Aadhaar Seeding Name Mismatch in Uttarakhand: DBT and the NPCI Mapper
For people whose pension, subsidy or scheme payment has not come, or whose bank will not seed their Aadhaar since the names differ: how a benefit finds its account, why a correct name is sometimes not enough, how to see which bank is seeded, and who puts each thing right.
An Aadhaar seeding name mismatch is settled at the bank branch: the account's name brought to Aadhaar, and a consent form signed for seeding. First check which bank your Aadhaar is seeded with, since a payment sent on an Aadhaar number goes to that bank, whatever your papers say. No Gazette is needed.

Most Government money now reaches people by direct benefit transfer: pensions, farm payments, scholarships. Many of these are sent on an Aadhaar number, and a national record decides which bank that number leads to. An Aadhaar seeding name mismatch stops an account from entering that record. And a correct name does not help if the record points elsewhere. This page explains Aadhaar seeding name mismatch for people in Uttarakhand.
We do not seed accounts, and this subject needs no Gazette. How seeding works, and that only one account is active, are from published guidance of banks and a Government knowledge portal. For the account's own name, read name change in bank records.
How Does a Benefit Find Its Account?
Sent on an Aadhaar number
- The scheme holds the beneficiary's Aadhaar number
- It sends the payment on that number
- A national mapper says which bank the number is seeded with
- The money goes to that bank, and to the account seeded there
Sent on an account number
- The scheme holds an account number and a bank code
- It sends the payment to that account
- The name given to the scheme is checked against the bank's record
- A name that differs can fail the payment
Which of the two a scheme uses is the scheme's choice, and many use the first. That is why a person can have every paper in one correct name and still receive nothing, or find it in an account opened and forgotten years ago.
What Is Published About Seeding?
From banks' published pages on Aadhaar seeding and a Government knowledge portal's page on checking the seeding status.
| Point | What is published |
|---|---|
| Seeding | The beneficiary gets Aadhaar linked to a bank account. On the customer's consent, the bank seeds the Aadhaar number into the national payments body's mapper |
| One at a time | A customer can link only one account with Aadhaar at any point of time |
| The last one wins | Where consent is given to several banks, the subsidy is credited to the last seeded bank whose status is active in the mapper |
| Checking | The identity authority's site shows the bank linking status, its date and the bank's name, checked against the mapper |
| If it does not show | Where Aadhaar is not reflecting in the mapper after papers are given, the action rests with the bank |
| Inactive | The customer visits the branch in person and submits the consent form |
The national payments body has also launched a platform for citizens to check their seeding, with seeding and moving it between banks to be enabled. Ask your branch what is working now.
Which Four Records, and What Does Each Hold?
| Record | What it holds | Who corrects it |
|---|---|---|
| The scheme's record | The beneficiary's name, Aadhaar number, and sometimes an account number | The scheme's office |
| The mapper | Which bank each Aadhaar number is seeded with. No name | A bank, on the customer's consent |
| The bank account | The holder's name, and the Aadhaar number seeded to it | The branch |
| Aadhaar | The person's name and number | An Aadhaar centre |
Look at the second row. The record that routes the money holds a number and a bank. A name comes into it only at the door, when a bank decides to seed an account or not.
What Kinds of Trouble Are There?
The money went to another bank
- Aadhaar was seeded years ago with an account now forgotten
- Or a newer account quietly took over the seeding
- Not a name problem at all. A seeding problem
The bank will not seed
- The account's name and Aadhaar's differ
- The branch declines to link them
- The account or Aadhaar is corrected, then seeded
The scheme's own record differs
- The scheme has the name in another form, or a wrong account number
- A payment sent by account number fails the bank's check
- The scheme's record is corrected at its office
The first is the one people least expect, and it sends them to correct names that were never wrong. Always look at the seeding status before anything else.
Which Case Is Yours?
| The situation | Route | Gazette? |
|---|---|---|
| The seeding status names a different bank | Seed Aadhaar at the bank you want, or collect from the other | No |
| The status shows no bank | Seed at your branch, with a consent form | No |
| The status shows inactive | Visit the branch and give the consent form again | No |
| The branch refuses, since names differ | Correct the account or Aadhaar, then seed | No |
| The seeded account is dormant or closed | Revive it, or seed another | No |
| The scheme has a wrong name or account number | The scheme's office | No |
| A payment failed and was not resent | Ask the scheme's office to send it again | No |
| The person changed a name by choice | Gazette, then Aadhaar and the bank, then check the seeding | Yes |
A Gazette appears once in eight rows, and even then it does not move a single payment by itself.
What Should You Do, Step by Step?
This is the general order. The first step takes a few minutes and settles many cases.
Step 1: Find out which bank your Aadhaar is seeded with today
On the identity authority's site, under bank seeding status. It shows the bank, the status and the date.
