Name Change in PMAY and Government Scheme Records in Uttarakhand

When a housing instalment, a farmer's payment or a pension does not arrive because a name does not match: the three records every scheme compares, which one to correct, and where each is done.

Quick answer

A name change in PMAY and government scheme records means making three records agree: the scheme's own record, Aadhaar, and the bank account linked with Aadhaar. Schemes pay through Aadhaar, so Aadhaar is corrected first and the scheme's record is then brought to it. A mismatch needs no Gazette.

A beneficiary in Uttarakhand comparing the name on a government scheme record with an Aadhaar card and a bank passbook
Every government scheme compares its own record, Aadhaar and the bank account linked with Aadhaar, so Aadhaar is corrected first and the others are brought to it.

Government schemes now pay straight into bank accounts, and the payment is steered by Aadhaar. That is why a name change in PMAY and government scheme records matters in a way a spelling never did when benefits were handed over by an official who knew the family. This page explains name change in PMAY and government scheme records for beneficiaries in Uttarakhand, with the farmers' payment and the state's pensions.

We do not deal with scheme offices. We could not confirm each scheme's own procedure, so this page gives the common pattern and tells you where to ask. A scheme record almost never needs our service. For the paper every scheme follows, read name change in Aadhaar card in Uttarakhand.

Which Three Records Does Every Scheme Compare?

The three records a scheme compares before it pays
RecordKept byWhat it does
The scheme's own recordThe department running the scheme, on its portalSays who the beneficiary is and what is due
AadhaarThe identity authorityConfirms the beneficiary is a real, single person, by an identity check
The bank account linked with AadhaarThe bank, and the payments system's mapping of Aadhaar to accountsReceives the money

A fourth record sits behind some schemes: the base record that made the person eligible. For the farmers' payment that is the land record. For a housing grant it is the survey list. For a pension it is the sanction order. For a job under the rural employment scheme it is the job card.

A payment fails when any two of these disagree about the name. The fix is always the same in outline. Decide which name is right, make Aadhaar carry it, and bring each of the others to Aadhaar.

Which Schemes, and Who Keeps Each Record?

Common schemes and the office that keeps each beneficiary record
SchemeWhere the record is correctedBase record behind it
The housing scheme, ruralThe block development office, through the gram panchayatThe survey list of eligible households
The housing scheme, urbanThe municipal bodyThe application and the land or house papers
The farmers' income supportThe scheme's portal, a common service centre, or the agriculture officeThe land record at the tehsil
Old age, widow and disability pensionsThe district social welfare officeThe sanction order
The rural employment schemeThe gram panchayat and the blockThe job card
The cooking gas subsidyThe gas distributorThe connection
The health cover schemeThe scheme's own centres and hospital help desksThe food security or survey data

These are the usual offices. Each scheme's rules change, and we did not confirm them one by one. Ask the office named, and read the scheme's own portal. For scholarships, see name change in scholarship records. For the ration card, see name change in ration card.

In six rows of seven the remedy is a visit to an ordinary office with an Aadhaar card. Be wary of anyone who says a scheme payment needs an affidavit or a Gazette.

How Do You Put It Right?

Step 1: Find out what the scheme's portal says

Check the beneficiary status. It usually says which check failed: identity, bank or the base record.

Step 2: Write your name from four places

The scheme's record, Aadhaar, the bank passbook, and the base record such as the khatauni.

Step 3: Decide which name is right

Usually the one on Aadhaar, if Aadhaar itself was made correctly.

Step 4: Correct Aadhaar, if it is the odd one

At an Aadhaar centre, and wait for the update.

Step 5: Correct the bank's record, and link the account with Aadhaar

At the branch. Ask for the account to be linked for benefit payments.

Step 6: Correct the base record, where the scheme has one

The land record at the tehsil, the job card at the panchayat, and so on.

Step 7: Ask the scheme office to update its record, or redo the identity check

With Aadhaar, the passbook and the registration number.

Step 8: Check the status again before the next payment

A payment that failed is often paid with the next one, once the record is clean. Ask the office.

What About the Housing Scheme?

  • Who the beneficiary is. The grant is sanctioned to a named beneficiary of an eligible household. The scheme encourages the house to be in the name of the woman of the household, or jointly.
  • How it is paid. In instalments, as the house rises, into the beneficiary's own bank account.
  • Where a name bites. At registration, when Aadhaar is checked, and at each instalment, when the account is checked.
  • A spelling in the scheme's list. In a village, apply through the gram panchayat to the block development office. In a town, to the municipal body's housing cell.
  • The land. A house is built on land the beneficiary has a right to. The name on the land paper is read as well.
  • A beneficiary who dies mid-way. The scheme has its own rule for passing the sanction to a family member. Ask the block or the municipal body at once.

