Farmer Registry Name Mismatch in Uttarakhand: AgriStack Farmer ID
For farmers in Uttarakhand registering for a Farmer ID, the Kisan Pehchaan Patra, whose name on Aadhaar differs from the khatauni, or whose land is still in a parent's name: what the registry links, why PM-Kisan now reads it, which record to correct first, and how joint and inherited land is treated.
A farmer registry name mismatch is a difference between Aadhaar and the khatauni, which the registry joins to make the Farmer ID. Correct the wrong one first: the khatauni at the tehsil, or Aadhaar at its centre. Land still in a dead parent's name needs a mutation first. No Gazette is needed for a home name.

India is giving every landholding farmer a single digital identity, the Farmer ID, built by joining Aadhaar to the land record. PM-Kisan and other schemes have begun to read it. In the hills, where khataunis carry home names and land often sits in a grandfather's name, the join can fail. A farmer registry name mismatch is that failure. This page explains farmer registry name mismatch.
We do not register farmers, and this subject needs no Gazette in the ordinary case. What the registry links, and its use for PM-Kisan, are from reports of the agriculture ministry's decisions. We could not confirm Uttarakhand's progress. For the scheme itself, read PM-Kisan name mismatch.
What Is the Registry, in Brief?
- AgriStack. A digital system for agriculture under the Digital Agriculture Mission.
- The Farmer Registry. One of its registries, holding each farmer's profile.
- The Farmer ID. An Aadhaar-linked digital identity, also called the Kisan Pehchaan Patra.
- What it links. The farmer's details, Aadhaar, land records and bank account.
- Who reads it. PM-Kisan, and in time credit, insurance and other farm schemes.
The registry is only as good as the two records it joins. Where Aadhaar and the khatauni name a farmer differently, it may not join them at all.
What Is Reported?
From news and official summaries of the agriculture ministry's decisions in 2025 and 2026. We did not read the ministry's orders, or Uttarakhand's arrangements.
| Point | What is reported |
|---|---|
| The Farmer ID | An Aadhaar-linked unique digital identity, the Kisan Pehchaan Patra |
| What it links | Demographic details, Aadhaar, land records and bank account in one profile |
| PM-Kisan, new applicants | Made mandatory for new PM-Kisan applicants from January 2025, in states with the registry in place |
| PM-Kisan, instalments | Later reports say it is being required for instalments too, alongside e-KYC |
| Registration | Through camps by revenue and agriculture departments, with Aadhaar authentication, as described in other states |
| A concern | Commentators note that farmers with messy land records, and tenants, may be left out |
The last row is the one this page is about. A messy land record is often a name problem, and a name problem can be put right.
What Does the Registry Join?
| Record | Kept by | Where it is corrected |
|---|---|---|
| Aadhaar | The identity authority | An Aadhaar centre |
| The khatauni | The revenue department | The tehsil |
| The bank account | The bank | The branch |
| The PM-Kisan record | The scheme | Its own portal and office |
| The Farmer ID | The registry | Made from the others |
The Farmer ID is not corrected on its own. It is made from Aadhaar and the khatauni. Correct those, and the ID follows.
What Kinds of Mismatch Are There?
A home name in the khatauni
- "Bhagu" in the record, "Bhagwan Singh" on Aadhaar
- The same farmer
- Corrected at the tehsil
A spelling on Aadhaar
- Aadhaar made carelessly, the khatauni right
- Or a different surname form
- Corrected at an Aadhaar centre
The land is not in your name
- Still in a father's or grandfather's name
- Not a spelling at all
- A mutation at the tehsil
The third is common in the hills, and no correction of spelling will mend it. The living heirs must be entered first.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The khatauni has a home name | The tehsil, on Aadhaar | No |
| Aadhaar has a spelling slip | An Aadhaar centre | No |
| The land is in a dead parent's name | A mutation at the tehsil | No |
| Joint land, one brother's name differs | That brother's entry at the tehsil | No |
| The PM-Kisan record differs | PM-Kisan, after the registry | No |
| The bank account differs | The branch, and seeding | No |
| A woman farmer's married name | The tehsil or Aadhaar, with the marriage certificate | No |
| The farmer changed a name by choice | Gazette, then Aadhaar and the khatauni | Yes |
A Gazette appears once in eight rows. The tehsil and the Aadhaar centre settle the rest.
How Do You Put It Right?
This is the general method. Start before the camp comes to your village.
Step 1: Take out your Aadhaar and your khatauni
The registry links the two.
Step 2: Read your name, and your father's, on each
Letter by letter.
Step 3: Decide which is wrong
An old khatauni often carries a home name. Aadhaar is often the careful one.
Step 4: Correct the khatauni at the tehsil, where it is the odd one
Or Aadhaar at its centre, where Aadhaar is.
Step 5: Where the land is still in a dead parent's name, have it mutated first
The registry reads the recorded holder.
Step 6: Register in the Farmer Registry at a camp or centre
With Aadhaar authentication and your land details.
Step 7: Read the details shown before they are submitted
Your name, the land linked to you, and the bank account.
Step 8: Keep the Farmer ID, and link it where asked
PM-Kisan and other schemes read it.
What About Hill Khataunis?
- Land records in the hills were written over generations, often with home names and a father's name for a surname.
- Aadhaar, made in the last fifteen years, usually carries a fuller name.
- A system joining the two may not see that "Bhagu" and "Bhagwan Singh Rawat" are one man.
- Have the khatauni corrected at the tehsil, on Aadhaar and the family register.
- Do it before the registration camp, so the join succeeds the first time.
- Keep the corrected copy of the khatauni.
Read name correction in khatauni and land records and the family register.
