Name Change in Ration Card in Uttarakhand
When a name on the family's ration card is misspelt, missing or out of date: correcting a member's name, adding a wife or a child, removing a member, and why Aadhaar has to be right first.
A name change in ration card records is applied for at the supply office for your area, or through the state's service portal. Each member's name is matched with that member's Aadhaar, so correct Aadhaar first. A spelling needs no Gazette. Adding a wife or a child is a separate request, on the marriage or birth certificate.

A ration card is a family's record, not one person's. A name change in ration card records may mean correcting a spelling, adding a new bride, adding a baby or removing a member who has died or married out. This page explains name change in ration card records for families in Uttarakhand, and which request is which.
We do not deal with supply offices, and a ration card almost never needs a Gazette. We could not confirm the state's current form and list of papers, so this page is general guidance. For the paper the ration card follows, read name change in Aadhaar card in Uttarakhand.
What Is a Ration Card, and Who Is on It?
- A household's card. One card covers a family living and eating together. It lists every member, each counted as a unit for the ration.
- The head of the household. Under the food security law, the eldest woman of eighteen or over is the head for the purpose of the card. Older cards may still name a man.
- The members. Each is listed with name, age or date of birth, relationship to the head, and Aadhaar.
- The category. The card's type decides what the family is entitled to. That is a question of eligibility, separate from names.
- Who keeps it. The state's food and civil supplies department, through the district supply office and its inspectors. A district's own website points to that department and to the district supply office for ration services.
The card's data now sits on a central system, and ration is drawn at the shop by a fingerprint or other Aadhaar check. So a name on the card is no longer just ink. It is a field that has to match another database.
Why Does Aadhaar Come First?
- Every member is linked with Aadhaar. The department has asked families to complete an Aadhaar-based identity check for each member.
- The check compares names. Where the card's name for a member differs from that member's Aadhaar, the check may fail or be held.
- A failed check can stop that member's ration, or lead to the unit being removed in a clean-up of the lists.
- The card is then brought to Aadhaar, not the other way round.
So decide the right name once, put Aadhaar right, and then ask the supply office to make the card match. Correcting the ration card to a spelling that Aadhaar does not carry only moves the problem.
What Are the Five Kinds of Request?
| Request | What it is | Main proof |
|---|---|---|
| Correction | A member's name, age or relationship is written wrongly | That member's Aadhaar |
| Addition | A wife after marriage, or a child after birth | The marriage certificate or birth certificate, and Aadhaar |
| Deletion | A member who has died, married out or moved away | The death certificate, or the member's own request |
| Change of head | The head has died, or the card is to be put in the eldest woman's name | The death certificate and the family's particulars |
| A member's changed name | A member has taken a new name, by marriage or by choice | That member's updated Aadhaar |
The last row is the only one that has anything to do with a change of name in the legal sense, and even there the supply office looks at the updated Aadhaar, not at the paper behind it.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| A member's name is misspelt on the card, and Aadhaar is right | Correction at the supply office, on Aadhaar | No |
| The card and Aadhaar agree, and both are wrong | Correct Aadhaar first, then the card | No |
| A new bride is not on her husband's family's card | Deletion from her parents' card, then addition to the new one | No |
| A baby is not on the card | Addition, on the birth certificate | No |
| A child is on the card by a pet name | Correction, on the child's Aadhaar and birth certificate | No |
| The head has died | Deletion and a change of head | No |
| A member has changed a name by choice | Gazette, then Aadhaar, then the card | Yes, for Aadhaar |
A Gazette appears once, and there it is Aadhaar that needs it. The supply office follows Aadhaar.
How Do You Apply?
This is the general method. Take the current form from the supply office, the fair price shop or the state's service portal.
Step 1: Read the card, member by member
Put each member's Aadhaar beside the card and mark every difference in name, age and relationship.
Step 2: Correct Aadhaar where it is the wrong paper
And wait for the update before you go to the supply office.
Step 3: Decide which of the five requests you have
A family often has two or three at once. List them all.
Step 4: Take the form for correction, addition or deletion
From the supply office for your area, or apply through the state's service portal or a common service centre.
Step 5: Fill it in the names exactly as on Aadhaar
For every member affected. The head of the household signs.
Step 6: Attach the papers
The ration card, each member's Aadhaar, and the certificate for the event: marriage, birth or death.
Step 7: Submit it, and take a receipt
With an application number. Ask when the supply inspector will verify it.
Step 8: Complete the identity check, and read the updated card
Each affected member completes the Aadhaar check at the shop or the office. Then check the card or its online record.
Which Papers Should You Carry?
We could not confirm the department's current list. This is what such requests usually rest on.
Every request
- The existing ration card
- The head of the household's Aadhaar
- The Aadhaar of each member concerned
- The filled form, signed by the head
- A mobile number linked with Aadhaar
As the request needs
- The marriage certificate, to add a wife
- A deletion certificate or a no objection from her parents' card
- The birth certificate, to add a child
- The death certificate, to remove a member or change the head
- Proof of residence, where the family has moved
Notice what is not on the list: an affidavit, a newspaper notice or a Gazette. A supply office correcting a spelling does not ask for them. If someone tells you a ration card correction needs a Gazette, ask the supply inspector directly before paying anyone.
