What Comes Up for Soldiers and Their Families?
This is a soldiering district. A regimental centre and its record office are at Lansdowne, and many villages have a serving soldier or a pensioner.
- A wife's name was often entered at marriage by the name used at home. Her Aadhaar, made later, may say something else. That decides how soon her family pension starts one day.
- A serving soldier has his family particulars corrected through his unit. It is far simpler in service than after.
- A pensioner applies to the record office of his regiment or corps, usually through the district's soldier welfare office.
- A widow can still apply, with heavier proof. Guides report record offices asking for newspaper notices and sometimes a Gazette notification where the two names are far apart.
- A son applying for recruitment should have one name on his class 10 certificate, Aadhaar and home certificates before the rally, and on his father's relationship certificate.

Why Do Second Names and Surnames Differ Between Papers?
In the hills a person was traditionally recorded by a first name and a second name such as Singh, Lal, Prasad, Dutt, Chandra, Devi or Kumari. The family name was known to everyone and written nowhere. Later papers added it.
- So a school record may say "Ramesh Singh", and Aadhaar "Ramesh Singh Rawat". Both are the same man, written to two customs.
- A married woman may be "Kamla Devi" on every old paper and carry her husband's family name on a new one.
- This is the commonest mismatch we see from the district, and it is rarely a change of name.
- The simplest cure is to bring the newer papers back to the class 10 form. Aadhaar now treats adding or removing a surname as a minor change, as reported.
- Where the fuller form has to be kept, for a passport already issued in it, a Gazette notice stating both forms ties them together.

What About the University at Srinagar?
- The central university at Srinagar has awarded degrees to students of the Garhwal hills for decades, through its own campuses and its affiliated colleges.
- A slip in a degree or a marksheet is corrected by the university, on the class 10 certificate and its own enrolment record. The request usually goes through the college.
- A degree is not reissued for a change of name made after it was awarded. The Gazette notification links it to the new name.
- An old degree from before the university became a central one is still corrected by the same university.
- Ask the university's examination section for its current form and fee. We could not confirm them.
Which Newspapers Serve for the Notice?
The Department of Publication asks for the change of name to be advertised in a daily local leading newspaper. It does not name newspapers.
- The Hindi dailies that reach the district carry Pauri, Kotdwar and Srinagar pages in their Garhwal editions.
- A person living in the district books the notice in the edition that reaches his town.
- A person of the district living in Delhi or Dehradun books it in a daily of that city, since that is the present address in the Gazette.
- In the hill tehsils the paper arrives late. Ask the agent to keep several copies of the day's issue.
