CSD Canteen Smart Card Name Mismatch in Uttarakhand

For ex-servicemen, serving soldiers, widows and dependents whose defence canteen card carries a name that differs from PAN, Aadhaar or the pension order: where the card's name comes from, who corrects each record, and what a wife or a widow needs for a card of her own.

Quick answer

A CSD canteen smart card name mismatch is cured in the record behind the card. The card copies the service record, and PAN has to agree with it. Correct PAN or Aadhaar at its own office, or ask the record office to correct the service record. Then ask the canteen for a fresh card. Initials need no Gazette.

The canteen card copies the service record and PAN must agree with it, so correct the record or PAN first and then ask the canteen for a fresh card.

Nearly every village in the hills has a soldier or a pensioner, and nearly every such house has a canteen card. It was a plain card for groceries until purchases moved to a portal that checks PAN. A CSD canteen smart card name mismatch is what that check finds. This page explains CSD canteen smart card name mismatch for families in Uttarakhand.

We do not deal with canteens or record offices, and this subject seldom needs a Gazette. What the card and the portal ask for is as guides written for ex-servicemen describe. We did not read the canteen department's own instructions. For the record the card rests on, read name change for serving soldiers and their families.

What Is the Card, and Who Holds One?

  • What it is. A smart card on which members of the defence community buy from canteens run by units, at the canteen department's rates.
  • Who holds one. Serving personnel, ex-servicemen who qualify, widows, and eligible dependents.
  • How many. Guides say each dependent needs a separate application and card.
  • Where it is asked for. At the unit canteen for a first card, and on the card portal for a renewal or a replacement.
  • What else it opens. The portal for larger items, such as vehicles and appliances, bought against a sanction letter.

The card is not an identity paper. It is an entitlement, and it is only as accurate as the service record it was copied from.

What Do the Guides Say?

From guides written for ex-servicemen and a veterans' organisation's booklet. Ask the canteen for the present rule.

What guides say about applying for a canteen card and using the purchase portal
PointWhat the guides say
Papers for a cardThe service number, the discharge book or the pension payment order, with Aadhaar and PAN
PANListed as required. Those without PAN apply on paper through the canteen
A first cardApplied for at the unit canteen, with original papers for checking
DependentsAdded with proof of relationship, such as a marriage or birth certificate
The purchase portalRegistration asks for the name as on the card, the card and chip numbers exactly as printed, PAN, and the pension order or discharge number
After a pensioner's deathThe widow applies for a new card at the dependent canteen, with the old cards, the pension order, Aadhaar and PAN

The marked rows are where a name is tested. A card made twenty years ago from a discharge book never had to agree with anything. PAN made it answerable.

Which Records Stand Behind the Card?

The records behind a canteen card and where each is corrected
RecordKept byWhere it is corrected
The service record, discharge book and pension orderThe record office and the pension authorityThe record office, through the unit or the Zila Sainik office
The family's entries in that recordThe record officeThe same, on the marriage or birth certificate
PANThe tax departmentA PAN correction request
AadhaarThe identity authorityAn Aadhaar centre
The canteen cardThe canteen department, through the canteenA fresh card, once the records above agree

The card is at the bottom of this table on purpose. It is the last thing to change. A canteen manager cannot print a name the service record does not carry.

What Kinds of Mismatch Are There?

The holder's own name

  • Rank and initials on the card, a full name on PAN
  • Or a spelling, or a surname added after service
  • PAN is brought to the service record, or the record corrected

A dependent's name

  • A wife entered by a home name, or without a surname
  • A child whose school name differs from the entry
  • The family's entry is corrected at the record office

A widow's fresh card

  • Her name in the pension order differs from her Aadhaar and PAN
  • Found when she applies for a card of her own
  • The pension authority corrects the family pensioner's name first

The first is the soldier's own to settle and is usually quick. The third falls on a woman newly bereaved, dealing with offices her husband always dealt with. It is the one worth preventing.

How Do You Put It Right?

This is the general method. The canteen and the record office have their own forms.

Step 1: Read the name printed on the canteen card

The holder's, and each dependent's on their own cards. Note the card number as well.

Step 2: Put the pension order or discharge book beside it

The card was made from the service record. The two should agree.

Step 3: Put PAN and Aadhaar beside both

PAN is asked for with the card and on the portal for larger purchases. Aadhaar is asked for too.

Step 4: Decide which record is the odd one

The service record, PAN or Aadhaar. The card itself only copies.

Step 5: Correct PAN or Aadhaar, where one of them is wrong

At its own office, on the discharge book or pension order.

Step 6: Ask the record office to correct the service record, where that is wrong

Through the Zila Sainik office or the unit. A dependent's entry is corrected the same way.

Step 7: Ask the canteen for a card in the corrected name

With the old card and the corrected papers, on the form the canteen gives.

