Two Valleys: Which Office Is Yours?
The district is made of two river valleys with a high ridge between them. The headquarters is in one. A large part of the people live in the other, a long drive away.

- Most of what a name change touches is done at the tehsil, which is near you in either valley.
- Only a few matters go to the district headquarters. Ask the tehsil first if it can forward the paper, before making the crossing.
- From the Yamuna side, Dehradun is often an easier road than the district's own headquarters. That makes no difference to which office holds your record. A certificate is still issued by your own tehsil.
- A notary near any tehsil serves for the affidavit. It need not be one at the headquarters.
- The Gazette file needs neither. It goes by courier from the nearest town.
What If Aadhaar Was the First Paper You Ever Had?
In the remoter villages, some older people, and some women of every age, had no certificate of any kind until Aadhaar came. It was made at a camp, and the operator typed the name as he heard it. Every later paper copied it.
What goes wrong
- The name is a home name, or half a name
- The spelling is the operator's guess
- The date of birth is the first of January of a guessed year
- The husband's or father's name is spelt differently from his own papers
- The land record, made long before, has yet another form
What can anchor the right name
- The family register kept by the village's local body
- The land record, where the person is a holder
- The voter list of earlier years
- An old ration card
- The marriage certificate, or a child's birth or school record that names the parent
- A pension order or a post office passbook
- Where there is no class 10 certificate, there is no single paper every office follows. Decide the right name from the oldest papers, then correct Aadhaar to it.
- A spelling is a correction at the Aadhaar centre, on one of the proofs it lists.
- Where the Aadhaar name and the land record's name are plainly two different forms, a Gazette notice stating both ties them together for the bank, the tehsil and a pension.
- An old person need not travel. The notary's is the one outing, and a son or daughter can handle the rest.

What Comes Up for Orchard Owners and Farmers?
The upper valleys of the district grow apples and other fruit, and the lower slopes grow vegetables and grain for sale. Money now moves through bank accounts, and each payment is tied to a name.
- A grower's payment from a buyer, a subsidy from the horticulture or agriculture office, and the farmers' income support all go to the bank account linked with Aadhaar.
- The name on the land record has to agree with Aadhaar for those that are checked against land.
- A slip in the land record is corrected by the Tahsildar on older records. It needs no Gazette.
- An orchard still recorded in a father's or grandfather's name needs a mutation by succession. Until then the son is not the recorded holder, whatever name he uses.
- A crop loan or a kisan credit account is in the holder's name as the bank has it. Bring the bank and the land record to the same form before the next renewal.
- Those who also run a guest house or a shop in the pilgrim months should check its licence in the closed season.

Which Newspapers Serve for the Notice?
The Department of Publication asks for the change of name to be advertised in a daily local leading newspaper. It does not name newspapers.
- The Hindi dailies that reach the district carry Uttarkashi pages in their Garhwal editions.
- The paper reaches the two valleys by different roads, and the far tehsils late. Ask the agent in advance to keep several copies of the issue your notice is in.
- Choose a daily, not a weekly.
- Read the proof before it prints, and keep the full original page.

Were apple orchards in Dharali assessed for damage?
Yes, the Government said it would assess the damage to Dharali's apple orchards. Any compensation goes to the recorded holder of the land, so an orchard still in a late father's name needs a mutation first.
What other disasters has Uttarkashi district seen?
Among others, the 1991 earthquake, which killed more than 700 people, the Varunavat landslides of 2003, and the 2019 cloudburst at Arakot. Families from badly hit villages sometimes find older papers missing, and rely on the land record and family register instead.
