Name Change in MGNREGA Job Card in Uttarakhand
The rural job card is now issued under a new law and a new name, the Gramin Rozgar Guarantee Card. When a worker's name on the card does not match Aadhaar or the bank account and wages do not arrive: which record to correct, and where.
A name change in MGNREGA job card records is asked for at the gram panchayat, which keeps the household's card. The worker's name has to match Aadhaar and the bank account for wages to be paid. Correct Aadhaar first if it is wrong, then the card. A spelling needs no affidavit and no Gazette.

People still say "MGNREGA job card", and search for it by that name, though the law behind it changed in July 2026. A name change in MGNREGA job card records matters for one reason: wages go to a bank account by way of Aadhaar. This page explains name change in MGNREGA job card records for rural households in Uttarakhand.
We do not deal with panchayats or block offices, and this subject almost never needs a Gazette. The change in the law is as reported, and we could not confirm the new scheme's own procedure for correcting a name. For other schemes, read name change in government scheme records.
What Changed in July 2026?
These points are as newspapers and study guides report them. We did not read the Act or its notification.
| Point | What is reported |
|---|---|
| The old law | The Mahatma Gandhi National Rural Employment Guarantee Act of 2005 stands repealed from 1 July 2026 |
| The new law | The Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025, in force from the same date |
| The guarantee | Raised from 100 days of work in a year to 125 |
| The card | Now called the Gramin Rozgar Guarantee Card |
| Existing job cards | Those for which the identity check is complete stay valid until the new card is issued |
| A household with no card | Applies at its gram panchayat through any adult member, giving the names, ages and address of the household |
So the old card is not waste paper, and nobody has to start again. But the move to a new card is a moment when every name on the old one is read against Aadhaar. A wrong name that passed unnoticed for years will be noticed now.
What Is the Card, and Who Is on It?
- A household's card. One card covers a rural household. It lists the adult members willing to do unskilled work.
- Each worker is entered with name, age, gender and relationship to the head, a photograph, and Aadhaar and bank details behind the entry.
- Who keeps it. The gram panchayat registers the household and issues the card. The block office supervises and keeps the data on the scheme's portal.
- What it records. Work demanded, days worked and wages paid.
- What it is not. It is not an identity card, though offices sometimes ask for it as proof of rural residence or of a household.
Under the earlier law the card was free, and nobody could charge a household for issuing it, correcting it or adding a name. We know of no charge under the new law. If anyone asks for money, ask the block office.
Why Does the Name Decide the Wage?
- Wages are paid into the worker's own bank account, not in cash and not to the head of the household.
- The payment is steered by Aadhaar. The worker's Aadhaar is linked to the card entry and to the bank account.
- The three have to agree: the name on the card entry, on Aadhaar and at the bank.
- Where they do not, the identity check may fail, or the wage is sent and bounces back.
Guides list the usual reasons for a failed wage payment as a name mismatch between the card and the bank record, an Aadhaar that is not linked to the account, a dormant account, and identity papers not updated at the branch. Only the first is about a name. Check all four.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The card misspells a worker, and Aadhaar is right | A correction at the gram panchayat, on Aadhaar | No |
| Aadhaar is the wrong one | Correct Aadhaar, then the card | No |
| The bank account's name differs from Aadhaar | Correct the bank's record | No |
| A new bride is not on her husband's household card | Removal from her parents' card, then addition here | No |
| A worker's name was struck off in a clean-up | An application to restore it, with identity proof | No |
| The head of the household has died | The card is updated for the remaining members | No |
| A worker has changed a name by choice | Gazette, then Aadhaar, then the bank and the card | Yes, for Aadhaar |
A Gazette appears once, and there it is Aadhaar that needs it. The panchayat follows Aadhaar.
How Do You Put It Right?
This is the general method. Ask the gram panchayat for its current form.
Step 1: Read the card, worker by worker
Put each worker's Aadhaar and bank passbook beside the card and mark every difference.
Step 2: Decide which name is right
Usually the one on Aadhaar, if Aadhaar itself was made correctly.
Step 3: Correct Aadhaar, if it is the odd one
At an Aadhaar centre, and wait for the update.
Step 4: Correct the bank's record, and link the account with Aadhaar
At the branch. Ask for the account to be linked for benefit payments.
Step 5: Apply to the gram panchayat in writing
State the entry as it stands and as it should read, with copies of Aadhaar and the passbook.
Step 6: Take a dated receipt
From the panchayat secretary or the employment assistant.
Step 7: Complete the identity check again
Once the entry is corrected.
Step 8: Check the entry on the scheme's portal, and ask about held wages
A wage that bounced is paid again once the record is clean. Ask the block office to reprocess it.
What Is the Identity Check?
- Each worker on a card is asked to complete an Aadhaar-based identity check. Reports say cards for which it is complete stay valid until the new card is issued.
- The check compares the worker with the Aadhaar record. Where the card's name for the worker differs from Aadhaar, it may fail or be held.
- It is done through the panchayat's or the block's staff, usually on a phone or a tablet at the work site or the panchayat office.