Step 8: Register on the purchase portal only after the card and PAN agree

Enter the name, card number and chip number exactly as the card prints them.

What About Rank and Initials?

  • A soldier is enrolled under a number, a rank and a name as the recruiting office wrote it.
  • That name runs through thirty years of orders unchanged: "No 1234567 Hav D S Rawat".
  • The discharge book, the pension order and the canteen card all repeat it.
  • PAN and Aadhaar were made in civil life, in the full name: "Dhan Singh Rawat".
  • A rank is not part of a name, and no office expects PAN to carry it. The initials are the real question.
  • Where a system insists on a match, the easier record to move is usually PAN, to the form the service record gives. Ask the canteen first what it accepts.

Read name change for serving soldiers and their families and adding a surname to a single name.

What About a Wife's or a Child's Card?

  • A dependent's card is made from the family's entries in the soldier's record, which he reported while serving.
  • He wrote his wife as he called her. In many hill homes that is not the name on her school certificate or her Aadhaar.
  • Guides ask for proof of relationship when a dependent is added: a marriage certificate for a wife, a birth certificate for a child.
  • Those papers, with her Aadhaar and PAN, are also what the record office needs to correct her entry.
  • A child's name sometimes changed between the entry made at birth and the name given at school. The birth certificate decides.
  • Do this while the soldier is alive and can sign. He can ask for his family's entries to be corrected in a way his widow cannot.

Read Kumari, Devi and the husband’s surname, name correction in marriage registration certificate and name change in birth certificate.

What About a Widow's Card?

From a veterans' organisation's booklet on what a family does after a pensioner's death.

  • The husband's card ends with him. His widow applies for a new card of her own, at the dependent canteen.
  • She takes the old cards, the pension order, and her Aadhaar and PAN.
  • The canteen reads her name on the pension order, where she is named for family pension, against her identity papers.
  • The same name is read again for the family pension itself, the yearly life certificate and the health card.
  • So a wrong name in the pension order blocks four things at once. Correct it once, at its source.
  • The pension authority corrects a family pensioner's name through the record office, on proof that she is the wife recorded.

Read name change in pension and family pension records, Jeevan Pramaan life certificate name mismatch and ECHS card name correction for ex-servicemen.

What Happens on the Purchase Portal?

  • Larger items are bought through an online portal, which gives a sanction letter to take to the dealer.
  • Guides say registration asks for the name as it appears on the card, the card and chip numbers exactly as printed, PAN and the pension order or discharge number.
  • They also say a PAN or a card number already used by another registration is refused.
  • Type the name as the card prints it, capitals and initials included. Do not tidy it into the form you prefer.
  • A rejection is most often a typing difference from the card. After that, a card and a PAN that do not agree.
  • The portal cannot correct either. It only tells you that they differ.

We did not test the portal, and its screens change. The canteen manager is the person to ask.

What About a Car or Another Large Purchase?

  • A vehicle bought through the canteen passes through more hands than any other purchase: the portal, the canteen, the dealer, the bank and the transport office.
  • Each reads a name. The sanction letter carries the card holder's name. The payment comes from an account. The dealer invoices a buyer. The vehicle is registered to an owner.
  • Expect all four to have to be the same person. An entitlement is personal.
  • A son who pays from his own account for a car sanctioned to his father creates a question at the canteen.
  • A name on the invoice that differs from Aadhaar creates one at the transport office.
  • Bring the card, PAN, Aadhaar and the bank account to one name before the sanction is applied for.

We could not confirm the canteen department's present rules on payment and registration. Ask before you pay. Read vehicle RC name correction and name change in bank records.

Where Does a Gazette Come In?

Only where the holder or a dependent has changed a name by choice, and the record office asks for a Gazette before it changes the service record. It has no part in rank, initials, a spelling or a wife's home name.

Step 1: Confirm that it is a change of name, and not initials or a spelling

Those are corrected in the record that is wrong.

Step 2: Ask the record office what it needs for a change of name

Service records follow the forces' own procedure, which commonly asks for a Gazette.

Step 3: Fix the exact new name

The spelling that will go on Aadhaar, PAN, the service record and the cards.

Step 4: Make the affidavit and publish the newspaper notice

Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.

Step 5: Type the form and sign the undertaking

Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.

Step 6: Prepare the CD, photographs and certificate

The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.

Step 7: Pay the charge on BharatKosh

Commonly Rs 1,100 for an adult. It is not refunded.

Step 8: Send the file yourself, then update in order

Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar and PAN, the service record, and the cards last.

See gazette name change in Uttarakhand.

Which Gazette Should You Use?

The record office and the pension authority are central. The Gazette of India is the one to use.

Step 1: Remember that service records are central

The record office and the pension authority follow central papers.

Step 2: Prefer the Gazette of India

It is the one the forces' offices recognise.