Step 2: Compare that bank with the account you expected the money in
If they differ, that is the answer. The money went to the other bank.
Step 3: If it shows no bank, or inactive, go to your branch
With Aadhaar and the passbook. Ask for Aadhaar to be seeded for benefit transfers.
Step 4: Read the name on the passbook against Aadhaar
A branch may refuse to seed where the two differ.
Step 5: Have the account's name brought to Aadhaar, where it differs
At the branch, on Aadhaar. Or correct Aadhaar first if it is the odd one.
Step 6: Sign the bank's consent form for seeding, and take an acknowledgment
The bank acts on your written consent.
Step 7: Check the seeding status again after some days
See that it now names the bank you chose.
Step 8: Ask the scheme's office to send the failed payment again
A payment that failed is not always resent by itself.
Why Does the Money Follow the Number?
- A scheme that pays on Aadhaar sends out a number and an amount.
- The mapper answers one question: which bank is this number seeded with.
- That bank then credits the account it has seeded to the number.
- As that road is described, it is the number that routes the payment, not the beneficiary's name.
- So a name spelt three ways across a person's papers does not, by that alone, stop such a payment.
- And a name spelt perfectly does not bring a payment to an account the mapper does not point to.
This is worth knowing before spending weeks on a correction. Much of what this site describes as a name mismatch stops a registration. This one thing, seeding, is what moves the money. Read PM-Kisan name mismatch, where both arise.
What If the Bank Will Not Seed?
- A bank seeds Aadhaar to an account on the customer's written consent.
- Before it does, it satisfies itself that the Aadhaar and the account belong to one person.
- Where the account says "Guddi Devi" and Aadhaar says "Sunita", a careful branch declines.
- The cure is the ordinary one: the account's name is corrected to Aadhaar, at the branch, on Aadhaar itself.
- Where Aadhaar is the paper that is wrong, it is corrected first, and the account follows.
- Then the consent form is given again. Take the bank's acknowledgment each time.
We could not confirm any bank's rule on how close the names have to be. Read name change in bank records, Jan Dhan account name mismatch and CKYC name mismatch.
What About the Forgotten Old Account?
- Years ago accounts were opened in camps, for a scholarship, a gas subsidy or a wage payment, and seeded then and there.
- People moved on to another bank and forgot the first.
- The mapper did not forget. It still points to whichever bank seeded last.
- A pension or a farm payment then lands in the old account, which may be dormant.
- The seeding status on the identity authority's site names the bank. Go there, or seed afresh at the bank you use.
- A new account can also take the seeding away from the one you rely on, if you signed a consent form when opening it. Check after opening any account.
Money credited to a dormant account is not lost. The branch revives the account on fresh identity papers. Read Jan Dhan account name mismatch.
What About Payments Sent by Account Number?
- Some schemes pay to an account number and bank code that the beneficiary gave.
- The scheme's system checks that account with the bank before paying, and the name the scheme holds is compared with the bank's.
- A name in a different form, or one wrong digit in the account number, fails that check.
- This is a true name mismatch, between the scheme's record and the bank's.
- It is put right at the scheme's office, by correcting its record to the passbook, or at the bank, by correcting the account.
- Give every scheme your name and account number from the passbook's first page, not from memory.
We did not read how any one scheme validates accounts. The scheme's office will say which road its payments take. Read old age and widow pension records and name change in scholarship records.
How Is a Failed Payment Resent?
- Correcting the seeding or the name opens the road for the next payment.
- A payment that already failed has gone back to the scheme.
- It is not always sent again by itself. Someone at the scheme's office has to release it.
- Go there with proof that the cause is cured: the seeding status, or the corrected passbook.
- Ask for the failed instalment by its month, and for the reason recorded against it.
- Ask in writing where a spoken request is not acted on, and keep the receipt.
Read what to do when an application is pending, and name change in gas connection for the gas subsidy.
Where Does a Gazette Come In?
Only where the person has changed a name by choice, and Aadhaar and the bank are to carry the new one. It has no part in seeding, and moves no payment.
Step 1: Confirm that it is a change of name, and not a seeding or a spelling problem
A payment that went to another bank is a seeding matter. A spelling is corrected at the branch.
Step 2: Understand what a Gazette can do here
It lets Aadhaar and the bank carry your new name. It does not move a payment.
Step 3: Fix the exact new name
The spelling that will go on Aadhaar and the bank account.
Step 4: Make the affidavit and publish the newspaper notice
Sign before a notary. Publish in a daily local leading newspaper, and keep the original newspaper.
Step 5: Type the form and sign the undertaking
Two typed copies of the specimen, signed in your old name with two witnesses, and the undertaking.
Step 6: Prepare the CD, photographs and certificate
The same text on a CD in MS Word, two self-attested photographs with identity proof, and a certificate that both copies match.
