Veer Nari Name Mismatch in Uttarakhand: War Widow Benefits
For Veer Naris, the widows of soldiers from Uttarakhand, and their families, where the widow's name in her husband's service records or pension order differs from her Aadhaar, bank or marriage papers: which benefits read which record, who corrects each, and how a maiden and married name are linked without a Gazette.
A Veer Nari name mismatch is usually a wife's name entered in the soldier's records at marriage, in a maiden name or short form, against a different name on her Aadhaar or bank. Link them with the marriage certificate, or ask the record office through the district sainik welfare office to correct the entry. No Gazette is needed.

Uttarakhand has given many of its sons to the armed forces, and has many Veer Naris. Each faces a stack of papers at the worst time of her life: family pension, the state's grant, health care, a job for a family member. A Veer Nari name mismatch is her name in her husband's records differing from her own papers. This page explains Veer Nari name mismatch.
We do not handle benefits, and this subject needs no Gazette. The state's grant is from the Uttarakhand Martyr's Dependent Ex-Gratia Grant Act, 2020, and the Chief Minister's statements. For family pension, read SPARSH pension and PPO correction.
What Are the Benefits, in Brief?
- Family pension. Paid by the defence pension system, on a pension order.
- The state's grant. A one-time ex-gratia grant under Uttarakhand's 2020 Act, for martyrs' families.
- A job. The state has said one family member of each martyr is given a Government job.
- Health care. ECHS membership, through the ex-servicemen's scheme.
- Other help. Through the state and central sainik welfare bodies.
Every one of these reads the soldier's service records, where his wife was entered when they married.
What Does the State's Act Say?
From the Uttarakhand Martyr's Dependent Ex-Gratia Grant Act, 2020, as published, and the Chief Minister's statements.
| Point | What is said |
|---|---|
| Who is a martyr | A soldier killed in operations in war, border skirmishes or internal security duties |
| Widow | The legal wife of a martyr, called Veer Nari |
| Residence | The martyr should be a permanent resident of Uttarakhand, as kept in his records |
| Shares | Where the martyr was married and his parents are alive, 60% to the widow and 40% to the parents. Other shares apply otherwise |
| Papers | Include a certificate from the district sainik welfare officer |
| Amount | The Chief Minister has said it was raised from Rs 10 lakh to Rs 50 lakh |
The third row turns on what his records say. The fourth turns on who is named as his widow and parents in them.
Where Is Her Name Written?
| Record | Kept by | Where it is corrected |
|---|---|---|
| His service records | The service's record office | The record office, through the welfare office |
| The pension order | The defence pension system | A corrigendum |
| His death certificate | The Registrar | The Registrar |
| Her Aadhaar and bank | Their own offices | Their own offices |
| The marriage certificate | The registrar of marriages | Its office |
| The welfare officer's certificates | The district sainik welfare office | That office |
His records were often made years before Aadhaar. They name her as she was when they married.
What Kinds of Mismatch Are There?
A maiden name in his records
- Entered when they married
- Aadhaar now has the married name
- Linked by the marriage certificate
A short form or slip
- "Devi", or a home name
- Or a wrong date of birth
- Corrected by the record office
His own name
- A death certificate in another form
- From a hurried report
- Corrected by the Registrar
None of these is a change of name. All can be put right without a Gazette.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| His records have your maiden name | The marriage certificate links it | No |
| His records have a slip | The record office, through the welfare office | No |
| The pension order differs | A corrigendum | No |
| His death certificate differs | The Registrar | No |
| Your Aadhaar is the wrong paper | An Aadhaar centre | No |
| The ECHS card differs | ECHS | No |
| A family member's job papers differ | The department, on the welfare office's papers | No |
| You changed your name by choice | Gazette, then the rest | Yes |
A Gazette appears once in eight rows. The record office, the welfare office and the Registrar settle the rest.
How Do You Put It Right?
This is the general method. Start at the district sainik welfare office.
Step 1: Read your name as the soldier's wife in his service records
Through the record office or the unit, or in the pension order.
Step 2: Put your Aadhaar and bank passbook beside it
A record made at marriage may carry your maiden name or a short form.
Step 3: Read the soldier's name on the death certificate
It should match his service records.
Step 4: Correct Aadhaar or the bank where they are the odd ones
At their own offices.
Step 5: Ask the record office to correct a slip in the service record
Through the district sainik welfare office, with proof.
