Kisan Credit Card and Crop Insurance Name Mismatch in Uttarakhand
When a farmer's crop loan is held up or a crop insurance claim does not arrive because the land record, Aadhaar and the bank account carry different names, or the land is still in a late father's name: which record to correct, and where.
A Kisan Credit Card and crop insurance name mismatch is cured by bringing three records to one name: the land record, Aadhaar and the bank account. Land still in a late father's name needs mutation at the tehsil first. A spelling is corrected at the office that holds the odd record. None of this needs a Gazette.

A farmer deals with a bank for a crop loan and with an insurer for the crop, and both look past the farmer to the land record. A Kisan Credit Card and crop insurance name mismatch nearly always starts there. This page explains Kisan Credit Card and crop insurance name mismatch for farmers in Uttarakhand.
We do not deal with banks, insurers or tehsils, and this subject almost never needs a Gazette. The papers described are as banks' and guides' pages list them. We did not read the schemes' own guidelines. For the land record itself, read name correction in khatauni and land records.
What Are the Card and the Insurance?
| Point | Kisan Credit Card | Crop insurance |
|---|---|---|
| What it is | A running crop loan account with a bank, with a credit limit based on the land and the crops | Cover against crop loss for a season, under the Government's crop insurance schemes |
| Who the farmer deals with | A bank or a cooperative society | The bank for a borrower, or a service centre or the scheme's portal for others |
| Papers guides list | The application, identity and address proof, a photograph and the land record | Aadhaar, an Aadhaar-linked bank account, the land record and a sowing declaration |
| How money moves | The loan is drawn from, and repaid into, the farmer's own account | The premium is debited from, and a claim paid into, the farmer's Aadhaar-linked account |
| Open to tenants? | Guides say yes, on a lease or the owner's no-objection | Guides say yes, on the papers the state accepts |
The two are linked. Guides note that a farmer with a crop loan is commonly enrolled for insurance through the bank, though enrolment is voluntary. So one wrong name can stall both.
Which Three Records Lie Behind Both?
The records
- The land record, kept by the tehsil, which says who holds the field
- Aadhaar, which says who the farmer is
- The bank account, which says where the money goes
What has to be true
- The same person, in the same name, in all three
- The bank account linked with Aadhaar for benefit payments
- The father's name the same in the land record and on Aadhaar
Of the three, the land record is the oldest and the least looked at. It may carry a grandfather, a home name, a spelling from a settlement decades ago, or a father who died without the land ever being mutated. Aadhaar and the bank account are recent and usually agree with each other. So the odd one is nearly always the land.
Where Does It Stall?
- At the bank, for a new card. The branch reads the land record against the applicant's identity proof. Land in another name means no limit, or a smaller one.
- At renewal. The bank asks for a fresh land record. A change there since the last one raises questions.
- At insurance enrolment. Guides say the name is entered as in Aadhaar, with the land record uploaded beside it.
- At a claim. Guides give a land record or Aadhaar name mismatch, and a bank account mismatch, among the usual reasons a claim sits pending or bounces.
- At interest relief and other farm benefits tied to the same account.
A claim after a hailstorm or a failed monsoon is the worst moment to learn that the field is in a dead man's name.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The land is still in a late father's name | Mutation by succession at the tehsil | No |
| The land record misspells the farmer | A correction application at the tehsil | No |
| Aadhaar is the odd one | Correct Aadhaar | No |
| The bank account differs from Aadhaar, or is not linked | Correct and link it at the branch | No |
| The land is in the husband's name, and the wife farms it | The husband applies, or the land is put in joint names | No |
| The farmer is known by two names across old and new papers | Correct the land record. A Gazette notice of both names may help | Sometimes |
| The farmer has changed a name by choice | Gazette, then Aadhaar, the bank and the land record | Yes |
The first row is the commonest, and it is not a name problem at all. No affidavit turns a son into the recorded holder. Mutation does.
How Do You Put It Right?
Step 1: Take out a current copy of the land record
From the state's land records portal or the tehsil. Read the holder's name and father's name.