Step 7: Pay the charge on BharatKosh
Commonly Rs 1,100 for an adult. It is not refunded.
Step 8: Send the file yourself, then update Aadhaar and the bank
Send it to the Controller of Publications, Department of Publication, Civil Lines, Delhi 110054. Then check the seeding once more.
Which Gazette Should You Use?
Aadhaar, the bank and the payments body are all central. The Gazette of India is the one to use.
Step 1: Remember who is involved
The identity authority, a bank and the national payments body.
Step 2: Remember that all three are central
None is a state office.
Step 3: Use the Gazette of India
A state notice does nothing here.
Step 4: Contact the Roorkee press only if a state notice suits another purpose
Take the contact from govtpress.uk.gov.in and ask if a private change of name notice is being accepted.
Step 5: Download the notice
Search egazette.gov.in and save the PDF.
For the difference between the two, read Uttarakhand Gazette vs Gazette of India.
Which Mistakes Do People Make?
| Mistake | What to do |
|---|---|
| Correcting names before checking the seeding | Check the seeding status first |
| Thinking "linked to Aadhaar" means seeded for benefits | Ask the branch for seeding, by name |
| Signing a consent form at every new account | Know that the last one takes over |
| Forgetting an old account | The status names the bank |
| Giving a scheme the account number from memory | From the passbook |
| No acknowledgment of the consent form | Take one, with a date |
| Waiting for a failed payment to return by itself | Ask the scheme's office |
| Paying someone to "link" the account | The branch does it. Ask there |
| Asking for a Gazette to bring a payment | It does not move money |
A typical case we handle: an old farmer in Pauri stopped receiving a farm payment. His son found the father's name spelt slightly differently on the land record and Aadhaar, and came to us for a Gazette. We asked him to check the seeding status first. It named a bank in the plains, where the father had opened an account at a camp ten years before. The payments were sitting there. He seeded Aadhaar at the bank the family uses, and had the old account revived to draw what had collected. This is an illustrative example of the type of case we handle, not a named client review.
When you do not need us
For seeding, a spelling at the bank, and a failed payment. The branch and the scheme's office settle those. We are useful only where a person has changed a name by choice and Aadhaar needs a Gazette notification.
Which Areas of Uttarakhand Do We Cover?
All 13 districts: Dehradun, Haridwar, Pauri Garhwal, Tehri Garhwal, Rudraprayag, Chamoli, Uttarkashi, Nainital, Udham Singh Nagar, Almora, Bageshwar, Champawat and Pithoragarh. Seeding is done at your own bank branch. If your Aadhaar and passbook carry different names, send photos on WhatsApp and we will tell you which to correct.

A self-service portal of the National Payments Corporation of India that lets citizens link, check or change their Aadhaar mapping for benefit transfers online, without visiting a bank.
Can I move my DBT to another bank online?
Yes. Banks describe three kinds of seeding on the portal: fresh seeding, movement to another account in the same bank, and movement from one bank to another.
Can I remove Aadhaar from an old bank account?
Yes. The portal offers de-seeding, which removes the Aadhaar linkage from a bank account. Seed the account you use before de-seeding the old one.
Can I see which banks my Aadhaar was seeded with before?
Yes. The portal shows the Aadhaar mapping history as well as the current status, which helps find a forgotten account that a payment went to.
What do I need to use the seeding portal?
Banks say the customer's correct Aadhaar number and mobile number should be linked to the savings account. Where they are not, the branch is still the place to go.
What is the Aadhaar Payments Bridge?
The system that processes bulk benefit payments using the Aadhaar number as the beneficiary's financial address. It reads the mapper to find the bank.

That a bank seeds the Aadhaar number into the national payments body's mapper on the customer's consent, that only one account is linked at a time, that the subsidy goes to the last seeded bank with an active status, how the status is checked on the identity authority's site, that the action rests with the bank where the mapper is not updated, and what an inactive status calls for, are from a Government knowledge portal's page on seeding status and from banks' published pages. The citizens' platform is from a bank's page on it. That no name is compared on a payment sent on an Aadhaar number is our reading of how the mapper is described, not a statement we found in terms. We did not read the payments body's own rules, any bank's rule on names at seeding, or how any scheme validates an account. Your branch and the scheme's office are the authority.

Aadhaar Seeding: The Short Version
A benefit sent on an Aadhaar number goes to the bank that number is seeded with, and only one bank is active at a time. So before correcting any name, check the seeding status on the identity authority's site. If it names another bank, seed afresh at the one you use. If your branch will not seed since the names differ, have the account brought to Aadhaar. Then ask the scheme's office to resend what failed.
No Gazette is needed for any of that. If your Aadhaar and passbook disagree, send photos on WhatsApp 9540005064, and we will reply in working hours.