Step 3: Contact the Roorkee press only if a state notice suits another purpose

Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.

Step 4: Ask for the papers, the format and the fee, and submit

Keep photocopies of everything.

Step 5: Download the notice

Search gazettes.uk.gov.in and save the PDF.

To weigh the two, read Uttarakhand Gazette vs Gazette of India.

Which Mistakes Do Families Make?

Common mistakes with names on a canteen card
MistakeWhat to do
Asking the canteen to change the name on the cardCorrect the record behind it first
Typing a tidied name on the portalType it as the card prints it
Applying for PAN in a new form of the nameUse the form the service record gives
Leaving a wife's entry wrong for decadesCorrect it while the soldier can sign
A widow using her late husband's cardShe applies for her own
Correcting the canteen card and forgetting the health cardBoth rest on the same record
A son paying for his father's sanctioned carAsk the canteen before paying
Paying for a Gazette to fix initialsThe record or PAN is corrected on ordinary papers
Lending the card to someone outside the familyNever. The entitlement is personal

A typical case we handle: a retired naik in Kotdwar tried to register on the purchase portal for a motorcycle. His card read "NK B S NEGI". His PAN read "Balwant Singh Negi", and his wife's dependent card "Smt Parvati", while her Aadhaar read "Parwati Devi Negi". His son asked us for two Gazettes. Nobody had changed a name. The canteen accepted his initials once the registration was typed exactly as the card printed them. His wife's entry was a spelling and a missing surname, which he asked the record office to correct through the Zila Sainik office on their marriage certificate. This is an illustrative example of the type of case we handle, not a named client review.

When you do not need us

For rank, initials, a spelling, a wife's home name and a widow's card. The record office, PAN and the canteen settle those. We are useful only where the holder or a dependent has changed a name by choice and a Gazette notification is asked for.

CSD Canteen Smart Card Name Mismatch: Frequently Asked Questions

What is a CSD canteen smart card name mismatch?+
A difference between the name printed on a defence canteen card and the holder's or dependent's name on PAN, Aadhaar or the pension papers, which blocks a new card or a purchase on the portal.
What is the canteen smart card?+
The card on which serving soldiers, ex-servicemen, widows and their dependents buy from defence canteens. Guides say each dependent has a separate card.
Where does the name on the card come from?+
From the service record: the pension payment order or discharge book for the holder, and the family's entries in that record for dependents.
Who corrects the name on the card?+
The canteen issues a fresh card, on corrected papers. The record behind it is corrected by the record office, or PAN and Aadhaar at their own offices.
Do I need a Gazette or an affidavit?+

Is PAN needed for a canteen card?+
Guides list PAN as required with the application, and say those without one apply on paper through the canteen.
The purchase portal will not accept my registration. Why?+
Guides say the name, card number and chip number have to be entered exactly as printed on the card, with PAN. A difference between the card and PAN is a common cause.
My card has my rank and initials. My PAN has my full name. What do I do?+
Ask the canteen what its portal accepts. Where the difference is refused, PAN is brought to the service record, or the record corrected.
My wife's card has a name she does not use on her Aadhaar. How is it corrected?+
Her entry in your service record is corrected first, through the record office, on the marriage certificate and her identity papers. The card follows.
My husband has died. Do I use his card?+
No. A veterans' guide says the widow applies for a new canteen card at the dependent canteen, with the old cards, the pension order, Aadhaar and PAN.
My name in his pension order is different from my Aadhaar. What then?+
The family pensioner's name is corrected by the pension authority through the record office. Do that first. The canteen card and the health card both follow it.
Can my son or daughter have a card?+
Guides say eligible dependents can, each on a separate application with proof of relationship. Ask the canteen for the present age and status limits.
I am buying a car through the canteen. Whose name is it registered in?+
Ask the canteen. Expect the sanction, the payment and the registration all to be in the card holder's name.
Is the canteen card the same as the health card?+
No. The health scheme has its own card, with its own page on this site. Both rest on the same service record.
Where do I go in the hills?+
To your dependent canteen, and for the record to the Zila Sainik office of your district.
Do you deal with canteens or record offices?+
No. We prepare a Gazette only where a person's own change of name needs one.

It is reviewed by Advocate Vipin Chauhan.

The papers asked for with a card, that PAN is required, where a first card is applied for, how dependents are added and what the purchase portal's registration asks for are from guides written for ex-servicemen. What a widow does after a pensioner's death is from a veterans' organisation's booklet. We did not read the canteen department's own instructions, did not test either portal, and left out fees and eligibility limits, which change. How a record office corrects an entry, what a canteen accepts for initials and the rules on a vehicle purchase are general guidance. Your dependent canteen and the record office are the authority.

Names on a Canteen Card: The Short Version

A canteen card copies the service record, and PAN now has to agree with it. Lay the card, the pension order, PAN and Aadhaar side by side.