We could not confirm the scheme's current instructions on correcting a beneficiary's name. A sanction is not transferable at will, so an office will look closely at any request that changes the name beyond a spelling.

What About the Farmers' Payment?

The income support scheme for farmers pays in instalments by direct transfer. Its portal has a page headed "Name Correction as per Aadhaar". That page tells a farmer to complete the identity check, by face authentication through the scheme's mobile app or by biometric authentication at a common service centre, for the name to be corrected as per Aadhaar.

Guides describe three checks that all have to be complete:

  1. The identity check, against Aadhaar.
  2. The bank account, linked with Aadhaar for benefit payments.
  3. The land record, verified by the state, showing the farmer as a holder.
  • The scheme takes the name from Aadhaar. A farmer does not type a new name of his choosing.
  • Where the land record spells the holder differently from Aadhaar, the land check can fail. That is corrected at the tehsil.
  • Where the land is still in a father's or grandfather's name, the farmer is not yet the recorded holder. That needs a mutation, not a name correction.

See name correction in khatauni and land records.

What About Old Age, Widow and Disability Pensions?

  • These pensions are sanctioned by the state's social welfare department and paid into the pensioner's bank account.
  • The application is made through the state's pension portal, the block or the district social welfare office, with Aadhaar, the bank passbook and the proof for that pension: age, a husband's death certificate, or a disability certificate.
  • The pensioner's name on the sanction, on Aadhaar and on the bank account have to agree, and the pensioner is verified from time to time.
  • A widow's pension rests on her husband's death certificate. Her name on it as his wife should match her Aadhaar. Where it does not, have the death certificate corrected.
  • A disability pension rests on the disability certificate and its identity card, which should carry the Aadhaar name.
  • A correction of the pensioner's name is asked for at the district social welfare office.

An elderly person's Aadhaar was often made in a hurry at a camp, with a name spelt by the operator. Check it against an older paper before treating it as right. See name change in disability certificate and UDID.

What About the Bank Account and Aadhaar Seeding?

A scheme does not simply send money to the account number written on a form. It sends it to the account that the payments system has mapped to the beneficiary's Aadhaar. Two things follow.

The account has to be linked for benefit payments

  • Giving the bank your Aadhaar for identity is one thing
  • Linking the account to receive benefit transfers is another, and is asked for separately
  • Only one account is mapped at a time. The latest one linked receives the money
  • Ask the branch which of your accounts is mapped

The account has to be the beneficiary's own

  • Not a husband's, a son's or a joint account in another's name first
  • Its name should match Aadhaar
  • It should be active. A dormant account returns the payment
  • A basic savings account serves

Many "name mismatch" complaints turn out to be this: the money went to an old account the beneficiary had forgotten, or the account was never linked. Check this before anything else. See name change in bank records in Uttarakhand.

What About Married Women and Changed Surnames?

  • Many schemes name the woman of the household as the beneficiary. Her papers are therefore the ones that are read.
  • A woman registered in a scheme before marriage, who then changes her surname on Aadhaar, breaks the match. The scheme's record and her bank account have to follow.
  • She does not have to change her surname at all. If Aadhaar, the bank and the scheme all carry her maiden name, nothing fails.
  • A woman who moves to her husband's village changes her address on Aadhaar. Some schemes are tied to a place, and she may have to register afresh there.
  • A widow should check that her name is spelt the same on her husband's death certificate, her Aadhaar and her bank account before she applies for anything.

See name change after marriage in Uttarakhand.

What Happens When a Beneficiary Dies?

  • A benefit paid to a person stops with that person. The family should report the death. Drawing a dead person's pension or instalment has to be repaid and can bring action.
  • Some schemes provide a payment to the family on a death, or pass a sanction to a family member. Each has its own rule and its own form.
  • The claimant's name is then checked against the claimant's own Aadhaar and bank account, and the dead person's name against the death certificate.
  • For the farmers' payment, the heir comes in only after the land is mutated in the heir's name, and registers afresh.

See name correction in a death certificate and legal heir certificate.

What If the Payment Still Does Not Come?

  1. Read the status on the scheme's portal again. It names the failed check.
  2. Ask the bank which account is mapped to your Aadhaar, and when it last received a benefit payment.
  3. Go to the scheme's local office with Aadhaar, the passbook and the registration number.
  4. Use the scheme's helpline, printed on its portal.
  5. Use the state's Chief Minister's helpline, or the district's public hearing day.
  6. Write to the district officer for that department.