- It is meant to be free. If anyone asks for money, ask the block office.
- Reports also warn of messages telling families their names will be cut at once if the check is not done. Ask the panchayat office what the real position is, and do not pay anyone on the strength of a message.
An elderly worker whose fingerprints no longer read, or whose Aadhaar was made at a camp with a guessed spelling, should start with the Aadhaar centre. Read name change in Aadhaar card in Uttarakhand.
What About the Bank Account?
- The account has to be the worker's own. A husband's or a son's account will not do for a woman's wage.
- Its name should match Aadhaar.
- It has to be linked with Aadhaar for benefit payments. That is asked for separately from giving Aadhaar as identity proof.
- Only one account is mapped to an Aadhaar at a time. The wage goes to the one linked most recently, which may not be the one in the passbook the worker carries.
- An account left unused goes dormant and returns the wage. Use it now and then.
- A post office savings account serves as well as a bank account.
How Are Members Added and Removed?
Adding a member
- A son or daughter who has turned eighteen
- A bride who has joined the household
- Applied for at the gram panchayat by the household, with the new member's Aadhaar, bank details and photograph
- The name is entered exactly as on Aadhaar
Removing a member
- A member who has died, with the death certificate
- A daughter who has married out, so that she can be added to her new household's card
- A member who has moved away for good
- A son who sets up a separate household applies for a separate card
- A person can be on one household's card at a time. A bride is removed from her parents' card before she is added to her husband's.
- She is entered in the name on her Aadhaar. If she has kept her maiden name there, the card shows that, and that is in order.
- Her marriage certificate, or the family register, shows why she has moved.
Read name change after marriage in Uttarakhand and name change in ration card, where the same move is made.
What If a Name Was Struck Off the Card?
- Lists are cleaned from time to time. Entries are removed as duplicate, as dead, as moved away or as not willing to work.
- A worker removed wrongly, often because a name on the card did not match Aadhaar and looked like someone else, can apply to be restored.
- Apply in writing at the gram panchayat with Aadhaar and the old card, and ask for the reason recorded for the removal.
- Correct the mismatch that caused it before applying, or the entry will fail again.
- A household removed altogether can apply afresh for a card.
Keep the old card. It shows the worker was registered, and for how long.
What If the Panchayat Will Not Act?
- Apply in writing, and keep a dated receipt.
- Go to the block office, to the officer in charge of the scheme.
- Use the scheme's helpline or its portal's grievance option, where there is one.
- Use the state's Chief Minister's helpline, or the district's public hearing day.
- Write to the district officer for rural development.
The earlier law had its own complaint officers at the block and the district. We could not confirm what the new law provides. Ask the block office who hears complaints now.
How Does the Central Gazette Route Come In?
Almost never for a job card alone. It comes in where a worker has changed a name by choice, and Aadhaar needs a Gazette for that. The card then follows Aadhaar.
Step 1: Confirm that it is a change of name, and not a spelling or an addition
Those need no Gazette.
Step 2: Fix the exact new name
The spelling that will go on Aadhaar, the bank and the card.
Step 3: Make the affidavit
State the old name, the new name, your father's or husband's name and your address. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar, then the bank, then ask the panchayat to correct the card.
That is a real cost for a wage worker. Be sure it is a change of name you want, and not a spelling that the Aadhaar centre corrects for a small fee.
Does the Uttarakhand Gazette Matter Here?
Not to a panchayat, which follows Aadhaar. The question is only which Gazette Aadhaar accepts.
Step 1: Ask the Aadhaar centre which Gazette it accepts
The card follows Aadhaar.
Step 2: Think about the bank and other schemes
The Gazette of India serves them all.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Workers Make?
| Mistake | What to do |
|---|---|
| Paying for an affidavit or a Gazette to fix a spelling | The panchayat corrects it on Aadhaar |
| Paying anyone for the card, a correction or the identity check | They are meant to be free. Ask the block office |
| Throwing away the old card because the law changed | Keep it. It stays valid until the new one comes |
| Correcting the card while Aadhaar is wrong | Correct Aadhaar first |
| Giving a relative's bank account | It has to be the worker's own |
| Blaming the name when the account is not linked | Ask the bank which account is mapped to Aadhaar |
| Leaving a bride on her parents' card | Remove there, then add here |
| Acting on a forwarded message | Ask the panchayat office |
| Applying by word of mouth | Apply in writing and take a receipt |
A typical case we handle: a woman in a village of Chamoli worked three weeks on a road and was not paid. Her card said "Sarla", her Aadhaar "Sarala Devi", and her wage had bounced. A man in the bazaar offered to "get a Gazette made". Her son rang us, and we told him she did not need one. She applied to the gram panchayat with her Aadhaar and passbook, the entry was corrected, the block reprocessed the payment, and the wage came. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a job card, almost always. A spelling, an addition, a removal and a restoration are all done at the gram panchayat, on Aadhaar. We are useful only where a worker has changed a name by choice and Aadhaar needs a Gazette first.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The request is made at your own gram panchayat. For the identity papers behind it, send photos on WhatsApp and we will tell you which one to correct.