What About Inherited and Joint Land?
- Much hill land is still recorded in the name of a father or grandfather who has died.
- The registry reads the recorded holder. The living sons and daughters are not on paper yet.
- A mutation at the tehsil enters the heirs, on the death certificate and a family register or heir certificate.
- Brothers and sisters holding land jointly are each entered with a share.
- Each co-holder's name should match that co-holder's Aadhaar.
- A mutation is worth doing for its own sake, whatever the registry needs.
Read death certificate and legal heir certificate and succession certificate.
What About PM-Kisan and Other Schemes?
- The agriculture ministry made the Farmer ID mandatory for new PM-Kisan applicants in states with the registry, from January 2025.
- Later reports say it is being required for instalments too.
- PM-Kisan already reads Aadhaar and the land record. The Farmer ID joins them in advance.
- Reports describe the Farmer ID as an entry point for credit, crop insurance and other schemes too.
- So a name settled once in the registry helps every scheme after.
- Ask the agriculture office whether the Farmer ID is required in Uttarakhand now.
Read PM-Kisan name mismatch, Kisan Credit Card and crop insurance and PM-KUSUM solar pump.
What About the Bank Account?
- Reports say the farmer's profile includes a bank account.
- Scheme money is paid by direct transfer, which reads the account's name and its Aadhaar link.
- Give an account in your Aadhaar name, seeded with Aadhaar.
- An old account in a home name should be brought up to date.
- Do not give a relative's account.
- Keep the account in use.
Read DBT and Aadhaar seeding and bank records.
What About Tenants and Women Farmers?
- The registry starts from the land record. Those not in it, such as tenants and sharecroppers, may not be covered.
- Commentators have raised this concern. Ask the agriculture office what applies.
- Women who farm land recorded in a husband's or father's name face the same gap.
- Where a woman is a recorded co-holder, her name in the record should match her Aadhaar.
- A married woman's maiden name in the record and married name on Aadhaar are linked by the marriage certificate.
- Correct the record or Aadhaar so the join succeeds.
Where Does a Gazette Come In?
Only where a farmer has changed a name by choice. A home name in the khatauni needs the tehsil, not a Gazette.
Step 1: Confirm that your name has in fact changed
A home name in an old khatauni is not a change of name.
Step 2: Remember the order
Aadhaar, then the land record, then the registry.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar and the land record.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update in order
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then Aadhaar, the khatauni and the registry.
Which Gazette Should You Use?
The land record is the state's and Aadhaar is central. The Gazette of India serves both.
Step 1: Remember whose records these are
The land record is the state's. The registry is built on it.
Step 2: Remember what else is read
Aadhaar, which is central.
Step 3: Prefer the Gazette of India
It serves Aadhaar as well as the tehsil.
Step 4: Contact the Roorkee press only if a state notice suits the land record
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do Farmers Make?
| Mistake | What to do |
|---|---|
| Going to the camp without checking the khatauni | Compare it with Aadhaar first |
| Changing Aadhaar to a home name in the khatauni | Correct the khatauni instead |
| Registering on a dead father's land | Mutate it to the heirs first |
| One brother correcting, the others not | Each co-holder checks his entry |
| A bank account in a home name | Bring it to the Aadhaar name |
| Not reading the details before submission | Read every line |
| Losing the Farmer ID | Keep it with the khatauni |
| Paying an agent to get an ID | Register at the camp or centre |
| Asking for a Gazette for a khatauni name | The tehsil corrects it |
A typical case we handle: a farmer in Chamoli went to a registration camp. His khatauni read "Kundan s/o Dhan Singh". His Aadhaar read "Kundan Singh Bisht". The join failed. His son asked us whether a Gazette would help. It would not. He had the tehsil correct the khatauni to his Aadhaar name, on Aadhaar and the family register, and registered at the next camp. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For a home name in the khatauni, a spelling on Aadhaar, a mutation or a bank account. The tehsil, the Aadhaar centre and the bank settle those. We are useful only where a farmer has changed a name by choice and a Gazette notification is asked for.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. A khatauni is corrected at your tehsil. Send photos of Aadhaar and the khatauni on WhatsApp, and we will tell you which differs.

That the Farmer ID is an Aadhaar-linked digital identity under AgriStack, that the registry links demographic details, Aadhaar, land records and bank account, that it was made mandatory for new PM-Kisan applicants from January 2025 in states with the registry, and that it is being required for instalments, are from news and official summaries of the agriculture ministry's decisions. Registration camps are described from another state's announcement. The concern about tenants and messy land records is from commentators. We did not read the ministry's orders, or confirm Uttarakhand's progress. The agriculture office and the tehsil are the authority.

The Farmer ID and Names: The Short Version
The Farmer ID joins your Aadhaar to your land record, and PM-Kisan and other schemes now read it. Before you register, compare Aadhaar with the khatauni. Correct the wrong one: the khatauni at the tehsil, or Aadhaar at its centre. Land in a dead parent's name needs a mutation first. Each joint holder checks his own entry. Give a bank account in your Aadhaar name.
No Gazette is needed for a home name. To find out which record differs, send photos on WhatsApp 9540005064, and we will reply in working hours.