How Is a Wife Added After Marriage?
A person can be on only one ration card. So a bride moves from her parents' card to her husband's family's card in two steps.
- Her name is deleted from her parents' card, at the supply office for their area. The office gives a deletion certificate or records it online.
- She updates her Aadhaar, at least for the address, and for her surname if she is changing it.
- The head of the new household applies to add her, with the marriage certificate, her Aadhaar and the deletion from the old card.
- The supply inspector verifies, and her unit is added.
- She completes the Aadhaar check on the new card.
- She is entered in the name on her Aadhaar. If she keeps her maiden name on Aadhaar, the card shows that, and that is in order.
- Where her parents live in another state, the deletion is done there first. Ask both offices how they exchange the record.
- Where the marriage is not registered, register it. The certificate is the paper the office asks for.
How Is a Child Added?
- The head applies to add the child, with the birth certificate and both parents' Aadhaar.
- The child's own Aadhaar is asked for. For a small child it is made on the birth certificate and a parent's Aadhaar.
- The name on the card should be exactly the name on the birth certificate. A baby added as "Baby" or by a pet name will need a correction later.
- Where the birth certificate has no name, or the wrong one, put that right with the Registrar first.
- An adopted child is added on the adoption deed or order. Ask the office what it needs.
How Is a Member Removed, or the Head Changed?
Removing a member
- On a death, with the death certificate
- On a daughter's marriage, so she can be added elsewhere
- On a son setting up a separate household, who then applies for his own card
- The family should report these itself. Drawing ration for a member who has died or left is not allowed, and can lead to recovery or action
Changing the head
- On the head's death, the eldest woman of eighteen or over becomes the head
- Where there is no such woman, the eldest man, as the food security law provides
- The card is reissued or updated in the new head's name
- The other members' entries, and their relationship to the new head, are rewritten
When the head changes, every relationship on the card changes with it. A son who was "son" of the old head becomes "husband" or "son" of the new one. Read the reissued card closely. This is when new mistakes are made.
Where the dead head's name on the card differs from the death certificate, show the office the Aadhaar and the older cards. See name correction in a death certificate and legal heir certificate.
What Is a Ration Card Used For?
- Drawing ration, at any fair price shop in the country under the portability arrangement, by an Aadhaar check.
- Proving the household, for the health cover scheme and other welfare schemes that take their lists from the food security data.
- Showing relationships, since it lists a family together. Offices and courts look at an old card to see who was whose son or wife.
- Supporting other applications, such as a caste, income or residence certificate at the tehsil.
It is meant as a document for the public distribution system, not as a general proof of identity. Many offices ask for it anyway. An old ration card is, however, one of the best papers a person has to show a name used decades ago, or a relationship. Do not throw away the old booklet when a new card is issued.
What If the Office Will Not Act?
- Apply in writing or online, so that there is a number and a date.
- Ask the supply inspector what is missing.
- Go to the district supply officer.
- Use the department's helpline, or the Chief Minister's helpline for the state.
- Approach the district grievance redressal officer appointed under the food security law, where ration is being denied.
The dealer at the fair price shop cannot correct a name. The dealer can tell you which office to go to, and can run the Aadhaar check once the record is right.
How Does the Central Gazette Route Come In?
Almost never for a ration card alone. It comes in where a member has changed a name by choice, and Aadhaar needs a Gazette for that. The card then follows Aadhaar.
Step 1: Confirm that it is a change of name, and not a spelling or an addition
Those need no Gazette.
Step 2: Fix the exact new name
The spelling that will go on Aadhaar and then on the card.
Step 3: Make the affidavit
State the old name, the new name, the father's or husband's name and the address. Sign before a notary. For a child, the parents apply.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult and Rs 1,700 for a minor. It is not refunded.
Step 8: Send the file yourself, then update Aadhaar and the card
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar, then apply at the supply office for the card to match.
Does the Uttarakhand Gazette Matter Here?
Not to the supply office, which follows Aadhaar. The question is only which Gazette Aadhaar accepts.
Step 1: Ask the Aadhaar centre which Gazette it accepts
The card follows Aadhaar.
Step 2: Think about PAN, the bank and the passport
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.

Which Mistakes Do Families Make?
| Mistake | What to do |
|---|---|
| Paying for an affidavit or a Gazette to fix a spelling | The supply office corrects it on Aadhaar |
| Correcting the card while Aadhaar is wrong | Correct Aadhaar first |
| Changing Aadhaar to match a wrong card | Bring the card to Aadhaar |
| Leaving a bride on her parents' card | Delete there, then add to the new card |
| Adding a baby by a pet name | Use the birth certificate's name |
| Not reporting a death | Report it, and change the head if needed |
| Asking the shop dealer to correct a name | Go to the supply office |
| Not reading the reissued card | Check every name and relationship |
| Throwing away the old card | Keep it. It proves old names and relationships |
A typical case we handle: a family in Tehri found that the mother's ration had stopped after the identity check. Her card said "Bimla" and her Aadhaar said "Vimla Devi". A middleman offered an affidavit and a Gazette for a fee. Neither was needed. The head of the household applied at the supply office for a correction on her Aadhaar, the inspector verified it, she completed the check at the shop, and her unit was restored. This is an illustrative example of the type of case we handle, not a named client review.
