|
| Typing a nickname at sign-up | Type the name on Aadhaar |
| Retrying KYC again and again | Check Aadhaar against PAN first |
| Loading money into a wallet that has not passed KYC | Complete KYC before loading |
| Using a family member's identity number | Each adult on her own papers |
| Thinking a stuck balance is lost | Close the wallet. It returns to the source |
| Giving a code to a caller for "KYC" | Never. It is a fraud |
| Complaining by phone only | Write inside the app, and keep the number |
| Keeping a dozen old wallets open | Close the ones you do not use |
| Asking for a Gazette for a wallet | The app corrects it, or you close it |
A typical case we handle: a shop assistant in Haldwani could not upgrade his wallet. He had opened it years before as "Sunny". His PAN read "Sandeep Kumar" and his Aadhaar "Sandeep Kumar Bisht". The app refused, with a small balance inside. A friend said he would need a Gazette. He did not. His PAN was corrected to his full name as on Aadhaar and his school certificate. He then closed the old wallet, the balance went back to his bank account, and he opened a fresh one in his full name. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For any name in a wallet or on a prepaid card. The app, the PAN service and the Aadhaar centre settle it. We are useful only where a person has changed a name by choice and Aadhaar and PAN need a Gazette notification.

Names in a Wallet: The Short Version
A small wallet carries the name its holder typed. Full KYC compares that with Aadhaar and PAN. See first that those two agree with each other, and correct the odd one. Then complete or redo KYC in the app. Where the app will not correct the name, close the wallet. The rules send the balance back to where it was loaded from. Each adult should have her own wallet on her own papers. Never do KYC on a caller's instructions.
No Gazette is needed for a wallet. If your Aadhaar and PAN disagree, send photos on WhatsApp 9540005064, and we will reply in working hours.