Step 6: Apply for each benefit in the name your records carry
With the marriage certificate linking any other form.
Step 7: Get the district sainik welfare officer's certificates in the same name
The state's grant asks for them.
Step 8: Keep every order and certificate together
For pension, grants, health care and children's benefits.
What About His Service Records?
- When a soldier marries, his wife is entered in his service records.
- The entry is made from the marriage papers of the time, often in her maiden name.
- Every later benefit reads that entry.
- A slip there is corrected by the record office, on application through the proper channel.
- The district sainik welfare office helps families with this.
- A serving soldier's wife can check her entry now, before it is ever needed.
Read names for army candidates, on service records.
What About the State's Grant?
- Uttarakhand's 2020 Act provides a one-time grant to a martyr's widow and dependents.
- The martyr's permanent residence in Uttarakhand is read from his records.
- The grant is shared between the widow, parents and children in set proportions.
- Each person is named as in his records, and paid to their own account.
- A certificate from the district sainik welfare officer is among the papers.
- Ask that office for the full list and the present amount.
Read UPNL, through which many ex-servicemen's families find work.
What About Family Pension and Health Care?
- Family pension is paid on a pension order naming the widow.
- Her name there should match her bank account.
- A slip in the order is put right by a corrigendum.
- Health care continues through ECHS, on a card naming her.
- Each reads the service records, so correct those first where they are wrong.
- Keep the pension order safe. It is her lifelong record.
Read SPARSH pension and PPO and ECHS card.
What About Parents and Children?
- The state's grant shares between the widow, parents and dependent children.
- The parents' names in his records should match their Aadhaar.
- Children's names should match their birth certificates and school records.
- Where parents have died, their death certificates are needed.
- A child under 18 is usually represented by the mother as guardian.
- Each person's own papers decide their share.
Read death certificate and legal heir certificate and guardian name in child documents.
What About the Sainik Welfare Office?
- Every district has a sainik welfare office.
- It issues certificates, forwards papers to record offices, and guides families.
- Take the service papers, your Aadhaar, the marriage certificate and the death certificate.
- Ask what each benefit needs, and in what name.
- Keep copies of everything you give.
- Do not pay anyone to speed up a martyr's family's benefits.
Read CSD canteen card.
Where Does a Gazette Come In?
Not for a married surname or a short form. Only where a person has changed a name by choice.
Step 1: Confirm that your name has in fact changed
A married surname or a short form needs no Gazette.
Step 2: Remember the service records
They are corrected by the record office, not a Gazette.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar, the bank and the records.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar, the bank and the records.
Which Gazette Should You Use?
The service records and pension are central. The Gazette of India serves them and the state.
Step 1: Remember whose records these are
The service records and pension are central. The grant is the state's.
Step 2: Remember what else is read
Aadhaar and the bank, which are central.
Step 3: Prefer the Gazette of India
It serves the central records and the state's.
Step 4: Contact the Roorkee press only if a state notice suits you
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Happen?
| Mistake | What to do |
|---|---|
| Never checking the wife's entry while he served | Check it early |
| Changing Aadhaar to match a maiden name in his records | Link with the marriage certificate |
| Not reading the death certificate | Read his name and father's name |
| A pension order with a slip, left unread | Ask for a corrigendum |
| Parents' names in his records loosely written | Correct them too |
| Paying an agent | Go to the welfare office |
| Losing the service papers | Keep them, and copies |
| Applying in a name not on any record | Use the recorded name, linked |
| Thinking a Gazette is needed | It is not, for a married name |
A typical case we handle: a Veer Nari in Pithoragarh applied for the state's grant. Her husband's records named his wife as "Kamla", from their marriage papers. Her Aadhaar and bank read "Kamla Kanwal". The welfare office asked how the two were linked. Her brother asked us about a Gazette. None was needed. Her marriage certificate and the record office's entry showed they were one woman, and her application went forward. This is an illustrative example of the type of case we handle, not a named client review.

Veer Naris and Names: The Short Version
A Veer Nari's family pension, the state's grant under its 2020 Act, health care and a family member's job all read her husband's service records, where she was entered at marriage. Where that entry is a maiden name or short form, link it with the marriage certificate, or ask the record office through the district sainik welfare office to correct it. Correct his death certificate if it differs. Start at the welfare office.