Step 2: Put Aadhaar and the bank passbook beside it
Mark which of the three differs.
Step 3: If the holder shown has died, apply for mutation
At the tehsil, with the death certificate and the family's particulars.
Step 4: If the holder is you but misspelt, apply for a correction
To the Tahsildar, with Aadhaar and older papers.
Step 5: Correct Aadhaar, if it is the odd one
Step 6: Correct the bank's record, and link the account with Aadhaar
At the branch that holds the loan.
Step 7: Give the bank the fresh land record
And ask in writing for the card and the insurance enrolment to be updated.
Step 8: Check the insurance portal before the season's cut-off
See that the policy shows your name, your land and your account. Keep the enrolment receipt.
What About the Land Record?
- Mutation and correction are different. Mutation brings a new holder on record after a death, a sale or a partition. A correction puts right a slip in the name of the holder already there.
- Both are done at the tehsil, through the revenue staff for the village, on an application.
- Mutation after a death rests on the death certificate and on who the heirs are. Where the heirs agree, it is usually routine.
- Joint holdings stay joint until partitioned. A bank lends, and an insurer covers, to the extent of a holder's share.
- Hill holdings are small and scattered, and often still in a grandfather's name with heirs spread across cities. Start well before a loan is needed.
Read name correction in khatauni and land records for the detail, and name correction in a death certificate for the paper mutation rests on.
What Comes Up With the Kisan Credit Card?
- The card is a loan account in the farmer's name. The bank's record of that name follows its identity rule, like any account.
- A farmer whose own name has been corrected or changed gives the branch the updated Aadhaar, and the marriage certificate or Gazette notification where the name has changed.
- The limit is worked out on the land the record shows in the borrower's name. A share in a joint holding counts for that share.
- At renewal, the bank asks for a current land record. Give one in the same name as the account.
- A card issued jointly to two holders carries both names. Each is corrected on that person's own papers.
- The loan is reported to the credit bureaus. A name spelt differently there is corrected through the bank.
Read name change in bank records and name mismatch in a CIBIL credit report.
What Comes Up With Crop Insurance?
- A borrower is usually enrolled by the bank from its own records. Whatever name and land the bank holds go to the insurer. Guides warn farmers to check what was in fact uploaded, not to assume.
- A farmer without a loan enrols at a service centre or on the scheme's portal, with Aadhaar, an Aadhaar-linked account, the land record and a sowing declaration.
- The name is entered as in Aadhaar. The land record uploaded beside it has to show the same person.
- A claim is paid by direct transfer into the Aadhaar-linked account. Guides list an account not linked for benefit payments as a reason payments bounce.
- Each season has a cut-off date. A correction made after it does not help that season.
- Fruit growers in the hills may be covered under a weather-based scheme for horticulture. The same three records apply.
- Keep the enrolment receipt and the premium debit entry. They are what a grievance rests on.
Where a claim is pending for a mismatch, correct the record, give the corrected paper to the channel you enrolled through, and take a dated acknowledgement.
What About Tenants, Women Farmers and Joint Holdings?
- Tenants and sharecroppers are named in no land record. Guides say they can still get a card on a lease or the owner's no-objection, and enrol for insurance on the papers the state accepts. The owner's name in that paper has to match the land record.
- A woman who farms land recorded in her husband's name is in the same position as a tenant on paper. Either he applies, or the land is recorded jointly.
- A widow comes on record by mutation after her husband's death, with the other heirs. Her own name should be the same on the land record, Aadhaar and her bank account.
- Brothers on one joint holding can each take cover for a share. Two policies on the same field through two banks are a known cause of rejection.
- A farmer registry number, where the state has brought one in, ties the farmer's Aadhaar to the land. A mismatch surfaces there first.
Read rent agreement name mismatch, for the same point about an owner's name in a tenant's paper.
What Happens When the Farmer Dies?
- Tell the bank. The loan does not vanish. The branch will explain what is due and what cover, if any, was attached to the account.