Nobody can get a scheme payment released for a fee. The portals, the common service centres' fixed charges and the offices are the only routes. A message or a call asking for a code or a payment to "release your instalment" is fraud.

How Does the Central Gazette Route Come In?

Only where a beneficiary has changed a name by choice. No scheme asks a beneficiary for a Gazette. Aadhaar does, for a major change, and every scheme follows Aadhaar.

Step 1: Confirm that it is a change, and not a mismatch between records

A mismatch is cured by correcting a record.

Step 2: Fix the exact new name

The spelling that will go on Aadhaar, the bank and the scheme.

Step 3: Make the affidavit

State the old name, the new name, your father's or husband's name and your address. Sign before a notary.

Step 4: Publish the newspaper notice

In a daily local leading newspaper. Keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 8: Send the file yourself, then update in order

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar, then the bank, then each scheme's record.

Do not change a name in the middle of a run of instalments if you can help it. Finish the house, or wait for the payment cycle to close, then change it.

Does the Uttarakhand Gazette Matter Here?

Not to a scheme office, which follows Aadhaar. The question is only which Gazette Aadhaar accepts.

Step 1: Ask the Aadhaar centre which Gazette it accepts

The scheme follows Aadhaar.

Step 2: Think about PAN and the bank

The Gazette of India serves them all.

Step 3: Contact the Roorkee press

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 4: Ask for the papers, the format and the fee, and submit

Keep photocopies of everything.

Step 5: Download the notice

Search gazettes.uk.gov.in and save the PDF.

To weigh the two, read Uttarakhand Gazette vs Gazette of India.

Which Mistakes Do Beneficiaries Make?

Common mistakes with a name in government scheme records
MistakeWhat to do
Paying for an affidavit or a Gazette to fix a scheme recordSchemes follow Aadhaar. Correct the record that is wrong
Blaming the name when the account is not linkedAsk the bank which account is mapped to Aadhaar
Giving a relative's bank accountIt has to be the beneficiary's own
Changing a surname on Aadhaar in the middle of instalmentsFinish the cycle, or update every record together
Treating a camp-made Aadhaar as right without checkingCompare it with an older paper first
Asking for a name correction when the land is in a father's nameThat needs a mutation
Paying a middleman to "release" a paymentUse the portal, the office or the helpline
Not reporting a deathReport it. Wrongly drawn money is recovered
Checking the status only after a payment is missedCheck it before each payment is due

A typical case we handle: a farmer in Udham Singh Nagar missed two instalments of the income support payment. His Aadhaar said "Harpal Singh" and his khatauni said "Harpal". A shop offered a Gazette. He did not need one. He applied to the Tahsildar for a correction of the land record on older registers that carried the full name, completed the identity check at a common service centre, and the payments resumed. This is an illustrative example of the type of case we handle, not a named client review.

When you do not need us

For a scheme record, almost always. The fix is at the Aadhaar centre, the bank, the tehsil or the scheme's own office. We are useful only where a beneficiary has changed a name by choice and Aadhaar needs a Gazette first.

Which Areas of Uttarakhand Do We Cover?

All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. Till when does PMAY-Gramin run?

It has been extended to 31 March 2029, to build two crore more pucca houses in rural areas. Names on the sanction and the bank account still have to match Aadhaar for each instalment.

What is the Awaas+ 2024 survey?

The survey launched in September 2024 to update the list of eligible rural households. Make sure the name written in it is the name on your Aadhaar, since the sanction is made from that list.

Does a PMAY-Urban house have to be in a woman's name?

Guides report that under PMAY-U 2.0 the house must be in a woman's name, or jointly with a man, for most categories. Her name on Aadhaar, the bank and the property paper should then agree. See name change in property documents.

Does PMAY-Gramin ask for an affidavit?

Guides report that an affidavit that the household owns no pucca house is asked for at application. That is a declaration of eligibility, not a name-change affidavit, and it should carry the name exactly as on Aadhaar.

Which scheme did PMAY-Gramin replace?

It replaced the Indira Awaas Yojana in 2016. An old Indira Awaas sanction may carry a name written differently from today's Aadhaar, and is read as the same person by the block office.

Names in Scheme Records: The Short Version

Every scheme compares three records: its own, Aadhaar, and the bank account linked with Aadhaar. Some add a fourth, such as the land record. Decide which name is right, correct Aadhaar if needed, then bring the bank, the base record and the scheme's record to it. Check first that the right bank account is linked for benefit payments.

No affidavit or Gazette corrects a scheme record. To find out which record to correct, message us on WhatsApp 9540005064, and we will reply in working hours.