- Get the death certificate, and check that it names him as the land record and the bank do.
- Apply for mutation, so that the heirs come on the land record.
- Settle the old account with the bank, as the heirs.
- The heir who will farm applies for a card in his or her own name, on the mutated record.
- A crop insurance claim for the season in which he died is paid to the account on record. Ask the bank and the insurer how the heirs claim it.
Where his name differs between the land record, the bank and the death certificate, the family shows his Aadhaar and older papers to tie them. A Gazette cannot be taken out for a person who has died.
How Does the Central Gazette Route Come In?
Rarely. It comes in where a living farmer has changed a name by choice, or is recorded under two quite different names and wants one public paper stating both. It does nothing for land in a dead holder's name.
Step 1: Confirm that it is your own name, and that you are the recorded holder
Mutation and a spelling need no Gazette.
Step 2: Copy the name exactly as the land record has it, and as Aadhaar has it
With the father's name in each.
Step 3: Make the affidavit
State both forms, or the old and the new name, and your address. Sign before a notary.
Step 4: Publish the newspaper notice
In a daily local leading newspaper. Keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult, with Rs 250 more for each alias. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. With the published Gazette, update Aadhaar and the bank, and give the tehsil a copy with your correction application.
That is a real cost for a small farmer. Ask the tehsil first if it will correct the record on Aadhaar and older papers, which it often will.
Would the Uttarakhand Gazette Do for a Farmer?
The tehsil is a state office and may accept it. The bank and Aadhaar are the reasons to prefer the Gazette of India.
Step 1: Ask the tehsil and the bank which Gazette they accept
Before you choose.
Step 2: Think about Aadhaar
Everything else follows it.
Step 3: Contact the Roorkee press
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 4: Ask for the papers, the format and the fee, and submit
Keep photocopies of everything.
Step 5: Download the notice
Search gazettes.uk.gov.in and save the PDF.
To weigh the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Farmers Make?
| Mistake | What to do |
|---|---|
| Leaving the land in a dead father's name for years | Apply for mutation now |
| Paying for an affidavit or a Gazette to "transfer" the land | Only mutation does that |
| Looking at the land record only when a loan is needed | Take out a copy every year |
| Assuming the bank enrolled you for insurance correctly | Check the portal and keep the receipt |
| An account not linked with Aadhaar for benefit payments | Ask the branch to link it |
| Correcting a record after the season's cut-off | Do it between seasons |
| Two policies on one field through two banks | One field, one policy |
| Changing Aadhaar to match an old land record spelling | Decide which is right first. Usually the land record is corrected |
| Applying to the tehsil by word of mouth | Apply in writing and take a receipt |
A typical case we handle: a farmer near Kashipur had his crop insurance claim held after a flood. The policy was in his name, but the field was still recorded in his father's, who had died eleven years before. A middleman offered him a "Gazette to put the land in his name". No Gazette does that. He and his brothers applied for mutation with the death certificate, and he gave the bank and the insurer the fresh record. He lost time on that season's claim, and his record has been in order since. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For this subject, almost always. Mutation and a correction are done at the tehsil, Aadhaar at its centre, and the account at the branch. We are useful only where a living farmer has changed a name by choice, or carries two quite different names, and a public paper is wanted between them.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. The land record is corrected at the tehsil where the land lies. For the papers behind it, send photos on WhatsApp and we will tell you which one to correct.

Yes. The scheme was extended in 2019 to the working capital needs of animal husbandry, dairy and fisheries. The same land, Aadhaar and bank rules on the name apply.

A Farmer's Name Mismatch: The Short Version
A crop loan and crop insurance both rest on three records: the land record, Aadhaar and the bank account. The land record is usually the odd one. Land in a late father's name needs mutation at the tehsil, and a misspelt holder needs a correction there. Link the bank account with Aadhaar. Check the insurance portal before each season's cut-off, and keep the receipt.
No Gazette puts land in anyone's name. To find out which record to correct, send photos on WhatsApp 9540005064, and we will reply in working hours.
